The socio-economic situation of Hung Yen province in March and the first quarter of 2018

1. Agricultural and aquatic production

     Cultivation

     Winter crop production: According to official results, total cultivated area of ​​the winter crops in 2018 of the whole province is 11,691 ha, decreasing 919 hectares (down 7.29%) as compared to that in 2017 and reaching 96, 70% of the plan. Of which: 3,357 hectares of maize, reducing 563 hectares; 329 hectares of sweet potato, decreasing 63 hectares; 310 hectares of soybean, down 219 hectares; 125 hectares of groundnut, seeing an increase of 17 hectares; 6,295 hectares of vegetables, down 114 hectares. Thus, the cultivated area of ​​winter crops this year did not meet the plan, in which the area of ​​maize decreased the most, specifically as follows: the maize area in Khoai Chau district decreased 171 hectares, Kim Dong district at 111 hectares, Phu Cu district at 176 hectares. The cultivated area of ​​soybean also declined sharply in Khoai Chau district (down 133 hectares), Kim Dong district (down 35 hectares). The cultivated area of ​​vegetables, beans, flowers and ornamental plants reduced mainly in Phu Cu District (down 77 hectares), Kim Dong District (down 78 hectares).

In general, the yield of most of the crops in the winter crop this year is better than that in the previous year. According to the survey on the productivity of annual crops, the productivity of some crops is as follows: maize reached 55.95 quintals / ha, increasing by 1.56 quintals / ha; sweet potato: 142.83 quintals / ha, decreasing by 2.2 quintals / ha; soybean: 18.41 quintals / ha, up 0.6 quintals / ha; groundnut: 30.27 quintals / ha, rising by 0.74 quintals / ha; vegetables of all kinds: 228.18 quintals / ha, up 1.24 quintal / ha;

     Spring crop production: At present, the whole province has planted spring rice with the area of ​​nearly 34 thousand hectares of rice, ensuring the schedule. In particular, the direct sown area accounted for over 23% of the area, the rest were mainly seedlings (planting on hard soil). In addition to sowing and transplanting spring rice, local farmers are also interested in cultivating spring crops. According to the production progress report, on March 20, 2018, the area of ​​caring rice the second time was 31,132 hectares; the cultivated area of spring crops reached 7.519 hectares (of which 1,989 hectares of maize, 550 hectares of groundnut, 501 hectares of soybean, 360 hectares of medicinal plants, 600 hectares of ornamental plants and 3,519 hectares of vegetables). The harvested area of vegetables in spring crop reached 327 ha.

     Immediately after the Lunar New Year in 2018, all localities in the province simultaneously launched the movement of the tree plantation to forever pay tribute to Uncle Ho. By March 20, 2018, the province has planted 314,692 trees, including 281,192 fruit trees and 33,500 shade trees.

     Raising cattle and poultry

     The most important activity in livestock and poultry breeding is the protection of the safety of livestock and poultry in the Lunar New Year in 2018, timely supplement the number of animal breeds to replace the herd of cattle and poultry slaughtered during Tet holiday. In addition, some products decreased as compared to those in the same period in 2017 such as: black sand decreased by 27.99%; Non-carbonated mineral water declined 9.47%; filament yarn (synthetic filament) decreased 25.51%; brick made of clay down 1.03%; other parts of motor vehicles declined by 11.92%.

     In the first three months of 2018, the industrial production index increased 9.30% over the same period in 2017. Of which: mining industry (sand) decreased 18.85%; processing and manufacturing increased 9.19%; electricity production and distribution rose by 11.24%; water supply, waste and waste water management and treatment up 10.73%. Some industrial products increased by the same period in 2017: noodles, vermicelli, instant porridge increased by 10.07%; clothing rose by 22.03%; paper boxes of all kinds up 20.63%; paint and varnish soluble in water increased by 10.45%; the remaining plastic products not classified up 9.30%; brick made of clay rose 4.43%; sanitary ware fixed with ceramic increased by 54.59%; iron and steel increased 29.50%; mono wire in rolls up 17.59% ...

     4. Investment activities

     a. The investment capital for the development in the area

     The investment capital for the development in the province in the first quarter was estimated to reach at VND 7,102,996 million, up 7.93% over the same period in 2017. Of which: State budget investment capital was VND 891,396 million, increasing 6.47%; non-state investment capital: VND 3,413,332 million, up 4.49%; foreign - invested capital: VND 2,798,268 million, up 12.97%.

     Investment capital of the local budget

     The investment capital of the state budget managed by localities in March was estimated to attain at VND 139,913 million, up 11.33% over the same period in 2017. Of which: the provincial state budget: VND 70,295 million, up 1.29%; the district one: VND 39.631 million, up 29.35%; the commune one: VND 29,987, up 16.99%.

     In the first three months of 2018, the investment capital of the state budget managed by localities was estimated to reach at VND 415,740 million, up 13.13% over the same period of 2017. Of which: the provincial state budget: VND 205.777 million, up 3.98%; the district one: VND 117,935 million, up 25.65%; the commune one: VND 92,028 million, up 21.50%.

     c. Foreign investment

     As of March 20, 2018, 406 foreign - invested projects registered to operate, with a total registered capital of US $ 3,998,212 thousand, of which there were 6 newly registered projects with a registered capital of 21,601 thousand USD. The countries owning the most number of projects and the biggest investment capital are as follows: Japan with 147 projects with the registered capital of USD 2,691,537 thousand, accounting for 67.32% of the total one; Korea with 123 projects, with the registered capital of USD 624,892 thousand, accounting for 15.63% of the total one; China with 82 projects, with the registered capital of 323,679 thousand USD, accounting for 8.10% of the total one.

5. Financial and monetary activities

     a. State budget revenues

     The state budget revenue in March was estimated to reach at 782,240 million VND, down 19.01% over the same period in 2017. Of which: domestic revenue: 714.342 million VND, up 9.53%; revenues from import-export activities: VND 67,898 million, of which VND 146,274 million from import and export activities, and VND 78,376 million from value-added tax refunded. Some domestic revenues in the month are estimated as follows: state-owned revenue: 13,046 million VND, down 54.72%; revenues from foreign-invested enterprises: 127.942 million VND, up 83.22%; revenues from non-state sector: 308,937 million VND, up 15.03%; collection of registration fee: 21,078 million VND, up 0.15%; personal income tax: VND 67,086 million, down 16.44%; environmental protection tax: VND 25,214 million, decreasing by 1.37%; charges and fees: VND6,599 million, down 40.55%; revenues from housing and land: VND 122,060 million, down 10.87%.

     In the first three months of 2018, the state budget revenue was estimated to attain at VND2,115,258 million, down 18.01% over the same period in 2017. Of which: domestic revenue: VND 2,000,000 million, up 9.40%; revenues from import-export activities: 115,258 million VND, of which VND 627,498 million from export and import activities and VND 512,240 million from value-added tax refunded. Some domestic revenues are estimated as follows: state-owned revenue: 39,000 million VND, down 56.87%; revenues from foreign-invested enterprises: VND 405,000 million, up 23.83%; revenues from non-state sector: VND 728,000 million, decreased by 15.40%; collection of registration fee: VND 66,500 million, up 4.60%; personal income tax: VND 200,000 million, up 4.80%; revenues from housing and land: VND 408,600 million, up 121.09%.

     b. State budget expenditures

     From 01/01/2018 to 19/3/2018, local state budget expenditure reached VND 1,866,069 million, accounting for 21.40% of the year plan. Of which: expenditure on development and investment: VND 830,854 million, reaching 31.31%; regular expenditures: 1,035,215 million VND, reaching 17.06%. A number of regular expenditures are as follows: expenditure on economic activities: VND 77,274 million; expenditure on education and training: VND 434,581 million; expenditure on medical care: VND 55,280 million; expenditure on cultural, physical training and sport activities: VND 15,911 million; expenditure on social security: VND 91,113 million; expenditure on administrative management: VND 267,009 million, other expenses: VND 92.952 million.

     c. Banking operations

     As of 28/2/2018, the total capital of credit institutions reached VND 67,825,817 million, up 5.14% compared with that on December 31, 2017. Of which: mobilized capital in people and economic organizations: VND 57,944,415 million, up 3.44% and accounted for 85.43% of the total capital. Total loans to the economy reached VND 50,115,186 million, decreasing by 0.05% as compared to those on December 31, 2017. Of which: short-term loans: VND 34,043,661 million, down 0.83%; medium and long term loans: VND 16,071,525 million, up 1.65%. The loans in local currency: VND 47,676,052 million, down 0.04%; the loans in foreign currency: VND 2.439.134 million, down 0.13%. Credit quality: the bad debts (in group 3, 4, 5): VND 683,915 million (accounting for 1.36% of total loans), decreasing by 5.72% as compared to December 31, 2017.

     6. Trade and service

     Total retail sales of goods and services in March were estimated to reach at VND 2,462,294 million, up 10.13% over the same period last year. Of which, retail sales: VND 1,989,337 million, 10.41%; revenue on accommodation and catering services: 134,250 million VND, increasing by 7.90%; tourism revenue: VND 472 million, up 12.01%; revenue on other services: VND 338,235 million, increasing by 9.35%. In the first three months of 2018, total retail sales of goods and services were estimated to attain at VND 7,466,838 million, up 11.32% over the same period last year.

     By industry, the retail sales of goods in the first three months were estimated to reach at VND 6,066,566 million, accounting for 81.25% of the total one and up 12.02% over the same period of 2017. Of which: the retail sales of food increased by 12.60%; garments rose by 20.18%; home appliances up 18.74%; cultural and educational items increased by 10.78%; wood and building materials rose by 19.53%; automobiles of all kinds decreased by 69.11%; means of transport (excluding cars, including spare parts) increased by 14.11%; gasoline and oil of all kinds rose by 11.80%; gemstone and precious metals up 33.24% ...

     In the first three months of 2018, revenue on accommodation, travel and catering services was estimated to reach at 397.266 million VND, accounting for 5.32% of the total retail sales of goods and services and 7.18% over the same period in 2017. Of which: revenue from accommodation services was estimated to attain at VND 16,509 million, up 5.43%; catering service: VND 379,277 million, increasing by 7.22%; travel services and tourist assistance activities: VND 1,480 million, up 14,91%.

     Revenue on other services in the first three months of 2018 was estimated to reach at VND1,003,006 million, accounting for 13.43% of total retail sales of goods and services and up 8.94% over the same period of 2017.

7. Consumer, gold and US dollars prices

     Consumer price index

     Consumer price index (CPI) in March decreased by 0.24% over the previous month. Of which: 6/11 groups of goods and services reduced their price index, including: catering services decreased by 0.23%; beverages and tobacco fell by 0.47%; garments, hats, footwear down 0.77%; housing, utilities, fuel and construction materials declined by 0.77%; equipment and household appliances reduced by 0.74%; traffic services decreased by 0.64%. 3/11 groups of goods and services kept stable as compared to the previous month, namely: post and telecommunications; medicines and medical services; educational services. Particularly for cultural, sport and entertainment groups; other commodities and services showed an increase of 1.39% and 1.25%, respectively as compared to the previous month.

     As compared to December 2017, CPI increased by 0.98% in March. Of which: catering service increased by 1.81%; beverages and tobacco up 0.99%; garments, hats, footwear, down 0.26%; housing, utilities, fuel and building materials down 0.43%; equipment and household appliances rose by 0.33%; transport services increased by 2.11%; culture, sports and entertainment increased by 2.52%; goods and other services increased by 3.52%; post and telecommunications decreased by 0.75%; group of drugs and medical services, educational services are stable as compared with December, 2017.

     As compared to the same month in 2017, CPI in March increased by 2.45%. Of which, catering service decreased by 0.66%; beverages and tobacco up 1.98%; garments, footwear rose by 1.61%; housing, utilities, fuel and building materials rose by 2.15%; equipment and household appliances up 1.53%; medicines and health services increased by 15.37%; traffic services increased by 5.05%; post and telecommunications decreased by 0.75%; educational services increased by 3.78%; culture, sports and entertainment increased by 2.72%; goods and other services increased by 4.70%.

     In the first three months of 2018, CPI increased by 5.03% against same period last year. Of which: catering services decreased by 1.06%; beverages and cigarettes rose by 1.62%; garments, footwear rose by 2.0%; housing, utilities, fuel and building materials up 3.37%; equipment and household appliances up 1.74%; medicines and medical services increased by 58.94%; traffic services rose by 5.43%; post and telecommunications decreased by 0.76%; educational services increased by 3.78%; cultural, sports and entertainment services rose by 1.63%; goods and other services increased by 3.61%.

     Gold and USD price index

     The gold price index in March increased by 0.24% over the previous month and at the average price of 3.688.000 VND / tael. The US dollar price increased by 0.22% over the previous month, the average price was 22,784 VND / USD.

     8. Transport activities

     a. Passenger transport

     Passenger transport in March was estimated to reach at 1,172 thousand carriers and 73,197 thousand passengers, increasing by 19.36% in carriers and 20.94% in passengers over the same period in 2017; passenger transport revenue was estimated to attain at VND 53,322 million, up 11.43%. In the first three months of 2018, passenger transport was estimated to reach at 3,434 thousand carriers and 214,087 thousand passengers, respectively, up 14.13% in carriers and 14.56% in passengers over the same period of 2017; passenger transport revenue is estimated to attain at VND 156,402 million, up 12.22%.

     b. Cargo transport

     Cargo transport in March was estimated to reach at 2,222 thousand tons for freight and 82,028 thousand tons for rotational goods, seeing an increase of 9.28% in tons of freight and 13.36% in tons of rotational goods over the same period of 2017; cargo transport turnover is estimated to attain at 181,523 million VND, increasing by 9.64%. In the first three months of 2018, cargo transport was estimated to reach at 6,616 thousand tons for freight and 242,093 tons for rotational goods, up 9.26 % on freight and up 10.66 % on rotational goods over the same period of 2017; cargo transport turnover is estimated to attain at VND545,026 million, up 9.51%.

9. A number of cultural and social activities

     a. Residential life and social security

     On the occasion of Lunar New Year 2018, all levels, sectors and units have organized activities to visit policy beneficiaries, people with merits, the elderly and social beneficiaries to ensure people welcome the New Year in the warmth and happiness. Total expenditures for above activities are about 47 billion VND. Specifically as follows:

     To give 35,547 gifts of the State President with the worth of 7,300.20 million VND for policy beneficiaries and people with meritorious services to the revolution. To present 35,623 gifts of the Provincial Party Committee, the provincial People's Council, the provincial People's Committee and the Provincial Fatherland Front Committee for policy beneficiaries and families of soldiers working in Truong Sa, Hoang Sa and DK1 and wounded soldiers who are cared at centers for nursing people with merits with the worth of 450,000 VND / item (including 300,000 VND in cash and 01 gift bag); to donate 05 centers for nursing people with merits inside and outside the province with the worth of 3,000,000 VND per unit; to visit and present gifts to 22 families representing policy families in the province with the worth of 950,000 VND / gift (including 800,000 VND in cash and 01 gift bag). The total amount is 16,067.15 million VND.

   To give the longevity wishing cards of the State President for the elderly people round 100 years old, the President's greeting cards for the elderly people round 90 years old; to visit and give presents to 27,250 elderly people aged 70, 75, 80, 85, 90, from 91 to 99, round 100 and over 100 years old. The total amount is 8,946.35 million VND. To support 12,639 poor households to celebrate Tet festival with the worth of VND300,000 / household and the total amount of VND3,791.70 million VND. To support 778 people who are taken cared in social protection centers in the province with the total amount of 556.60 million VND. In addition, the districts and cities have deducted the budget and mobilized organizations, individuals and businesses to give gifts to poor households, social protection beneficiaries and the elderly people.

   The whole province visited and gave presents to 3,649 poor children with the amount of VND 1,381.85 million (not including children in the care of social protection establishments).

     b. Laborers and jobs

     In the first quarter of 2018, Hung Yen province advised 4.3 thousand people on employment, labor policy, apprenticeship, labor export; organized 06 job fairs; issued the monthly unemployment insurance for over 1 thousand laborers. To create jobs for about 4.6 thousand laborers, of which 800 laborers will be exported to Taiwan, Japan, South Korea and Malaysia. To implement the labor export program in the Czech Republic. To set up the plan for the action month of labor safety and hygiene in 2018.

     c. Cultural and sports activities

     Cultural activities: In the first quarter, the whole province organized successfully cultural, sports and entertainment activities to welcome the Lunar New Year 2018, celebrate the 88th anniversary of the Communist Party of Vietnam (03/02/1930 – 03/02/2018), the 88th anniversary of the Ho Chi Minh Communist Youth Union (26/3/1930 - 26/3/2018), the International Women's Day (on March 8th).

     From 14/3 to 20/3, 2018, Hung Yen Youth Union together with the Vietnam Youth Museum and the Provincial Museum organized the exhibition named " Vitality of Truong Sa - Volunteer Colors". 150 photos and a lot of artifacts are displayed at the exhibition with three themes: "Island Sovereignty", "Vitality of Truong Sa" and "Volunteer Colors ". It aims at propagandizing on the sea island under the program "Green Truong Sa" by the Navy Command and the Central Committee of Ho Chi Minh Communist Youth Union.

     Sports activities: The opening ceremony of the 8th Hung Yen Sports Festival in 2018 took place on March 25th at the Provincial Stadium (Hung Yen City). It consists of two parts: the ritual and the festival. The ritual includes: the parade; the torch relay and lighting traditional fire; the oath of the athletes and referees; giving souvenir flags to delegations attending the Festival. The festival comprises of the art program with the theme "Strong to build Hung Yen province, civilization, integration and development."

     The Olympic Day 2018 for the health of all people of Hung Yen province was held in the communes, wards and towns in the province on March 25, 2018, striving for 85% of communes, wards and townships in the province holding the Olympic Day.

d. Education and training

     Up to now, the education and training sector has successfully completed the task of the first semester of 2017 - 2018 and is striving to successfully complete the teaching and learning tasks of the second semester of 2017-2018. By the middle of the school year 2017-2018, the whole province of Hung Yen has:

     Pre-school education: There are 188 kindergartens with 3,165 groups and classes, 85,356 children, of which 14,733 preschool (32.6%) and 75,083 kindergarten (95.9%). As compared to the previous school year, it increased 6 schools, 199 groups, classes and 2,732 preschool children. 68 schools meet the national standards, accounting for 36.17%.

    Primary education: There are 170 schools, 3,156 classes with 102,780 students. As compared with the previous school year, the number of schools kept stable, increased107 classes, 4,555 students. 130 schools meet national standard, reaching 76.47%. The rate of 6-year-old pupils attending grade 1 is 100%.

     Lower secondary education: There are 171 schools, 1,866 classes with 64,598 students. As compared with the previous school year, the number of schools kept stable, increased 64 classes, 3,495 students. 100% of pupils completing primary education attend grade 6. 84 schools meet national standard, reaching 49.12%.

     High school education: There are 36 schools (26 public ones, 10 non-public ones) and 2 interdisciplinary schools (I, II, III) with a total of 32,837 students. The rate of students finishing grade 9 and attending grade 10 is 78.76% (public schools: 66.9%, non-public schools: 11.86%). 18 schools meet national standards, reaching 47.37%.

    Continuing education: There are 02 provincial centers for continuing education and training, 9 district ones, with 58 classes and 2,164 students. In addition, there are 161 community education centers, 4 colleges and secondary schools that offer secondary school programs, attracting 5,150 students.

     Professional education: There are 6 universities in the whole province, 5 of which are in operation, 1 is under construction, 8 colleges, 3 professional secondary schools and vocational schools.

     e. Health Operation

     In the first quarter of 2018, there is no epidemic in the province. The guard and report of epidemic are ensured as prescribed. There are no contagious diseases such as cholera, Japanese B encephalitis, dengue... Some other infectious diseases appear sporadically in districts. To distribute extension vaccination as planned for the grassroots, to carry out the vaccination for children every month. During and after the vaccination, there are no adverse events. The number of pregnant women checked over 3 times before giving birth attains 98%, the rate of deliveries by medical staff is 100%.

     HIV / AIDS prevention: Up to 28/02/2018, the number of people infected with HIV / AIDS is 1,630 persons, of which: 817 people are alive, the number of deaths due to AIDS is 813 people. On the occasion of Lunar New Year in 2018, Hung Yen province visited and presented gifts in order to support and encourage people with HIV / AIDS who are in difficult situation to welcome Tet holiday.

     Food hygiene and safety: to establish inspection and interdisciplinary teams on food safety during the Lunar New Year and Spring Festival 2018. To monitor the hazards causing food contamination and prevention of food poisoning during the Lunar New Year and Spring Festival 2018 in the province. To inspect enterprises, production establishments, shops, supermarkets for food business, places of food supply in large quantities, wholesale markets and the establishments importing food ...

     f. Environmental protection and fire and explosion prevention

     From 16/02/2018 to 15/3/2018, in the whole province, there is 1 environmental violation case, which is in the investigation phase; the cause of the violation is the sale of plant protection drugs out of the allowed list. In the first quarter of 2018 (from 16/12/2017 to 15/3/2018), 35 cases of environmental violations were detected in the province, of which 28 cases were handled and fined VND 1,434 million.

    In the first quarter of 2018 (from 16/12/2017 to 15/3/2018), there was 1 fire, no explosion, 1 death, no injuries, with the damage of VND 50 million. Particularly, in March 2018, there was no fire or explosion in the province.

     g. Traffic order and safety

     According to data from Hung Yen Traffic Safety Board, from 16/02/2018 to 15/3/2018, in the whole province, there are 11 traffic accidents (including 10 road accidents, 01 railway accident), 8 people killed, 4 people injured. As compared with last month, increased 1 accident, up 10.0%; increased 2 dead persons, rising by 33.33%; decreased 1 injured person, down 20.0%. From the beginning of the year to March 15, 2018, there have been 37 traffic accidents, 25 people killed and 21 people injured. The number of accidents is equal to the same period in 2017, the number of deaths decreased 8 people, down 24.24%; the number of injured people decreased 7 persons, down 25.0%.
