The socio-economic situation of Hung Yen province in November and 11 months of 2020

1. Agriculture and fishery

In November, the weather is favorable for agricultural production. The localities in the province focus on cultivating and caring winter crops and vegetables, preventing pests and diseases for perennial crops and safely protecting cattle and poultry.

a) Cultivation

The annual tree in summer-autumn crop

By October 15, 2020, the whole province has finished harvesting summer-autumn rice. According to preliminary assessment, the yield of summer-autumn rice is estimated to reach at 58.14 quintals / ha, down 2.36 quintals / ha over the same period last year. In this year's crop, the complicated weather, many hot days and low humidity (below 60%) have affected the pollination capacity of rice plants, leading the high rate of flat seeds in some local rice varieties and affecting the yield.

As for other annual crops, a number of crops have stable yields and increase over the same period last year such as: maize: 57.86 quintals / ha, seeing an increase of 2.17% (up 1.23 quintals / ha) ; sweet potato: 189.68 quintals / ha, up 0.62% (up 1.16 quintals / ha); peanuts: 37.63 quintals / ha, seeing an increase of 0.40% (up 0.15 quintals / ha); soybean: 24.76 quintals / ha, up 0.69% (up 0.17 quintals / ha); vegetables of all kinds: 207.74 quintals / ha, seeing an increase of 1.18% (up 2.42 quintals / ha); flowers of all kinds have increased significantly in terms of area, yield and output.

The annual tree in winter crop

According to the progress report as of November 25, 2020, the whole province has planted 8,094 ha of winter crops, of which: 1,474 ha of maize; 159 ha of potatoes; 226 ha of peanuts and soybeans; squash of all kinds: 893 ha; flowers, ornamental plants, medicinal plants: 1,132 ha, other vegetables: 4,210 ha. By this time, winter crops are basically growing and developing well. As of November 25, the area of ​​harvested winter crops is 1,888 ha.

Perennial trees: The current area of ​​perennial trees in Hung Yen province reaches 15,155 ha, mainly fruit trees (93.73%). In general, this year's weather is favorable for the flowering and fruiting process, so the yield of fruit trees is expected to be quite good as compared to the previous year. Specifically: longan: 46.5 thousand tons, up 47.62%; litchi: 12 thousand tons, up 57.89%; orange: 35 thousand tons, up 8.86%; grapefruit: 24 thousand tons, up 5.26%.

b. Breeding

Functional branches, localities in the province actively and proactively inspect and supervise epidemics and livestock and poultry transportation. Poultry production continues to develop well as households change from pig to poultry. As of November 1, 2020, the estimated total number of cattle and poultry in the province as compared with the same period last year is as follows: 2,896 buffaloes, up 7.22%; 34,150 cows, down 4.29%; 448,250 pigs, up 3.48%; 9,660 thousand poultry, seeing an increase of 2.22% (of which: 6,895 thousand chickens, up 4.08%).

2. Industrial production

As compared to the previous month, the industrial production index in November increased by 1.07%, of which: the mining industry rose by 2.31%; processing and manufacturing increased by 1.06%; electricity production and distribution decreased by 1.28%; water supply, waste and wastewater management and treatment declined by 1.16%.

As compared to the same period in 2019, the industrial production index of the whole industry in November increased by 7.71%, of which: the mining industry increased by 7.87%; processing and manufacturing industry rose by 7.44%; production and distribution of electricity, hot water and steam increased by 10.14%; water supply and wastewater and waste treatment rose by 11.07%. Some industrial products in the month increased over the same period in 2019 such as: noodles, vermicelli, instant noodles, porridge up 9.45%; cattle feed increased by 6.80%; poultry feed rose by 14.86%; wooden windows and doors up 11.04%; carton boxes (excluding the corrugated one) increased by 15.76%; fixed and ceramic sanitary ware rose by 22.79%; iron and steel of all kinds up 10.72%; discs for unwritten laser reading systems increased by 13.36%; other circuit protection equipment used for voltage ≤ 1000 V and not classified rose by 32.19%; other single insulated wire in coil increased by 8.03%; commercial electricity rose by 10.14%, ... Besides, a number of products decreased over the same period last year such as: Vodka and Cognac wine decreased by 43.10%; non-carbonated mineral water declined by 4.46%; clothes reduced by 2.51%; plastics packaging decreased by 24.26%; bricks made of clay (except for ceramic and porcelain) in the standard of 220x105x60mm, down 7.84%; ready mixed concrete (fresh concrete) reduced by 15.45%; DC / AC motors with the capacity more than 37.5W down 35.90%

Generally for eleven months, the industrial production index increased by 7.11% over the same period in 2019. Of which: the mining industry (sand) increased by 7.47%; the processing and manufacturing industry rose by 6.75%; electricity production and distribution up 10.04%; water supply, waste and wastewater management and treatment increased by 13.08%.

Some industrial products increased over the same period in 2019 such as: noodles, vermicelli, instant noodles, porridge up 3.62%; poultry feed increased by18.17%; wooden windows and doors up 8.49%; carton boxes (excluding the corrugated one) increased by 12.25%; iron and steel of all kinds rose by 5.51%; discs for unwritten laser reading systems increased by16.02%; other circuit protection equipment used for voltage ≤ 1000 V and not classified rose by 42.29%; single insulated wire in coil up 10.94%; commercial electricity increased by 10.04%... Besides, a number of major products decreased in eleven months such as: animal feed down 12.20%; Vodka and Coke wine decreased by 35.66%; non-carbonated mineral water declined by 0.61%; bricks made of clay (except for ceramic and porcelain) in the standard of 220x105x60mm, down 9.56%; ready-mixed concrete (fresh concrete) decreased by 2.50%; DC / AC motors with the capacity more than 37.5W, down 2.97%; ... These products have decreased due to market influence, such as: pig farming has not recovered, thus affecting animal feed production industry; the Decree No. 100/2019 / ND-CP has affected the wine and beer production industry, leading to a reduction in production output by enterprises; Covid-19 epidemic affects the production and consumption of goods by enterprises.

3. Investment activity

a) Investment capital from local budget

Recently, leaders of all levels and sectors continue to drastically direct the implementation of measures to recover the economy after Covid-19. The process of disbursement of public investment capital is paid special attention, and works and projects have been accelerated. The realized investment capital from the state budget in November is estimated to reach 396,250 million VND, up 53.34% over the same period in 2019. In which, provincial budget capital attains 137,640 million VND, up 11.99 %; the district level: 126,260 million VND, up 62.93%; the commune level: 132,350 million VND, up 128.11%.

Generally for eleven months, the investment capital from the local budget is estimated to reach 2,760,970 million VND, up 23.94% as compared to the same period in 2019 and getting 77.53% of the plan. In which: the provincial budget capital reaches 1,061,668 million VND, up 2.39% and getting 78.68% of the plan; the district level: 966,020 million VND, up 40.82% and reaching 84.65% of the plan; the commune level: 733,282 million VND, up 45.27% and reaching 68.48% of the yearly plan.

b) Foreign investment activity

As of November 20, 2020, there are 487 foreign-invested projects registereing to operate, with a total registered capital of 5,065,362 thousand USD, of which from the beginning of the year until now, there are 22 newly registered projects with the capital of 87,282 thousand USD. The countries with the main number of projects and investment capital are: Firstly, Japan has 167 projects with the registered capital of 3,090,648 thousand USD, accounting for 61.02% of total registered capital; second is Korea with 143 projects and the registered capital of 729,807 thousand USD, accounting for 14.41% of total registered capital; third is China with 110 projects and the registered capital of 621,771 thousand USD, accounting for 12.27% of total registered capital.

4. Trade and service

Total retail sales of consumer goods and services in November are estimated to reach 3,675,353 million VND, up 1.67% over the previous month and 8.87% over the same period in 2019. In which:

The retail sales of goods in November are estimated to attain at 2,553,231 million VND, up 1.50% over the previous month and 10.37% over the same period last year. The retail sales of goods increased as compared to the previous month, mainly in the following groups: food and foodstuff up 1.53%; garment up 1.25%; home appliances, tools and equipment up 1.76%; cultural and educational products up 1.16%; constructional materials up 1.26%; gasoline and oil of all kinds up 1.86%; other goods up 1.79%.

The revenue from accommodation and catering services is estimated to attain at VND 151,946 million, up 1.02% from the previous month and down 6.22% from the same period last year. In which: the revenue from accommodation service is 5,359 million VND, up 0.92% over the previous month and down 11.84% as compared with the same period last year; catering service revenue is 146,587 million VND, increased by 1.02% as compared to the previous month and decreased by 6.0% over the same period last year.

Travel service revenue is estimated to reach at VND 900 million, up 7.78% over the previous month and down 54.50% over the same period last year.

Other services revenue in November is estimated to reach at 969,276 million VND, up 2.23% over the previous month and up 7.88% over the same period in 2019. Specifically: real estate trading: 677,503 million VND, up 1, 46% over the previous month and 8.64% higher than the same period last year; administrative and support services 138,585 million VND, up 6.24% over the previous month and 10.64% over the same period last year; revenue from education and training service is 20,617 million VND, down 2.06% over the previous month and up 1.0% over the same period last year; medical service and social assistance activity: 13,502 million VND, up 0.91% over the previous month and 10.88% over the same period last year; arts and entertainment: 8,945 million VND, increased by 0.79% over the previous month and decreased by 5.18% over the same period last year; other services for individuals and families: VND 110,125 million, up 3.26% over the previous month and up 2.35% over the same period last year.

Generally in eleven months of 2020, the total retail sales of goods and service revenue reach 38,407,311 million VND, seeing an increase of 6.40% over the same period in 2019. In which: commerce: 27,202,135 million VND, up 9.01%; accommodation and catering services: 1,494,465 million VND, down 11.87%; tourism revenue: 10,271 million VND, down 48.56%; other services revenue: 9,700,439 million VND, up 2.90%.

5. Price index

a) Consumer price index

The consumer price index (CPI) in November decreased by 0.16% from the previous month. Among 11 main groups of goods and services, there are 5 groups with lower price indexes, namely: restaurants and catering service down 0.37%; housing and constructional materials down 0.43%; traffic decreased by 0.59%; post and telecommunications down 0.88%; culture, entertainment and tourism decreased by 0.31%. There are 6 groups with an increase in price indexes: beverage and tobacco rose by 0.28%; garment, hats and footwear increased by 0.73%; home appliances and equipment rose by 0.70%; medicine and medical service up 0.01%; education increased by 0.06%; commodity and other services up 0.01%.

As compared to December 2019, the CPI this month decreased by 1.02%. In which: the group of resturants and catering service rose by 0.57%; beverage and tobacco down 1.52%; garments, hats and footwears down 0.28%; housing, electricity, water, fuel and constructional materials rose by 1.16%; home appliances and equipment down 0.07%; medicine and medical service rose by 0.16%; traffic service decreased by 15.04%; post and telecommunications down 1.64%; educational service rose by 0.16%; culture, entertainment and tourism decreased by 2.14%; goods and other services down 0.59%.

As compared to the same month in 2019, the CPI in November increased by 0.09%. In which, the group of restaurants and catering service increased by 3.50% (foodstuff increased by 7.56%, food rose by 2.13%, eating out increased by 6.89%); beverage and tobacco down 1.41%; garments, hats and footwears down 0.40%; housing, electricity, water, fuel and constructional materials rose by 1.39%; home appliances and equipment rose by 0.33%; medicine and medical service up 0.16%; transport service decreased by 14.53%; post and telecommunications services down 1.90%; education increased by 0.16%; culture, sports and entertainment decreased by 2.67%; commodity and other services down 0.21%.

On average, in eleven months, the CPI increased by 4.06% over the same period in 2019. In which: restaurants and catering service rose by 12.84%; beverage and cigarette rose by 1.15%; garments, hats and footwears increased by 0.49%; housing, electricity, water, fuel and constructional materials rose by 0.45%; home appliances and equipment up 0.99%; medicine and medical service rose by 1.77%; traffic service decreased by 11.17%; post and telecommunications down 1.09%; educational service rose by 2.57%; cultural, sports and entertainment services up 0.35%; commodity and other services rose by 3.42%.

b) Gold and US dollar price indexes

Gold price in November continuously fluctuates with an increasing trend. As compared to the previous month, the gold price index in the province increased by 1.01% over the previous month, the average price is 5,426,250 VND / tael.

US dollar price in November decreased slightly 0.04% over the previous month, the average price is 23,269 VND / USD.

6. Transport activity

a) Passenger transport activity

In November passenger transport is estimated to reach at 1,676 thousand carriers and 84,161 thousand passengers, down 2.23% in carriers and 4.24% in passengers over the same period in 2019; passenger transport revenue is estimated to reach at 80,597 million VND, down 0.84%. Generally for eleven months, passenger transport is estimated to reach at 15,821 thousand carriers and 823,488 thousand passengers, respectively down 7.73% in carriers and down 8.51% in passengers with the same period in 2019; passenger transport revenue is estimated to attain at 768,054 million VND, down 7.70%.

b) Cargo transport activity

Cargo transport in November is estimated to reach at 4,211 thousand tons for freight and 178,299 thousand tons for rotational goods, respectively, up 12.22% in tons of freight and 8.99% in tons of rotational goods over the same period in 2019; the revenue from cargo transport is estimated to attain at 475,179 million VND, up 14.56%. Generally for eleven months, cargo transport is estimated to reach at 38,171 thousand tons for freight and 1,610,577 thousand tons for rotational goods, respectively up 4.89% in tons of freight and 4.04% in tons of rotational goods as compared to the same period in 2019; cargo transport revenue is estimated to reach at 4,289,019 million VND, up 6.10%.

7. Financial and banking operations

a) State budget revenue

State budget revenue in November is estimated to reach at 1,400,924 million VND, seeing an increase of 35.06% over the same period in 2019. In which: domestic revenue: 1,075,225 million VND, up 38.87%; customs revenue: 325,699 million VND, up 23.85%. Some of the revenues in the month are estimated to reach as follows: revenue from state-owned enterprises: 17,614 million VND, up 16.73%; revenue from foreign-invested enterprises: 160,736 million VND, up 27.03%; revenue from non-state sector: 406,173 million VND, increased by 82.92%; collection of fees and charges: 35,123 million VND, down 14.73%; personal income tax revenue: 64,153 million VND, up 7.04%; revenue from real estate: 333,721 million VND, up 32.53%; ...

Generally for eleven months, state budget revenue is estimated to reach at 14,267,900 million VND, up 9.82% over the same period in 2019 and getting 95.98% of the yearly plan. In which: domestic revenue: 11,135,000 million VND, up 15.98%, exceeding 5.40% of the yearly plan; import and export tax: 3,132,900 million VND, down 7.63%, reaching 72.86% of the yearly plan. Some domestic revenues are as follows: revenue from state-owned enterprises: 189,000 million VND, down 13.36%; revenue from foreign-invested sector: 1,800,000 million VND, up 5.50%; revenue from the non-state sector: 3,185,000 million VND, up 11.29%; collection of fees and charges: 389,000 million VND, down 3.11%; personal income tax: 920,000 million VND, up 16.39%; revenue from real estate: 3,999,000 million VND, up 31.32%; other budget revenues: 227,000 million VND, increased by 53.86% as compared to the same period last year.

b) State budget expenditure

From January 1, 2020 to November 20, 2020, local state budget expenditure reaches 10,921,004 million VND, 6.19% higher than the annual plan. In which: spending for investment and development: 5,028,260 million VND, reaching 150.27% of the plan; recurrent expenditure: 5,892,744 million VND, reaching 84.94% of the plan. Some areas of recurrent expenditure are as follows: spending for economic career: 570,288 million VND; expenditure for education and training: 2,019,740 million VND; spending on health care: 543,620 million VND; spending on the culture, sports and physical training:113,484 million VND; spending on social security: 632,572 million VND; spending on administrative management: 1,456,933 million VND; other expenses: 528,319 million VND; ...

c) Banking operation

As of October 31, 2020, the total capital of credit institutions reaches VND 93,180,874 million, seeing an increase of 11.36% as compared to December 31, 2019. In which: capital mobilized from people and economic organizations reaches 86,553,305 million VND, up 14.18% and accounting for 92.89% of total capital.

Total outstanding loans to the economy reaches 64,072,862 million VND, seeing an increase of 4.60% as compared to December 31, 2019. In which: short-term loan is 44,922,820 million VND, up 5.69%; medium and long-term loan: 19,150,042 million VND, up 2.14%. Loans in local currency: 61,878,339 million VND, up 5.46%; loans in foreign currency: 2,194,523 million VND, down 14.91%. Credit quality: bad debt (in group 3,4,5) is 748,492 million VND (accounting for 1.17% of total outstanding loans), down 30.93% as compared to December 31, 2019.

8. Some social activities

a) Cultural and sports activities

Cultural activity: The whole province has hanged banners and posters to propagandize for the 19th Hung Yen Provincial Party Congress, term 2020-2025, which is held from October 24-26, 2020. To successfully celebrate the Provincial Party Congress, at the same time preserving, promoting and arousing cultural activities, mass performance, boosting the movement "All people unite to build cultural life" in the province. On October 29, 2020, at the Cultural Center of Phu Cu district, "The mass performance of typical cultural villages and civil groups of Hung Yen province 2020" was held, with the participation of over 300 amateurs from 10 clubs of excellent and typical cultural villages and civil groups, representing nearly 800 cultural villages and civil groups in the province.

On October 27, 2020, the Minister of Culture, Sports and Tourism signed the decisions on national-level relic ranking for 04 relics in Hung Yen province, including: The historical site of Nguyen Thien Thuat’s Monument area, Xuan Duc commune, My Hao town; Sam Khuc communal house architectural art relic, Viet Hung commune, Van Lam district; An Dan communal house architectural art relic, Tan Dan commune, Khoai Chau district; the historical site of To Hieu’s Monument area, Nghia Tru commune, Van Giang district. Up to now, there are 172 nationally ranked relics - clusters, 250 relics - relic clusters at provincial level, 02 relics rated at national special level and 03 national treasures.

On November 6, 2020 in Hung Yen, the General Department of Tourism coordinated with the province to hold a conference to promote Hung Yen’s tourism destination and launch the tourism demand stimulus program in 2020. The conference aimed to re-evaluate the tourism potentials of the province, rationally exploit existing resources; improve the efficiency of advertising activities; further boost the linkage of tourism development among provinces, the tourism promotion and information centers, and tourism businesses in the region; identify and develop unique and attractive tourism products; deploy the tasks of stimulating tourism demand, contributing to the restoration of Hung Yen tourism after the Covid-19 epidemic.

Sports activity: From November 1 to November 8, 2020, at the Gymnastics and Sports Stadium of Thua Thien Hue province, the General Department of Gymnastics and Sports in coordination with the Department of Culture and Sports of Thua Thien Hue province organized the 20th National Strong Karate Clubs Championship 2020. In the attendance were 41 provinces, cities and branches nationwide, with 55 clubs and nearly 800 athletes. Athletes compete in 75 sets of medals in the Kata and Kumite events according to 5 age groups: 10-11; 12-14; 15 - 17; over 18 and over 35 years old. c) Traffic safety

According to the Traffic Safety Board of Hung Yen province, from October 15, 2020 to November 14, 2020, there are 7 traffic accidents in the whole province, all of them are road accidents, 3 people killed, 5 people injured. As compared to the previous month, the number of accidents decreased by 13 cases, down 65.0%; the number of deaths declined by 5 people, down 62.50%; the number of injured people decreased by 18 people, down 78.26%. From the beginning of the year to the end of November 14, 2020, there are 135 traffic accidents, 95 people killed and 91 people injured. As compared to the same period in 2019, the number of accidents decreased by 6 cases, down 4.26%; the number of deaths declined by 12 people, down 11.21%; the number of injured people decreased by 10 people, down 9.10%.
