According to the report of the Department of Planning and Investment, by October 31, 2024, the province has allocated VND 15,246.4 billion out of the total VND 19,921 billion of public investment capital assigned by the Prime Minister, reaching 76.5% of the plan. The total disbursed capital is VND 8,405.8 billion, reaching 42.2% of the assigned plan. Specifically: The provincial-level capital managed by October 31, 2024 was disbursed VND 2,995 billion, reaching 23.1% of the Prime Minister's plan. The district-level capital was disbursed VND 1,882 billion, reaching 43% of the plan. The commune-level capital (land use fee revenue) was disbursed VND 2,491 billion, reaching 98.1% of the plan. The surplus and other capital managed by the district and commune levels was disbursed VND 605 billion, reaching 35.5% of the plan. The capital extended from 2023 to 2024 was disbursed VND 100.5 billion, reaching 77.5% of the plan.

At the conference, representatives of departments, branches, units and localities raised a number of difficulties and proposed solutions to accelerate the disbursement of public investment capital from now until the end of 2024.

In 2024, the public investment capital plan assigned by the Prime Minister increased compared to 2023. The investment preparation, design, cost estimates, and contractor selection for new projects take a long time. Some projects with large total investment are currently in the design and contractor selection stages, so the ability to absorb capital is low. Some projects have encountered difficulties in site clearance, leading to slow implementation progress and capital disbursement...

Project investors are requested to promptly complete the procedures for establishing, submitting for appraisal, and deciding on investment in projects to ensure conditions for capital allocation according to regulations, especially projects using large capital. Agencies and units focus on removing difficulties and obstacles to accelerate site clearance for project implementation. To mobilize the entire political system to participate in site clearance for public investment projects. To assign responsible leaders to monitor the progress of project implementation and disbursement according to the set plan; urge and promptly remove difficulties and obstacles for each project. Investors review and evaluate the implementation and disbursement capacity of each project to make a plan to adjust the capital plan from slow-disbursement projects to the ones with completed volume, with additional capital needs within the sector, agency, unit, and locality to disburse all assigned capital...

Concluding the conference, Mr. Nguyen Le Huy, Standing Vice Chairman of the Provincial People's Committee, requested localities and units to focus on removing obstacles, ensuring strict implementation of the set disbursement plan, meeting the socio-economic development goals of the province in 2024. In which, focus on reviewing and re-evaluating the implementation progress of each project; seriously re-evaluating the capacity of contractors; paying attention to projects using large capital sources; prioritizing site clearance; departments, branches, and specialized units closely coordinate with localities to quickly remove and resolve difficulties and problems related to site clearance, compensation, capital transfer, etc.
