Agricultural and aquaculture production Crop In recent time, farmers in the province have concentrated on harvesting rice and vegetables in the spring crop of 2018. This year the weather is favorable for plants to grow and develop well, pests less occur, so the productivity of the annual crops is quite good. By June 22, the whole province has basically finished harvesting spring rice. Based on the results of the survey, the yield of rice is higher than that in the previous year with the yield of 67.47 quintals / ha, up 1.62 quintals / ha as compared to the previous year and it is supposed to have a bumper crop. Besides, the productivity of a number of vegetables also increased as compared to the previous spring crop such as maize: 65.61 quintals / ha, increasing by 0.59 quintal / ha; sweet potato: 181.6 quintals / ha, rising by 4.66 quintals / ha; vegetables of all kinds: 285.54 quintals / ha, up 25.08 quintals / ha. After finishing the spring rice harvest, farmers urgently concentrated on cultivating the summer-autumn crop rice, ensuring the planting plan on schedule. According to the report of districts and city, by July 15, the whole province has basically ended up cultivating the summer-autumn rice. Such districts as Khoai Chau, Kim Dong, Tien Lu and Phu Cu districts have finished the plantation soon in early July. Besides cultivating rice and taking care of vegetables, localities have paid much attention to taking care of fruit trees. At this time, the longan is about to harvest. It is expected that this year's longan output will be higher than that of the previous year. Raising cattle and poultry The vaccination for livestock and poultry in the spring crop is completed in accordance with the plan, the right subjects and high rates. Since the beginning of the year, there have been no serious diseases in the province such as avian influenza, foot and mouth disease, blue ear disease. According to the report, the cattle raising is stable. Currently, the price of pig meat is recovering, encouraging households to produce and develop breeding in the coming time. The poultry keeps stable and growing. 2. Industrial production Industrial production index in July increased by 10.58% over the same period in 2017. Of which: mining industry decreased by 26.69%; processing and manufacturing increased by 10.10%; electricity production and distribution rose by 15.37%; water supply, waste and waste water management and treatment up 11.61%. Some industrial products increased over the same period in 2017: noodles, vermicelli, instant porridge increased by 4.32%; clothing rose by 13.72%; paper boxes up 7.74%; paint and varnish soluble in water increased by 16.18%; plastic packaging rose by 9.18%; the remaining plastic products not classified increased by 8.50%; iron and steel rose by 7.45%; mono wire in rolls up 4.76%; motor vehicles for goods transportation increased by 19.89%; commercial electricity rose by 19.37%. In addition, some products decreased as compared to the same period in 2017: black sand decreased by 24.69%; feeding stuffs decreased by 5.65%; filament decreased by 1.27%. For the first seven months of 2018, the industrial production index increased by 9.78% over the same period in 2017. Of which: mining industry (sand) decreased by 22.26%; processing and manufacturing increased by 9.70%; electricity production and distribution rose by 15.0%; water supply, waste and waste water management and treatment up 9.28%. Some industrial products increased as compared to the same period in 2017: noodles, vermicelli, porridge increased by 8.10%; feeding stuffs rose by 10.78%; clothing up 14.19%; paper boxes increased by 13.06%; paint and varnish soluble in water rose by 12.77%; plastic packaging up 8.75%; the remaining plastic products not classified increased by 11.22%; iron and steel rose by 7.9%; integrated electronic circuit up 8.32%; fiber optic, fiber optic bundles and fiber optic cables up 6.73%; mono wire in rolls up 9.05%; motor vehicles for goods transportation increased by 14.18%; commercial electricity rose by 13%; 3. Investment activities a. The investment capital of the local state budget The investment capital of the local state budget in July is estimated to reach at 183,184 million VND, up 13.69% over the same period in 2017. Of which: the provincial budget capital: 84,012 million VND, up 2.58%; the district one: 45,827 million VND, up 23,47%; the commune one: 53,345 million VND, up 26.67%. For the first seven months of 2018, the investment capital of the local state budget is estimated to attain at VND1,115,173 million, up 13.53% over the same period in 2017. Of which: the provincial budget capital: VND 530,560 million, up 3.97%; the district one: 309,283 million VND, up 23.09%; the commune one: 275,330 million VND, up 24.75%. b. Foreign investment As of July 18, 2018, 412 FDI projects have registered to operate in the province, with a total capital of USD 4,223,424 thousand, of which from the beginning of the year to now there are 19 newly registered projects with a capital of 113,683 thousand USD. The countries owning the most number of projects and the biggest investment capital are as follows: Japan with 153 projects with the registered capital of USD 2,789,410 thousand, accounting for 66.05% of the total registered capital; Korea with 121 projects, with the registered capital of 626,237 thousand USD, accounting for 14.83% of the total one; China with 81 projects with the registered capital of USD 433,555 thousand, accounting for 10.27% of the total one. 4. Financial and monetary activities a. State budget revenues Budget revenue in July is estimated to reach at 1,017,034 million VND, up 8.34% over the same period in 2017. Of which: domestic revenue: VND 747,034 million, up 14.14%; revenue from import and export activities: VND 270,000 million, down 4.44%. Some domestic revenues in the month are as follows: Revenue from state-owned enterprises: VND 18,938 million, down 38.4%; revenue from foreign-invested enterprises: VND 177,361 million, down 1.16%; revenue from non-state sector: VND 284,312 million, down 0.75%; collection of registration fee: VND 22,502 million, up 30.99%; personal income tax: VND 75,389 million, up 24.23%; environmental protection tax: VND 23,744 million, up 42.09%; charges and fees: VND 5.281 million, up 32.42%; revenue from housing and land: VND 127.064 million, up 146.28%. For the first seven months of 2018, state budget revenue is estimated to attain at VND 6,564,682 million, up 5.34% over the same period of 2017. Of which: domestic revenue: VND 4,815,000 million, up 10.44%; revenue from import-export activities: VND 1,749,682 million, down 6.54%. Some domestic revenues are estimated as follows: Revenue from state-owned enterprises: VND 115,500 million, down 20.18%; revenue from foreign-invested enterprises: VND 1,000,000 million, up 24.42%; revenue from non-state sector: VND 1,570,000 million, down 14.63%; collection of registration fee: VND 162,000 million, up 12.56%; personal income tax: VND 460,000 million, up 13.08%; revenue from housing and land: VND 1.158 million, up 53.08%. b. State budget expenditures From 1/1/2018 to 19/7/2018, the local state budget expenditures reached VND 4,690,050 million, gaining 53.78% of the year plan. Of which, expenditure on development and investment: VND 1,616,215 million, reaching 60.91% of the plan; regular expenditures: VND 3,073,835 million, reaching 50.66% of the plan. A number of regular expenditures are as follows: expenditure on economic activities: VND 281,302 million; expenditure on education and training: 1,118,970 million VND; expenditure on medical care: VND 326,061 million; expenditure on cultural, physical training and sport activities: VND 57,738 million; expenditure on social security: VND 251,133 million; expenditure on administrative management: VND 737,227 million, other expenses: VND 280,020 million. c. Banking operation As of 30/6/2018, the total capital of credit institutions reached VND 70,779,177 million, up 9.71% as compared with 31/12/2017. Of which: mobilized capital in people and economic organizations: VND 61,278,817 million, up 9.39% and accounting for 86.58% of the total capital. Total loans to the economy reached VND 53,315,709 million, up 6.67% as compared with 31/12/2017. Of which: short-term loans: VND 36,398,769 million, up 6.48%; medium and long term loans: VND 16,916,940 million, up 7.08%. The loans in local currency: VND 50,307,817 million, up 5.48%; the loans in foreign currency: VND 3.007.892 million, up 31.58%. Credit quality: the bad debts (in group 3,4,5): VND 1,211,214 million (accounting for 2.27% of total loans), increasing by 66.98% as compared to 31/12/2017. 5. Trade and service Total retail sales of goods and services in July are estimated to reach at 2.563.335 million VND, up 11.21% over the same period in 2017. Of which: commercial revenue: VND 2,059,496 million, up 10,77%; revenue on accommodation and catering services: 139,370 million VND, increasing by 8.67%; tourism revenue: VND 608 million, up 13.54%; revenue on other services: VND 363,861 million, up 14.8%. For the first seven months of 2018, total retail sales of goods and services are estimated to attain at VND 17,591,801 million, up 10.95% over the same period last year. By industry, the retail sales of goods in seven months are estimated to reach at VND 14,215,070 million, accounting for 80.81% of the total retail sales of goods and services and up 11.12% over the same period of 2017. Of which: the retail sales of food increased by 13.63%; garments rose by 11.83%; home appliances up 17.01%; cultural and educational items increased by 14.04%; wood and building materials up 10.56%; automobiles decreased by 63.88%; means of transport (excluding automobiles, including spare parts) increased by 5.75%; gasoline, oil increased by 13.28%; gemstone and precious metals up 29.6% ... In the first seven months of 2018, revenue on accommodation, travel and catering services is estimated to reach at VND 952,636 million, accounting for 5.42% of the total retail sales of goods and services and up 7.89% over the same period in 2017. Of which: revenue on accommodation service is estimated to attain at VND 38,963 million, up 6.46%; catering service: VND 909,945 million, up 7.93%; travel services and tourist assistance activities: VND 3,728 million, up 13.11%. Revenue on other services in the first seven months of 2018 is estimated to reach at VND 2,424,095 million, accounting for 13.77% of the total retail sales of goods and services and up 11.20% over the same period of 2017. 6. Consumer, gold and US dollar prices a. Consumer price index Consumer price index (CPI) in July decreased by 0.16% over the previous month. Of which, 5/11 groups of goods and services reduced their price indexes including: garments, hats, footwear decreased by 0.04%; equipment and household appliances down 0.05%; medicine and medical services decreased by 6.24%; transport service down 0.35%; culture, entertainment, tourism activities decreased by 0.03%. 4/11 groups of goods and services increased their price indexes, including: catering service increased by 0.84%; beverages and cigarettes rose by 0.3%; housing, utilities, fuel and building materials up 0.2%; commodities and other services increased by 0.63%. Particularly, the post and telecommunications and educational service groups keep their stable price indexes as compared to the previous month. As compared to December 2017, consumer price index in July this year increased by 2.17%. Of which: catering service increased by 5.1%; beverages and cigarettes rose by 1.61%; garments, hats, footwear decreased by 0.06%; housing, utilities, fuel and building materials rose by 0.75%; equipment and household appliances up 0.49%; medicine and medical services decreased by 6.22%; traffic service increased by 6.31%; post and telecommunications decreased by 0.75%; culture, sports and entertainment activities rose by 2.28%; commodities and other services increased by 3.68%; only educational service is stable. As compared to the same month in 2017, consumer price index in July this year increased by 5.49%. Of which, catering service increased by 7.54%; beverages and cigarettes rose by 1.66%; garments, hats, footwear up 0.87%; housing, utilities, fuel and building materials up 4.43%; equipment and household appliances increased by 0.56%; medicine and medical services rose by 8.09%; traffic service up 13.05%; post and telecommunications decreased by 0.75%; educational service increased by 3.53%; culture, sports and entertainment activities rose by 2.48%; commodities and other services increased by 4.27%. In the first seven months of 2018, CPI increased by 5.11% over the same period last year. Of which: catering service rose by 2.99%; beverages and cigarettes rose by 1.72%; garments, hats, footwear up 1.49%; housing, utilities, fuel and building materials rose by 3.59%; equipment and household appliances up 1.25%; medicine and medical services increased by 31.09%; traffic service rose by 8.38%; post and telecommunications decreased by 0.76%; educational service increased by 3.69%; culture, sports and entertainment activities rose by 2.32%; commodities and other services increased by 3.92%. b. Gold and USD price index In July, the gold price index fell 2.2% over the previous month and at the average price of VND 3,560,000 / tael. The US dollar price increased by 0.98% over the previous month, the average price was 23,060 VND / USD. 7. Transport, postal and telecommunication activities a. Passenger transport Passenger transport in July is estimated to reach at 1,207 thousand carriers and 69,679 thousand passengers, respectively increasing by 13.25% in carriers and 13.71% in passengers over the same period last year; the turnover of passenger transport is estimated to attain at 52,657 million, up 15.37%. For the first seven months of 2018, passenger transport is estimated to reach at 8,133 thousand carriers and 488,561 thousand passengers, respectively increasing by 11.31% in carriers and 9.93% in passengers over the same period of 2017; the turnover of passenger transport is estimated to attain at VND 364,433 million, up 11.64%. b. Cargo transport Cargo transport in July is estimated to reach at 2,495 thousand tons for freight and 89,437 tons for rotational goods, seeing an increase of 10.84% in tons of freight and 9.41% in tons of rotational goods over the same period of 2017; the turnover of cargo transport is estimated to attain at VND 198,132 million, up 9.13%. For the first seven months of 2018, cargo transport is estimated to reach at 16,578 thousand tons for freight and 593,887 tons for rotational goods, seeing an increase of 10.60% in tons of freight and 10.77% in tons of rotational goods over the same period of 2017; the turnover of cargo transport is estimated to attain at VND 1,329,260 million, up 11.25%. c. Post and Telecommunications The number of new telephone subscribers in July is estimated to increase by 1,550 ones, of which fixed subscribers dropped by 2,100 ones; postpaid mobile subscribers increased by 3,650 ones. The total number of telephone subscribers by the end of the period is estimated to reach 124,644 subscribers, of which fixed subscribers are 13,893 ones and postpaid mobile subscribers of 110,751 ones. The number of internet subscribers in the month is estimated to increase by 350 ones, bringing the total number of internet subscribers to 136,160 ones. 8. A number of cultural and social activities a. Implementing social policies towards war invalids and martyrs On the occasion of the 71th anniversary of War Invalids and Martyrs Day (27/7/1947-27/7/2018), the State President gave gifts to the people who contributed to the revolution under the Decision No. 1079 / QĐ-CTN dated 29/ 6/2018. Hung Yen province has visited and presented gifts to policy beneficiaries according to the Decision No. 1154 / QD-UBND dated 17/5/2017 of the provincial People's Committee with the total amount of VND 19,720.15 million (in which: provincial budget: VND 17,932.50 million, the support from businesses: VND 1,787.65 million). Specifically: Visiting and giving gifts to 21,700 families of martyrs (based on the number of martyrs); 7,128 wounded soldiers; 4,550 sick soldiers; 05 heroes of the armed force, labor heroes in the resistance; 02 people with meritorious services to the revolution; 1,856 resistance activists infected with toxic chemicals; 409 resistance activists imprisoned by the enemy. Each gift is worth of 500,000 VND (including 300,000 VND in cash and 01 gift bag worth of 200,000 VND). In addition, the enterprises support the additional gifts worth of 50,000 VND into each gift bag. Visiting and giving gifts to 05 nursing centers for wounded soldiers in and outside the province, each center: 01 gift with the value of 3 million VND (including 2,500,000 VND in cash and 01 gift bag worth of 500,000 VND). Giving gifts to 24 wounded and sick soldiers and martyrs' relatives who are sons of Hung Yen living in these above centers, each person: 01 gift worth of 500,000 VND (including 300,000 VND in cash and 01 gift bag worth of 200,000 VND). In addition, the enterprises support the additional gifts worth of 50,000 VND into each gift bag. Visiting and giving gifts to 22 families of people with merits, each family: 01 gift worth of 1,000,000 VND (including 800,000 VND in cash and 01 gift bag worth of 200,000 VND). Cultural and sports activities Cultural activities: The whole province performs well the propaganda and organizes activities on the occasion of the 71st anniversary of War Invalids and Martyrs Day 27/7. The provincial Museum held the exhibition titled of "71 years - War Invalids and Martyrs Day (27/7/1947-27/7/2018)". On June 28, 2018, Hung Yen province organized the "Happy Family" contest in 2018 to commemorate the 17th Vietnam Family Day (28/6/2001 – 28/6/ 2018), in response to the National Action Month against Domestic Violence and the Action Month for Children. There were 10 typical cultural families in 10 districts and city of the province. Sports activities: From July 5 to July 14, 2018, the province has sent 19 athletes to participate in the 2018 National Youth Taekwondo Championship held in My Tho, Tien Giang and won 13 Medals of all types, including: 1 gold medal, 5 silver medals, 7 bronze medals. In the 8th Provincial Sports Festival 2018, Pencaksilat, Taekwondo, Chess, Chinese Chess continue to take place. c. Health Operation Disease surveillance work is carried out regularly; there is no epidemic in the province. There are no contagious diseases such as cholera, Japanese B encephalitis, dengue... Some other infectious diseases appear sporadically in districts. To distribute extension vaccination as planned for the grassroots, to carry out the vaccination for children every month. During and after vaccination, there are no adverse events. The number of pregnant women checked over 3 times before giving birth attains 98%, the rate of deliveries by medical staff is 100%. Food hygiene and safety: To set up inspection team on food safety for canteens and collective kitchens in the province. The results are as follows: the number of inspected establishments: 37; the number of establishments meeting food safety standards: 33; the number of violated establishments: 04; the number of fined establishments: 04; the fines amounted to 9.40 million VND. The province has also organized the inspection team on food safety for production and trading facilities of bottled drinking water, instant ice and canteens in My Hao and Yen My districts. The results are as follows: the number of inspected establishments: 22; the number of establishments meeting food safety standards: 19; the number of violated establishments: 03; the number of fined establishments: 03; the fines amounted to 2.35 million VND. d. Environmental protection and fire and explosion prevention From 16/6/2018 to 15/7/2018, a fire broke out in My Hao district, the damaged assets: about 35 million VND, no explosion, no dead and injured people due to the fire. The cause of the fire is being investigated by functional agencies. From 16/12/2017 to 157/2018, there are 5 fires, no explosion, one death, no injuries; damaged property is estimated to reach at 656 million VND. From 16/6/2018 to 15/7/2018, 5 cases of environmental violations have been detected. One case has been finalized with the amount of 48 million VND, two cases are being verified and clarified, 2 cases are being handled by functional agencies. From the beginning of the year to 15/7/2018, 75 cases of environmental violations have been detected, of which 59 cases have been handled, with the fines of 2.533 million VND. e. Traffic Safety According to the data of Hung Yen Traffic Safety Board, from 16/6/2018 to 15/7/2018, there are 15 traffic accidents in the province (including 13 road accidents, 2 railway ones), 9 people killed, 10 people injured. As compared to last month, the number of accidents increased by 1 case, up 7.14%; the number of deaths increased by 2 persons, increasing by 28.57%; the number of injured people is the same as last month.
