The socio-economic situation of Hung Yen in May and five months of 2018

1. Agricultural production

    a. Crop

    According to the survey results of the area of ​​annual spring crops in 2018, the whole province has planted 41,165 ha of annual crops, down 2,755 ha (down 6.27%) as compared to the spring crop in 2017. Of which: the plantation area of rice is 33,374 ha, down 2,033 ha; 1,949 ha of maize, down 374 ha; 418 ha of soybean, down 124 ha, 552 ha of groundnut, down 27 ha; 3,266 ha of vegetables, seeing an increase of 75 ha. Particularly, this year, the number of rice decreased sharply and concentrated in such districts as: Van Lam: 170 ha; Van Giang: 495 ha; Yen My: 429 ha; My Hao: 178 ha; Khoai Chau: 304 ha; Kim Dong: 226 ha; Hung Yen city: 114 ha; other districts also change but not dramatically.

    At present, the spring paddy grows well and is in the period of flowering (29,960 ha of flowering paddy fields accounts for 89.77% of total rice area). It is important time to the productivity and quality of rice. At this time, there are pests and diseases in the field such as: Rhizoctonia solahi Kuhn (infected area: 9,536 ha, protected area: 10,738 ha); brown planhopper (infected area: 1,287 ha, protected area: 1,245 ha); Pyricularia oryzae Cav. (infected area: 8 ha, protected area: ​​632 ha). The professional agency advises farmers to ensure sufficient water for paddy and create favorable conditions for pest and disease prevention; regularly check the fields, timely detect and prevent insects and diseases on rice and vegetables in the spring crop. It is predicted that if the weather is good, the yield of spring rice will reach 66.50 quintals / ha, seeing an increase of 0.65 quintals / ha over the same period of 2017; maize: 64.89 quintals / ha (down 0.13 quintals / ha); sweet potato: 179.25 quintals / ha (up 12.31 quintals / ha); soybean: 22.88 quintals / ha (up 2.41 quintals / ha); groundnut: 34.61 quintals / ha (up 0.47 quintals / ha).

    Apart from the caring and pests and diseases prevention for vegetables, farmers also pay much attention to fruit trees. At present, the whole province has nearly 4.8 thousand ha of longan and litchi in the young fruit development stage, the area of ​​early ripening hybrid litchi begins to harvest; over 1.6 thousands ha of oranges and tangerines are growing fruit. The output of longan and litchi is supposed to be higher than that of the previous year.

    b. Raising cattle and poultry

    According to the results of the survey on 01/4/2018, the number of buffalo herds in the province is estimated to reach at 2,755 ones (up 0.80%); cows herds: 35,251 ones (up 2.68%); pigs herds: 559,988 ones (down 4.58%); poultry herds: 7.879 thousand ones (up 2.43%). At this point, the price of pig meat is recovering, encouraging households to produce and breed.

    2. Industrial production

    The industrial production index in May increased by 10.91% over the same period in 2017. Of which: the mining industry decreased by 24.15%; processing and manufacturing rose by 10.89%; electricity production and distribution up 12.50%; water supply, waste and wastewater management and treatment increased by 12.89%. A number of industrial products increased by the same period in 2017: noodles, vermicelli and instant porridge rose by 36.97%; clothing increased by 20,80%; paper boxes of all kinds up 14.86%; paint and varnish soluble in water increased by 15.99%; plastic packaging rose by 13.05%; the remaining plastic products not classified up 11.54%; iron and steel increased by 9.77%; fiber optic, fiber optic bundles and fiber optic cables up 12.59% ... In addition, some products decreased as compared to those in the same period in 2017 as: synthetic filament down 20.75%; brick made of clay down 9.83%; pre-mixed concrete (fresh concrete) decreased by 5.95%; accessories of motor vehicles reduced by 0.85%.

    In the first five months of 2018, the industrial production index increased by 9.44% over the same period in 2017. Of which: the mining industry (sand) decreased by 23.28%; processing and manufacturing increased by 9.49%; electricity production and distribution rose by 12.81%; water supply, waste and wastewater management and treatment up 9,18%. Some industrial products increased over the same period last year such as: noodles, vermicelli and instant porridge increased by 14.89%; clothing rose by 15.25%; paper boxes of all kinds up 19.79%; paint and varnish soluble in water increased by 11.33%, the remaining plastic products not classified up 12.35%; iron and steel rose by 17.68%; electronic integrated circuit increased by 21.15%; fiber optic, fiber optic bundles and fiber optic cables up 17.42%; mono wire in rolls up 6.89% ...

3. Investment activities

    a. The investment capital of the local state budget

    The investment capital of the local state budget in May is estimated to reach at VND 179.461 million, up 13.98% over the same period in 2017. Of which: the provincial budget capital: VND 82.958 million, up 7.05%; the district one: VND 52,755 million, up 20.99%; the commune one: VND 43.748 million, up 20.35%.

    In the first five months of 2018, the investment capital of the local state budget in May is estimated to attain at VND 748,434 million, up 13.75% over the same period of 2017. Of which: the provincial budget capital: VND 365,795 million, up 5.18%; the district one: VND 209,368 million, up 22.63%; the commune one: VND 173,271 million, up 24.27%.

    b. Foreign investment

    As of 17/5/2018, 407 FDI projects are registered to operate in the province, with a total capital of 4,014,522 thousand USD, of which from the beginning of the year to now there are 14 newly registered projects with a capital of 37,977 thousand USD. The countries owning the most number of projects and the biggest investment capital are as follows: Japan with 151 projects and the registered capital of 2,682,797 thousand USD, accounting for 66.83% of the total registered capital; Korea with 120 projects and the registered capital of USD 624,578 thousand, accounting for 15.56% of the total one; China with 81 projects and the registered capital of USD 344,456 thousand, accounting for 8.58% of the total one.

    4. Financial and monetary activities

    a. State budget revenues

   In May, the budget revenue is estimated to reach at VND 1.118.402 million, up 38.13% over the same period in 2017. Of which: domestic revenue: VND 814.454 million, up 36.40%; revenue from import and export activities: VND 303,948 million, seeing an increase of 42.99%. Some domestic revenues in the month are estimated as follows: Revenue from state-owned enterprises: VND 16,650 million, up 26.86%; revenue from foreign - invested enterprises: VND 104.225 million, up 50.41%; revenue from non-state sector: VND 329,453 million, up 77.38%; collection of registration fee: VND 25,591 million, up 39,93%; personal income tax: VND 53,527 million, up 36.66%; environmental protection tax: VND 25.862 million, up 6.84%; charges and fees: VND 4,024 million, down 36.29%; revenue from housing and land: VND 241,482 million, up 4.29% ...

    In the first five months of 2018, the state budget revenue is estimated to attain at VND 4,826,217 million, up 10.11% against the same period of 2017. Of which: domestic revenue: 3,550,000 million VND, increasing by 15,50%; revenue from import-export activities: VND 1,276,217 million, down 3.90%. Some domestic revenues are estimated as follows: Revenue from state-owned enterprises: VND 82,000 million, down 17.79%; revenue from foreign - invested enterprises: VND 720,000 million, up 35.50%; revenue from non-state sector: VND 1,200,000 million, down 10.10%; collection of registration fee: VND 114,000 million, up 7.90%; personal income tax: VND 345,000 million, up 12.80%; revenue from housing and land: VND 848,500 million, increasing by 69.51% ...

    b. State budget expenditures

    From January 1, 2018 to May 18, 2018, the local state budget expenditures reached VND 3,184,879 million, accounting for 36.52% of the year plan. Of which: expenditure on development and investment: 1,185,380 million VND, reaching 44.68%; regular expenditures: VND1,999,499 million, reaching 32.95%. A number of regular expenditures are as follows: expenditure on economic activities: VND 182,995 million; expenditure on education and training: VND 772,718 million; expenditure on medical care: VND 158,742 million; expenditure on cultural, physical training and sport activities: VND 36,122 million; expenditure on social security: VND 161,583 million; expenditure on administrative management: VND 489,015 million, other expenses: VND 180,656 million.

    c. Banking operation

    As of 30/4/2018, the total capital of credit institutions reached VND 68,715,744 million, up 6.52% as compared with December 31, 2017. Of which: mobilized capital in people and economic organizations: VND 59.214.897 million, increasing by 5.71% and accounting for 86.17% of the total capital. Total loans to the economy reached: VND 51,225,872 million, up 2.17% as compared to those on 31/12/2017. Of which: short-term loans: VND 34,744,177 million, up 1.21%; medium and long term loans: VND16,481,695 million, up 4.25%. The loans in local currency: VND 48,600,063 million, up 1.90%; the loans in foreign currency: VND 2.625.809 million, up 7.51%. Credit quality: the bad debts (in group 3,4,5): VND 863,233 million (accounting for 1.69% of total loans), up 19.0% as compared to 31/12/2017.

    5. Trade and service

    Total retail sales of goods and services in May are estimated to reach at VND 2,521,858 million, up 10.53% over the same period in 2017. Of which, retail sales: VND 2,029,825 million, up 10.34%; revenue on accommodation and catering services: VND 138,402 million, up 8.54%; tourism revenue: VND 500 million, up 14.68%; revenue on other services: VND 353,131 million, up 12.39%. In the first five months of 2018, total retail sales of goods and services are estimated to attain at VND 12,489,092 million, up 11.11% over the same period last year.

By industry, the retail sales of goods in the first five months of the year are estimated to reach at VND10,112,422 million, accounting for 80.97% of the total retail one and up 11.53% over the same period of 2017. Of which: the retail sales of food increased by 13.35%; garments rose by 16.52%; home appliances up 20.07%; cultural and educational items increased by 14.66%; wood and building materials up 16.82%; automobiles decreased by 65.43%; means of transport (excluding automobiles, including spare parts) decreased by 4.46%; gasoline, oil increased by 21.85%; gemstone and precious metals up 32.15% ...

    In the first five months of 2018, revenue on accommodation, travel and catering services is estimated to reach at VND 673,357 million, accounting for 5.39% of the total retail sales of goods and services and up 7.71% over the same period in 2017. Of which: revenue on accommodation service is estimated to attain at VND 27,607 million, up 5.03%; catering service: VND 643,242 million, seeing an increase of 7.80%; travel service and tourist assistance activities: VND 2,508 million, up 16, 33%.

    Revenue on other services in the first five months of 2018 is estimated to reach at VND 1,703,313 million, accounting for 13.64% of the total retail sales of goods and services and up 10.07% over the same period of 2017.

    6. Consumer, gold and US dollars prices

    Consumer price index

    Consumer price index (CPI) in May increased by 0.66% over the previous month. In which: 7/11 groups of goods and services increased their price index, including: catering services increased by 1.19%; beverages and cigarettes rose by 0.20%; garments, hats and footwear up 0.69%; housing, utilities, fuel and construction materials rose by 0.43%; equipment and household appliances increased by 0.23%; medicine and medical services up 0.02%; traffic service increased by 1.79%. 2/11 groups of goods and services reduced their price index as compared to the previous month, including: cultural, sports and entertainment activities decreased by 0.23%; commodities and other services reduced by 0.30%. Particularly the groups of post and telecommunications; educational service kept stable as compared to those in the previous month.

    As compared to December, 2017, CPI in May this year increased by 1.79%. Of which: catering services increased by 3.24%; beverages and cigarettes rose by 1.31%; garments, hats, footwear down 0.18%; housing, utilities, fuel and construction materials rose by 0.02%; equipment and household appliances up 0.46%; medicine and medical services increased by 0.02%; traffic service rose by 5.52%; post and telecommunications decreased by 0.75%; cultural, sports and entertainment activities rose by 2.21%; commodities and other services increased by 3.06%; only educational service kept stable as compared to that in December 2017.

    As compared to the same month of 2017, CPI in May this year increased by 5.39%. Of which, catering services increased by 6.63%; beverages and cigarettes rose by 1.88%; garments, hats and footwear up 1.17%; housing, utilities, fuel and construction materials rose by 3.71%; equipment and household appliances up 0.97%; medicine and medical services increased by15.30%; traffic service rose by 10.08%; post and telecommunications decreased by 0.75%; educational service increased by 3.63%; cultural, sports and entertainment activities up 2.86%; commodities and other services increased by 4.02%.

    On average, in the first five months of 2018, CPI increased by 4.81% over the same period of 2017. Of which: catering services increased by 1.05%; beverages and cigarettes rose by 1.74%; garments, hats, footwear up 1.65%; housing, utilities, fuel and building materials rose by 3.32%; equipment and household appliances up 1.49%; medicine and medical services increased by 39.79%; traffic service up 6.81%; post and telecommunications decreased by 0.76%; educational service increased by 3.73%; cultural, sports and entertainment activities rose by 2.18%; commodities and other services increased by 3.83%.

    Gold and USD price index

   In May, the gold price index fell 0.78% over the previous month and at the average price of VND 3,667,000 / tael. The US dollar price increased by 0.07% over the previous month, the average price was 22,812 VND / USD.

    8. Transport, postal and telecommunication activities

    a. Passenger transport

    Passenger transport in May is estimated to reach at 1,123 thousand carriers and 69,094 thousand passengers, respectively increasing by 8.55% in carriers and 6.18% in passengers over the same period in 2017; the turnover of passenger transport is estimated to attain at VND51,085 million, up 10.08%. In the first five months of 2018, passenger transport is estimated to reach at 5,673 thousand carriers and 347,733 thousand passengers, respectively, increasing by 10.39% in carriers and 9.32% in passengers over the same period of 2017; the passenger transport revenue is estimated to attain at 257,916 million VND, up 10.94%.

      b. Cargo transport

     Cargo transport in May is estimated to reach at 2,447 thousand tons for freight and 86,575 thousand tons for rotational goods, up 9.96% in freight and up 8.88% in rotational goods over the same period of 2017; the turnover of cargo transport is estimated to attain at VND 192,912 million, up 11.19%. In the first five months of 2018, cargo transport is estimated to reach at 11,470 thousand tons for freight and 411,769 tons for rotational goods, increasing by 10.13% in freight and 10.79% in rotational goods over the same period of 2017; the turnover of cargo transport is estimated to attain at VND 928,603 million, up 11.52%.

c. Post and Telecommunications

    The number of new telephone subscribers in May is estimated to increase by 2,600 ones, of which fixed subscribers increased by 100 ones; postpaid mobile subscribers rose by 2,500 ones. The total number of telephone subscribers by the end of the period is estimated to reach 128,597 ones, of which fixed subscribers are 25,817 ones and postpaid mobile subscribers of 102,780 ones. The number of internet subscribers in the month is estimated to increase by 4,080 ones. The total number of internet subscribers is 137,173 ones.

    8. A number of cultural and social activities

    a. Cultural and sports activities    

    Cultural activities: To organize propaganda activities to celebrate the 43rd anniversary of the liberation southern Vietnam and national reunification (30/4/1975 - 30/4/2018) and the 132nd anniversary of International Labor Day – May Day. To participate in the 2nd National Van Singing Festival and Chau Van Singing Festival and the International Culinary Festival held in Hue.

  On April 27 morning, at the Memorial Site of General Secretary Nguyen Van Linh (Giai Pham Commune, Yen My District), the 20th anniversary of the death of General Secretary Nguyen Van Linh and the reception of the Certificate of the National Historical Site of "General Secretary Nguyen Van Linh Memorial Site" were held.

    On the occasion of the 64th anniversary of Dien Bien Phu Victory (7/5/1954 - 7/5/2018), a special exhibition entitled "The 64th Dien Bien Phu Victory"the was held at the provincial museum.

Sports activities: On 24/4/2018, at Hung Yen Provincial Convention Center, Pho Hien Football Club was officially launched. It operates under the regulations of professional football and registeres as a member of the Vietnam Football Federation. The club manager is Pho Hien Football Joint Stock Company.

High achievement sport: the province has participated in 5 national sports tournaments including: Weightlifting, Wushu, Boxing, Boat race (Rowing, Canoeing), Women's Volleyball, attaining 12 medals including 5 silver medals, 7 bronze medals.

    b. Health Operation

    Disease surveillance work is carried out regularly; there is no epidemic in the province. The guard and report of epidemic are ensured as prescribed. There are no contagious diseases such as cholera, Japanese B encephalitis, dengue... Some other infectious diseases appear sporadically in districts. To distribute extension vaccination as planned for the grassroots, to carry out the vaccination for children every month. During and after vaccination, there are no adverse events. The number of pregnant women checked over 3 times before giving birth attains 98%, the rate of deliveries by medical staff is 100%.

    c. Environmental protection and fire and explosion prevention

    From 16/4/2018 to 15/5/2018, 17 cases of environmental violations were detected, 16 cases were handled of administrative violations, 1 case is in verification and the fines amounted to VND 781 million. From December 16, 2017 to May 15, 2018, 57 cases of environmental violations were detected and 47 cases were handled and the fines amounted to VND 2,316 million.

    From April 16, 2018 to May 15, 2018, there was a fire in the warehouse, no explosion, no deaths and injuries due to fire, the damaged property: VND 500 million, the cause of the fire is being investigated by the authorities. From 16/12/2017 to 15/5/2018, there were 3 fires in the province, no explosion, one death, damaged property: 620.50 million VND.

    d. Traffic order and safety

    According to data from Hung Yen Traffic Safety Board, from 16/4/2018 to 15/5/2018, the province has 15 road accidents, no railway ones, 10 people killed, 12 people injured. As compared to the previous month, the number of accidents decreased by one case, down 6.25%; the number of deaths decreased by 4 persons, down 28.57%; the number of injured people increased by 4 persons, increasing by 50.0%. From the beginning of the year to May 15, 2018, there are 68 accidents, 50 people killed and 53 people injured. As compared to the same period in 2017, the number of accidents decreased by 2 cases, down 2.86%; the number of deaths decreased by 2 persons, down 3.85%; the number of injured people decreased by 1 person, down1.85%.
