The socio-economic situation in Hung Yen province in November and 11 months of 2019

1. Agriculture

    a) Cultivation

    The summer-autumn crop production: By October 17, 2019, all localities in the province have finished harvesting the summer-autumn rice. According to preliminary assessment, the rice productivity is estimated to reach at 60.50 quintals / ha, seeing an increase of 2.89 quintals / ha over the same period last year. In this season, the weather is quite favorable for plants to grow, develop well, less pests. Besides, a number of other crops also have stable and increasing productivity as compared to the previous year, such as: Peanut: 37.35 quintals / ha, up 0.43% over the same period (seeing an increase of 0.16 quintals / ha); soybean: 24.51 quintals / ha, up 1.28% (seeing an increase of 0.31 quintals / ha); maize:  56.57 quintals / ha; vegetables of all kinds: 204.19 quintals / ha, up 2.86% (up 5.67 quintals / ha). Flowers of all kinds increased generally in area, productivity and yield...

    Winter crop production: In recent years, the Winter crop is an important one, bringing about the economic efficiency, raising farmers' incomes and contributing significantly to the growth of the cultivation. Therefore, after finishing harvesting the summer-autumn rice, localities have actively directed and guided the cultivation of winter crops, striving to plant 11,050 ha according to the provincial People's Committee's plan from the beginning of the season.

    According to the evaluation of functional branches, this year's winter crops are produced in quite favorable weather. With the support of the province and districts, many localities have accelerated the process of growing winter vegetables with a rich variety structure so it is forecasted to plentifully supply for the market, the yield and output are higher than the previous year. However, this year's winter crop has faced many difficulties, the price of input materials for production such as seeds, fertilizers, pesticides, high labor costs and land-making costs... has increased rapidly, while the prices of many types of products do not increase, causing difficulties for farmers in intensive investment and reducing the production efficiency. On the other hand, the young labor force is attracted to work in enterprises so many places lack laborers, especially in the northern districts of Hung Yen. In many localities, the winter crop production has not yet formed a concentrated commodity production area, making it difficul in irrigation and production protection.

    According to the report of agricultural production progress until November 25, the plowed land covers an area of 8,810 ha. The whole province has cultivated 9,786 ha of winter vegetables, of which: maize: 2,010 ha; potatoes: 246 ha; peanut, soybean: 343 ha; pumpkin: 945 ha; medicinal herbs, ornamental plants, flowers: 1,104 ha, other vegetables: 5,138 ha. Since November 8, the temperature in the Northern provinces has significantly decreased, which is a favorable condition for winter crops to grow quickly and produce high yields. By this time, the winter crops are growing and developing well.

    Perennial crops: Fruit trees (perennial crops) such as oranges and bananas, are all in the stage of fruit development and harvest. Due to the favorable weather over the past time, on the other hand, farmers have focused on investing and taking care from seedlings to the process of flowering and fruiting, applying science and technology such as: extracting, grafting, crossbreeding, stimulating off-season flowering, spraying to increase fruiting ability and preventing pests in time, resulting in higher productivity. Therefore, the productivity and output of fruit trees are higher than the same period last year (only longan - the local specialty tree have been harvested, according to preliminary reports of districts and city, the output reaches 31,500 tons, down 25.53% as compared to 2018).

    b) Breeding

    Although the livestock situation in the province is facing many difficulties due to the impact of African swine fever on pigs, by this time, 100% of the communes, wards and towns have announced the end of the epidemic. The localities still maintain to strengthen the inspection and supervision to detect diseases early, besides quarantine and control the transportation of cattle and poultry. By this time districts and city have completed vaccination against cholera and pasteurellosis for pigs; completed vaccination for pasteurellosis of buffaloes, cows and goats and against bird flu and rabies in dogs and cats.

    A number of pig farms (households) have started building the herds, but at a moderate level. Raising cattle and poultry is relatively stable, the scale and output are quite good. As of November 1, 2019, the total flock of buffaloes and cows in the whole province has developed stably, the total herd of pigs has showed signs of recovery as compared to the previous months but still dropped sharply as compared to the same period last year. The total number of pigs is estimated at 473,170 pigs (including suckling pigs), seeing a decrease of 24.96% as compared to the same period in 2018. Poultry farming has developed well as the households have shifted from pig farming to poultry farming and poultry farms have actively increased the number of poultry flock before the disease situation in pigs. On the other hand, the market factor is favorable because poultry meat can partially replace the pork needs of people. The flock of poultry is estimated to reach 9,450 thousand ones, up 10.44% over the same period last year, of which 6,625 thousand chickens, up 10.23%. Currently, the locality has announced the end of the African swine fever epidemic, the selling price of pork has increased again (with an average of 70,000-75,000 VND / kg), creating a sense of peace of mind about production and re-herding, so the total number of pigs is expected to increase again in the coming time.

    2. Industrial production

    In November, the industrial production index increased by 11.85% over the same period last year. In which: mining industry increased by 11.74%; processing and manufacturing industry rose by 11.86%; electricity production and distribution up 9.61%; water supply, waste and waste water management and treatment increased by 11.96%. Some industrial products in the month increased over the same period last year such as noodles, vermicelli, instant porridge increased by 11.39%; feed for poultry rose by 15.31%; non-carbonated mineral water up 15.72%; clothes of all kinds increased by 17.25%; carton boxes up 12.07%; paint and varnish soluble in water rose by 15.10%; clay bricks (except for ceramics and porcelain) with the norm of 220x105x60 mm increased by 17.66%; iron and steel of all kinds rose by 22.78%; integrated circuits up 3.35%; other circuit protection devices for voltage not exceeding 1000 V, not yet classified increased by 13.79%; other spare parts of motor vehicles rose by 39.63%; commercial electricity up 9.61%;...

    Generally for eleven months of 2019, the industrial production index increased by 11.45% over the same period in 2018. Of which: Mining industry (sand) increased by 6.94%; processing and manufacturing industry rose by 11.41%; electricity production and distribution up 8.84%; water supply, waste and waste water management and treatment increased by 13.96%. Some industrial products increased over the same period in 2018 such as: feed for poultry increased by 29.51%; non-carbonated mineral water rose by 13.60%; clothes of all kinds up 14.56%; wooden windows and doors increased by 8.96%; carton boxes rose by 15.76%; paint and varnish soluble in water up 12.46%; plastic products increased by 10.80%; iron and steel of all kinds rose by 12.85%; integrated circuits up 20.08%; DC / AC motors with the capacity more than 37.5W, up 19.65%; mono wire in roll increased by 2.25%; other spare parts of motor vehicles rose by 19.58%. African swine fever has been developing and spreading widely, so the demand for animal feed in 11 months has dropped sharply, making the monthly index of livestock food products decrease by 19.89% over the same period last year

3. Investment activity

    The investment capital in local budget in November is estimated to reach at VND 258,280 million, up 17.64% as compared to the same period in 2018. Of which, the provincial budget capital reached VND 120,960 million, up 31.59%; the district budget: VND 74,740 million, up 24.34%; the commune budget: 62,580 million VND, down 7.31%.

   Generally for eleven months of 2019, the investment capital in local budget is estimated to reach at VND 2,187,812 million, seeing an increase of 14.40% over the same period in 2018 and reaching 86.46% of the plan. In which: the provincial budget capital is VND 1,011,833 million, up 18.99% over the same period in 2018 and reaching 79.17% of the plan; the district budget: VND 664,083 million, up 24.96% over the same period in 2018 and reaching 87.98% of the plan; the commune budget: VND 511,896 million, down 3.54% as compared to the same period in 2018 and reaching 102.89% of the year plan.

  Foreign investment activity: As of November 19, 2019, there are 459 foreign-invested projects registering for operation, with a total registered capital of 4,533,347 thousand USD, of which from the beginning of the year up to now, there are 41 newly registered projects with a capital of 29,053 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 162 projects with a registered capital of USD 2,827,554 thousand, accounting for 62.37% of the total capital; secondly, Korea has 137 projects with a registered capital of 672,858 thousand USD, accounting for 14.84% of total capital; the third is China with 99 projects, with a registered capital of 498,635 thousand USD, accounting for 11.0% of total capital.

    4. Trade and services

    Retail of goods and services

    Total retail sales of goods and services in November are estimated to reach at VND 3,286,481 million, up 0.64% over the previous month and up 9.31% over the same period in 2018. Generally for eleven months in 2019, the total retail sales of goods and services reach VND 34,769,154 million, up 11.37% over the same period in 2018.

    By industry, the retail sales of goods in eleven months are estimated to attain at VND 25,340,115 million, accounting for 72.88% of the total retail sales of goods and services and up 11.38% over the same period last year. Some main increasing groups are as follows: food rose by 6.73%; garments increased by 11.03%; home tools and appliances up 11.95%; wood and construction materials increased by 12.13%; petroleum of all kinds rose by 44.62%; other goods increased by 28.93%;...

    The total revenue of accommodation and catering services in eleven months is estimated to reach at VND 1,734,300 million, accounting for 4.99% of the total retail sales of goods and services and up 14.22% over the same period in 2018. Of which: accommodation service is VND 63,043 million, seeing an increase of 1.40%; food and beverages services: 1,671,257 million VND, up 14.77%.

    The revenue of tourism and travel services in eleven months is estimated to attain at VND 7,146 million, up 13.72% over the same period in 2018.

    Other revenues from services in eleven months are estimated to attain at VND 7,687,592 million, accounting for 22.11% of the total retail sales of goods and services and up 10.73% over the same period in 2018, of which: real estate service increased by 11.15%; education and training rose by 17.04%; health and social assistance activities up 12.66%; administration and support services increased by 10.77%; ...

5. Price index

    a) Consumer price index

    The consumer price index (CPI) in November continues to increase as compared to the previous month, up 1.13%, this is the month with the highest price index since the beginning of the year (In January, it increased by 0.05%; in February, it increased by 0.71%, in March, it increased by 0.52%; in April, it increased by 0.05%; in May, it increased by 0.09%; in June, it increased by 0.21%; in July, it increased by 0.54%; in August, it increased by 0.94%; in October, it increased by 0.98%). In particular, there are 4/11 groups of goods and services with increasing price indexes, including: restaurant and catering service group has the highest increase, up 3.53%. The main reason is that the foodstuff price index increased by 4.25%, continuing the upward momentum from the previous months, up to this month, the price of pork in the province is at the peak, namely: rump meat increased by 17.32 %; pork loin increased by 17.05%; sparerib increased by 15.15%. The increase in pork price made the rising price of accompanying products such as pork-pie up 7.63%, Vietnamese pork sausage up 15.39%, grilled pork up 7.71%, pork fat up 17.18%; beverages and cigarettes up 0.14%; garments, hat and footwear up 0.54%; culture, entertainment and tourism services increased by 0.17%. There are 5/11 goods and service groups whose CPI decreased against the previous month as follows: housing, electricity, water, fuel and construction materials fell by 0.43%; home appliances and equipment decreased by 0.40%; transport service decreased by 0.62%; post and telecommunications services decreased by 0.20%; other goods and services decreased by 0.04%. There are 2/11 groups of goods and services with stable price indexes as compared to the previous month, including: medicine and medical services; educational service.

    As compared to December, 2018, in November, the CPI increased by 4.35%. In which: restaurants and catering service increased by 8.88%; beverages and cigarettes rose by 3.71%; garments, headwear, footwear up 1.57%; housing, electricity, water, fuel and construction materials increased by 0.52%; home appliances and equipment rose by 1.39%; medicine and medical service up 2.52%; transportation service increased by 2.23%; post and telecommunications decreased by 0.52%; education service increased by 3.54%; culture, entertainment and tourism services rose by 2.44%; other goods and services up 4.98%.

    As compared to the same period in 2018, in November, the CPI increased by 4.02%. In particular, the group of restaurant and catering services increased by 7.71%; beverages and cigarettes rose by 4.59%; garments, headwear and footwear up 2.27%; housing, electricity, water, fuel and construction materials decreased by 0.26%; home appliances and equipment increased by 2.02%; medicine and medical service rose by 8.74%; transport service decreased by 2.57%; Post and telecommunication services decreased by 0.79%; education service increased by 3.54%; culture, sports and entertainment services rose by 2.79%; other goods and services increased by 5.0%.

    On average, in eleven months, the CPI increased by 1.60% over the same period in 2018. Of which: restaurants and catering services increased by 2.71%; beverages and cigarettes rose by 2.52%; garments, headwear and footwear up 1.26%; housing, electricity, water, fuel and construction materials decreased by 0.50%; home appliances and equipment increased by 1.78%; medicine and medical service rose by 3.30%; transport service decreased by 1.46%; post and telecommunications reduced by 0.58%; educational service increased by 2.31%; cultural, entertainment and tourism services increased by 1.09%; other goods and services rose by 2.19%.

    b) Gold and US dollar price index

    Gold price index in November decreased by 0.12% as compared to the previous month and at an average price of VND 4,162,000 / tael. US dollar price index increased slightly by 0.03% over the previous month, with the average price of VND 23,244 / USD.

    6. Transport activity

    a) Passenger transport

    Passenger transport in November is estimated to reach at 1,469 thousand carriers and 80,133 thousand passengers, respectively, increasing by 11.39% in carriers and up 3.0% in passengers over the same period in 2018; passenger transport revenue is estimated to attain at 64,897 million VND, up 8.06%. Generally for eleven months, passenger transport is estimated to reach at 15,009 thousand carriers and 871,576 thousand passengers, respectively increasing by 11.39% in carriers and by 11.54% in passengers over the same period of 2018; passenger transport revenue is estimated to attain at 681,791 million VND, up 14.22%.

    b) Cargo transport

    Cargo transport in November is estimated to reach at 3,252 thousand tons for freight and 116,258 thousand tons for rotational goods, respectively increasing by 10.67% in tons of freight and 7.75% in tons of rotational goods over the same period of 2018; cargo transport revenue is estimated to reach at 266,720 million VND, up 8.43%. Generally for eleven months, cargo transport is estimated to attain at 31,197 thousand tons for freight and 1,116,855 thousand tons for rotational goods, respectively increasing by 12.09% in tons of freight and 11.67% in tons of rotational goods over the same period in 2018; cargo transport revenue is estimated to reach at 2,519,631 million VND, up 12.16%.

    7. Financial and banking activity

    a) State budget revenue

    In November, budget revenue is estimated to reach at VND 1,124,355 million, up 27.97% over the same period in 2018. Of which: domestic revenue: VND 823,945 million, up 31.08%; import and export taxes: VND 300,410 million, up 20.16%. Some monthly expected revenues are as follows: Revenue from central state-owned enterprises: VND 15,324 million, seeing an increase of 56.99%; revenue from local SOEs: VND 1,632 million, up 772.73%; revenue from foreign-invested enterprises: VND 160,295 million, up 75.26%; revenue from non-state sector: VND 282.224 million, up 21.77%; registration fee collection: 36,265 million VND, up 22.97%; personal income tax collection: 59,529 million VND, up 25.75%; real estate revenue: VND 207,594 million, up 20.78%.

    Generally for eleven months of 2019, the state budget revenue is estimated to reach at 13,079,050 million VND, up 22.03% over the same period in 2018 and reaching 101.66% of the year plan. In which: Domestic revenue: VND 9,650,000 million, up 21.90% and reaching 100.89% of the plan; import and export taxes: VND 3,429,050 million, up 22.36% and reaching 103.91% of the plan. Some domestic revenues are as follows: Revenue from central state-owned enterprises: VND 188,000 million, up 5.17%; revenue from local SOEs: 32,000 million VND, up 29.88%; revenue from foreign-invested sector: VND 1,740,000 million, up 6.84%; revenue from non-state sector: VND 2,922,000 million, up 25.34%; registration fee collection: VND 335,000 million, up 22.60%; personal income tax: VND 790,000 million, up 17.59%; land and housing revenues: VND 3,000,500 million, up 33.31%.

    b) State budget expenditures

    From January 1, 2019 to November 21, 2019, local state budget expenditure reaches VND 9.006,040 million, getting 102.22% of the year plan. In which: Expenditure for development and investment: VND 3,591,429 million, reaching 143.0% of the plan; regular expenditure: 5,414,611 million VND, reaching 85.95% of the plan. Some areas of recurrent expenditures are as follows: expenditure on economic activities: VND 631,474 million; expenditure on education and training: VND 1,930,753 million; expenditure on medical activities: VND 460,861 million; spending on cultural and physical training and sports activities: VND 96,358 million; expenditure on social security: VND 501,889 million; expenditure on administrative management: VND 1,282,230 million; other expenses: VND 478,961 million.

    c) Banking operation

    As of October 31, 2019, the total capital of credit institutions reached VND 81,186,192 million, seeing an increase of 11.33% as compared to December 31, 2018. In which: the capital mobilized from people and economic organizations reaches VND 72,690,984 million, up 13.40% and accounting for 89.54% of total capital.

    Total outstanding loans to the economy reach VND 59,769,728 million, seeing an increase of 6.96% as compared to December 31, 2018. Of which: the short-term loans: 41,404,703 million VND, seeing an increase of 4.74%; medium and long-term loans: VND 18,365,025 million, up 12.32%. Outstanding loans in local currency: VND 57,344,404 million, up 7.15%; outstanding loans in foreign currency: VND 2,425,324 million, seeing an increase of 2.58%. Credit quality: Bad debt (in group 3,4,5) is VND 965,539 million (accounting for 1.62% of total loans), down 18.98% as compared to December 31, 2018.

8. A number of cultural and social activities

    a) Cultural and sports activities

    Cultural activities

  On November 8, the workshop "The orientation of building tourism products in Hung Yen province" was held in Hung Yen province, which attracted the attention of more than 50 domestic travel units. Hung Yen province has many relics, including Pho Hien relics area that has been classified as a special national monument by the Government in 2014. The workshop aimed at finding development directions for Hung Yen tourism, how to start properly investing and exploiting scientifically and effectively the existing potentials for Hung Yen to develop tourism not only quickly but also sustainably, in association with the conservation and promotion of cultural heritage values, hunger eradication and poverty reduction…

  On November 12, 2019, the 1st Culture - Art Clubs Performance in Hung Yen province 2019 was held at the Provincial Cultural Center. It saw the attendance of more than 200 artists, actors, musicians, who are members of 8 typical clubs representing more than 800 clubs and art teams in districts, towns and city in the province, performing 24 repertoires in the dance, music, solo, instrumental concerts, tableau... The performance shows the love of the homeland, infinite gratitude to the glorious Party and the great Uncle Ho, the pride of rich, beautiful and civilized Hung Yen and the atmosphere of building a new – style rural area in the localities... It aims to promote exchanges among cultural and art clubs in the province, improve the quality of mass art movement, contributing to boosting the movement "All people unite to build cultural life"

     Sports activities

    During the month, the province's mass sports activities were held vigorously. The localities have organized sports tournaments such as the Hung Yen Youth Football Championship Donexpro in 2019; the Badminton Clubs tournament of the province in 2019 ... On November 22, 2019, at the provincial sports training and competition house, the Badminton tournament for the leaders and managers of Hung Yen province in 2019 was held. It drew the participation of over 60 athletes who are leaders and managers from departments, agencies, districts, towns, city and businesses in the province, competing in 3 contents. At the end of the tournament, the Organizing Board presented 9 sets of medals to the athletes with excellent achievements.

    Also in the past month, high-performance athletes have attended 4 national sports tournaments (Taekwondo, pencaksilat, boat racing, traditional martial arts), gaining 14 medals of all kinds, including 05 silver medals, 09 bronze medals; athletes of a number of sports such as women's volleyball, Wushu, Taekwondo are actively training to prepare to participate in national sports tournaments. Pho Hien U21 team won the second runner-up of the National U21 Thanh Nien Newspaper Cup 2019 at the first time participating in the tournament.

    b) Environmental protection and fire and explosion prevention

    From October 16, 2019 to November 15, 2019, in Hung Yen province, there are 04 cases of environmental violations, to issue the decisions on sanctioning administrative violations of 04 cases, the total amount of fine is about 149 million VND. The main causes of violations: 03 cases of discharging wastewater causing environmental pollution in excess of the permitted technical standards, 01 case of waste management not in compliance with the regulations.

    From October 16, 2019 to November 15, 2019, there is no fire or explosion in Hung Yen province. From the beginning of the year until now (from December 16, 2018 to November 15, 2019), there are 8 fires, no explosion and the damaged property of VND 5,170 million.

    c) Traffic safety

According to data from the Traffic Safety Board of Hung Yen province, from October 15, 2019 to November 14, 2019, there are 12 traffic accidents (of which: 11 road accidents and 1 railway accident), 10 people killed, 7 people injured. As compared to the previous month, the number of accidents decreased by 2 cases, down 14.29%; the number of deaths is equal to the previous month; the number of injured people reduced by 3 people, down 30.0%. From the beginning of the year to the end of November 14, 2019, there are 141 traffic accidents, 107 people killed and 101 people injured. As compared to the same period in 2018, the number of accidents decreased by 1 case, down 0.70%; the number of deaths decreased by 2 people, down 1.83%; the number of injured people decreased by 1 person, down 0.98%.
