Agriculture a) Cultivation Regarding the winter crop cultivation: According to functional agencies, this year's winter crop takes place in quite favorable weather conditions for cultivation as well as the growth and development of the crops. The localities have organized technical training courses for farmers, contributing to promoting the winter crop production, speeding up the plantation of winter vegetables with abundant seed structure, creating abundant supply for the market, the expected yield and output are higher than previous year. However, the winter crop production has faced many difficulties, the high price of input materials for production such as seeds, fertilizers, pesticides and labor costs, while the prices of the winter-crop products do not increase, which causes difficulties for farmers in intensive investment and reduces the production efficiency. The young labor force is attracted to work in the fields of industrial production, construction, trade and services, so many places lack seasonal laborers, especially in the Northern districts of the province. In many localities, there is no concentrated commodity production area, which makes it difficult in irrigation and production protection. According to the preliminary summary, the whole province has planted winter crops at 8,208 ha, down 11.14% over the previous year (down 1,028ha); harvested about 8,000 ha of winter vegetables, including: maize: 1800 ha; peanuts and soybeans: 235 ha; squash: 915 ha; vegetables of all kinds: 4,722 ha; ... According to the assessment, the yield of winter crops is still good as compared to the previous year. Spring crop production: In addition to planting and harvesting winter crops, localities are also actively preparing for the spring crop plantation plan in 2020. In this spring crop, the whole province is supposed to plant 29,770 ha of rice. The localities have directed to strictly implement the seedling structure and the plantation time. Breed Facing the complicated situation of African swine fever epidemic among the localities in the province recently, in order to proactively prevent, control and stop the disease, the province has actively implemented the tasks and measures to prevent and control the cattle and poultry diseases. With the resolute direction and all efforts of all levels and sectors, up to now, 100% of communes, wards and towns in the province have announced the end of the epidemic. Some pig raising units (especially households) have started to re-breed, but still in moderation. The cattle and poultry breeding still ensures the safety and scale and the output is quite good. To prevent diseases that may occur on pets, to ensure the quality of cattle and poultry for sale during Tet holiday and to develop husbandry activity in the new year, the Provincial Steering Committee for prevention and control of cattle and poultry diseases has launched the month of cleaning and disinfecting the whole environment, farms, markets and the trading, slaughtering and processing places for cattle and poultry of the province. Many livestock farms have strictly applied hygiene and antiseptic measures, especially disinfecting people and means of transport entering and leaving the breeding areas. In addition, farmers also need to uphold the responsibility, immediately notify the local veterinary staff when the disease is detected to take timely measures, by all means to preserve the cattle and poultry to serve people in the upcoming Lunar New Year 2020. In January, the number of cattle and poultry in the province is estimated as follows: 2,690 buffaloes, down 1.14% as compared to the same period in 2019; 35,720 cows, up 0.95%; 497,972 pigs, down 23.23%; poultry: 9,470 thousand ones (including 6,672 thousand chickens), seeing an increase of 9.33%. The output of cattle and poultry meat is estimated as follows: buffalo meat: 39 tons, up 8.33%; beef: 352 tons, seeing an increase of 12.10%; pork: 9,360 tons, down 13.18%; poultry meat: 3,840 tons (of which: chicken: 3,350 tons), seeing an increase of 14.97% as compared to the same period in 2019. 2. Industrial production The production index of the whole industry in January increased by 7.47% over the same period in 2019, of which: mining industry increased by 1.22%; processing and manufacturing industry rose by 7.28%; the production and distribution of electricity, hot water and steam up 8.62%; the water supply and waste water and garbage treatment increased by 10.32%. However, the production index this month is lower than the previous month (the December last year increased by 14.34%), mainly because this month is the time of the Lunar New Year 2020, so the number of extended days off has affected the overall production of enterprises. Some industrial products in the month increased over the same period in 2019 such as: the feed for poultry increased by 32.36%; non-carbonated mineral water rose by 15.48%; clothes of all kinds up 2.22%; wooden windows and doors increased by 11.71%; paint and varnish soluble in water rose by 7.43%; plastic products up 5.77%; iron and steel of all kinds increased by 5.43%; integrated circuit rose by 7.30%; fiber optic and fiber optic bundles, fiber optic cables increased by 14.01%; DC / AC motors increased by 16.56%; other circuit protection devices used for voltage not exceeding 1000V, not yet classified rose by 15.80%; other spare parts of motor vehicles up 13.36%; commercial electricity increased by 8.62%. There are a number of products which decreased as compared to the same period last year, such as: the feed for cattle decreased by 23.17%; wine reduced by 9.68%; construction bricks fell by 2.87%. 3. Investment and construction activities The investment capital in local budget: Through reviewing and summarizing, the investment capital under the state budget managed by the province in 2020 is temporarily allocated as follows: Total implemented investment capital: 3,069,522 million VND, of which: the provincial budget capital: 1,349,372 million VND, the district capital: 1,141.1150 million VND, the communal capital: 579,000 million VND. In the coming time, the investment capital plan in 2020 will be adjusted in line with the assigned targets of the State plan in 2020 of the provincial, district and commune levels. In January, the capital disbursement process meets with difficultties, new works and projects have not been implemented much, the Lunar New Year holiday in January should partly affect the progress and performace of works and projects. The estimated investment capital under the state budget managed by the local reached VND 152,560 million, seeing a decrease of VND 27,145 million or down 15.11% as compared to the same period in 2019. Of which: the provincial budget capital: VND 72,110 million, down 16,755 million VND or 18.85%; the district capital: VND 55,870 million, down 1,281 million VND or down 2.24%; the communal capital: VND 24,580 million, down VND 9,109 million or down 27.04%. Foreign investment activity: As of January 17, 2020, there are 467 foreign- invested projects registering to operate, with a total registered capital of 4,694,160 thousand USD, of which three projects were licensed in 2020 with a total registered capital of 8,604 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 163 projects with a registered capital of 2,920,481 thousand USD, accounting for 62.22% of the total registered capital; the second is South Korea with 139 projects and the registered capital of 694,897 thousand USD, accounting for 14.80% of the total; the third is China with 102 projects and the registered capital of 519,637 thousand USD, accounting for 11.07% of the total. 4. Trade and services a) Retail of goods The Lunar New Year 2020 takes place at the end of January, so the circulation of goods on the market is vibrant. In the market in the province, from urban to rural areas, at the time of Tet holiday, the volume of goods increases significantly in quantity and categories, especially such essential goods as consumer goods, food, confectionery, jam, agricultural products. In addition, electronic equipment and fashion items such as shirts, pants, shoes are also fully prepared by small businesses with many models and designs so that people can choose according to their needs. Total retail sales of goods in January are estimated to reach at VND 2,610,891 million, up 8.55% over the previous month and up 13.59% over the same period in 2019. The retail sales of goods of some items over the same period last year are as follows: food and foodstuff increased by 18.12%; garments rose by 7.42%; home appliances, tools and equipment up 3.41%; cultural and educational items increased by 21.83%; wood and construction materials rose by 8.87%; automobiles of all kinds up 21.16%; vehicles (excluding automobiles, including spare parts) increased by 10.48%; petrol and oil of all kinds rose by 7.65%; precious stones and metals increased by 39.05% ... b) Accommodation and catering services The turnover of accommodation and catering services in January is estimated to reach at VND 166,901 million, down 0.53% from the previous month and up 8.45% as compared to the same period in 2019. Of which: catering service reached VND 160,984 million, down 0.49% over the previous month and up 8.26% over the same period in 2019. Accommodation service reached VND 5,917 million, down 1.45% from the previous month and up 13.80% as compared to the same period in 2019. c) Tourism and travel services This month is the time of Lunar New Year so the travel demand of people decreases as compared to the previous month. The revenue from tourism and travel services in January is estimated to reach at 657 million VND, down 3.38% over the previous month, up 24.20% over the same period in 2019. d) Other services The revenue of other services in January is estimated to reach at 757,540 million VND, up 12.03% over the same period in 2019. In particular, the fluctuation of the service sectors is as follows: Real estate revenue increased by 10.79%; education and training revenue rose by 34.70%; health service and social assistance revenue up 11.86%; the revenue from art and entertainment services increased by 24.29%; the revenue from repair of computers, personal and family belongings rose by 15.19%; other services’ revenue up 8.03%. 5. Price index a) Consumer price index The market prices of many essential consumer goods in January 2020 are basically stable as compared to the previous month. However, there are also some goods and services whose prices have increased slightly from the previous month such as: fresh food, fruits, ritual goods, petrol and parking, catering service, freight rates by car in some routes. Specifically: As compared to the previous month, the Consumer Price Index (CPI) in January increased by 1.18%. Of which, there are 8/11 commodity and service groups whose CPI increased over the previous month, including: restaurants and catering service up 1.90%; beverages and cigarettes rose by 0.66%; the group of garments, hats and footwear increased by 0.17%; housing and construction materials rose by 2.37%; home appliances and equipment increased by 0.43%; transportation service up 0.80%; culture, entertainment and tourism increased by 0.34%; goods and other services rose by 0.19%. There are 3 out of 11 commodity and service groups with stable price indexes as compared to the previous month, which are medicines and medical service; education; post and telecommunications. As compared to the same period in 2019, the CPI in January increased by 6.86%. In which: restaurants and catering service increased by 13.28%; beverages and cigarettes rose by 3.28%; garments, hats, shoes up 2.07%; housing, electricity, water, fuel and construction materials increased by 2.86%; home appliances and equipment rose by 2.42%; medicine and medical service up 2.52%; transportation service increased by 6.83%; post and telecommunication services decreased by 0.46%; education increased by 3.54%; culture, sports and entertainment rose by 2.43%; goods and other services increased by 5.58%. b) Gold and US dollar price index Gold price index in January increased sharply, up 5.58% as compared to the previous month and at an average price of 4,351,000 VND / tael. US dollar price index decreased by 0.03% as compared to the previous month, the average price is 23,220 VND / USD. 6. Transport activity a) Passenger transport activity Passenger transport in January is estimated to reach at 1,654 thousand carriers and 89,683 thousand passengers, increasing by 16.10% in carriers and 14.98% in passengers over the same period last year; the passenger transport revenue is estimated to reach at 71,966 million VND, up 18.95%. The reason for all three indicators of revenue, shipping volume and passenger volume in January increased as compared to the same period last year is due to January is the time of Lunar New Year and traditional festivals of the nation, the travel demand of people increases. Besides, during and after Tet holiday, the number of passengers has increased dramatically due to people living far away from their homeland came home to celebrate Tet and returned to work right after the Tet holiday, the number of students and pupils, who have days off and come home with their families to celebrate the Tet holiday, is quite big, which makes all three indicators of revenue, shipping volume and passenger volume soar as compared to the same period last year. b) Cargo transport activity Cargo transport in January is estimated to reach at 2,955 thousand tons for freight and 103,440 thousand tons for rotational goods, respectively increasing by 10.03% in tons of freight and 8.63% in tons of rotational goods over the same period last year; the cargo transport revenue is estimated to reach at 252,198 million VND, up 8.98%. All three indicators of revenue, shipping volume and rotational goods volume have increased as compared to the same period last year due to the growing economy of the province, so the demand for transportation and raw materials for the construction of factories, public works and transportation of production goods to serve the daily life of people is increasing. At the same time, the increasing number of businesses and individual households participating in cargo transport activity with a much wider scale have contributed to the increase of these three criteria. 7. Financial and banking activities a) State budget revenue The State budget revenue in January is estimated to reach at 1,195,129 million VND, down 9.28% as compared to the same period in 2019. Of which: Domestic revenue: 965,000 million VND, up 1.36%; import and export taxes: VND 230.129 million, down 37.01%. Some expected monthly revenues are as follows: the revenue from the central state-owned enterprises: VND 10,000 million, up 0.99%; the revenue from the local state-owned enterprises: VND 5,000 million, down 33.28%; the revenue from foreign-invested enterprises: VND 224,000 million, down 3.38%; the revenue from non-state sector: VND 236,000 million, down 22.34%; the registration fee: VND 33,000 million, down 26.41%; personal income tax: VND 90,000 million, down 0.5%; real estate revenues: VND 304,400 million, up 38.55%. b) State budget expenditure From the beginning of the year to January 22, 2020, local state budget expenditure is 962,553 million VND. In which: Expenditure for development and investment: VND 453,243 million; regular spending: 509,310 million VND. Some areas of recurrent expenditure are as follows: Expenditure on economic activities: VND 30,618 million; education and training expenses: VND 170,461 million; health care expenditure: VND 22,818 million; expenses for cultural and physical training and sports: VND 7,602 million; social security spending: 68,540 million VND; administrative management expenses: 167,373 million VND; other expenses: 41,777 million VND. c) Banking operation As of January 31, 2020, the total capital of credit institutions is VND 84,024,652 million, seeing an increase of 0.35% as compared to December 31, 2019. In which: the capital mobilized from people and economic organizations reached 76,175,943 million VND, up 0.42% and accounting for 90.66% of total capital. Total outstanding loans to the economy reached VND 61,021,162 million, down 0.47% as compared to December 31, 2019. In which: the short-term loans: 42,344,666 million VND, down 0.51%; medium and long-term loans: VND 18,676,496 million, down 0.39%. The outstanding loans in local currency: VND 58,485,998 million, down 0.42%; the outstanding loan in foreign currency: VND 2,535,164 million, down 1.70%. Credit quality: Bad debt (in group 3,4,5) is VND 1,084,281 million (accounting for 1.78% of total loans), seeing an increase of 0.03% as compared to December 31, 2019. 8. Some social activities a) Cultural and sport activities The whole province well organized the propaganda activities to commemorate the 90th founding anniversary of the Communist Party of Vietnam (February 3, 1930 - February 3, 2020) and celebrate Canh Ty Spring 2020. In the New Year Eve 2020, Hung Yen province organized 9 fireworks display in 8 localities such as Hung Yen city, My Hao town, An Thi, Phu Cu, Kim Dong, Yen My, Khoai Chau and 2 points of Van Lam district. The fireworks funding is a source of socialization and supported from individuals and businesses in the localities. Along with the firework display on New Year's Eve, in the districts and city, there are art performances to celebrate the New Year. This is an annual activity to create a joyous atmosphere to celebrate the Party, the Spring and arouse, educate the revolutionary tradition and patriotism among people. On January 7, 2020, the Minister of Culture, Sports and Tourism signed the decisions on the ranking of national monuments of 03 relics of Hung Yen province, namely: The artistic relic of Dao Xa communal house, Vinh Xa commune, Kim Dong district; the artistic relic of Trang Vu temple, Dong Than commune, Yen My district; the artistic relic of Nom village, Dai Dong commune, Van Lam district. On January 15, 2020, the Prime Minister issued the Decision No. 88 / QD-TTg recognizing 27 national treasures (phase 8, review phase in 2019). In particular, Hung Yen has 02 artifacts recognized as national treasures: the stone lion statue of Huong Lang Pagoda (Chronology: the end of the 11th century - the beginning of the 12th century; currently stored in Huong Lang Pagoda, Minh Hai commune, Van Lam district); the stele of Co Viet in Dien Phuc hamlet (Chronology: Ly - Tran dynasty; now kept at Canh Lam pagoda, Tan Viet commune, Yen My district). Thus, up to now, Hung Yen province has 168 relics - cluster of relics ranked as the national level, 238 ones at the provincial level, 02 relics ranked as the special national level and 03 national treasures. b) Taking care of social policy beneficiaries and people with meritorious services On the occasion of the Lunar New Year 2020, the State President and the Provincial Party Committee – the provincial People's Council – the provincial People's Committee – the Provincial Fatherland Front Committee visited and presented gifts to people with meritorious services to the revolution, policy families and social beneficiaries. As follows: To offer 34,900 gifts from the State President with an expense of 7,154,400,000 VND to policy beneficiaries and people with meritorious services to the revolution. To offer 5 gifts worth 1,000,000 VND / gift to 05 public social assistance establishments in the province and support 760 people in concentrated care, with 200,000 VND / person. The bonus in Lunar New Year: the highest is VND 180,000,000 (reaching 68% as compared to last year); the lowest: 0 VND (last year, the lowest was 200,000 VND). d) Medical activity To ensure the quality of food safety during the Lunar New Year and the Spring Festival in 2020 to serve people to celebrate the New Year and the Spring Festival to enjoy the safety and health, the Interdisciplinary Steering Committee on food hygiene and safety of Hung Yen has established the inspection teams on food safety for food production and business establishments to sanction and destroy goods violating the regulations on food hygiene and safety. Hung Yen province is promoting the propaganda on mass media about disease prevention and control measures during Tet and festive seasons; the measures to prevent and control respiratory diseases such as measles, influenza in humans and epidemics transmitted via gastrointestinal tract; carry out personal hygiene, ensure food safety and benefits of vaccination against disease. e) Environmental protection and fire and explosion prevention From December 16, 2019 to January 15, 2020, in Hung Yen province, it also discovered and issued the decisions to sanction 47 administrative violations of the environment, with a fine of VND 1,802 million. From December 16, 2019 to January 15, 2020, there is no fire or explosion in Hung Yen province. f) The situation of security, social order and safety during Tet holiday In order to ensure the traffic safety and social order during Tet holiday and the Spring festivals in 2020, Hung Yen police have implemented synchronously measures to ensure traffic safety and order, such as controlling and handling of violations; striving to reduce traffic accidents and congestion; promptly preventing and strictly handling the gatherings to cause public disorder, illegal motorbike racing, serving the needs of people traveling, playing, festivals, transporting passengers and goods during the Tet holiday and the early spring festivals in 2020. According to the data from the Traffic Safety Committee of Hung Yen province, from December 15, 2019 to January 14, 2020, there are 20 traffic accidents, all of which are road accidents, 17 people killed, 7 people injured. As compared to the previous month, the number of accidents increased by 9 cases, up 81.82%; the number of death rose by 12 people, increased by 240.0%; the number of injured people reduced by 1 person, decreased by 12.50%. As compared to the same period in 2019, the number of accidents increased by 2 cases, up 11.11%; the number of death rose by 2 people, increased by 13.33%; the number of injured people reduced by 5 people, down 41.67%. /.
