Agriculture and fishery a) Agriculture Cultivation Annual crops: By June 20, the whole province has basically ended harvesting spring rice. According to districts and city's reports, by July 15, the whole province has planted over 31,000 ha off crops, of which 5,000 ha of crops were planted directly, completing the plan. Some districts have finished sowing at the beginning of July, such as Khoai Chau, Kim Dong, Tien Lu and Phu Cu. These are the districts that have the habit of early planting to prepare for winter crop production. In addition to cultivating summer-autumn rice, farmers in the province are also actively planting summer-autumn vegetables, so far, the summer-autumn vegetables cover an area of 4,095 ha, of which: maize: 467 ha, beans: 144 ha, medicinal herbs: 97 ha, flowers and ornamental plants: 509 ha and other crops: 2,878 ha. In particular, the province has supported 51,636 liters; the districts: 7,516 liters, 288 tons of lime powder and 462.5 VND of spraying wage; the communes: 2,303 liters, 884 tons of lime powder; farmers: 5,250 liters, 246 tons of lime powder. As compared to the same period in 2018, the industrial production index in July increased by 11.76%, of which: mining industry increased by 5.25%; processing and manufacturing industry rose by 11.77%; electricity production and distribution, hot water and steam up 8.57%; water supply and waste treatment increased by 15.78%. Some industrial products in the month increased over the same period in 2018 such as: noodles, vermicelli, and instant porridge increased by 3.84%; feed for poultry rose by 24.69%; non-carbonated mineral water up 14.24%; clothes of all kinds increased by 15.14%; carton boxes up 12.91%; paint and varnish soluble in water increased by 13.21%; plastic products rose by 17.76%; clay bricks (except for ceramics and porcelain) with the norm of 220x105x60mm increased by 16.71%; iron and steel of all kinds rose by 13.07%; integrated circuit up 18.87%; other spare parts of motor vehicles increased by 15.02%. Generally, in seven months of 2019, the industrial production index increased by 11.03% over the same period in 2018. Of which: Mining industry (sand) increased by 5.12%; processing and manufacturing industry rose by 10.97%; electricity production and distribution up 8.68%; water supply, waste and waste water management and treatment increased by 16.26%. In which: the provincial capital: VND 606,569 million, up 15.06% over the same period in 2018 and reaching 47.46% of the plan; the district capital: VND 386,025 million, up 23.64% over the same period in 2018 and reaching 51.14% of the plan; the commune capital: 266,574 million VND, decreased by 2.91% as compared to the same period in 2018 and reaching 53.58% of the year plan. Foreign investment activity: As of July 19, 2019, the whole province has had 448 foreign-invested projects registering for operation, with a total capital of USD 4,630,833 thousand, of which from the beginning of the year up to now, there are 26 newly registered projects with a total capital of 208,324 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 161 projects with the registered capital of USD 2,974,093 thousand, accounting for 64.22% of the total capital; the second is South Korea with 134 projects, with the capital of 663,133 thousand USD, accounting for 14.32% of total capital; the third is China with 92 projects, with the capital of 465,187 thousand USD, accounting for 10.05% of total capital. 4. Trade and services The total retail sales of goods and services in July are estimated to reach at VND 3,156,428 million, up 0.27% over the previous month and up 11.84% over the same period in 2018. Of which: In July, the retail sales of goods are estimated to reach at VND 2,302,752 million, up 0.72% over the previous month and up 11.98% over the same period last year. Some commodity groups increased over the previous month such as food up 0.36%; home appliances, tools and equipment rose by 0.78%; construction materials increased by 0.74%; vehicles rose by 2.54%; other goods up 1.44%; repair of motor vehicles, motorcycles, motorbikes and other motor vehicles increased by 1.44%. Besides, the falling commodity groups are as follows: garments decreased by 0.38%, cultural and educational items declined by 5.4%; precious stones and metals fell by 0.35%. July's accommodation and catering services revenues are estimated to attain at VND 155,120 million, down 1.08% over the previous month and up 11.28% over the same period in 2018. Of which: catering service: VND 149,283 million, down 1.08% over the previous month and up 11.71% over the same period last year; accommodation revenue: VND 5,837 million, down 0.87% over the previous month and up 1.55% over the same period last year. July's tourism and travel services revenue is estimated to reach at 830 million VND, up 10.67% over the previous month and up 3.75% over the same period last year. July's revenue from other services is estimated to reach at VND 697,726 million, down 0.89% over the previous month and up 11.51% over the same period last year. In which: revenue from real estate business services is estimated to attain at 569,049 million VND, down 0.92% over the previous month and up 11.53% over the same period last year; administrative and support services revenue: VND 50,021 million, down 3.42% from the previous month and up 13.68% over the same period last year; education and training services revenue: 8,514 million VND, up 5.16% over the previous month and up 32.68% over the same period last year; revenue from health service and social assistance activities: VND 17,934 million, up 1.34% over the previous month and up 12.19% over the same period last year; revenue from art and entertainment service: VND 7,906 million, up 2.74% over the previous month and 7.07% as compared to the same period last year; revenue from computers, personal belongings and household appliances repair service: VND 12,197 million, up 0.64% over the previous month and up 1.78% over the same period last year; other services revenue: VND 32,104 million, down 0.45% over the previous month and up 7.93% over the same period last year. Generally for seven months, the total retail sales of goods and services reach VND 21,850,288 million, up 11.99% over the same period in 2018 and reaching 63.71% of the plan. In which: trade: VND 15,938,401 million, up 12.15%; hotel and restaurant: 1,090,708 million VND, seeing an increase of 14.94%; tourism revenue: VND 4,334 million, up 10.56%; other services revenue: VND 4,817,455 million, up 10.73%. 5. Price index a) Consumer price index Consumer price index (CPI) in July increased slightly over the previous month, up 0.26%, this is the second consecutive month that the CPI increased (in June, it increased by 0.21%). In July, there are 4/11 groups of goods and services with the increasing CPI, including: restaurants and catering service rose by 1.10%, this is the group with the highest increasing index, the main reason is due to the recent increase in pork price (the price of pork tenderloin increased by 2.17%; pork ribs of all kinds rose by 4.89%, processed meat increased by 2.96%, lard rose by 3.51%); beverages and cigarettes up 0.16%; transport service increased by 0.02%; goods and other services rose by 0.70%. There are 5 out of 11 groups of goods and services whose price indexes decreased as compared to the previous month, including: garments, hats and footwear down 0.2%; housing and construction materials decreased by 0.73%; household appliances and equipment declined by 0.17%; post and telecommunications down 0.05%; culture, entertainment and tourism decreased by 0.19%. There are 2/11 groups of goods and services with stable price indexes as compared to the previous month, including: medicines and medical service; educational service. As compared to December 2018, in July the CPI increased by 0.68%. In which: restaurants and catering service increased by 0.18%; beverages and cigarettes rose by 2.33%; garments, hats, footwear increased by 0.36%; housing, electricity, water, fuel and construction materials rose by 0.96%; household appliances and equipment up 0.89%; medicines and medical service decreased by 0.17%; transportation service increased by 2.97%; post and telecommunications reduced by 0.07%; culture, sports and entertainment down 0.50%; other goods and services increased by 1.40%. The educational group is stable as compared to December 2018. As compared to the same period in 2018, in July, the CPI increased by 0.83%. In particular, the group of restaurants and catering service increased by 0.31%; beverages and cigarettes rose by 1.99%; garments, hats, footwear increased by 1.21%; housing, electricity, water, fuel and construction materials decreased by 0.91%; household appliances and equipment increased by 1.83%; medicines and medical service rose by 5.89%; transport service declined by 0.73%; post and telecommunication services decreased by 0.47%; educational service increased by 1.80%; culture, sports and entertainment reduced by 0.22%; other goods and services up 1.42%. On average, in seven months, the CPI increased by 1.25% over the same period in 2018. Of which: restaurants and catering service increased by 2.48%; beverages and cigarettes rose by 1.85%; garments, hats, footwear up 0.87%; housing, electricity, water, fuel and construction materials decreased by 0.13%; household appliances and equipment increased by 1.46%; medicines and medical service decreased by 0.31%; transport service declined by 0.92%; post and telecommunications reduced by 0.51%; educational service increased by 1.80%; cultural, sports, entertainment services rose by 0.60%; other goods and services up 1.09%. b) Gold and US dollar price indexes Gold price index in July increased by 5.10% over the previous month and at the average price of VND 3,877,000 / tael. US dollar price index decreased by 0.4% over the previous month, with the average price of 23,314 VND / USD. 6. Transport and postal activities a) Passenger transport Passenger transport in July is estimated to reach at 1,350 thousand carriers and 81,356 thousand passengers, respectively, increasing by 11.67% in carriers and 18.18% in passengers over same period last year; passenger transport revenue is estimated to attain at 62,646 million VND, up 17.88%. Generally, in seven months, passenger transport is estimated to reach at 9,015 thousand carriers and 551,662 thousand passengers, respectively increasing by 11.09% in carriers and up 13.11% in passengers as compared with the same period in 2018; passenger transport revenue is estimated to attain at 423,123 million VND, up 16.27%. b) Cargo transport Cargo transport in July is estimated to reach at 2,930 thousand tons for freight and 104,878 thousand tons for rotational goods, respectively increasing by 15.36% in tons of freight and 17.18% in tons of rotational goods over the same period last year; cargo transport revenue is estimated to reach at VND 231,835 million, up 16.50%. Generally, in seven months, cargo transport is estimated to attain at 18,656 thousand tons for freight and 669,880 thousand tons for rotational goods, respectively increasing by 12.23% in tons of freight and 12.78% in tons of rotational goods as compared to the same period in 2018; cargo transport revenue is estimated to attain at VND 1,509,206 million, up 13.46%. 7. Financial and banking activities a) State budget revenue In July, the budget revenue is estimated to reach at VND 1,280,447 million, up 42.09% over the same period in 2018. Of which: Domestic revenue: 929,447 million VND, seeing an increase of 42.34%; import and export taxes: 351,000 million VND, up 41.43%. Some monthly expected revenues are as follows: the revenue from central state-owned enterprises: VND 19,973 million, up 111.47%; revenue from local state-owned enterprises: VND 3,049 million, up 31.67%; revenue from foreign-invested enterprises: VND 172,314 million, down 11.14%; revenue from non-state sector: VND 265,008 million, seeing an increase of 15.40%; registration fee collection: VND 30,068 million, up 27.51%; personal income tax: VND 73,589 million, down 2.43%; the real estate revenue: VND 308,991 million, seeing an increase of 321.08%. For seven months, the state budget revenue is estimated to reach at 7,989,000 million VND, up 23.79% over the same period in 2018 and reaching 62.10% of the plan. In which: Domestic revenue: VND 5,750,000 million, up 21.68% and reaching 60.12% of the plan; import and export taxes: VND 2,239,000 million, up 29.58% and reaching 67.85% of the plan. Some domestic revenues are as follows: revenue from central state enterprises: VND 115,000 million, seeing an increase of 26.19% and reaching 60.53% of the plan; revenue from local SOEs: VND 22,000 million, up 26.0% and reaching 68.75% of the plan; revenue from foreign-invested sector: VND 1,029,000 million, up 2.12% and reaching 50.20% of the plan; revenue from non-state sector: VND 1,838,000 million, up 22.40% and reaching 50.63% of the plan; registration fee collection: VND 204,000 million, up 25.10% and reaching 61.82% of the plan; personal income tax: VND 520,000 million, seeing an increase of 12.90% b) State budget expenditure In July, the state budget expenditure is estimated to reach at 857,800 million VND, up 20.70% over the same period in 2018, of which: spending on development and investment: VND 331,800 million, up 64.65%; regular expenditure: VND 526,000 million, up 3.30%. Generally, in seven months, state budget expenditure is estimated to reach at VND 5,571,400 million, up 19.75% over the same period in 2018 and reaching 66.50% of the plan. In which: the expenditure on development and investment: VND 2,322,700 million, up 41.03% and reaching 92.49% of the plan; recurrent expenditure: VND 3,448,700 million, up 8.70% and reaching 54.75% of the plan. Some areas of recurrent spending are as follows: Expenditure on economic activities: 295,100 million VND, down 0.47%; expenditure on education and training: VND 1,190,600 million, up 4.11%; expenditure on health care: VND 296,200 million, down 11.93%; expenditure on cultural and physical training and sport activities: VND 47,300 million, down 6.75%; expenditure on social security: VND 404,100 million, seeing an increase of 55.44%; administrative management expense: VND 833,900 million, up 9.25%. c) Banking operation As of June 30, 2019, the total capital of credit institutions reaches VND 79,124,044 million, seeing an increase of 8.50% as compared to December 31, 2018. In which: the capital mobilized from people and economic organizations reaches VND 70,000,567 million, up 9.21% and accounting for 88.47% of the total capital. Total outstanding loans to the economy reach VND 59,062,279 million, seeing an increase of 5.69% as compared to December 31, 2018. In which: Outstanding short-term loans: VND 41,441,674 million, seeing an increase of 4.83%; medium and long term loans: VND 17,620,605 million, up 7.77%. Outstanding loans in local currency: 56,571,819 million VND, seeing an increase of 5.71%; outstanding loans in foreign currency: VND 2,490,460 million, up 5.33%. Credit quality: Bad debt (in group 3,4,5) is VND 915,677 million (accounting for 1.55% of the total loan), down 0.58% as compared to December 31, 2018. 8. A number of cultural and social activities a) The implementation of social policies for war invalids and martyrs On the occasion of the 72nd anniversary of the War Invalids and Martyrs' Day (July 27, 1947- July 27, 2019), the State President presented gifts to people with meritorious services to the revolution according to the Decision No. 1062 / QD-CTN dated 26/ 6/2019. Each gift set is worth VND 700,000 (including VND 400,000 in cash and 01 gift bag valued at VND 300,000); in addition, businesses support more gifts worth 50,000 VND in each gift bag. The main causes of violations are the discharge of waste water and exhaust gas causing environmental pollution, exceeding the permitted technical standards. From June 16, 2019 to July 15, 2019, in the province, there is a house fire in Kim Dong district, one injured person, the damaged property is 80 million VND. The cause of the fire is being clarified by the authorities. d) Traffic safety According to the data from the Traffic Safety Board of Hung Yen province, from June 16, 2019 to July 15, 2019, there are nine traffic accidents in the whole province, all are road accidents, 8 people killed, 3 people injured. As compared to the previous month, the number of accidents decreased by 2 cases, down 18.18%; the number of deaths decreased by 1 person, down 11.11%; the number of injured people decreased by 4 people, down 57.14%. From the beginning of the year to the end of July 15, 2019, there are 90 traffic accidents, 74 people killed and 51 people injured. As compared to the same period in 2018, the number of accidents decreased by 7 cases, down 7.22%; the number of death rose by 8 people, up 12.12%; the number of injured people decreased by 22 people, down 30.14%. /.
