The socio-economic situation in Hung Yen in August and 8 months of 2019

1. Agriculture and fishery

     The main task in the recent agricultural production of localities is focusing on takinging care of rice, vegetables, preventing and combating African swine fever, and protecting the safety of cattle and poultry.

     a) Agriculture

     In recent years, local farmers in the province have focused mainly on caring and preventing pests on rice, vegetables as well as fruit trees (oranges, tangerines, longans) in the growing and harvesting stage. According to a summary report from the districts and towns, this year's rice cultivation area is about 30,973 ha, equal to 93.85% of the previous year's crop, including 4,970 ha by direct sowing. According to the report of agricultural production progress, at the moment, there are some rice pests such as: the Rhizoctonia solani Kuhn disease with an infected area of ​​about 1,569 ha (heavily infected area: 22 ha), prevented area: 1,338 ha; the bacterial leaf blight disease with an infected area of ​​203 ha (seriously infected area: 203 ha), prevented area: ​​189 ha; the rice leaf folder díease with an infected area of ​​1,743 ha (heavily infected area 25 ha), prevented area: ​​1,484 ha.

In addition to caring for rice and vegetables, local farmers have also focused on tending and harvesting fruit trees, especially longan trees - the local specialty trees being harvested by many growers. In general, the weather this year is not favorable for flowering and fruiting process, the longan production is supposed to be lower than the previous year.

     b, Breed

     The results of disinfection, detoxification and prevention of epidemics: From February 1, 2019, in Hung Yen province, an outbreak of African swine fever has been complicated and widespread so the epidemic control has been implemented drastically in localities in the province.

      As of August 16, 2019, the whole province has provided disinfectant chemicals, lime powder and supported for spraying disinfectant chemicals as follows: 66,705 liters of chemicals, 1,418 tons of lime powder and 462.5 million VND as the spraying wages. In particular, the province has supported: 51,636 liters; the districts: 7,516 liters, 288 tons of lime powder and 462.5 million VND for spraying; the communes: 2,303 liters, 884 tons of lime powder; breeders: 5,250 liters, 246 tons of lime powder. The results of spraying disinfectant chemicals and sprinkling lime powder are 66,205 liters of disinfectant chemicals, 1,418 tons of lime powder corresponding to over 35.0 million m2 of breeding facilities and the environment (of which: the province: spraying 25.8 million m2; the districts, communes and farmers by their own: over 9.2 million m2), specifically as follows: the province: 51,636 liters; the districts: 7,016 liters and 288 tons; the communes: 2,303 liters and 884 tons; farmers: 5,250 liters and 246 tons.

     In addition to the allocation of disinfectant chemicals and lime powder, Hung Yen province has established a quarantine latch. At the provincial level, 01 inter-branch animal quarantine latch is currently maintained. At the commune level, there are currently 14 points, including: Tien Lu: 06 points, Yen My: 08 points.

     From February 1, 2019 to August 16, 2019, localities have destroyed 188,642 pigs (10,753,511 kg) at 14,513 households, 775 hamlets, 156 communes, wards and towns of 10 districts, towns and city.

     The epidemic situation: There are 151 communes, wards and towns of 10 districts, towns and city that have announced the outbreak, including: Hung Yen city (13/17 communes and wards); Yen My (17/17 communes, town); An Thi (21/21 communes); Kim Dong (16/17 communes, town); My Hao (13/13 communes); Van Giang (10/11 communes); Tien Lu (15/15 communes); Phu Cu (14/14 communes); Van Lam (11/11 communes); Khoai Chau (21/25 communes).

     The epidemic situation in Hung Yen province has tended to slow down, the number of sick and dead pigs, which need destroying daily, gradually has decreased.

     Through summarizing the results of the livestock on July 1 and analyzing the production situation, it shows that the buffalo and cow herds in the whole province keep a stable development; pig herd reaches 389,685 pigs, down 222,890 pigs (down 36.39%) as compared to the same period last year; the flock of poultry has flourished, reaching 9,036 thousand ones, seeing an increase of 648 thousand ones (up 7.72%), of which: the flock of chicken reaches 6,360 thousand chickens, up 537 thousand chickens (up 9.22%) as compared with the same period last year.

     2. Industrial production

     As compared to the previous month, the industrial production index in August increased by 3.59%, of which: mining industry decreased by 1.44%; processing and manufacturing industry increased by 3.77%; electricity production and distribution rose by 0.13%; water supply, waste and waste water management and treatment up 2.32%. Some industrial products increased over the previous month such as: feed for poultry increased by 5.21%; Vodka and Cognac wine rose by 6.91%; non-carbonated mineral water up 5.33%; clothes of all kinds increased by 3.67%; footwear rose by 26.46%; paint and varnish soluble in water up 2.83%; iron and steel of all kinds increased by 13.76%; fiber optic and fiber optic bundles, fiber optic cables rose by 7.82%; other circuit protection devices used for voltage not exceeding 1000 V, not yet classified up 1.80%; mono wire in roll increased by 15.49%; washing machines rose by 22.57%; commercial electricity up 0.13%; ...

     As compared to the same period in 2018, the industrial production index in August increased by 11.80%, of which: mining industry rose by 7.82%; processing and manufacturing industry up 11.71%; production and distribution of electricity, hot water and steam increased by 9.86%; water supply and waste treatment rose by 17.51%. Some major industrial products in the month increased over the same period in 2018 such as: noodles, vermicelli, instant porridge increased by 8.10%; poultry feed rose by 12.83%; Vodka and Cognac wine up 12.52%; non-carbonated mineral water increased by 15.08%; clothes of all kinds rose by 23.52%; footwear of all kinds up 11.80%; carton boxes increased by 8.03%; paint and varnish soluble in water rose by 12.83%; clay bricks (except for ceramics and porcelain) with the norm of 220x105x60mm increased by 31.13%; iron and steel of all kinds up 10.88%; integrated circuits increased by 12.19%; other circuit protection devices used for voltage not exceeding 1000 V, not yet classified rose by 20.74%; other spare parts of motor vehicles up 22.47%.

     Generally, in the first eight months of 2019, the industrial production index increased by 11.13% over the same period in 2018. Of which: Mining industry (sand) increased by 5.86%; processing and manufacturing industry rose by 11.06%; electricity production and distribution up 9.0%; water supply, waste and waste water management and treatment up 16.62%.

     Some industrial products increased over the same period in 2018 such as: feed for poultry increased by 19.82%; Vodka and Cognac wine rose by 10.67%; non-carbonated mineral water up 12.99%; clothes of all kinds increased by 17.04%; wooden windows and doors rose by 4.52%; carton boxes up 10.98%; paint and varnish soluble in water increased by 11.38%; plastic products rose by 15.18%; iron and steel of all kinds up 7.08%; integrated circuits increased by 25.23%; DC / AC motors with a capacity of over 37.5W, rose by 12.83%; mono wire in roll up 5.40%; other spare parts of motor vehicles increased by 15.79%. In addition, due to the widespread of African swine fever in the province, the demand for animal feed has dropped sharply, resulting in a decrease in the index of animal feed production in the first eight months of the year, down 11.02% over the same period last year.

3. Investment activity

     The investment capital in local budget in August is estimated to reach at 210,530 million VND, up 14.34% over the same period in 2018. Of which, the provincial budget capital reached 89,690 million VND, up 18.75%; the district budget: 70,440 million VND, up 32.35%; the commune budget: VND 50,400 million, down 8.99%.

     For the first eight months of 2019, the investment capital in local budget is estimated to attain at VND 1,468,539 million, up 13.13% over the same period in 2018 and reaching 58.04% of the plan. In which: the provincial budget capital is VND 693,880 million, up 15.13% over the same period in 2018 and reaching 54.29% of the plan; the district budget: VND 456,862 million, up 25.02% over the same period in 2018 and reaching 60.52% of the plan; the commune budget: 317,797 million VND, down 3.68% as compared to the same period in 2018 and reaching 63.88% of the year plan.

     Foreign investment activity: As of August 19, 2019, the whole province has had 449 foreign-invested projects registering for operation, with a total capital of USD 4,664,835 thousand, of which from the beginning of the year to now, there are 27 newly registered projects with a capital of 210,324 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 159 projects with the registered capital of USD 2,993,682 thousand, accounting for 64.18% of the total capital; secondly, South Korea has 135 projects with the registered capital of USD 665,633 thousand, accounting for 14.27% of total capital; the third is China with 93 projects, with the registered capital of 457,100 thousand USD, accounting for 9.80% of total capital.

     4. Trade and services

     Total retail sales of consumer goods and services in August are estimated to reach at VND 3,154,600 million, up 10.77% over the same period in 2018.

     The retail sales of goods: The retail sales of goods in August are estimated to attain at VND 2,306,114 million, seeing an increase of 10.64% as compared to the same period last year, of which such items increased as: garments increased by 24.02%; home appliances, tools and equipment rose by 7.07%; wood and construction materials up 25.71%; small cars (under 9 seats) increased by 581.14%; vehicles, excluding small cars (including spare parts), rose by 6.06%; petrol and oil of all kinds up 45.94%; precious stones and metals increased by 17.45%; other goods rose by 24.29%.

     Accommodation and catering services: The revenue of accommodation and catering services in August is estimated to reach at 155,068 million VND, up 12.24% over the same period in 2018. Of which: catering service: 149,277 million VND, seeing an increase of 12 , 78%; accommodation service: VND 5,792 million, down 0.03%.

     Tourism and travel services: In August, the tourism and travel service revenue is estimated to attain at 870 million VND, up 40.32% as compared to the same period in 2018.

     Other services: the revenue from other services in August is estimated to reach at VND 692,549 million, up 10.83% as compared to the same period in 2018. Of which: the revenue from real estate business service: 565,698 million VND, up 10.55%; administrative and support services: 48,620 million VND, up 8.77%; education and training: VND 8,938 million, up 12.18%; health and social assistance: VND 18,164 million, up 12.79%; arts and entertainment: VND 7,819 million, seeing an increase of 3.47%; the repair of computers, personal and family items: VND 12,223 million, seeing an increase of 0.35%; other services: VND 31,088 million, up 7.51%.

     Generally for the first eight months of 2019, the total retail sales of goods and services reached VND 25,006,080 million, up 11.82% over the same period in 2018. Of which: the retail sales of goods are VND 18,244,822 million, seeing an increase of 11.96%; hotel and restaurant: VND 1,246,001 million, up 14.62%; tourism: VND 5,204 million, seeing an increase of 14.63%; other services: 5,510,053 million VND, up 10.74%.

     5. Price index

     a) Consumer price index

     The consumer price index (CPI) in August continues to increase as compared to the previous month, up 0.54%. In particular, there are 8/11 goods and service groups whose price indexes increased, including: restaurants and catering service up 0.80%, mainly due to the recent increase in pork prices (pork ribs increased by 3.01%; lean pork paste rose by 0.45%, lard up 8.55%); beverages and cigarettes up 0.25%; garments, hats and footwear increased by 0.15%; medicines and medical service rose by 2.69%, which is the group with the highest increase in the past month, mainly because the price of medical service in the month is adjusted according to the Circular No. 13/2019 / TT- BYT dated 5/7/2019 of the Ministry of Health; transportation service increased by 3.19%; educational service rose by 0.36%; culture, entertainment and tourism increased by 0.5%; other goods and services rose by 0.03%. There are 3/11 goods and service groups whose CPI decreased slightly over the previous month, including housing and construction materials, down 0.07%; home appliances decreased by 0.08%; post and telecommunications reduced by 0.02%.

     As compared to December, 2018, the CPI in August increased by 1.22%. Of which: restaurants and catering service increased by 0.99%; beverages and cigarettes rose by 2.58%; garments, hat, footwear up 0.51%; housing, electricity, water, fuel and construction materials increased by 0.88%; home appliances rose by 0.81%; medicines and medical service up 2.52%; transportation service increased by 3.19%; post and telecommunications decreased by 0.27%; educational service increased by 0.36%; other goods and services rose by 1.44%. Particularly, the culture, entertainment and tourism group is stable as compared to December, 2018.

     As compared to the same period in 2018, the CPI in August increased by 0.97%. In particular, restaurants and catering service increased by 0.06%; beverages and cigarettes up 2.80%; garments, hats, footwear increased by 1.35%; housing, electricity, water, fuel and construction materials decreased by 1.22%; home appliances rose by 1.79%; medicines and medical service up 8.74%; transport service decreased by 0.58%; post and telecommunication services decreased by 0.67%; educational service increased by 2.17%; culture, entertainment and tourism rose by 0.28%; other goods and services increased by 1.47%.

     On average, in eight months, the CPI increased by 1.21% over the same period in 2018. Of which: restaurants and catering service increased by 2.17%; beverages and cigarettes rose by 1.96%; garments, hats, footwear increased by 0.92%; housing, electricity, water, fuel and construction materials decreased by 0.27%; home appliances rose by 1.49%; medicines and medical service up 1.32%; transportation service decreased by 0.87%; post and telecommunications down 0.53%; educational service increased by 1.85%; cultural, entertainment and tourism services rose by 0.56%; other goods and services increased by 1.14%.

     b) Gold and US dollar price index

     The gold price index in August increased by 4.90% over the previous month, up 16.64% over the same period last year, up 15.32% over December last year and at the average price of VND 4,067,000 /tael.

     The US dollar price index decreased by 0.12% over the previous month, down 0.28% over the same period last year, down 0.37% over December last year and at the average price of VND 23,287 / USD.

     6. Transport and postal activities

     a) Passenger transport

     Passenger transport in August is estimated to reach at 1,450 thousand carriers and 81,644 thousand passengers, increasing by 14.97% in carriers and 16.50% in passengers over same period last year; passenger transport revenue is estimated to attain at 63,238 million VND, up 12.77%. The reason for the high volume of passengers and carriers and passenger transport revenue is because this is the month that most universities, colleges, intermediate schools and high schools start the new school year 2019-2020 so the demand for transportation is increasing.

     Generally, in the first eight months of 2019, passenger transport is estimated to reach at 10,554 thousand carriers and 631,226 thousand passengers, increasing by 12.55% in carriers and 13.16% in passengers over the same period in 2018; passenger transport revenue is estimated to reach at 487,242 million VND, up 16.01%. The main reason is that in recent time, the rapidly increasing number of businesses and households participating in passenger transport such as: by taxi, long-distance car with good quality service, so the freight rates of these vehicles are also higher than common cars. The passenger transport fares have also increased significantly (in the first eight months of 2019, coach fares increased by 3.17%; bus fares rose by 15.37%; taxi fares also increased by 0.97% over the same period), resulting in an increase in passenger transport revenue.

b) Cargo transport

     Cargo transport in August is estimated to reach at 3,003 thousand tons for freight and 106,943 thousand tons for rotational goods, respectively increasing by 13.70% in tons of freight and increasing by 12.10% in tons of rotational goods over same period last year; cargo transport revenue is estimated to attain at 314,133 million VND, up 9.38%.

     Generally for the first eight months of 2019, cargo transport is estimated to reach at 21,601,000 tons for freight and 778,914 thousand tons for rotational goods, respectively increasing by 12.13% in tons of freight and 12.99% in tons of rotational goods over the same period in 2018; cargo transport revenue is estimated to attain at VND 2,397,661 million, up 12.97%. All three indicators of revenue, the shipping volumes and the volume of rotational goods by road increased sharply over the same period last year, mainly due to the growing economy of the province leads to the increasing demand for goods transportation to serve the production and daily life of people. At the same time, the increasing number of businesses and individual households participating in cargo transport activities has contributed to the increase of the three criteria.

 7. Financial and banking activities

     a) State budget revenues

     In August, budget revenue is estimated to reach at 1,028,334 million VND, up 10.82% over the same period in 2018. Of which: Domestic revenue: 653,334 million VND, seeing an increase of 7.15%; revenue from import and export taxes: 375,000 million VND, up 17.87%. Some revenues are as follows: Revenue from central state-owned enterprises: VND 18,242 million, down 19.64%; revenue from local SOEs: 2,676 million VND, up 48.91%; revenue from foreign-invested enterprises: VND 80,201 million, down 3.50%; revenue from non-state sector: VND 232,529 million, up 36.36%; registration fee: VND 17,502 million, down 15.10%; personal income tax collection: 55,141 million VND, up 18.00%; revenue from real estate: 180,720 million VND, down 19.22%.

     For the first eight months of 2019, the state budget revenue is estimated to reach at 9,430,000 million VND, up 27.80% over the same period in 2018 and reaching 73.30% of the year plan. In which: domestic revenue: VND 6,785,000 million, up 27.24% and reaching 70.94% of the plan; revenue from import and export taxes: 2,645,000 million VND, up 29.27% ​​and reaching 80.15% of the plan. Some domestic revenues are as follows: Central State-owned enterprises: VND 132,000 million, seeing an increase of 16.70%; revenue from local SOEs: VND 25,500 million, up 32.30%; revenue from foreign-invested sector: 1,177,000 million VND, up 8.00%; revenue from non-state sector: VND 2,145,000 million, seeing an increase of 28.40%; registration fee: 227,000 million VND, up 23.60%; personal income tax collection: VND 598,000 million, up 18.00%; revenue from real estate: VND 2,037,000 million, up 52.0%.

     b) State budget expenditures

     State budget expenditure in August is estimated to reach at VND 863,100 million, up 29.47% over the same period in 2018, of which: expenditure for development and investment: VND 345,000 million, up 58.01%; regular expenditure: VND 518,100 million, seeing an increase of 15.57%.

     For the first eight months of 2019, the state budget expenditure is estimated to reach at VND 6,657,600 million, up 21.35% over the same period in 2018 and getting 75.56% of the plan. In which: expenditure for development and investment: VND 2,747,000 million, up 47.27% and getting 109.38% of the plan; regular expenditure: VND 3,910,600 million, up 8.0% and reaching 62.08% of the plan. Some areas of recurrent expenditure are as follows: Expenditure on economic activities: 368,900 million VND, up 6.34%; spending on education and training: 1,402,200 million VND, up 6.98%; expenditure on health care: VND 317,700 million, down 13.02%; expenses for cultural and physical training and sport activities: VND 64,600 million, down 16.02%; social security spending: VND 391,200 million, up 34.04%; expenditure for administrative management: 934,800 million VND, up 8.20%; other regular expenditures: 406,000 million VND, up 18.94%.

     c) Banking operation

     As of July 31, 2019, the total capital of credit institutions reached VND 79,025,205 million, seeing an increase of 8.36% as compared to December 31, 2018. In which: the mobilized capital from people and economic organizations reached VND 70,406,455 million, up 9.84% and accounting for 89.09% of total capital.

     Total outstanding loans to the economy reached VND 58,365,575 million, seeing an increase of 4.45% as compared to December 31, 2018. In which: Outstanding short-term loans: 40,775,117 million VND, seeing an increase of 3.15%; medium and long-term loan balance: VND 17,590,458 million, up 7.59%. Outstanding loans in local currency: 56,081,978 million VND, seeing an increase of 4.79%; outstanding loans in foreign currency: VND 2,283,597 million, down 3.42%. Credit quality: Bad debts (in group 3,4,5) are VND 916,979 million (accounting for 1.57% of total loans), down 13.05% as compared to December 31, 2018.

     8. A number of cultural and social activities

     a) Cultural and sports activities

     Cultural activities took place vigorously on the occasion of the 74th anniversary of the August Revolution (19/8/1945 – 19/8/2019) and the National Day of the Socialist Republic of Vietnam (2/9/1945 – 2/9/2019).

     The province's athletes participate in high-achievement sports tournaments nationwide, to participate in 04 national competitions, achieving 25 medals of all kinds, including 05 gold medals, 07 silver medals, 13 bronze medals. In addition to high-achievement sports, the province's mass sports activities are also held in localities, the whole province organizes the sports tournaments such as: Table tennis clubs in Hung Yen city, Children's football tournament of the year 2019, ...

     b) The situation of damage caused by natural disaster

     Due to the influence of Storm No. 3 (abbreviated as WIPHA), there are moderate to heavy rains. There is very large measured rainfall in some localities in the province such as Hung Yen city (237mm) and Kim Dong district (268mm). According to the preliminary report, only a small area of ​​flowers, vegetables and annual crops in Kim Dong district is flooded, the damage value is insignificant. However, heavy rains have affected the investment project to build a landfill site in Di Su, My Hao town, the total damage of the project is about 132 million VND, including transformer station, some electrical and electronic equipment were struck by lightning and damaged.

     e) Fire and explosion situation

     From July 16, 2019 to August 15, 2019, one fire occurrs in the province, with an estimated loss of VND 80 million. From the beginning of the year until now, the total number of fire and explosion cases are 7 cases, total damage value is estimated to reach at 2,170 million VND.

f) Situation of environmental violations

     From July 16, 2019 to August 15, 2019, authorities in Hung Yen province have detected 11 cases of environmental violations, issued the decisions to sanction administrative violations of 10 cases (8 organizations and 2 individuals), 1 case is handed over to other agencies, the total fine is about VND 650 million. The main cause of violations is the discharge of waste water and exhaust gas causing environmental pollution in excess of the permitted technical standards, in addition, there is a case of violating trade in plant protection drugs on Vietnam's list of banned uses.

     g) Traffic safety

     According to the data from the Traffic Safety Board of Hung Yen province, from July 16, 2019 to August 15, 2019, there are 10 traffic accidents in the whole province, all are road accidents, 7 people killed, 5 people injured. As compared to the previous month, the number of accidents increased by 1 case, up 11.1%; the number of deaths decreased by 3 people, decreasing by 30.0%; the number of injured people decreased by 2 people, down 28.6%. From the beginning of the year to the end of August 15, 2019, there are 100 traffic accidents, 81 people killed and 56 people injured. As compared to the same period in 2018, the number of accidents decreased by 9 cases, down 8.3%; the number of death rose by 3 people, up 3.8%; the number of injured people decreased by 24 people, down 30.0%.
