The Provincial People's Council passes a Resolution regulating the non-collection of a number of fees and charges under the authority of the Provincial People's Council.

On 11/4/2024, at the 19th Session, the 17th Provincial People's Council passed the Resolution No. 452/2024/NQ-HDND regulating the non-collection of a number of fees and charges under the authority of the Provincial People’s Council when converting documents of individuals, organizations and businesses due to the arrangement of district-level and commune-level administrative units in Hung Yen province in the period of 2023-2030.

Accordingly, the scope of regulation of the Resolution is as follows: regulating the non-collection of a number of fees and charges under the deciding authority of the Provincial People's Council when implementing conversion (including: change, renewal, supplementation) of documents of individuals, organizations, and businesses due to the arrangement of district-level and commune-level administrative units in Hung Yen province in the period of 2023-2030.

The subjects of application include: Individuals, organizations, and businesses must convert documents after arranging district-level and commune-level administrative units in the 2023-2030 period; the organizations collecting fees and charges include state agencies, public service units and organizations assigned by competent state agencies to provide public services and serve state management work that are allowed to collect fees and charges; other relevant agencies, organizations and individuals.

According to the Resolution, there is no collection of a number of fees and charges under the deciding authority of the Provincial People's Council when converting documents of individuals, organizations, and businesses due to the arrangement of district-level and commune-level administrative units in Hung Yen province in the period 2023-2030, specifically as follows: Fee for appraisal of application for land use right certificate; civil status fees; business registration fees; fees for issuance of certificates of land use rights, ownership of houses and assets attached to land; construction permit fees.

The Resolution takes effect from May 1, 2024.
