Delegates attend the working session

According to the report of the Provincial People's Committee, in the period 2015 - 2023, Hung Yen Provincial People's Committee has issued 8 legal documents related to the field of implementing policies and laws on real estate market management and 2 legal documents related to the field of implementing policies and laws on social housing development. In the province there are 162 locations that are implementing housing construction investment projects with a total land scale of over 3,840 hectares. In the period 2015 - 2023, the province has received 37 housing and urban projects.

Implementing the Housing Support Program for people with meritorious services to the revolution, by October 2018, Hung Yen province has completed and supported 3,374 households (of which 802 households were newly built, 2,572 households were repaired). The total disbursed amount is nearly 96 billion VND. Implementing the Housing Support Program for poor rural households, by the end of 2018, Hung Yen province has completed the program, the total number of poor households receiving housing support is 1,038 households. The total supported capital is over 30 billion VND.

The Provincial People's Committee proposed to the Working Group to submit to competent authorities to research, adjust and supplement a number of legal regulations in the field of real estate market management and social housing development such as: Research and correction of regulations, mechanisms and policies related to investment in building synchronous technical and social infrastructure in large-scale social housing projects, ensuring the goal of reducing social housing costs, suitable to the income and payment ability of social subjects; making specific regulations on the methods of determining selling/rental/lease-purchase prices for large-scale social housing areas with complete technical and synchronous social infrastructure systems; regulations in the direction of expansion, creating favorable conditions for beneficiaries of social housing policies.

At the meeting, the Working Group requested the province to clarify such a number of issues as: The difficulties and problems in policies and laws in real estate market management and social housing development; the inadequacies in the process of social housing development and real estate market development; land use process for social housing construction; inspection, testing and handling of violations in real estate market management and social housing development...

Speaking at the working session, Chairman of the Provincial People's Committee Tran Quoc Van reported and clarified a number of contents of concern to the Working Group. At the same time, he emphasized that Hung Yen province always focuses on real estate market management and social housing development. He requested the Working Group to submit to competent authorities to research and adjust policies on creating land resources for social housing development; simplify procedures and criteria for buying social housing so that many people with low incomes and housing difficulties can access social housing...

Concluding the meeting, Head of the Working Group Vu Hong Thanh acknowledged the results that Hung Yen province has achieved in implementing legal policies on real estate market management and social housing development. At the same time, he pointed out a number of limitations and difficulties that need to be overcome in real estate market management and social housing development. With the recommendations and proposals of the province, the Working Group will synthesize and report to the competent authority for consideration and resolution.
