The development direction and distribution of development space for advantageous sectors and fields according to Decision No. 368/QD-TTg

On 04/5/2024, the Prime Minister issued Decision No. 368/QD-TTg approving the Planning of the Red River Delta for the period of 2021 - 2030, with a vision to 2050.

According to the Decision, regarding the content of development direction and distribution of development space for advantageous sectors and fields according to Decision No. 368/QD-TTg of the Prime Minister, specifically:

+ Industrial affairs

- To develop high-tech industry, focus on processing and manufacturing. To accelerate the process of technological innovation, build a strong industry with new production capacity, autonomy, high technology adaptability, and mastery of core and background technologies. Priority is given to mechatronics industry, semiconductor chips, software manufacturing, digital technology products, artificial intelligence, and robot manufacturing. To develop the semiconductor industry, produce and design chips, electronic circuits, and produce components and electronic equipment mainly concentrated in Hanoi, Bac Ninh, Hai Phong, and Hai Duong.

- To focus on developing vertical industry clusters along the belt 4 and 5 and economic corridors. To boost strong development of high-quality, deep processing industry of agricultural products. To synchronously develop the product supply chain from raw material and auxiliary input production to model design, final product manufacturing and international product marketing.

- To develop the basic materials and new materials industry, focusing mainly on Hai Phong, Hai Duong and coastal economic zones. To strongly develop the pharmaceutical and cosmetics chemical industry to become the leading cosmetics industrial center in the country. To promote the formation of automobile production clusters concentrated mainly in Hai Phong, Hai Duong, Vinh Phuc, and Ninh Binh. To relocate and expand the development of labor-intensive factories, textile, garment, and footwear facilities out of the driving force area to the southern region of the Red River.

+ Services:

- To develop the region to become a modern service center according to international standards and diversify service types of the whole country and Southeast Asia, in which Hanoi capital becomes a modern financial and banking service center, high-quality trade, services, and tourism at regional and international level; Hai Phong city becomes a modern international logistics center; Quang Ninh becomes a tourism center connecting regional and international areas. To enhance the connectivity of financial centers with economic corridors.

- To develop a goods distribution system capable of participating in the global distribution network, gradually increase the export of regional brand goods to retail establishments abroad. To develop e-commerce and all types of commerce based on digital platforms. To develop channels and flows of goods circulation between urban and rural areas; form major trade axes and North - South economic corridors (Lang Son - Hanoi - Ninh Binh); Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor; coastal economic belt of Ninh Binh - Nam Dinh - Thai Binh - Hai Phong - Quang Ninh.

- To beef up the development of tourism services, especially cultural, historical, religious, ecological and resort tourism. To form unique tourist areas such as the central area including Hanoi Capital and surrounding areas; the Northeast Coast region includes Hai Phong - Quang Ninh with the nucleus of Lan Ha Bay - Ha Long - Bai Tu Long; the southern area of the Red River with the nucleus of Huong Pagoda, Tam Chuc, Trang An - Bai Dinh.

- To focus on developing science, technology and innovation services; education and training services; high-quality medical and logistics services meet the development needs of the region and the whole country. To develop concentrated education and training areas and high-quality medical services in Hanoi Capital and surrounding areas.

- Comprehensive, synchronous and modern development of cultural and social services; build typical cultural products and industries of the Red River civilization; upgrade a number of large museums, theaters, and cinema centers in Hanoi and major urban areas in the region. To preserve and promote traditional cultural values, improve the quality and efficiency of creating new cultural values; gradually narrow the gap in cultural enjoyment between urban and rural areas.

+ Agricultural affairs

- To develop an effective, sustainable and ecological agricultural economy towards high-tech, organic, circular and high-value agriculture associated with building modern new-style rural areas and civilized farmers; agricultural economic development is associated with the development of industry, services, tourism, creating local jobs, increasing income for rural residents and boosting the urbanization process. To reorganize production, restructure crops and livestock to form large-scale, effective concentrated agricultural production zones.

- To ensure rice growing land area to meet regional and national food security and partly for export, ensure rice output of at least over 4.8 million tons/year; prioritize the development of high-quality commodity rice production. By 2030, the rate of high-quality rice reaches 65% or more. To expand the area of ​​high-quality, safe winter and temperate vegetables, tubers, and fruits, especially growing vegetables, tubers, fruits, flowers, edible mushrooms, and medicinal plants using high technology; increase the area of ​​high-quality, safe, traceable fruit and vegetable production and the area of ​​flower using high technology.

- To develop concentrated fruit and vegetable production towards high-tech, large-scale application in Hung Yen, Hai Duong, Ha Nam and suburban areas of Hanoi city; medicinal plant production is concentrated in Hai Duong, Hung Yen, Nam Dinh, Ninh Binh; high-tech flower production is concentrated in Quang Ninh, Hai Duong, Hai Phong, Hung Yen, Thai Binh, Nam Dinh and suburbs of Hanoi.

- To develop pig farming in the direction of farms, ranches, and cooperative breeding areas with appropriate facilities and equipment, apply modern techniques and farming technology to meet disease safety, food safety and environmental protection. To develop buffalo and cow breeding, especially high-quality beef cattle and dairy farming associated with processing; develop areas for commercial pig farming and industrial processing concentrated in Vinh Phuc, Thai Binh, Nam Dinh, Hung Yen, and suburban areas of Hanoi.

- To develop aquaculture in an ecological direction, apply high technology, mainly expand the area of ​​aquaculture, inland specialties in the mainland and the area of ​​aquaculture on the sea and islands in the suitable areas, focus on freshwater fish products with high commodity value and seafood with export and processing value. To develop concentrated freshwater aquaculture areas in Thai Binh, Nam Dinh, Hai Duong, Hung Yen, and Ninh Binh provinces. To stabilize the area of ​​saltwater and brackish water aquaculture in coastal areas; expand the area of ​​ecological aquaculture at sea and islands in Quang Ninh and Hai Phong.

- To consolidate and upgrade the fishery logistics service infrastructure system in the Gulf of Tonkin, expand and develop the network of fishery logistics service centers and facilities in the islands of Quang Ninh and Hai Phong. To accelerate the construction and development of a regional fisheries center in Hai Phong to meet the requirements of development and modernization of the regional fishery industry.
