The Action plan of the Provincial People's Committee on the main tasks and solutions to implement the Resolution No. 58/NQ-CP dated April 21, 2023 of the Government

On 23/5/2023, the Provincial People's Committee issued the Program No. 88/CTr-UBND, an action program on the tasks and key solutions to implement the Resolution No. 58/NQ-CP dated April 21, 2023 of the Government on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025.

The program clearly states the purposes and requirements as follows: To thoroughly understand and concretize the objectives, tasks and solutions identified in the Government's Resolution No. 58/NQ-CP dated April 21, 2023 on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025; quickly and drastically deploy the proposed solutions, closely and in accordance with the actual conditions of the locality; at the same time, regularly inspect and monitor the progress of solutions implementation.

Targets to strive for:

Striving to 2025: The province will reach 18,000 enterprises; the business sector contributes about 65-70% of the country's GDP, about 30-35% of the total employment in the economy, 98-99% of the total import-export turnover; about 35-40% of the total number of enterprises engaged in science and technology application and innovation activities; 100% of business establishments including enterprises, cooperatives and business households have been raised awareness of digital transformation; 100% of administrative procedures related to enterprises are eligible to provide online public services; 80% of enterprises employ trained workers.

The program sets out a group of tasks and solutions to be implemented in the short term, including: Urgently removing obstacles and legal barriers in order to open up resources for investment in production and business; supporting to reduce costs for businesses, enhancing access to concessional capital sources and supporting resources of the State; overcoming supply chain disruptions, diversifying export markets, and expanding domestic market; focusing on supporting businesses with opportunities, stabilizing jobs for employees, promoting the implementation of policies and solutions to support employees, training, retraining to improve skills for workers.

A group of tasks and solutions in the medium and long term, including: Continue to improve the business investment environment, reduce and simplify regulations related to business activities; promote digital transformation and innovation in enterprises; support labor restructuring, improve the quality of human resources to meet the requirements of innovation and industrial revolution 4.0; enhance the effectiveness of implementing policies and resources to support enterprises to improve their competitiveness and proactively integrate into the world.
