Cultivation In the past months, local farmers in the province have focused on pest and disease control, taking care of and harvesting winter crops and protecting livestock and poultry in the Lunar New Year of 2018. According to the preliminary synthesis, the area of winter crops cultivation in 2018 is 11,691 hectares, down 919.23 hectares (Corresponding to 7.29%) as compared with that in the previous winter crop and attained 98.25% of the plan. As of January 19, localities in the province have harvested 10,564 ha (Accounting for 90.36% of the cultivated area), including: 3,044 ha of maize; 63 ha of potato; 1,548 ha of all kinds of courgette; 404 ha of soybean and peanut; 235 ha of cucumber; 679 ha of medicinal plants and ornamental plants; 4,591 ha of all kinds of vegetables. Initial evaluation showed that the yield of winter vegetables was still quite high as compared to that in the previous year. Along with the planting and harvesting of winter crops, localities are also actively preparing conditions for the spring crop cultivation of 2018 and focusing on plowing. In this spring crop, the province plans to cultivate 34,430 hectares of rice. At this time, farmers are urgently preparing the necessary conditions for the spring crop production of 2018, such as plowing, irrigation dredging and the preparation of pumps to bring water into the field (Phase 1 from January 16 to January 19, 2018). By this time, the area of the land working for the first time was about 752 ha. The perennial production of the province is still stable and growing. At this time, fruit trees such as oranges, bananas and guava are in the fruit development stage and harvesting. The output of orange and banana... is estimated to increase over the previous year. b. Raising livestock and poultry Due to the drastic direction of leaders at all levels, branches and localities, the close cooperation among functional branches and authorities in the whole province in the prevention and control of diseases for livestock and poultry, the livestock situation in the province is stable and developing, no disease appears in localities. At present, pork prices begin to rise and keep stable, thus making the farmers continue to expand and maintain production. It is estimated that the number of livestock and poultry in January, 2018 as follows: buffalo herd 2,708, up 1.96%; 35,112 cows, down 0.28%; 585,495 pigs, down 4.86%; poultry herd 8.375 thousand ones, up 2.79% over the same period in 2017. 2. Industrial production The industrial production index in January, 2018 increased by 2.10% as compared to that in December, 2017, of which the mining industry increased by 0.58%, processing and manufacturing increased by 2.08%; electricity production and distribution rose by 0.78%; water supply, waste and waste water management and treatment increased by 4.19%. Most industrial products increased as compared to those in December, 2017 as: natural sand increased by 0.58%; pasta, noodles, rice noodles, rice porridge increased by 0.56%; food for poultry and livestock rose by 1.62%; clothing rose by 4.16%; boxes of paper increased by 0.54%; paints and varnishes soluble in water increased by 0.55%; construction brick made of clay rose by 1.75%; sanitary ware fixed with ceramic rose by 0.61%; pre-mixed concrete (fresh concrete) rose by 0.25%; iron and steel of all kinds increased by 0.56%; single wire in rolls increased by 0.59%; ... As compared to the same period last year, industrial production index increased by 18.21% in this month, of which such industries increased against the same period last year, as: the mining industry increased by 12.58%; processing and manufacturing increased by 18.13%; electricity production and distribution rose by 18.18%; water supply, waste and waste water management and treatment rose by 20.87%. Most of the major products increased over the same period last year as: Natural sand of all kinds increased by 12.58%; Feeds for poultry and livestock increased by 12.48%; Non-carbonated mineral water increased by 17.66%; Clothing of all kinds increased by 19.49%; Bins and boxes of paper increased by 14.58%; Paints and varnishes soluble in water increased by 15.0%; Plastic packaging of all kinds increased by 21.25%; Construction brick made of clay increased by 23.71%; Pre-mixed concrete (fresh concrete) increased by 19.63%; Iron and steel of all kinds increased by 52.64%; Single wire in rolls increased by 26.75%; Motor vehicles for goods transportation increased by 19.38%; The main reason is that January 2017 is the time of Lunar New Year Festival, January 2018 is the month before Lunar New Year Festival (February 2018 is the time of Lunar New Year Festival), the number of days of production of enterprises in January this year is higher. On the other hand, the number of industrial products serving in Tet holiday also increased sharply over the previous year. 3. Investment activities a. Investment capital of the state budget Pursuant to the Decision No. 3168 / QD-UBND dated 13/12/2017 of the People's Committee of Hung Yen province on the allocation of targets of the state plan in 2018. Through review and synthesis, the sources of the investment and development belonging to the state budget managed by Hung Yen province in 2018 are allocated as follows: total investment development capital in state budget in 2018 is VND 2,241,512 million, including the provincial budget capital of VND1, 196, 322 VND million, the district one of VND 656.990 million, the commune one of VND 388.200 million. In January, basic construction activities in the province have had a lot of advantages. Therefore, the state budget investment capital in this month is estimated to reach at VND 154,090 million, up 23.69% over the same period last year. Of which, the provincial budget is 76,090 million VND, increasing by 12.31%; the district one is 45,100 million VND, up 38.68%; the commune one is 32,900 million VND, up 35, 36% over the same period last year. b. Foreign investment As of 20/01/2017, 402 FDI projects have been registered in the province, with a total registered capital of USD 3,962,999 thousand. The countries owning the most number of projects and the biggest investment capital are as follows: Japan has had 142 projects with the registered capital of USD 2,664,390 thousand, accounting for 67.23% of the total one; South Korea has owned 124 projects with the registered capital of USD 626,245 thousand, accounting for 15.8% of the total one; China has had 82 projects with the registered capital of USD 328,179 thousand, accounting for 8.28% of the total one. 4. Financial and monetary activities a. State budget revenues Domestic revenue in January is estimated to reach at 737,000 million VND, down 2.0% over the same period in 2017. A number of domestic revenues are as follows: - Income from state-owned enterprises is 14,500 million VND, down 52.34%; income from foreign - invested enterprises is 120,000 million VND, down 34.30%; - Non-state industrial and commercial tax collection: 245,000 million VND, down 33.70%; registration fee: 30,000 million VND, up 14.20%; personal income tax: 60,000 million VND, up 9.10%; environmental protection tax: 25,000 million VND, up 4.90%; fees and charges: 15,000 million VND, down 6.90%; revenues from housing and land: 215,000 million VND, up 516.75%. - Revenue from import-export activities in January is estimated to attain at VND 70,140 million, of which: total revenue from import-export activities is VND 290,928 million; value added tax refund is 220.788 million VND. b. State budget expenditures From 01/01/2018 to 23/01/2018, the state budget expenditure in localities is 133,293 million VND. Of which: spending on development and investment: 7.692 million VND; regular expenditures: VND 125,601 million. A number of regular spending areas are as follows: - Expenditure on economic activities: 3,226 million VND; spending on education and training: 47,332 million VND; - Expenditure on medical care: 14,822 million VND; - Expenditure on cultural, physical training and sports activities: 901 million VND; - Expenditure on social security: 6.163 million VND; - Expenditure on administrative management: 48,327 million VND; - Other expenses: 4,636 million VND. c. Banking operations As of 31/12/2017, the total capital of credit institutions reached 64,512,615 million VND, up 21.29% as compared to December 31, 2016 Of which: mobilized capital in the population and economic organizations: 56,090,220 million VND, up 26.03% and accounting for 86.94% of the total capital. Total loans to the economy: 50,138,186 million, up 15.36% as compared to 31/12/2016. Of which: short-term loans: 34,327,878 million VND, up 18.48%; medium and long term loans: 15.810.308 million VND, up 9.12%. The loans in local currency: 47,695,874 million VND, up 14.78%; the loans in foreign currency: VND2, 442, 312 million, up 28.02%. Credit quality: The bad debt (In group 3,4,5): VND 725,380 million (Accounting for 1.45% of the total loans), down 12.53% as compared to December 31, 2016 5. Trade and service Total retail sales of goods and services in January are estimated to reach at VND 2, 479, 280 million, up 10.47% against the same period of 2017. Of which, the state sector is VND4,828 million, down 4.40% %; collective economy of 705 million VND, down 6.75%; individual economy of 1,655,371 million VND, up 11.12%; private sector of 772,501 million VND, up 9.02%; foreign - invested capital of 45,875 million VND, up 14.56%. By industry, revenues from the retail sales of goods in January are estimated to attain at 2,017,715 million VND, accounting for 81.38% of total retail sales of services and goods, up 11.04% over the same month in 2017. In particular, the turnover of a number of commodity groups increased such as food increased by 9.04%; garments increased by 8.98%; appliances, tools and equipment in family rose by 22.76%; cultural and educational items rose by 30.19%; wood and building materials increased by 15.97%; means of transport (except for cars) increased by 22.12%; gasoline and oil rose by 37.61%;… Sales of accommodation, catering and travel services in January are estimated to reach at VND 130,284 million, up 6.31% over the same period of 2017. In particular, the turnover of accommodation services is estimated to reach at VND5, 375 million, up 3.60%; catering service revenue at VND 124,421 million, up 6.40%; travel services and travel assistance at 488 million VND, up 14.02%. Revenue from other services in January is estimated to attain at VND 331,282 million, up 8.86% against the same period last year. 6. Consumer, gold and US dollar prices Consumer Price Index (CPI) in January increased by 0.47% as compared to December 2017. Of which: 8 out of 11 groups of goods and services have increased in the price index, including: catering service increased by 0.28%; beverages and cigarettes rose by 0.43%; garment, hats, footwear up 0.83%; housing, utilities, fuel and building materials rose by 0.96%; appliances and household appliances increased by 0.25%; transportation services increased by 2.17%; culture, entertainment and tourism rose by 0.26%; other goods and services rose by 0.52%. 2/11 groups of goods and services keep stable as compared to the previous month, including: Medicines and medical services; educational services. Particularly, the group of postal and telecommunication services has the price index down 0.75% over the previous month. As compared to the same period last year, CPI in this month increased by 6.13%. Of which, food and catering services decreased by 1.97%; beverages and cigarettes rose by 0.91%; garments, hats, footwear increased by 2.35%; housing, utilities, fuel and building materials up 4.80%; appliances and household appliances up 1.46%; medicines and medical services rose by 86.55%; transportation services increased by 5.81%; postal and telecommunication services decreased by 0.76%; education area increased by 3.78%; culture, sports and entertainment rose by 1.10%; merchandise and other services increased by 2.22%. Gold and US dollar price index: In January gold price index rose by 2.35% over December 2017 and at an average price of VND 3,614,000 / tael. US dollar price fell by 0.11% as compared to December 2017; the average price is 22,739 VND / USD. 7. Transport and post and telecommunication activities a. Transportation activities Passenger transport in January is estimated to reach at 1,092 thousand carriers and 68,698 thousand passengers, respectively, increasing by 8.57% in carriers and by 9.42% in passengers against the same period in 2017; passenger transport revenue is estimated to attain at VND 50,299 million, up 9.23%. Cargo transport in January was estimated to reach at 2,425 thousand tons for freight and 89,463 thousand tons for rotational goods, which increased 9.07% in tons of freight and 8.73% in tons of rotational goods over the same period in 2017; freight turnover is estimated to reach at VND 204,100 million, up 9.62%. b. Post and Telecommunication The number of new telephone subscribers in January is estimated to decrease 450 ones, of which fixed subscribers reduced 50 ones; postpaid mobile subscribers reduced 400 ones. The total number of telephone subscribers by the end of the period is estimated to reach 122,528 ones, of which fixed subscribers are 25,555 ones and postpaid mobile subscribers of 96,973 ones. The number of internet subscribers in the month is estimated to increase by 2,800 ones, bringing the total number of current internet subscribers to reach 132,055 ones. The density of internet subscribers reaches 10.08 subscribers per 100 persons. 8. A number of cultural and social activities a. Cultural and sports activities In the province, a lot of activities have been held to publicize and celebrate the 88th anniversary of the founding of the Communist Party of Vietnam (03/02/1930 - 03/02/2018) and to welcome the Mau Tuat Spring Festival of 2018. On December 15, 2017 morning, the opening ceremony and the 21st traditional marathon of Hung Yen Newspaper in 2017 with the theme “Sacombank runs for community health" were held at Nguyen Van Linh Square (Hung Yen city). It saw the participation of night units including eight districts and city: Hung Yen City, Tien Lu, An Thi, Kim Dong, Khoai Chau, Van Giang, Van Lam, My Hao Districts and the Police sector with athletes of such four objects as children, teenagers, youngsters and middle-aged. On December 23rd, 2017, the Tennis Tournament for officials, leaders and managers of Hung Yen province in 2017 was held. There wee more than 50 athletes from 08 agencies, units and tennis clubs in the province, which were divided into two objects of A and B with two contents of male and female pairs. b. Health operations During the month, there is no epidemic in the province, the preventive medicine work and medical examination and treatment activities for the people are guaranteed. The Provincial Preventive Medicine Center has distributed extension vaccines and supplies according to plans for grassroots and carried out vaccination for children on the prescribed date. During and after the vaccination, there is no adverse events. The number of pregnant women checked over 3 times before giving birth reaches 98%, the rate of deliveries by health officials is 100%. Food hygiene and safety: Functional branches have organized to confirm the knowledge of 80 people of food processing, trading and service establishments in the province on food safety and returned the results to them. To organize the inter-sectoral inspection delegations on food safety for the establishments of producing and trading in food, food additives, food processing aids, tools and materials for food packaging and containers according to the Decision No. 1186 / QD-SYT dated 09/11/2017. 14 establishments were inspected. To organize the inspection team on food safety for collective kitchen in schools in An Thi district according to the Decision No. 237 / QD-ATTP dated 30/10/2017. Night establishments were inspected. To handle administrative violations against a number of companies violating food safety regulations. The total amount of fines in December 2017 is 53 million VND. In December, 2017, there was 1 case of food poisoning; a total of 13 people was poisoned. The causes of food poisoning are waiting for the test results of samples. c. Environmental protection and fire and explosion prevention From 16/12/2017 to 15/01/2018, in Hung Yen province there was no fire or explosion. From 16/12/2017 to 15/01/2018, the province has detected 19 cases of environmental violations; 11 cases were handled, 2 cases were investigated, 6 cases were transferred to other agencies. The total amount of fines is 400 million VND. Of 11 cases, there were 3 cases of hazardous waste management; 3 cases of waste discharging in excess of the environmental standards and regulations; 2 cases without quarantine documents on food hygiene and safety of functional agencies and with no clear origin; and 3 other ones. d. Traffic Safety According to the data from Hung Yen Traffic Safety Board, from 16/12/2017 to 15/01/2018, in the province, there were 16 traffic accidents (of which: 15 traffic accidents on road and 01 on railway), killing 11 people and injuring 12 people. As compared to the previous month, the number of accidents increased 1 case, up 6.67%; the number of deaths increased 3 persons, up 37.50%; the number of injured people increased 1 person, up 9.09%. As compared with the same period in 2017, the number of accidents increased 2 cases, up 14.29%; the number of injured people increased 2 persons, up 20%; the death toll is the same as that in 2017.
