Socio-economic situation in Hung Yen province in February and in two months in 2018

1. Agricultural production and aquaculture

   a. Cultivation

   The main task of agricultural production in the past time of localities is to focus on quick harvesting of winter vegetables and the preparation of the necessary conditions for spring production, in particular, closely monitoring the water sources of the river axes when the hydropower reservoirs discharge and pump water to irrigate the field for spring rice cultivation.

   Winter crop production: According to the survey results, the total cultivated area of winter crops in 2018 of the whole province is 11,691 hectares, decreasing 919 hectares (down 7.29%) as compared to that in 2017 and reaching 96.70% of the plan set out. Of which: 3,357 hectares of maize, decreasing 563 hectares; 329 hectares of sweet potato, reducing 63 hectares; 310 hectares of soybean, down 219 hectares; 125 hectares of peanut, seeing an increase of 17 hectares; 6,295 hectares of vegetables, down 114 hectares. Thus, the cultivated area of winter crops this year does not meet the plan. This is mainly due to the complicated weather and climate, the effect of the storm No.10 with heavy rain on a large scale and lasting many days (from 9-12/10/2017) at the time of the preparation for harvesting summer-autumn crop and planting winter crop. In addition, the manpower serving for agricultural production is decreasing because the income of winter crop platation is not as high as compared to that in the non-agricultural production area, leading to many people not eager to produce winter crops. Another important reason is that the transition from the land of low economic efficiency to high-value fruit trees plantation such as oranges, grapefruit, guava etc. is increasingly interested and facilitied. Localities in the province have finished harvesting winter crops. In general, the productivity of most vegetables in this year is better than that in the previous year. According to the preliminary results of the survey on the productivity and output of annual crops, the productivity of a number of crops is as follows: Maize reached 55.5 quintals / ha; sweet potato at 144 quintals / ha; cabbage at 285 quintals / ha; kohlrabi at 242 quintals / ha; potato at 170 quintals / ha; soybean at 17 quintals / ha and vegetables of all kinds at 235 quintals / ha...

   Spring crop production: In the spring crop this year, the whole province plans to cultivate 34,430 hectares, of which more than 21,000 hectares of high-quality rice are cultivated (accounting for 61% of cultivated area) with such varieties as BT7, RVT ... and glutinous rice. Along with that, the cultivated area of hybrid rice will be expanded to 20-23% such as GS9, BiO404, TH3-3, etc. In the past time, all levels, sectors and localities in the province have actively directed a number of focal points: Providing sufficient quantity of rice seeds, including spare varieties for farmers in the province; actively taking water to irrigate the field when Hoa Binh, Thac Ba and Tuyen Quang hydropower reservoirs discharge water as in this year according to the Central directions, only discharge water 3 times (Phase 1 from January 16 to January 19; phase 2 from January 28 to February 4, phase 3 from February 9 to February 14), focusing on mobilizing 100% of pumping stations, including the ones managed by the communes to serve for irrigating the field when there are water sources, actively storing water in ponds, lakes, rivers and shafts, not draining water into the river, causing waste and affecting the irrigation of rice after sowing; inspecting and supervising the baits setting to kill mice in accordance with the technique; directing farmers not to sow rice seedlings and cultivate rice when the weather is in deep cold with the temperature of less than 15oC. By 23/02/2018, the province has planted 13,760 hectares of rice, rice care for the first time at 1,050 ha; mice killing for the first time at 4,369,100 ones.

   In addition to sowing and planting spring rice, farmers in localities also cultivate the spring crop of vegetables. Up to now, the province has planted 3,115 ha of spring vegetables, including 1,180 ha of maize; 1,785 ha of vegetables of all kinds.

   b. Raising cattle and poultry

   The most important activity in livestock and poultry breeding is the protection of the safety of livestock and poultry in the Lunar New Year in 2018. Localities have actively cooperated with functional sectors to actively carry out the quarantine and inspection of slaughtering, the inspection of veterinary hygiene and regularly check to grasp the situation and early detect cases of sickness and epidemic ...    2. Industrial production

The industrial production index in February decreased by 0.09% over the same period last year, the reason is that February is the time when the Lunar New Year Festival occurs, so the number of working days is less than that in the same month in 2017. In particular: mining industry decreased by 28.35%; manufacturing and processing declined by 0.49%; electricity production and distribution increased by 7.08%; water supply, waste and waste water management and treatment rose by 4.80%. In addition, a number of products increased over the same period last year as follows: food for cattle and poultry increased by 29.48%; clothing of all kinds rose by 5.65%; paper boxes of all kinds increased by 15.48%; plastic packaging of all kinds up 21.75%; pre-mixed concrete (fresh concrete) increased by 201.98%; single wire in rolls rose by 7.12%; commercial electricity up 7.08%;

   In the first two months of 2018, the industrial production index increased 9.29% over the same period of 2017. Of which: mining industry (sand) decreased by 15.15%; processing and manufacturing increased by 9.03%; electricity production and distribution rose by 12.39%; water supply, waste and wastewater management and treatment up 14.27%. A number of industrial products increased over the same period last year: noodles, vermicelli and instant porridge increased by 17.56%; food for poultry and cattle rose by 27.0%; clothing of all kinds up 16.94%; paper boxes of all kinds increased by 17.98%; paint and varnish soluble in water rose by 6.01%; plastic packaging of all kinds increased by 24.69%; construction brick made of clay up 7.61%; sanitary ware fixed with ceramic increased by 43.84%; pre-mixed concrete (fresh concrete) rose by 72.85%; iron and steel of all kinds up 16.63%; single wire in rolls up 16.52%...

   3. Investment activities

   a. Investment capital of the state budget

   The capital for investment and development in February is estimated to reach 113,094 million VND, down 3.54% over the same period in 2017. Of which: state budget capital at provincial level of 59,212 million VND, down 2.53%; the district one at VND 29,501 million, down 3.91%; the commune one at 24,381 VND, down 5.51%.

   In the first two months of 2018, the investment capital from state budget is estimated to attain at VND 273,518 million, seeing an increase of 13.11% over the same period of 2017. Of which: state budget capital at provincial level of 138,487 million VND, up 7.78%; the district one at 75,301 million VND, up 19.11%; the commune one at 59,730 million VND, up 19.20%.

b. Foreign investment

   As of 20/02/2018, there are 403 foreign-invested projects registered in the province, with a total registered capital of US $ 3,983,388 thousand. The countries owning the most number of projects and the biggest investment capital are as follows: Japan has had 143 projects with the registered capital of US $ 2,684,778 thousand, accounting for 67.40% of the total one; South Korea has owned 124 projects with the registered capital of 626,245 thousand USD, accounting for 15.72% of the total one; China has had 82 projects with the registered capital of USD 328,179 thousand, accounting for 8.24% of the total one.

   4. Financial and monetary activities

   a. State budget revenues

   The budget revenue in February is estimated to reach at 570.048 million VND, down 28.30% over the same period in 2017. Of which: domestic revenues at 614,976 million VND, up 18.07%; revenues from import-export activities at VND 44,928 million (of which: VND 155,134 million from import and export activities and VND 200,062 million from value-added tax refunded). A number of domestic revenues in the month are estimated as follows: state-owned revenues at 11,035 million VND, decreasing by 55.95%; revenues from foreign-invested enterprises at 99.735 million VND, up 41.25%; revenues from non-state sector at 282,638 million VND, down 5.51%; the collection of registration fee at 18,736 million VND , up 61,87%; personal income tax at 54,592 million VND, down 19.12%; environmental protection tax at VND 30,270 million, seeing an increase of 81.69%; fees and charges at 9.364 million VND, up 91.02%; revenues from housing and land at VND 94,980 million, increasing by 455.76%.

   In the first two months of 2018, the state budget revenue is estimated to attain at VND1,431,048 million, down 16.15% over the same period last year. Of which: domestic revenues at VND1.47 billion, up 15.87% ; revenues from import and export activities at VND38,952 million (of which: 420,396 million VND from export and import activities, -459.348 million VND from value-added tax refunded). A number of domestic revenues are as follows: state-owned revenues at VND 22,300 million, down 59,80%; the income from foreign invested sector at VND 290,000 million, up 14.57%; revenues from non-state sector at VND 563,000 million, down 15.75%; the collection of registration fee at VND 50,000 million, up 38.25%; personal income tax at VND 130,000 million, up 6.13%; revenues from housing and land at VND 307,700 million, up 492,33%.

   b. State budget expenditures

   From January 1, 2018 to February 20, 2018, the state budget expenditures in localities reached VND1,115,775 million, accounting for 12.79% of the plan. Of which: the expenditure on development and investment at VND 436,480 million, reaching 16.45%; regular expenditures at 679,295 million VND, reaching 11.19%. A number of regular expenditures are as follows: the expenditure on economic activities at 25,196 million VND; the expenditure on education and training at 287,436 million VND; the expenditure on medical care at 38,537 million VND; the expenditure on cultural, physical training and sport activities at VND 11,639 million; the expenditure on social security at 55,549 million VND; the expenditure on administrative management at 185,516 million VND, other expenses at VND74,634 million.

5. Trade and service

   With the trading network throughout the province, the scale and diversified form, from individual business households to enterprises; from the traditional business model (markets, retail stores) to the advanced (convenience stores, supermarkets); enterprises and business households have made the plan to store goods to meet the market demand.

   In the days of the Lunar New Year Festival, people buy relatively big number of goods, but there is no scarcity of goods in the market; the essential items serving for traditional Tet Festival meet the market demand, there is no shortage of goods and high price. A number of large enterprises in the area who ​​do business on essential goods serving for Tet Festival have made important contributions to storing goods to assure the food’s quality, safety and hygiene and meet the market demand.

   Tet holiday is always the most exciting time in terms of goods, supply and demand, especially essential consumer goods. On Tet holiday, the volume of goods in the market from urban to rural areas increased significantly in terms of quantity and type, especially essential commodities such as consumer goods, food, confectionery, agricultural products.

   In addition, electronic items and fashion items such as shirts, pants and shoes with a variety of designs are also provided by small businesses for people to choose according to their demand. Domestic goods are much better than foreign ones due to reasonable prices, quality assurance and rich design. Especially, the domestic confectionery with beautiful design and moderate price is dominant in the market.

   In general, the goods market serving Mau Tuat Tet this year has met the demand of people in terms of the quantity as well as the types and models of goods. 

   Total retail sales of goods and services in February are estimated to reach at VND2,528,823 million, up 14.05% over the same period last year. Of which: the retail sales are estimated to reach at VND2,063,480 million, up 15. 47%; the revenue on accommodation and catering services at 131,574 million VND, increasing by 7.13%; tourism revenue at 520 million VND, up 19.18%; the revenue on other services at VND 333,249 million, seeing an increase of 8.51%. In the first two months of 2018, total retail sales of goods and the revenue on consumer services are estimated to attain at VND5,006,284 million, up 12.21% over the same period in 2017.

   By industry, the retail sales of goods in the first two months are estimated to reach at VND4,079,115 million, accounting for 81.48% of total retail sales of goods and services and up 13.18% over the same period in 2017, of which: the retail sales of food increased by 13.13%; garments rose by 21.98%; home appliances up 30.16%; cultural and educational items increased by 44.12%; wood and building materials rose by 9.68%; automobiles of all kinds decreased by 70.68%; means of transport (excluding cars, including spare parts) increased by 23.98%; gasoline and oil of all kinds rose by 13.09%; gemstone and precious metals up 24.22% ...

   In the first two months of 2018, the revenue on accommodation, travel and catering services is estimated to reach at 262,502 million VND, accounting for 5.24% of the total retail sales of goods and services and up 6.78% over the same period in 2017, of which: the revenue from accommodation services is estimated to attain at VND11,019 million, up 5.49%; catering service at VND24,474 million, up 6.80%; travel services and tourist assistance activities at VND 1,008 million, up 16.67%. Revenue on other services in the first two months of 2018 is estimated to attain at 664.667 million VND, accounting for 13.28% of total retail sales of goods and services and up 8.71% over the same period of 2017.

   6. Consumer, gold and US dollar prices

  1. Consumer price index

   The commodity market before, during and after Tet Festival takes place excitingly, the price of goods in Tet holiday as compared to that in normal day has increased slightly: the pork price at the market at 65,000-80,000 VND / kg, chicken at VND100,000-130,000 / kg; Vietnamese pork sausage at 100,000 - 120,000 VND / kg, beef at 250,000 VND - 280,000 VND / kg; flower and bonsai are abundant with a lot of varieties and reasonable price; the price of fruit products such as grapefruit, oranges and other fruits and vegetables is equivalent to that in the same period last year. Confectionery market is rich in varieties and design and stable in price. There is not much change in the price of alcohol and beverages. The retail price of Hanoi beer is from 220,000 - 230,000 VND / barrel; Heniken beer at 360,000-380,000 VND / barrel; Cocacola at 180,000-190,000 VND / barrel; the price of white sugar and cooking oil is stable. The price is different but not much in a number of retailers and different locations. The price in supermarkets is more stable than that in markets and retail stores, which is equal or lower than that in the market.

In general, in the Lunar New Year holiday, the essential goods serving for the shopping needs of people are quite plentiful, the flow of goods is smooth from urban to rural areas, there is no phenomenon of high price and sudden increase; the price of essential commodities such as food is relatively stable, creating favorable conditions for people to celebrate Tet Festival.

   Consumer price index (CPI) in February increased by 0.78% over the previous month. In which: the price index of 6 out of 11 groups of goods and services has increased, including: catering service increased by 1.77%; beverages and cigarettes rose by 1.03%; household appliances up 0.83%; traffic service increased by 1.04%; culture, sport and entertainment rose by 0.85%; other goods and services up 1.71%. The price of 3 out of 11 groups of goods and services is stable as compared to that in the previous month, including: medicines and medical services; post and telecommunication; educational service. Particularly, garments, hats and footwear decreased by 0.30%; housing, utilities, fuel and building materials fell 0.61% over the previous month.

   As compared to December, 2017, CPI in this month increased by 1.22%. Of which: catering services increased by 2.05%; beverages and cigarettes rose by 1.46%; garments, hats and footwear up 0.52%; housing, utilities, fuel and building materials rose by 0.34%; household appliances increased by 1.07%; traffic services up 2.78%; culture, sports and entertainment increased by 1.12%; goods and other services rose by 2.24%; postal and telecommunications decreased by 0.75%; the groups of drugs and medical services and education are stable as compared to December 2017.

   As compared to the same month of 2017, CPI in this month increased by 6.57%. Of which, catering services decreased by 0.58%; beverages and cigarettes rose by 1.94%; garments, hats, footwear increased by 2.04%; housing, utilities, fuel and building materials up 3.17%; household appliances increased by 2.23%; medicine and medical services rose by 86.55%; traffic services up 5.88%; postal and telecommunication services decreased by 0.76%; educational area increased by 3.78%; culture, sports and entertainment rose by 1.09%; goods and other services up 3.93%.

   On average, in the first two months of 2018, CPI increased by 6.34% over the same period of 2017. Of which: catering services decreased by 1.27%; beverages and cigarettes increased by 1.43%; garments, hats and footwear rose by 2.19%; housing, utilities, fuel and building materials up 3.98%; household appliances increased by 1.85%; medicine and medical services rose by 86.55%; traffic services up 5.61%; post and telecommunications decreased by 0.77%; educational services increased by 3.78%; cultural, sports and entertainment rose by 1.11%; goods and other services up 3.07%.

  1. Gold and USD price index

  In February gold price index increased by 1.80% over the previous month and at the average price of 3.679.000 VND / tael. The US dollar price decreased by 0.03% over the previous month with the average price of 22,733 VND / USD.

   7. Transport, postal and telecommunication activities

   a. Passenger transport

   Passenger transport in February is estimated to reach at 1,160 thousand carriers and 72,192 thousand passengers, respectively increasing by 13.60% in carriers and 13.55% in passengers over the same period in 2017; passenger transport revenue is estimated to attain at VND 52,781 million, seeing an increase of 16.08% over the same period of 2017. In the first two months of 2018, passenger transport is estimated to reach at 2,262 thousand carriers and 140,890 thousand passengers, respectively increasing by 11.59% in carriers and 11.50% in passengers over same period of 2017; the turnover of passenger transport is estimated to attain at VND103,080 million, up 12.63%.

   b. Cargo transport

  In February cargo transport is estimated to reach at 2,084 thousand tons for freight and 74,853 thousand tons for rotational goods, seeing an increase of 15.85% in freight and 16.71% in rotational goods over the same period of 2017; the turnover is estimated to attain at 168,403 million VND, up 15.40%. In the first two months of 2018, cargo transport is estimated to attain at 4,394 thousand tons for freight and 160,065 thousand tons for rotational goods, increasing by 9.24% in freight and 9.32% in rotational goods over the same period of 2017; the turnover is estimated to attain at VND363,503 million, up 9.45%.

8. A number of cultural and social activities

   a. Cultural and sports activities  

  In the Lunar New Year Festival of 2018, there are a lot of activities to welcome Tet holiday in the happiness, safety and thrift. On the Eve of Lunar New Year, there are seven places displaying the fireworks in the province as follows: Hung Yen city, Van Lam, My Hao, Yen My, Khoai Chau, Kim Dong and Phu Cu districts. Calligraphy exhibitions and Tru singing are held annually at Xich Dang Temple of Literature, Lam Son Ward, Hung Yen City. A special exhibition titled "Hung Yen Education - Past and Present” is held by the Provincial Museum at Xich Dang Temple of Literature. The Provincial Newspaper Association opened the 2018 Mau Tuat Spring Press Conference, which arranged the beautiful and attractive booths, reflecting the entire life of the press in the province. Total expenditures for above activities are about 47 billion VND, specifically as follows:

   To give 35,547 gifts of the State President with the worth of 7,300.20 million VND for policy beneficiaries and people with meritorious services to the revolution. To present 35,623 gifts of the Provincial Party Committee, the provincial People's Council, the provincial People's Committee and the Provincial Fatherland Front Committee for policy beneficiaries and families of soldiers working in Truong Sa, Hoang Sa and DK1 and wounded soldiers who are cared at the centers for nursing people with merits with the worth of 450,000 VND / gift (including 300,000 VND in cash and 01 gift bag); to donate 05 centers for nursing people with merits inside and outside the province with the worth of 3,000,000 VND per unit; to visit and present gifts to 22 families representing policy families in the province with the worth of 950,000 VND / gift (including 800,000 VND in cash and 01 gift bag). The total amount is 16,067.15 million VND.

   To give the longevity wishing cards of the State President for the elderly people round 100 years old, the greeting cards of the Chairman of the provincial People's Committee for the elderly people round 90 years old; to visit and give presents to 27,250 elderly people aged 70, 75, 80, 85, 90, from 91 to 99, round 100 and over 100 years old. The total amount is 8,946.35 million VND. To support 12,639 poor households to celebrate Tet Festival with the worth of VND300,000 / household and the total amount of VND3,791.70 million VND. To support 778 people who are taken care in the social protection centers in the province with the total amount of 556.60 million VND. In addition, the districts and city have deducted the budget and mobilized organizations, individuals and businesses to give gifts to poor households, social protection beneficiaries and the elderly people.

   The whole province visited and gave presents to 3,649 poor children with the amount of VND1,381.85 million (not including children taken care in the social protection establishments).

   c. To implement the regime towards laborers

   In general, the salary of workers has been paid fully and timely by the employers in accordance with the regulations. Most enterprises have provided the bonuses for Lunar New Year Festival equal to 01 month of basic salary. The average reward of enterprises is about 5.2 million VND / labor. The highest bonus is about 75 million VND (in Merap Group JSC).

   d. Health Operation

   The medical examination and treatment work is maintained, ensuring the emergency, medical examination and treatment for people. During seven days of Tet holiday (from February 14 to February 20, 2018 - from 29th to 5th of the Lunar New Year), there are 2,901 persons coming to the emergency medical facilities (seeing an increase of 858 persons as compared to those in 2017); the total number of patients hospitalized as inpatients is 1,702 persons; the number of surgeries is 169 cases (seeing a decrease of 29 cases as compared to those in 2017); the number of deliveries (including caesareans) is 349 cases; the number of deaths in hospital (including death before arrival) is 3 cases; 1,183 patients are discharged; the number of patients transferred to others is 253 patients.

  HIV/AIDS prevention work: As of January 31, 2018, the number of people living with HIV / AIDS is 1,624 persons, of which: 812 people are alive, the number of deaths due to HIV / AIDS is 812 persons. On the occasion of Lunar New Year in 2018, Hung Yen province visited and presented gifts in order to support and encourage people with HIV / AIDS who are in difficult situation to welcome Tet holiday.

Food hygiene and safety: To establish inspection and interdisciplinary teams on food safety during the Lunar New Year and Spring Festival 2018. To monitor the hazards causing food contamination and prevention of food poisoning during the Lunar New Year and Spring Festival 2018 in the province. To inspect enterprises, production establishments, shops, supermarkets for food business, places of food supply in large quantities, wholesale markets and the establishments importing food ...

   e. The situation of security and order and traffic safety during Tet holiday

   National security: The situation of political, economic, cultural - ideology, religious security and rural security is ensured and there is no noticeable issue.

   Social order: Intentional injury: 2 cases, injured people: 4 persons; damaging property: 01 case, damaged property: about 25 million VND.

   Illegal firecrackers: 5 cases and 5 persons are discovered, decreasing 8 cases and 8 persons as compared with those in the same period of Dinh Dau Tet 2017.

   The situation of fire and explosion: During the Lunar New Year there is no fire or explosion.

   From January 16, 2018 to February 15, 2018, a fire occurred in Hung Yen province, causing one death and no injuries.

   The situation of environmental violation: From 16/01/2018 to 15/02/2018, 15 cases of environmental violations have been detected, 17 cases are penalized (Two cases detected in January), two individuals and 15 organizations are fined with the amount of 1,034 million VND. In which: 12 cases of environmental pollution, 2 cases of discharging hazardous waste into the environment, 1 case of food safety and hygiene violation, 1 case of violation of resource exploitation and 1 other.

   Traffic order and safety: The traffic order and safety situation is basically ensured without traffic jams and illegal racing. During seven days of the Lunar New Year Festival from February 14 to February 20 (from 29th to 5th of the lunar calendar), 2 road traffic accidents occurred, one person killed and one person injured (As compared to the same period of Dinh Dau Tet Festival in 2017, reducing one case, two deaths and one injury.

   According to the data of the Traffic Safety Department of Hung Yen province, from 16/01/2018 to 15/02/2018, 10 traffic accidents occurred in the province (including 09 road accidents, 01 railway accident), 6 people killed, 5 people injured. As compared with the last month, the number of accidents decreased 6 cases, down 37.50%; the number of deaths declined 5 persons, down 45.45%; the number of injured people decreased 7 persons, down 58.33%. From the beginning of the year to February 15, 2018, there are 26 traffic accidents,17 persons killed and 17 persons injured. The number of accidents is equal to that in the same period in 2017, the number of deaths decreased 4 persons, down 19.05%; the number of injured people declined 2 persons, down 10.53%.
