Agriculture Crop For summer-autumn rice crop: The total cultivated area of annual crop is 39,643 ha, down 4.05% as compared to the same period in 2017 (down 1,671 ha). Some main crops are as follows: the summer-autumn rice: 33,000 ha, down 5.62% (down 1,965 ha); maize: 1,619 ha, seeing an increase of 2.32% (seeing an increase of 36.79 ha); soybean: 359 ha, down 9.07%. The rice area has reduced mainly due to the fact that some households have transferred the rice area to plant perennial trees (longan, banana, orange ...) and other annual crops for productivity and high economic efficiency; ceded land for business construction and doing farm economy… In recent years, the conversion from annual trees to perennial fruit trees has been implemented strongly in all districts and city in the province. On average, the cultivated area decreased more than a thousand ha due to the change from annual crops to fruit trees. In this year's crop, a large number of high-yielding hybrid rice varieties have continued to be planted and increasingly expanded. The high quality rice covers an area of over 20 thousand ha, accounting for 61% of the area, including rice varieties such as Bac Thom 7, Huong Thom 1, Hung Yen sticky rice .... The area of high yield rice is about 10,000 ha, accounting for 30% of the area, including rice varieties such as KD18, Thien uu 8, TBR1, TH 3-3. As reported on the progress of agricultural production, as of 19/10/2018, the harvested area of summer-autumn rice reached 100% of cultivated area. It is estimated that the yield of rice reached 57.60 quintals per ha, seeing an increase of 4.57 quintals per ha as compared to the summer-autumn crop of 2017. The main cause is that the summer-autumn crop is in favorable weather, the affected area of pests and diseases decreased as compared to that in 2017. The yield of some other crops also increased as compared to 2017, such as: maize: 60.51 quintals /ha, up 0.65 quintals /ha; soybean: 24.20 quintals / ha, up 0.45 quintals / ha. Preliminary yield of some crops: the summer-autumn rice: 190,077 tons, up 2.51% (up 4,660 tons); maize: 9,800 tons, up 3.44% (up 326 tons); soybean: 870 tons, down 7.35% (down 69 tons) over the same period in 2017. As for the cultivation of winter crops, along with the timely harvest of summer-autumn rice, the localities in the province have also directed active cultivation of winter vegetables. From the beginning of the month, the weather is relatively favorable for farmers to harvest summer-autumn rice and plant winter crops. According to the report of agricultural production, as of 19/10, the province has planted 7,414 ha of vegetables, equaling to 88.03% over the same period in 2017 and reaching 61% of the plan. Of which: maize: 2,325 ha; groundnut, soybean: 243 ha; courgette of all kinds: 1,165 ha; vegetables of all kinds: 2,876 ha. Fruit trees: This year, the weather is favorable for the flowering and fruit-bearing of some fruit trees such as: longan, litchi, apples ... Therefore, the productivity and yield of some fruit trees in the province are higher than those of last year. According to preliminary reports of districts and city, the yield of longan was 41,500 tons, up 10,773 tons (up 35.06%), litchi: 10,150 tons, up 2,565 tons (up 33.81%); orange, tangerine and other citrus: 46,420 tons, up 8.72%; apple: 6,620 tons, up 6.37%. Breed Last month, there were no serious diseases in cattle and poultry in the province. Up to now, localities have maintained the inspection and supervision for early detection of diseases and quarantine and control of animal and poultry transport. According to the functional sector, to actively protect livestock in the last months of the year, the whole province tries to vaccinate cattle and poultry at the rate of 100%. The plan on the vaccination for cattle and poultry in autumn-winter crop is concentrated from September to November, 2018. Up to this time, districts and city have completed vaccination and pasteurization for pigs; completed vaccination for cows and buffaloes, and vaccination against avian influenza and rabies in dogs and cats. 2. Industrial production Industrial production index in October increased by 10.70% over the same period in 2017. Of which: mining industry decreased by 19.86%; processing and manufacturing increased by 10.74%; production, distribution of electricity, hot water and steam rose by 15.92%; water supply and waste and waste water treatment up 13.65%. Some industrial products in the month increased over the same period in 2017 as follows: noodles, vermicelli, instant porridge up 6.59%; poultry feed increased by 15.00%; non-gas mineral water rose by 14.34%; synthetic fiber increased by 7.24%; clothing up 16.78%; wooden windows increased by 22.62%; paint and varnish soluble in water rose by 19.81%; plastic products increased by 20.22%; iron and steel up 2.29%; integrated electronic circuit increased by 11.63%; fiber optic, fiber optic bundles and fiber optic cables rose by 7.81%; mono wire in rolls up 19.26%; spare parts of motor vehicles increased by 23.54%; commercial electricity rose by 10.92%; Generally for 10 months of 2018, industrial production index increased by 10.49% over the same period in 2017, of which: mining industry (sand) decreased by 21.51%; processing and manufacturing increased by 10.48%; production and distribution of electricity rose by 16.18%; water supply, waste and wastewater management and treatment up 12.05%. Some industrial products increased against the same period last year as follows: noodles, vermicelli, instant porridge increased by 8.20%; feed for cattle rose by 8.85%; poultry feed up 5.04%; non-gas mineral water rose by 4.32%; clothing increased by 15.07%; wooden windows up 19.12%; paint and varnish soluble in water increased by 14.84%; plastic products rose by 11.24%; brick made of clay up 5.51%; iron and steel increased by 9.55%; integrated electronic circuit rose by 17.97%; multi-function one-way / full-time engine with a capacity of 37.5W up 24.58%; fiber optic, fiber optic bundles and fiber optic cables increased by 7.13%; mono wire in rolls rose by 12.05%; spare parts of motor vehicles increased by 6.92%; commercial electricity up 14.18%. 3. Investment activities a. Investment capital of local budget The investment capital under the local budget in October reached 200,080 million VND, up 3.52% over the previous month and up 15.29% over the same period last year, of which : provincial budget: VND 79,980 million, up 4.85% over the previous month and down 1.18% over the same period last year; district budget: VND 50,480 million, down 0.94% over the previous month and up 24.30% over the same period of 2017; commune budget: VND 69.620 million, up 5.41% over the previous month and up 33.89% over the same period in 2017. In the first ten months of 2018, the investment capital under the local budget is estimated to reach at VND1,691,473 million, up 13.64% over the same period last year and reaching 75.46% of the plan. Of which, the provincial budget reached VND 758,973 million, up 1.64% over the same period in 2017 and reaching 63.44% of the plan; district budget: VND 466,879 million, up 24.68% over the same period of 2017 and reaching 71.06% of the plan; commune budget: VND 465,621 million, up 26.77% over the same period in 2017 and reaching 19.94% of the year plan. Foreign investment: Up to October 20, 2018, 417 foreign-invested projects registered to operate in the province with the total registered capital of US $ 4,275,213 thousand, of which from the beginning of the year up to now, there are 25 newly registered projects with the registered capital of 120,191 thousand USD. The countries owning the most number of projects and the biggest investment capital are as follows: The first is Japan with 154 projects and the registered capital of USD 2,797,704 thousand, accounting for 65.56% of the total registered capital; the second is South Korea with 123 projects and the registered capital of 650,885 thousand USD, accounting for 15.05% of the total one; the third is China with 83 projects and the registered capital of 451,903 thousand USD, accounting for 10.60% of the total one. 4. Trade and service Total retail sales of goods and services in October are estimated at VND2,671,768 million, up 12.35% over the same period in 2017. Of which, retail sales are estimated to reach at VND2,138,071 million, up 11.10%; revenue on accommodation and catering services: 143.708 million VND, up 11.54%; tourism revenue: VND 560 million, up 16.67%; revenue on other services: VND389,429 million, up 19.60%. For the first 10 months of 2018, the total retail sales of goods and services are estimated to reach at VND 25,493,580 million, up 11.20% over the same period of 2017. According to industry, the retail sales of goods in ten months of 2018 are estimated to reach at VND20,547,504 million, accounting for 80.60% of total retail sales of goods and services and up 10.99% over the same period of 2017. Of which: retail sales of food increased by 13.10%; garments rose by 8.24%; home appliances and equipment up 2.45%; cultural and educational items increased by 39.62%; wood and building materials up 13.83%; automobiles rose by 9.56%; means of transport (excluding automobiles, including spare parts) increased by 6.58%; gasoline, oil up 11.18%; gemstone and precious metals up 31.64% ... Revenue on accommodation, catering and tourist services for ten months of 2018 is estimated to reach at VND1,377,125 million, accounting for 5.40% of the total retail sales of goods and services and up 8.41% over the same period. In which: Revenue on accommodation service is estimated to reach at VND 56,575 million, up 8.11%; catering service: VND 1,314,802 million, up 8.37%; travel service and tourism assistance activities: VND 5,748 million, up 21.37%. Revenue on other services in the first ten months of 2018 is estimated to reach at VND3,569,306 million, accounting for 14.0% of total retail sales of goods and services and up 13.46% over the same period of 2017. 5. Price index a. Consumer price index Consumer price index (CPI) in October, 2018 increased by 0.28% over the previous month. 4 out of 11 groups of goods and services have a rise in price index over the previous month, including: catering service increased by 0.41%; garments, hats, footwear rose by 0.25%; traffic service up 1.84%; other goods and services increased by 0.07%. There are 3/11 groups of goods and services keeping stable price index as compared to last month, including drug and medical services; post and telecommunications; education. 4 out of 11 groups of goods and services have the price indexes decreased as compared to last month, including beverages and cigarettes decreased by 0.47%; housing, utilities, fuel and building materials down 0.05%; equipment and household appliances decreased by 0.07%; culture, sports and entertainment decreased by 0.07%. As compared to December, 2017, the consumer price index in October this year increased by 3.17%. Of which: catering service increased by 7.12%; beverages and cigarettes rose by 0.76%; garments, hats, footwear decreased by 0.19%; housing, utilities, fuel and building materials up 1.04%; equipment and household appliances increased by 0.33%; medicine and medical services decreased by 6.22%; traffic service increased by 9.39%; post and telecommunications decreased by 0.75%; educational service rose by 1.80%; culture, sports and entertainment increased by 2.09%; goods and other services increased by 3.33%. As compared to the same month of 2017, the Consumer Price Index in October this year increased by 3.29%. Of which: catering service increased by 6.53%; beverages and cigarettes rose by 0.76%; garments, hats, footwear up 0.58%; housing, utilities, fuel and building materials rose by 1.82%; equipment and household appliances increased by 0.53%; medicine and medical services decreased by 6.22%; traffic service increased by 10.87%; post and telecommunications services decreased by 0.75%; education increased by 1.80%; culture, sports and entertainment rose by 2.29%; goods and other services increased by 3.92%. On average, in the first ten months of 2018, the consumer price index increased by 4.82% over the same period of 2017. Of which, the catering service increased by 4.0%; beverages and cigarettes rose by 1.51%; garments, hats, footwear up 1.23%; housing, utilities, fuel and building materials rose by 3.27%; equipment and household appliances increased by 1.03%; medicine and medical services rose by 21.97%; traffic service up 8.98%; post and telecommunications decreased by 0.76%; educational service increased by 3.30%; services of culture, sports and entertainment rose by 2.39%; goods and other services increased by 3.88%. b. Gold and USD price index In October, gold price index increased by 0.06% over the previous month and at an average price of 3.456.000 VND / tael. The US dollar price decreased by 0.07% over the previous month, the average price is 23,398 VND / USD. 6. Transport activity a. Passenger transport activity Passenger transport in October is estimated to reach at 1,335 thousand carriers and 71,220 passengers, increasing by 18,40% in carriers and 11,44% in passengers over the same period of 2017; passenger transport revenue is estimated to attain at VND56,179 million, up 19.18%. For the whole 10 months of 2018, passenger transport is estimated to reach at 12,072 thousand carriers and 702,645 thousand passengers, respectively, increasing by 13.69% in carriers and 10.86% in passengers over the same period of 2017; turnover of passenger transport is estimated to attain at VND 533,895 million, up 14.57%. b. Cargo transport activity Cargo transport in October is estimated to reach at 2,786 thousand tons for freight and 99,384 thousand tons for rotational goods, which increased by 17.71% in tons of freight and 16,60% in tons of rotational goods over the same period of 2017; cargo transport turnover is estimated to attain at VND 230,400 million, up 16.53%. For the first ten months of 2018, cargo transport is estimated to reach at 24,789 thousand tons for freight and 886,630 tons for rotational goods, which increased by 12.53% in tons of freight and 11.65% in tons of rotational goods over the same period of 2017; cargo transport turnover is estimated to attain at 1.992.723 million VND, up 12.60%. 7. Financial and banking activities a. State budget revenues In October, budget revenue is estimated to reach at VND 1,445,974 million, up 25.68% over the same period in 2017. Of which: domestic revenue is VND 1,133,100 million, up 41.95%; revenue on import tax: VND 312,694 million, down 11.21%. Some revenues in the month are estimated as follows: Revenue from central state-owned enterprises: VND 37,804 million, up 131.97%; revenue from local state-owned enterprises: VND 3,450 million, down 16.44%; revenue from foreign-invested enterprises: VND 307,531 million, up 52.26%; revenue from non-state sector: VND 453,301 million, up 53.79%; collection of registration fees: VND 27,927 million, up 6.91%; revenue from personal income tax: VND 74,307 million, up 27.04%; revenue from housing and land: VND 186.863 million, up 9.16%. For the whole ten months of 2018, state budget revenue is estimated to reach at VND 9,779,767 million, up 9.03% over the same period in 2017. Of which: domestic revenue: VND 7,150,000 million, up 14.10%; revenue on import tax: VND 2,629,767 million, down 5.70%. Some domestic revenues are as follows: Revenue from central state-owned enterprises: VND 180,000 million, up 7.50%; revenue from local state-owned enterprises: VND 24,000 million, up 1.10%; revenue from foreign-invested enterprises: VND 1.480 million, up 31.10%; revenue from non-state sector: VND 2,290,000 million, down 10.0%; collection of registration fees: VND 238,000 million, up 11.80%; revenue from personal income tax: VND 622,000 million, up 14.0%; revenue from housing and land: VND 1.828 million, up 46.79%; other revenues: VND 172,000 million, up 70.85%. b. State budget expenditures State budget expenditure in October is estimated to reach at VND 764,300 million, up 22,39% over the same period in 2017. Of which: expenditure on development and investment: VND 240,000 million, up 4.12%; regular expenditures: VND 524,300 million, up 33.07%. For the whole ten months of 2018, state budget expenditure is estimated to reach at VND7,010,688 million, up 10.77% over the same period of 2017. Of which: expenditure on development and investment: VND2,354,916 million, up 15.96%; regular expenditures: VND 4,655,773 million, seeing an increase of 8.32%. A number of regular expenditures are as follows: Expenditure on economic activities: VND 438,250 million, up 15.26%; expenditure on education and training: VND 1.687.324 million, up 9.71%; expenditure on health care: VND 511,358 million, up 28.94%; expenditure on cultural, physical training and sport activities: VND 98,024 million, seeing an increase of 6.37%; expenditure on social security: VND 362,123 million, decreasing by 13.46%; expenditure on administrative management: VND 1,094,878 million, up 2.98%. c. Banking operation As of 30/9/2018, the total capital of credit institutions reached VND 72,124,643 million, seeing an increase of 11.80% as compared to 31/12/2017. Of which: mobilized capital in population and economic organizations reached VND 62.475.259 million, up 11.53% and accounted for 86.62% of total capital. Total outstanding loans to the economy reached VND 54.889.907 million, up 9.82% as compared with December 31, 2017. Of which: short-term loans: VND 38,228,246 million, up 11.83%; medium and long term loans: VND 16,661,661 million, up 5.47%. The loans in local currency: VND 51.957.097 million, up 8.93%; the loans in foreign currency: VND 2.932.810 million, up 28.30%. Credit quality: the bad debts (in group 3,4,5): VND 1,231,831 million (accounting for 2.24% of total loans), up 69.82% as compared to December 31, 2017. 8. Some social activities a. Cultural and sports activities. Cultural activities: In the past month, many cultural and artistic activities took place in the province towards the 88th anniversary of the founding of the Vietnam Women's Union (20/10 / 1930-20 / 10 / 2018). On 22/9/2018, at the Cultural Center of Khoai Chau district, there took place "The Festival of Mass Entertainment of the Typical Cultural Villages and civil groups in Hung Yen province in 2018" with the theme "The rhythm of construction of cultural villages and civil groups". The festival saw the attendance of nearly 300 actors and musicians from 10 outstanding cultural villages and civil groups, representing nearly 750 cultural villages, groups in the province. On 28/9/2018, the province held a conference to review 10 years of implementation of the Law on Domestic Violence Prevention and Control and honor the third typical cultural family in the period 2013-2017. At the conference, 60 collectives, individuals and 62 families, who have made achievements in the movement to build cultural families and implement the Law on Domestic Violence Prevention and Control were rewarded the Certificates of Merit. Sports activities: Sports and physical training movement has been maintained and developed in the whole province; all levels and branches have organized hundreds of games, exchanges of physical training and traditional games. To continue to improve the quality of the movement "All the people exercise their bodies following the example of Uncle Ho"; the quality of mass sport activities; develop physical training and sports movements among cadres, civil servants and laborers, the elderly, students, and the armed forces. On September 28, Hung Yen Senior Volleyball Championship in 2018 was held successfully. There were 10 men's teams, 9 women's teams from 10 districts and city. On October 8, the provincial Farmers' Games in 2018 took place excitingly. It saw the participation of 10 delegations, representing members, farmers from 10 districts and city with 192 athletes. There were three subjects as follows: Men's Volleyball, Table Tennis and Badminton. High-achievement sports: Continue to prepare well the staffs to attend the national sports tournaments and participate in the 8th National Sports Festival in 2018. The province has participated in 12 national sports competitions, won 48 medals, including 11 gold medals, 13 silver medals, 24 bronze medals. There are 33 national athletes in the whole province (4 athletes recognized as good players, 29 athletes reached the grade 1). b. Environmental protection and fire and explosion prevention From 16/9/2018 to 15/10/2018, there were 6 cases of environmental violations, 5 cases have been fined with the amount of 102 million VND, one case is in verification. Since the beginning of the year, the whole province has detected 98 cases of environmental violations, 77 cases have been handled and the fine amounted to VND 2,770 million. From 17/9/2018 to 15/10/2018, there was a fire in Hung Yen province, no explosion. The fire occurred at the Department of Education and Training of the province, causing damage to property of VND 7 million, no damage to people. The fire on 16/9/2018 at the factory of steel structure and auto parts of 120 Mechanical Joint Stock Company, under Vietnam Motors Industry Corporation has recorded the loss of property of 2,000 million VND. c. Traffic Safety According to Hung Yen Traffic Safety Board, from 16/9/2018 to 15/10/2018, there were 7 traffic accidents (all were road accidents), 9 people killed, 8 people injured. As compared with last month, the number of accidents decreased by 9 cases, down 56.25%; the number of deaths decreased by 3 persons, down 25.0%; the number of injured people decreased by 5 people, down 38.46%. From the beginning of the year to 15/10/2018, there were 132 traffic accidents, 97 people killed, 101 people injured. As compared to the same period of 2017, the number of accidents is the same as that in 2017; the number of deaths decreased by 2 persons, down 2.0%; the number of injured people increased by 8 persons, up 8.60%.
