Agriculture and fishery The agricultural production last month in the province focused on the care and prevention of pests and diseases on rice, vegetables in the spring crop and the prevention of African swine fever. a) Agriculture Cultivation: According to the survey results of the spring crop in 2019, the whole province has cultivated 39,291 ha of annual crops, decreased by 1,750 ha (down 4.26%) as compared to the spring crop of 2018. In which: rice: 32,010 ha, down 1,389 ha (down 4.16%); maize: 1,987 ha, seeing an increase of 38 ha (seeing an increase of 1.94%); soybean: 351 ha, down 67 ha (down 16%); vegetables: 3,192 ha, down 64 ha (down 1.96%). The cultivated area decreased mainly in the districts of Van Giang, Yen My, My Hao, Khoai Chau, Kim Dong, Tien Lu and Phu Cu. According to the forecast, if the weather is normal from now until harvesting, the rice productivity will reach about 67.50 quintals / ha; maize at 65.70 quintals / ha; soybean at 21.49 quintals / ha; vegetables at 290.74 quintals / ha. In addition to pest and disease prevention for rice and vegetables, localities have also focused on taking care of fruit trees. At present, some litchi areas are about to harvest. Professional agencies recommend that local farmers should pay attention to ensuring the isolation time of pesticides and fertilizers to ensure the quality, food safety and improve the product’s value. The weather this year is generally favorable for fruit trees to grow, so it is estimated that the output of bananas, oranges and pomelos will increase as compared to the previous year. Breed The disease prevention and control: From February 1, 2019 to May 17, 2019, Veterinary Department took 1,678 samples of serum and specimens of sick and dead pigs and sent them to the Central Veterinary Diagnostic Center for testing. The results are 1,229 / 1,678 serum samples and specimens positive for African swine fever virus. The Veterinary Stations appoint the officials in charge of the area to coordinate with localities to check and grasp the situation of the disease outbreaks on pigs and timely report to the District Steering Committee and at the same time to fight against the epidemic. The whole province has provided the disinfectant chemicals, lime powder and supported the wages for spraying disinfectant chemicals: 66,079 liters of chemicals, 1,418 tons of lime powder and 462.5 million VND of the wages for spraying. In which, the province supported: 53,786 liters; the district: 7,310 liters, 288 tons of lime powder and 462.5 million VND of the wages for spraying; the commune: 2,303 liters, 884 tons of lime powder; farmers: 2,680 liters, 246 tons. The result of spraying disinfectant chemicals and sprinkling lime powder so far: 46,421 liters of disinfectant chemicals, 1,246 tons of lime powder corresponding to over 24.5 million m2 of breeding facilities and environment (In which: The province has supported disinfectant chemicals at 17.9 million m2, the district and commune’s support and the farmers themselves: over 6.6 million m2). Specifically: The province's chemicals: 35,786 liters; the district’s chemicals and lime powder: 5.916 liters and 288 tons; the commune's chemicals and lime powder: 2,039 liters; 712 tons; farmers’ chemicals and lime powder: 2,680 liters and 246 tons. In addition, localities have supported disinfectant sprayers, labor protection... (Van Lam district, Hung Yen city). About the establishment of quarantine latch: The province has established 10 interdisciplinary animal quarantine latches on the main roads in the area adjacent to the provinces of Ha Nam, Thai Binh, Hai Duong and Hanoi city; districts and city have established 4 latches (Yen My: 3 and Van Giang: 1); the commune have established 72 latches (Hung Yen City: 15, Tien Lu: 14, An Thi: 9, Yen My: 12, Khoai Chau: 13, My Hao: 3, Van Giang: 1, Van Lam: 5) . The evolution of African swine fever: During the week from May 10-17, 2019, the province continued to discover sick and dead pigs suspected of being infected with African swine fever and destroyed 8,726 pigs (451,324 kg) according to the regulations in 729 households, 106 communes of 10 districts, towns and city, of which: Yen My district: 565 pigs (25,120 kg) in 33 households and 07 communes; Hung Yen city: 452 pigs (20,681 kg) in 22 households and 7 communes; An Thi district: 916 pigs (56,049 kg) in 37 households and 13 communes; Kim Dong district: 160 pigs (15,920 kg) in 20 households and 11 communes; My Hao town: 228 pigs (8,066 kg) in 06 households, 2 communes; Van Giang district: 1,151 pigs (56,146 kg) in 50 households, 09 communes; Tien Lu district: 83 pigs (2,330 kg) in 30 households, 09 communes; Van Lam district: 1,600 pigs (87,777 kg) in 193 households, 11 communes and towns; Phu Cu district: 1,206 pigs (50,108 kg) in 168 households, 14 communes; Khoai Chau district: 2,056 pigs (98,569 kg) in 170 households, 23 communes. In general, the epidemic has continued to be complicated and spread widely. Some industrial products in the month increased over the same period in 2018 such as noodles, vermicelli, instant porridge increased by 8.42%; poultry feed rose by 16.43%; clothes of all kinds up 9.45%; carton boxes increased by 15.60%; paint and varnish soluble in water rose by 13.67%; construction clay bricks (except ceramics and porcelain) with the norm of 220x105x60mm increased by 8.52%; iron and steel of all kinds up 13.25%; integrated electronic circuits increased by 32.2%; mono wire in rolls rose by 10.96%; spare parts of motor vehicles up 7.63%. In the first five months of 2019, the industrial production index increased by 10.71% over the same period in 2018. In which: Mining industry (sand) increased by 3.90%; processing and manufacturing industry rose by 10.74%; electricity production and distribution up 7.20%; water supply, waste and wastewater management and treatment increased by 14.36%. Some industrial products increased as compared to the same period in 2018 such as: poultry feed increased by 15.11%; all kinds of clothes rose by 15.82%; wooden windows and doors up 8.42%; carton boxes up 13.36%; paint and varnish soluble in water increased by 10.48%; plastic products rose by 9.07%; iron and steel of all kinds increased by 10.18%; integrated electronic circuits up 27.02%; multi-purpose direct current / alternating current motors with a capacity of> 37.5W increased by 10.68%; mono wire in rolls rose by 10.71%; spare parts of motor vehicles increased by 12.48%. Besides, the African swine fever in the province has developed and spread widely, so the demand for animal feed is reduced sharply, causing the index of animal feed production in the first five months of the year to decrease by 5.01% as compared to the same period last year. 3. Investment activity The investment capital in local budget in May is estimated to reach at VND 203,500 million, up 17.73% over the previous month and up 13.54% over the same period in 2018. Of which, the provincial budget capital reached VND 98,080 million, increased by 10.7% over the previous month and 19.69% over the same period last year; the district one: VND 58,600 million, increased by 20.09% over the previous month and 13.61% over the same period last year; the commune one: VND 46,820 million, up 32.04% over the previous month and 2.45% over the same period last year. Generally for the first five months of 2019, the investment capital in local budget is estimated to reach at VND 844,425 million, up 12.86% as compared to the same period of 2018 and reaching 33.37% of the plan. In which: the provincial budget capital reached 417,290 million VND, up 14.39% as compared to the same period in 2018 and reached 32.65% of the plan; the district one: VND 246,711 million, up 18.50% as compared to the same period in 2018 and reached 32.68% of the plan; the commune one: VND 180,424 million, up 2.97% as compared to the same period in 2018 and reached 36.27% of the year plan. Foreign investment activity: As of May 20, 2019, there are 438 foreign-invested projects with a total registered capital of 4,544,141 thousand USD, of which from the beginning of the year to now, there are 17 newly registered projects with a capital of 167,014 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 159 projects, with the registered capital of 2,957,023 thousand USD, accounting for 65.07% of total registered capital; secondly, Korea has 131 projects, with the registered capital of 651,063 thousand USD, accounting for 14.33% of the total one; thirdly China has 89 projects, with the registered capital of 460,456 thousand USD, accounting for 10.13% of the total one. 4. Trade and services Total retail sales of consumer goods and services in May are estimated to reach at VND 3,131,549 million, seeing an increase of 0.56% over the previous month and 11.94% over the same period in 2018. The retail sales of goods: The retail sales of goods in May are estimated to reach at VND 2,276,622 million, up 0.48% over the previous month and 12.20% as compared to the same period in 2018. The retail sales of goods increased over the previous month mainly due to the following sectors: food increased by 0.41%; garment rose by 0.64%; home appliances, tools and equipment up 0.64%; wood and construction materials increased by 0.24%; cars and vehicles rose by 0.44%; petrol and oil up 1.08%; other goods increased by 0.78%. The revenue from accommodation and catering services: The revenue of accommodation and catering services in May is estimated to reach at VND 156,837 million, down 0.91% over the previous month and 12.88% over the same period in 2018, in which: The accommodation service revenue is VND 5786 million, up 1.50% as compared to the previous month and 3.71% as compared to the same period last year; catering service is estimated to get at VND 150,480 million, down 1.0% over the previous month and up 13.28% over the same period last year. The revenue from tourism and travel services: The revenue from tourism and travel services in May is estimated to reach at VND 571 million, down 0.17% over the previous month, due to the long holiday last month, the demand of travel and relaxation of people increased, this month begins to enter the summer vacation but it is at the beginning of the season, the demand is still low. Other services revenue: The revenue from other services in May is estimated to reach at VND 698,091 million, seeing an increase of 1.15% over the previous month and 10.87% as compared to the same period in 2018. In which, as compared with the previous month: Real estate business service: VND 569,775 million, seeing an increase of 1.20%; administrative service and support service: VND 51,813 million, seeing an increase of 1.0%; health service and social assistance activities: VND 17,641 million, down 0.11%; education and training service: VND 7,497 million, up 2.0%; art and entertainment services: VND 7,398 million, down 0.03%; other services revenue: VND 31,973 million, seeing an increase of 1.50%. In the first five months of 2019, total retail sales of goods and services reach VND 15,546,563 million, up 11.94% as compared to the same period of 2018. Of which: trade: VND 11,349,297 million, up 12, 24%; hotels and restaurants: VND 778,780 million, up 14.17%; tourism revenue: VND 2,754 million, up 8.94%; other services revenue: VND 3,415,732 million, seeing an increase of 10.47%. 5. Price index a) Consumer price index Consumer price index (CPI) decreased by 0.09% in May as compared to the previous month, of which, 02/11 groups of goods and services have lower price indexes than last month including catering service decreased by 1.08%, the main reason caused by the African swine fever is still ongoing, complicated and unpredictable, although the epidemic does not spread from pigs to humans, many people are still anxious, suspected and limited of pork consumption, making pork prices in the province still low; medicine and medical services decreased by 0.17%. There are 8/11 groups of goods and services with increased price indexes as compared to the previous month, of which the highest increase is transport service, up 2.60%, the main reason is that the gasoline price rose highly on May 2, 2019 and declined slightly on May 17, 2019; beverages and cigarettes increased by 0.16%; garments, hats and footwear rose by 0.15%; housing and construction materials up 0.49%; home appliances and equipment increased by 0.08 %; post and telecommunications rose by 0.01%; culture, entertainment and tourism up 0.02%; other goods and services increased by 0.11%. Particularly, education service group has a stable price index as compared to the previous month. As compared to December 2018, the CPI in May this year increased by 0.20%. In which: catering service decreased by 1.85%; beverages and cigarettes increased by 1.78%; garments, hats and footwear up 0.23%; housing, electricity, water, fuel and construction materials rose by 2.21%; home appliances and equipment up 0.72%; medicine and medical services decreased by 0.17%; transport service increased by 4.50%; post and telecommunications rose by 0.02%; culture, sports and entertainment up 0.14%; goods and other services rose by 0.58%. Particularly the education group is stable as compared to December, 2018. As compared to the same period in 2018, the CPI in May this year increased by 0.71%. In particular, catering service increased by 0.04%; beverages and cigarettes rose by 1.76%; garments, hats, footwear up 1.19%; housing, electricity, water, fuel and construction materials increased by 1.06%; home appliances and equipment up 1.69%; medicine and medical services decreased by 0.72%; transport service increased by 1.50%; post and telecommunication services decreased by 0.42%; education increased by 1.80%; culture, sports and entertainment rose by 0.21%; goods and other services up 0.87%. On average, in the first five months of 2019, the CPI increased by 1.49% over the same period in 2018. In which: catering service rose by 3.42%; beverages and cigarettes increased by 1.76%; garments, hats, footwear up 0.69%; housing, electricity, water, fuel and construction materials fell by 0.01%; home appliances and equipment increased by 1.27%; medicine and medical services decreased by 0.57%; transport service decreased by 0.92%; post and telecommunications fell by 0.54%; education service increased by 1.80%; cultural, sports and entertainment services rose by 0.90%; goods and other services increased by 1.04%. b) Gold and US dollar price index The gold price index in May decreased by 0.60% as compared to the previous month and at the average price of VND 3,632,000 / tael. The US dollar price index increased by 0.28% over the previous month, the average price is 23.307 VND / USD. 6. Transport activity a) Passenger transport activity Passenger transport in May is estimated to reach at 1,301 thousand turns of carriers and 79,831 thousand turns of passengers, increased by 15.52% in carriers and 15.88% in passengers in the same period of 2018; passenger transport revenue is estimated to attain at VND 61,511 million, up 16.13%. Generally for the first five months of 2019, passenger transport is estimated to reach at 6,339 thousand turns of carriers and 389,920 thousand turns of passengers, respectively increased by 11.67% in carriers and 12.20% in passengers as compared to the same period in 2018; passenger transport revenue is estimated to attain at 298,442 million VND, up 15.66%. b) Cargo transport activity Cargo transport in May is estimated to reach at 2,735 thousand tons of freight and 98,798 thousand tons of rotational goods, increased by 11.74% in tons of freight and 13.79% in tons of rotational goods over the same period in 2018; cargo transport revenue is estimated to attain at VND 216,586 million, up 16.50%. Generally for the first five months of 2019, cargo transport is estimated to reach at 12,867 thousand tons of freight and 462,559 thousand tons of rotational goods, increased by 12.17% in tons of freight and 12.27% in tons of rotational goods respectively as compared to the same period in 2018; cargo transport revenue is estimated to attain at VND 1,051,738 million, up 13.21%. 7. Financial and banking activities a) State budget revenue Budget revenue in May is estimated to reach at VND 1,184,454 million, up 34.28% as compared to the same period of 2018. Of which: Domestic revenue: VND 814.454 million, up 33.37%; revenue from import and export taxes: VND 370,000 million, up 36.33%. Some revenues in the month are estimated as follows: Revenue from central SOEs: VND 14,964 million, down 2.14%; revenue from local SOEs: 1,686 million VND, increased by 136.05%; revenue from foreign-invested enterprises: VND 104,225 million, up 64.27%; revenue from non-state sector: 329,453 million VND, up 100.02%; registration fee collection: VND 25,591 million, down 9.16%; personal income tax collection: VND 53,527 million, down 11.51%; housing revenue: 241,482 million VND, up 8.33%. In the first five months of 2019, the state budget revenue is estimated to reach at VND 5,103,374 million, seeing an increase of 18.17% as compared to the same period of 2018 and reached 39.67% of the plan. In which: Domestic revenue: VND 3,550,000 million, up 15.45%, reaching 37.11% of the plan; revenue from import and export taxes: VND 1,553,374 million, increased by 24.90% as compared to the same period of 2018 and reached 47.07% of the plan. Some domestic revenues are as follows: Revenue from central SOEs: VND 66,000 million, down 23.22%; revenue from local SOEs: VND 16,000 million, up 15.86%; revenue from foreign-invested sector: 720,000 million VND, up 35.54%; revenue from non-state sector: VND 1,200 million, down 10.08%; registration fee collection: VND 114,000 million, increased by 7.89%; personal income tax collection: VND 345,000 million, up 12.78%; land and housing revenue: VND 848,500 million, seeing an increase of 69.55%; other revenues: VND 75,500 million, up 45.84%. b) State budget expenditures From January 1, 2019 to May 17, 2019, the local state budget expenditure reached VND 3,840,236 million, gaining 43.59% of the year plan. In which: expenditure on development and investment: VND 1,633,426 million, reaching 65.04% of the plan; regular expenditure: VND 2,206,811 million, reaching 35.03% of the plan. Some regular expenditures are as follows: expenditure on economic activities: VND 201,774 million; expenditure on education and training: VND 836,546 million; expenditure on health care: VND 141,683 million; expenditure on cultural and sports activities: 35,682 million VND; expenditure on social security: VND 222,423 million; expenditure on administrative management: 514,108 million VND; other expenditures: 236,140 million VND. c) Banking operation As of April 30, 2019, the total capital of credit institutions reached 77,233,275 million VND, up 5.91% as compared to December 31, 2018. In which: The mobilized capital in population and economic organizations reached 67,989,517 million VND, increased by 6.07% and accounted for 88.03% of total capital. Total outstanding loans to the economy reached VND 57,844,614 million, up 3.51% as compared to December 31, 2018. In which: short-term loans: VND 41,389,526 million, up 4.70%; medium and long-term loans: VND 16,455,088 million, up 0.64%. Outstanding loans in domestic currency: VND 55,203,218 million, up 3.15%; outstanding loans in foreign currency: VND 2,641,396 million, up 11.72%. Credit quality: Bad debt (in group 3,4,5) is 1,166,054 million VND (accounting for 2.02% of total outstanding loans), down 2.15% as compared to December 31, 2018. 8. Some social activities a) Environmental protection and fire and explosion prevention and fighting From April 16, 2019 to May 15, 2019, there are 9 cases of environmental violations, 5 cases are handled with a fine of VND 111.5 million, 2 cases are being verified, 2 cases are handed over to another agency (1 case is handed over to the market management team, 1 case is handed over to the Steering Committee for the prevention of African swine fever). In which: 2 violations of discharging into the environment exceed the permitted standards and regulations; 1 violation of illegal sand mining; 2 violations of the absence of food hygiene and safety certificates from the authorities, to destroy 2 tons of pork. From April 16, 2019 to May 15, 2019, there is no fire or explosion in the province. b) Traffic safety According to the data from the Traffic Safety Department of Hung Yen province, from April 16, 2019 to May 15, 2019, there are 15 traffic accidents, all are road accidents, 12 people killed, 9 people injured. As compared to the previous month, the number of accidents increased by 3 cases, up 25.0%; the number of deaths increased by 2 people, up 20.0%; the number of injured people increased by 2 people, up 28.57%. From the beginning of the year to the end of May 15, 2019, there are 68 traffic accidents, 57 people killed, 41 people injured. As compared to the same period in 2018, the number of accidents is equal to the same period in 2018; the number of deaths decreased by 3 people, down 5.0%; the number of injured people decreased by 3 people, down 6.82%.
