Cultivation Winter crop production: The total cultivated area of annual winter crops of the whole province reached 9,518.37 ha, down 16.71% (down 1,909 ha) over the same period in 2018. Of which: maize: 2,176.71 ha, down 35.16% (down 1,180.45 ha); sweet potato: 307.57 ha, down 6.61% (down 21.78 ha); peanut: 124.16 ha, down 0.83% (down 1.04 ha); soybean: 210.88 ha, down 32.0% (down 99.23 ha); vegetable, bean, flower: 5,762.78 ha, down 7.36% (down 458 ha), of which vegetable: 5,333.42 ha, down 7.77% (down 449 ha); bean: 100.44 ha, down 30.35% (down 43.77 ha); flower: 328.92 ha, seeing an increase of 11.99% (up 35 ha); the annual spices and medicinal plants: 421.19 ha, down 6% (down 27.25 ha). The cultivated area of annual winter crops this year decreased as compared to the previous year, due to the fact that some households have shifted the cultivated area of annual crops to grow perennial crops (longan, banana, orange...) and assigned land for business construction and doing farm economy... In recent years, the process from growing annual crops to perennial fruit trees has been performed strongly in all districts and city in the province, in each crop, the shifted area is averagely about one thousand ha. So far, localities in the province have basically finished harvesting winter crops. From planting to harvesting time, the weather is relatively favorable; although there are strong cold spells, long rainy days, diseases and pests, they do not significantly affect the growth and development of plants. Therefore, most crops this winter have better yields than those of the previous year. The productivity of some winter crops is as follows: maize: 56.01 quintals / ha, seeing an increase of 0.06 quintals / ha (up 0.11%); sweet potatoe: 144.10 quintals / ha, seeing an increase of 1.27 quintals / ha (up 0.89%); soybean: 18.50 quintals / ha, seeing an increase of 0.09 quintals / ha (up 0.49%); vegetables of all kinds: 233.64 quintals / ha, seeing an increase of 5.46 quintals / ha (up 2.39%). The output of some major crops is as follows: maize: 12,192 tons, down 6,592 tons (down 35.09%); sweet potato: 4,432 tons, down 272 tons (down 5.78%); soybean: 390 tons, down 181 tons (down 31.70%); 124,609 tons of vegetables, down 19,038 tons (down 13.25%). The reason is that the cultivated area of all types decreased as compared to the same period last year. Spring crop production: In the spring rice crop this year, the whole province is supposed to cultivate 31,440 ha, of which more than 21 thousand ha of high-quality rice will be planted (accounting for 66.79% of the cultivated area) with such rice varieties as Bac Thom 7, Huong Thom 1... and sticky rice varieties. Along with that, to strengthen the area expansion to cultivate hybrid rice varieties, accounting for about 22-25% of the area (about 7-8 thousand ha) such as Thien uu 8, TBR1, TH 3-3 ...., to implement sample large fields in some localities. In order to successfully implement the spring crop production plan, over the past time, all levels, branches and localities in the province have actively directed a number of key tasks such as providing sufficient quantities of rice seeds, including reserve varieties for farmers in the province; taking water to cultivate in the winter-spring crop, actively storing water in ponds, lakes, rivers, not discharging water into rivers, causing waste and affecting the irrigation of rice after sowing; inspecting and supervising the installation of baits to kill rats in accordance with techniques; directing farmers in the provinces not to sow and transplant rice when it is cold under 150C. Up to now, the province has finished cultivating spring rice with a total area of nearly 32 thousand ha, ensuring the right schedule. In particular, the area of young rice (sowing on hard ground) accounts for over 73%, the rest is sown by the direct plantation. At present, pests and diseases such as rice blast disease (infected area: 46 ha, protected area: 40 ha) are now available in the fields; golden snail (infected area: 70 ha, protected area: 70 ha). As recommended by functional agencies, local farmers need to take care of rice on time according to the process of each variety, properly regulate water in the field, create favorable conditions for rice to grow and develop, regularly check the fields, timely monitor and prevent harmful pests and diseases. Besides spring rice cultivation, local farmers also actively plant spring vegetables. By March 25, the whole province has cultivated 7,227 ha of vegetables, of which: maize: 1,672 ha; peanut, soybean: 839 ha; medicinal plants, flowers and ornamental plants: 1,390 ha; other vegetables: 3,326 ha. The area for harvesting spring crops is 995 ha. Immediately after the Lunar New Year of 2019, all localities in the province have launched the tree-planting festival "Forever grateful to Uncle Ho". By March 25, 2019, the whole province has planted 185,600 trees, including 148,150 fruit trees and 37,450 shade trees. b. Breed The development of African swine fever: Currently, Hung Yen province has announced the epidemic in 45 communes of 10 districts and city: Trung Nghia and Phu Cuong (Hung Yen City); Yen Hoa, Dong Than, Hoan Long, Lieu Xa, Viet Cuong, Tan Viet, Thuong Kiet, Yen Phu, Trung Hung, Ngoc Long, Trung Hoa, Yen My town (Yen My); Bai Say, Van Du, Hong Quang, Hoang Hoa Tham, Tan Phuc, Bac Son, Phu Ung (An Thi); Nghia Dan, Duc Hop, Toan Thang, Luong Bang town (Kim Dong); Di Su, Ngoc Lam, Duong Quang, Nhan Hoa, Cam Xa, Xuan Duc, Phung Chi Kien, Phan Dinh Phung (My Hao); Nghia Tru, Vinh Khuc (Van Giang); Thien Phien, Nhat Tan, Hung Dao, Cuong Chinh (Tien Lu); Quang Hung and Minh Hoang (Phu Cu); Chi Dao (Văn Lâm); Da Trach, Tan Dan and Dong Tao (Khoai Chau). From February 1, 2019 to March 24, 2019, the whole province has destroyed 10,403 pigs (774.806 kg) at 392 households, 124 villages, 60 communes of 10 districts and city: Trung Nghia, Hong Nam, Hung Cuong, Phu Cuong (Hung Yen City); Yen Hoa, Dong Than, Lieu Xa, Trung Hung, Hoan Long, Giai Pham, Viet Cuong, Tan Viet, Thuong Kiet, Yen Phu, Ngoc Long, Minh Chau, Yen My town, Trung Hoa, Tan Lap, Thanh Long (Yen My); Bai Say, Hoang Hoa Tham, Tan Phuc, Hong Quang, Bac Son, Van Du, Phu Ung, Quang Vinh (An Thi); Nghia Dan, Duc Hop, Toan Thang, Luong Bang town, Hung An (Kim Dong); Di Su, Cam Xa, Ngoc Lam, Duong Quang, Nhan Hoa, Xuan Duc, Phan Dinh Phung, Ban town, Phung Chi Kien, Bach Sam (My Hao); Nghia Tru, Vinh Khuc (Van Giang); Thien Phien, Nhat Tan, Cuong Chinh, Hung Dao (Tien Lu); Quang Hung and Minh Hoang (Phu Cu); Chi Dao, Luong Tai, Trung Trac, Lac Dao and Minh Hai (Van Lam); Da Trach, Dong Tao, Tan Dan, Dai Tap (Khoai Chau). On March 24, 2019, the province has detected sick and dead pigs, which are suspected of being infected with African swine fever and destroyed them according to regulations. The epidemic continues to be complicated and spread widely in the whole province. Results of the implementation of epidemic prevention and control: From February 1, 2019 to March 23, 2019, 836 serum samples and 08 samples of sick and dead pigs were taken to the Central Veterinary Research Laboratory for testing. The result was 442/836 serum samples, 08/08 specimens positive for African swine fever virus. To send officers of the Veterinary Station in charge of the area to coordinate with the localities to daily check, grasp the situation of disease outbreaks and promptly report to the Steering Committees of districts and city. The province has provided 31,188 liters of chemicals and 696 tons of lime powder to disinfect. In which, the province supported: 23,116 liters; the district: 6,910 liters and 205 tons of lime powder; the commune: 1,162 liters and 491 tons of lime powder. The result of spraying disinfectant chemicals and sprinkling lime powder to date is as follows: 26,196 liters of disinfectant chemicals, 486 tons of lime powder corresponding to over 13.6 million m2 of stalls and environment (In which: The province has supported disinfectant chemicals at 10.2 million m2, the district and commune’s support and the farmers themselves: over 3.4 million m2). Specifically: The province's chemicals: 20,543 liters; the district’s chemicals and lime powder: 4,635 liters, 98 tons; the commune's chemicals and lime powder: 1,018 liters and 388 tons. In addition, localities have supported disinfectant sprayers and labor protection ... (Van Lam district, Hung Yen city). To establish the quarantine latch: The province has established 10 interdisciplinary animal quarantine latches on the main roads in the area adjacent to the provinces of Ha Nam, Thai Binh, Hai Duong and Hanoi city; districts and city have established 13 latches, in which: Hung Yen city: 01, Yen My: 7, Van Giang: 03, Phu Cu: 02; the commune have established 286 latches (Hung Yen City: 15; Tien Lu: 35; Kim Dong: 39; An Thi: 69; Yen My: 60; Khoai Chau: 13; My Hao: 14; Văn Giang: 3; Phu Cu: 27; Van Lam: 11) 2. Industrial production March is the month after the Lunar New Year, businesses have come into stable production, continue to focus on production and meet the requirements of the orders, markets and their production plans. The industrial production index in March increased by 10.93% over the same period in 2018, in which: mining industry increased by 5.55%; processing and manufacturing industries rose by 10.85%; the production and distribution of electricity, hot water and steam up 11.86%; water supply and wastewater and waste treatment increased by 12.44%. Some industrial products in the month increased over the same period in 2018 such as: Animal feed increased by 6.30%; poultry feed rose by 19.29%; carton boxes up 12.17%; paint and varnish soluble in water increased by 5.47%; the remaining plastic products not classified yet increased by 14.15%; construction clay bricks (except ceramic and porcelain) with the norm of 220x105x60mm rose by 14.98%; integrated electronic circuits up 20.77%; fiber optic, fiber optic bundles and fiber optic cables increased by 12.49%; mono wire in rolls up 11.81%; spare parts of motor vehicles increased by 14.05%. In the first quarter of 2019, the industrial production index increased by 10.41% as compared to the same period in 2018. In which: Mining industry (sand) increased by 3.24%; processing and manufacturing industries rose by 10.37%; electricity production and distribution up 8.51%; water supply, management and treatment of waste and wastewater increased by 14.03%. Some industrial products in the quarter increased as compared to the same period in 2018 such as: Poultry feed increased by 23.71%; carton boxes up 5.05%; paint and varnish soluble in water rose by 7.17%; the remaining plastic products not yet classified up 11.82%; construction clay bricks (except ceramic and porcelain) with the norm of 220x105x60mm increased by 23.27%; iron and steel of all kinds rose by 5.38%; integrated electronic circuits up 24.93%; fiber optic, fiber optic bundles and fiber optic cables increased by 13.69%; mono wire in rolls rose by 0.29%; spare parts of motor vehicles increased by 15.17%; commercial electricity up 8.51%... Besides, there are some products decreased as compared to the same period last year such as noodles, vermicellis, instant porridge decreased by 8.69%; cattle feed decreased by 1.99%. 3. Investment activity The investment capital for development in the province: In the first quarter of 2019, the investment capital for development is estimated to reach at VND 7,271,012 million, seeing an increase of 10.02% as compared to the same period in 2018. The investment capital for development is allocated by capital source as follows: Investment capital under the state budget: VND 514.802 million, up 11.63%; Government bond: VND 192,800 million, down 14.73%; investment credit capital according to the state plan: VND 161,160 million, up 0.88%; loans from other sources (in the state sector): VND 43,400 million, down 2.50%; equity capital of state-owned enterprises: VND 10,190 million, down 4.87%; investment capital of the population and private sector: VND 3,863,880 million, seeing an increase of 10.15%; foreign direct investment capital: VND 2.405.810 million, up 13.77%; other mobilized capital: VND 78,970 million, down 6.33%. The investment capital for development by economic sector: Agriculture, forestry and fishery: 254,743 million VND, up 5.0%; industry and construction: VND 4,210,253 million, up 11.77%; trade, services: VND 2,806,016 million, up 7.94%. The local budget investment capital in March is estimated to attain at VND 160,580 million, up 12.98% over the same period in 2018. Of which: provincial budget capital: VND 81,820 million, up 14.20%; the district one: VND 46,820 million, up 25.53%; the commune one: 31,940 million VND, down 3.75%. In the first quarter of 2019, the local budget investment capital is estimated to reach at VND 469,282 million, seeing an increase of 12.28% as compared to the same period of 2018. Of which: the provincial budget capital: VND 234,194 million, up 13.07%; the district one: VND 143,453 million, up 24.09%; the commune one: VND 91,635 million, down 3.77%. Foreign investment activity: As of March 19, 2019, there are 429 foreign-invested projects with the total registered capital of 4,441,781 thousand USD, of which from the beginning of the year to now, there are 7 new registered projects with the capital of 84,594 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 157 projects, with the registered capital of 2,937,604 thousand USD, accounting for 66.14% of total registered capital; secondly, Korea has 128 projects with the registered capital of 648,830 thousand USD, accounting for 14.61% of the total one; thirdly, China has 87 projects with the registered capital of 456,326 thousand USD, accounting for 10.27% of the total one. 4. Trade, services and prices a. Retail sale of goods and services March is the month after the Lunar New Year so the goods circulation in the market runs normally. Total retail sales of goods and services in March are estimated to reach at VND 2,812,346 million, up 14.23% as compared to the same period of 2018. Of which: Retail sales of goods are estimated to attain at VND 2,242,384 million, increased by 12.73%; revenue from accommodation and catering services: VND 155,820 million, up 16.11%; revenue on tourism: VND 542 million, up 16.81%; revenue on other services: VND 413,600 million, up 22.30%. In the first quarter of 2019, total retail sales of consumer goods and services are estimated to reach at VND 8,502,929 million, up 13.71% over the same period in 2018. In terms of industry, retail sales of goods in the first quarter of 2019 are estimated to reach at VND 6,796,616 million, accounting for 79.93% of the total retail sales of goods and services and increased by 12.04% over the same period in 2018. In which: Retail sales of food increased by 10.90%; garments rose by 5.43%; home appliances and equipment up 17.45%; cultural and educational items rose by 81.56%; wooden and construction materials up 3.03%; cars of all kinds increased by 13.96%; vehicles (except cars, including spare parts) rose by 2.23%; petrol and oil of all kinds up 23.69%; gemstone and precious metals increased by 30.13% ... Revenue from accommodation, catering, travel services in the first quarter of 2019 is estimated to attain at 466,226 million VND, accounting for 5.48% of the total retail sales of goods and services and increased by 14.15% over the same period last year. In which: revenue on accommodation service: VND 16,049 million, down 0.08%; catering service: VND 448,566 million, up 14.75%; travel service and tourism assistance activities: VND 1,612 million, up 9.51%. Revenue on other services in the first quarter of 2019 is estimated to get at VND 1,240,087 million, accounting for 14.58% of total retail sales of goods and services and increased by 23.64% over the same period in 2018. b. Consumer price index Consumer price index (CPI) in March decreased by 0.52% as compared to the previous month. In which: There are 5/11 groups of goods and services with lower price indexes than the previous month, including: catering service decreased by 1.70%; beverages and cigarettes declined by 0.72%; home appliances and equipment fell by 0.27%; culture, entertainment and tourism down 0.41%; other goods and services decreased by 0.11%. There are 4/11 groups of goods and services with increasing price indexes over the previous month, including: garments, hats, and footwear rose by 0.35%; housing, electricity, water, fuel and construction materials increased by 0.29%; traffic up 0.15%; post and telecommunications increased by 0.30%. There are 2/11 groups of goods and services with stable price indexes as compared to the previous month: medicines and medical service; education. As compared to December, 2018, CPI this month increased by 0.25%. In which: catering service increased by 0.38%; beverages and cigarettes rose by 1.17%; garments, hats, footwear up 0.04%; housing, electricity, water, fuel and construction materials increased by 1.08%; home appliances and equipment rose by 0.04%; transport service decreased by 1.90%; post and telecommunications decreased by 0.03%; culture, sports and entertainment increased by 0.17%; goods and other services decreased by 0.01%; the groups of medicines and medical service; education are stable as compared to 12/2018. As compared to the same period in 2018, CPI in March increased by 1.56%. In particular, catering service increased by 3.74%; beverages and cigarettes rose by 1.46%; garments, hats, footwear up 1.08%; housing, electricity, water, fuel and construction materials increased by 0.38%; home appliances and equipment rose by 1.14%; medicines and medical services fell by 0.53%; transport service decreased by 1.75%; post and telecommunication services decreased by 0.42%; education increased by 1.80%; culture, sports and entertainment rose by 0.22%; goods and other services decreased by 0.16%. On average, in the first quarter of 2019, CPI increased by 1.76% as compared to the same period in 2018. In which: catering service increased by 4.93%; beverages and cigarettes rose by 1.74%; garments, hats, footwear up 0.19%; housing, electricity, water, fuel and construction materials fell by 0.71%; home appliances and equipment rose by 0.94%; medicines and medical service fell by 0.53%; transport service decreased by 2.25%; post and telecommunications declined by 0.62%; education service increased by 1.80%; cultural, sports and entertainment services up 1.45%; goods and other services increased by 1.28%. Some factors affecting the CPI in the first three months of the year are as follows: the first three months of the year are the time in Tet holiday and traditional festivals of the nation, so the demand for shopping and consumption of people is higher, leading to an increase in prices of many types of goods and services; the outbreak of African swine fever has appeared in the province since mid-February, which has greatly influenced on the food price index in general and pork price in particular; the electricity price increases from March 20, 2019 according to the Decision No. 648 / QD-BCT dated 20/3/2019 of the Ministry of Industry and Trade. Accordingly, the electricity retail price is averagely VND 1,864.44 / kWh (excluding the value added tax), seeing an increase of 8.36% as compared to the current price of VND 1720.65 / Kwh . In addition to the increased impact factors, there are also the factors that reduce the price index in the first three months such as: the official application of prices of some types in health services according to the Circular No. 39/2018 / TT-BYT-BTC dated 30/11/2018 of the Ministry of Health - Ministry of Finance on regulating the price of health services using the health insurance from December, 2018 has made the medical index reduce significantly, in which: health service decreased by 0.7% over the same period. Gasoline price in the first three months of the year has been adjusted 6 times, of which it remained unchanged 4 times, decreased 1 time and increased 1 time. However, the average price over the same period of the petroleum group is low, down 8.35% as compared to the same period last year. c. Gold and US dollar price index The gold price index in March decreased by 0.51% as compared to the previous month and at the average price of VND 3,680,000 / tael. The US dollar price index increased by 0.03% over the previous month, the average price is 23,268 VND / USD. 5. Transport activity a. Passenger transport activity Passenger transport in March is estimated to reach at 1,235 thousand turns of carriers and 74,595 thousand turns of passengers, increased by 9.57% in turns of carriers and 10.84% in turns of passengers over the same period in 2018; the passenger transport revenue is estimated to attain at VND 58,072 million, seeing an increase of 13.23%. In the first quarter of 2019, passenger transport is estimated to reach at 3,772 thousand carriers and 232,456 thousand passengers, respectively increased by 11.29% in carriers and 11.66% in passengers over the same period in 2018; passenger transport revenue is estimated to attain at 177,124 million, up 14.74%. b. Cargo transport activity Cargo transport in March is estimated to reach at 2,464 thousand tons for freight and 88,043 thousand tons for rotational goods, increased by 9.25% in tons of freight and 9.09% in tons of rotational goods over the same period in 2018; cargo transport revenue is estimated to attain at VND 202.003 million, up 9.44%. In the first quarter of 2019, cargo transport is estimated to attain at 7,429 thousand tons for freight and 267,349 thousand tons for rotational goods, increased by 11.74% in tons of freight and 11.04% in tons of rotational goods in comparison with the same period in 2018. 6. Financial and banking activities a. State budget revenue Budget revenue in March is estimated to reach at VND 922,162 million, up 25.80% as compared to the same period of 2018. Of which: Domestic revenue: VND 651,662 million, up 18.25%; import and export taxes: VND 270,500 million, up 48.63%. Some revenues in the month are as follows: Revenue from central SOEs: VND 10.156 million, down 37.05%; revenue from local SOEs: VND 2,677 million, up 73.76%; revenue from foreign-invested enterprises: VND 89,680 million, up 2.19%; revenue from non-state sector: VND 245,206 million, up 40.70%; registration fee collection: VND 29,641 million, up 35.01%; personal income tax collection: VND 68,913 million, up 8.80%; revenue on housings and land: VND 162.895 million, up 29.42%... In the first quarter of 2019, the state budget revenue is estimated to attain at VND 3,075,474 million, up 22.99% as compared to the same period of 2018. Of which: Domestic revenue: VND 2,250,000 million, up 22.70%; import and export taxes: VND 825,474 million, up 24.47%. Some domestic revenues are as follows: Revenue from central SOEs: VND 34,000 million, up 4.60%; revenue from local SOEs: VND 14,000 million, up 34.70%; revenue from foreign-invested sector: VND 450,000 million, up 23.20%; revenue from non-state sector: VND 755,000 million, up 27.60%; registration fee collection: VND 88,000 million, up 30.61%; personal income tax: VND 231,000 million, up 17.71%; fees and charges: VND 26,000 million, down 19.07%; revenue on housings and land: VND 535,100 million, up 29.74%; other revenues: VND 42,900 million, down 15.50%. b. State budget expenditures From January 1, 2019 to March 20, 2019, the local state budget expenditure reached VND 2,425,320 million, getting 27.53% of the annual plan. In which: expenditure on development and investment: VND 1,232,012 million, reaching 49.06% of the plan; regular expenditure:1,193,308 million VND, reaching 18.94% of the plan. Some regular expenditures are as follows: expenditure on economic activities: VND 91,585 million; expenditure on education and training: 473.029 million VND; expenditure on health care: VND 57,955 million; expenditure on cultural and sports activities: VND 19,913 million; expenditure on social security: VND 119,993 million; expenditure on administrative management: 285,214 million VND; other expenditures: 135,677 million VND. c. Banking operation By March 31, 2019, the total capital of credit institutions is estimated to reach at VND 76,699,381 million, seeing an increase of 5.17% as compared to December 31, 2018. In which: the mobilized capital from the population and economic organizations: 66,993,219 million VND, increased by 4.51% and accounted for 87.35% of the total capital. Total outstanding loans to the economy reached VND 56,938,136 million, seeing an increase of 1.89% as compared to December 31, 2018. In which: short-term loans: VND 40,097,140 million, up 2.73%; medium and long-term loans: VND 16,840,996 million, down 0.04%. Outstanding loans in domestic currency: VND 54,349,505 million, up 1.56%; outstanding loans in foreign currency: VND 2,588,631 million, up 9.49%. Regarding to the credit quality: Bad debt (in group 3,4,5) is VND 1,209,127 million (accounting for 2.12% of total outstanding loans), seeing an increase of 1.46% as compared to December 31, 2018. II. Some social activities 1. Residential life and social security Residential life In the afternoon of February 19, 2019, the Department of Animal Health (Ministry of Agriculture and Rural Development) held a press conference on the situation of African swine fever and announced to dectect 2 outbreaks in Hung Yen and Thai Binh provinces. In particular, Hung Yen province detected 2 outbreaks in Dao Dang village, Trung Nghia commune (Hung Yen city) and Khoa Nhu 2 village, Yen Hoa commune (Yen My district). The epidemic continues to be complicated and spread widely in the whole province. On March 24, the epidemic has spread to 45 communes in 10 districts and city, directly affecting farmers. In the first 3 months of 2019, new policies on labor and salary were implemented and brought positive effects that directly impacted on the lives of officials and employees in the province. To implement the Decree No. 157/2018 / ND-CP stipulating region-based minimum wages from 2,920,000 VND to 4,180,000 VND / month from January 1, 2019 applied to employees working in enterprises, cooperatives, cooperative groups, farms, households, individuals, agencies and organizations that hire laborers. Regarding to foreign agencies and organizations, international organizations and foreign individuals in Vietnam hire employees under labor contracts, the minimum wage is higher than the old one from VND 160,000 to VND 200,000 per month. Besides, other policies of the Government continue to be implemented such as: From July 1, 2018, to implement the Decree No. 72/2018 / ND-CP on the adjustment of the basic salary increase from VND 1,300,000 / month to VND 1,390,000 / month (up 6.92%) for cadres, civil servants, officials and the armed forces. To implement the Decree No. 88/2018 / ND-CP regulating pensions, social insurance allowances and monthly allowances. High school education: There are 37 schools (public schools: 26, non-public schools: 14) and 3 interdisciplinary schools, with 32,678 students, the rate of 9th grade students going into grade 10 is 78.14% (of which: public schools: 62.6%; non-public schools: 15.54%). Continuing education: There are currently 02 provincial continuing education centers and 9 district-level centers. In addition, there are 161 community learning centers, 4 colleges and intermediate schools that teach high school program and attract 5,150 students. Professional education: There are 6 universities in the whole province, 5 universities have been operating (1 school waiting for the Ministry of Education and Training to grant the operation permission), 1 pedagogical college, 1 intermediate schools specializing in Preschool. b. About facilities for teaching The whole province has 9,422 classrooms (up 286 rooms as compared to the 2017-2018 school year), of which the solid classrooms are 8,384 rooms. The rate of solid classrooms of Pre-school is 77.58%, Primary school: 92.47%, Secondary school: 97.06%, High school: 94.99%, Continuing education: 85.55%; new ones: 575 rooms.
