Hung Yen's socio-economic situation in February and in 2 months of 2019

1. Agriculture and fishery

1.1. Agriculture

Cultivation

The major task in agricultural production in the past time of localities is to focus on quickly harvesting winter-crop vegetables and cultivating spring rice.

The winter crop production: According to the survey, the cultivated area of ​​winter crops in 2019 of the province reaches 9,461 ha, decreasing by 1,662 ha, equivalent to decreasing by 14.94% as compared to the winter crop of 2018. In which : maize: 2,165 ha, down 1,192 ha (down 34.51%); sweet potato: 307 ha, down 22 ha (down 6.78%); soybean: 211 ha, down 99 ha (down 31.96%); peanut: 124 ha, down 1 ha (down 0.96%); vegetables: 5,314 ha, down 981 ha (down 15.59%). Thus, the cultivated area of ​​winter crop do not reach the plan set out. The main reason is that human resources serving for agricultural production are declining because the outcome from winter crop cultivation is not high as compared to the non-agricultural production, leading to many rural workers not eager for winter crop production. Another cause is also very important, which is the increase in seed, fertilizer and soil work, while the price of winter crop products has not raised much, affecting the investment in intensive farming and expansion of the cultivated area; a part of the cultivated area of ​​annual crops is converted to fruit trees with the high economic value by the localities (such as orange, grapefruit, guava...).

Up to now, localities in the province have basically finished harvesting winter crops, especially the areas serving for spring rice cultivation, a small part of the remaining area mainly is the land along the Red River, which is not used for rice cultivation. This year, the weather is favorable, although during the growth and development period of crops, there are some extremely colds, pets and diseases, it does not significantly affect the productivity and yield. Therefore, most vegetables this year have better productivity than those in the previous year.

The spring crop production: In the spring rice crop this year, the whole province is expected to cultivate 31,440 ha, of which 21,000 ha of high quality rice will be planted (accounting for 66.79% of the cultivated area) with the rice varieties such as: Bac Thom 7, Huong Thom 1... and sticky rice varieties. Along with that, to strengthen the expansion of the cultivated area of hybrid rice varieties, accounting for about 22-25% of the area (about 7-8 thousand ha) such as Thien uu 8, TBR1, TH 3-3...., and implement the big sample fields in some localities.

In order to successfully implement the spring crop plan, over the past time, all levels, branches and localities in the province have actively directed some key tasks: The Agriculture sector is supposed to supply enough paddy, including preventive seeds for farmers in the province; according to the direction of the central, the schedule for taking water to cultivate the winter-spring crop this year is a total of 16 days, including 3 phases (phase 1 from 21 / 01-24 / 01; phase 2 from 31/01-03 / 02; phase 3 from 15 / 2-22 / 2), to mobilize 100% of pumping stations (including the ones managed by the commune) to serve the field irrigation, actively store water in ponds, lakes and rivers, not let water go out to rivers, causing waste and affecting the irrigation of rice after sowing; inspect and supervise the installation of baits to kill rats in accordance with techniques; direct farmers in the provinces not to sow rice when it is cold under 150 C.

As of February 25, 2019, the whole province has cultivated 29,838 ha of spring rice, of which: 21,906 ha is cultivated and 7,932 ha is directly planted; 4,027 thousand mice are killed in the first phase. This year, the weather is warm, so the progress of spring rice cultivation is faster than that in the previous year. Local farmers need to take care and manure the first time for the rice; regularly check fields, monitor and timely control pests and diseases on the cultivated areas.

Local farmers also actively cultivate spring crop vegetables. Up to now, the province has planted 5,297 ha of vegetables, of which maize: 1,545 ha; peanut, soybean: 782 ha; medicinal herbs, ornamental plants: 793 ha; other vegetables: 2.177 ha.

Breed

By summarizing the results of the livestock survey on 01/01/2019, as compared with the same period last year: The total number of cattle and poultry in the province is stable. Buffaloes: 2.721, up 0.48%; cows: 35,385, up 0.75%; the pig herd grows stably over the same period; poultry herd: 8.620 thousand, up 3.12%, of which chickens increased by 2.70%. During this time (the time of collecting the survey information), the breeding situation is stable, disease has not yet occurred, the selling price is good, the vaccination for disease prevention and control of the province has been carried out regularly, synchronously and promptly.

On February 19, 2019 afternoon, the Department of Animal Health (Ministry of Agriculture and Rural Development) held a press conference on the situation of African swine fever and announced that the outbreaks were detected in Hung Yen and Thai Binh provinces. In particular, 2 outbreaks were detected in Dao Dang village, Trung Nghia commune (Hung Yen city) and Khoa Nhu 2 village, Yen Hoa commune (Yen My district). After detecting the above outbreaks, the Department of Animal Health has immediately destroyed all infected pigs. Local authorities have set up barriers to stop the transportation and trade of alive pigs and pork products and disinfected all breeding areas and residental markets.

2. Industrial production

Industrial production index in February increased by 9.16% over the same period in 2018, in which: mining industry increased by 9.47%; processing and manufacturing industry rose by 9.22%; the production, distribution of electricity, hot water and steam up 6.90%; water supply and wastewater and waste treatment increased by 10.34%. However, the growth rate of production index this month is lower than that in January (up 10.51%). The main reason is that this is the time in the Lunar New Year festival so the number of days of holidays is long, which has affected the overall production of enterprises.

Some industrial products in the month increased over the same period in 2018 such as: poultry feed increased by 47.31%; non-carbonated mineral water rose by 4.71%; clothes of all kinds up 10.34%; wooden windows and doors increased by 7.39%; paint and varnish soluble in water rose by 5.68%; plastic products up 10.35%; construction clay bricks (except ceramics and porcelain) with the size of 220x105x60mm, increased by 25.24%; integrated electronic circuits rose by 33.16%; fiber optic, fiber optic bundles and fiber optic cables up 16.56%; other circuit protection devices for the voltage ≤ 1000V and not classified rose by 5.70%; spare parts of motor vehicles increased by 11.29%; commercial electricity up 6.90%.

In the first two months of 2019, the industrial production index increased by 9.89% as compared to the same period in 2018. In which: Mining industry (sand) increased by 5.45%; processing and manufacturing industry rose by 9.90%; electricity production and distribution up 6.86%; water supply, management and treatment of waste and waste water increased by 13.47%. Some industrial products increased over the same period in 2018 such as: poultry feed rose by 43.66%; non-carbonated mineral water increased by 5.76%; clothes of all kinds up 8.14%; wooden windows and doors increased by 14.85%; paint and varnish soluble in water up 8.12%; plastic products increased by 10.63%; clay bricks (except ceramic and porcelain) with the size of 220x105x60mm, rose by 27.96%; integrated electronic circuits increased by 27.25%; multi-purpose direct current / alternating current motors with a capacity of 37.5W rose by 19.72%; fiber optic, fiber optic bundles and fiber optic cables increased by 14.35%; spare parts of motor vehicles rose by 15.74%; commercial electricity up 6.86%.

3. Investment activity

The investment capital under the local budget: The implementation of the investment capital for development under the local budget in February is not favorable due to the long day off of the Lunar New Year holiday, the new works and projects have not been performed much, which has partly affected the progress and value of the works and projects.

The investment capital for development in February is estimated to reach VND 127,450 million, up 10.44% as compared to the same period of 2018. Of which: the provincial budget capital reached VND 61,430 million, seeing an increase of 9.29%; the district one: VND 41,850 million, up 28.75%; the commune one: 24,170 million VND, down 9.45%.

Generally for the first two months of 2019, the investment capital under the local budget is estimated to reach at VND 307,155 million, seeing an increase of 11.36% as compared to the same period of 2018. Of which: the provincial budget capital reached VND 150,295 million, seeing an increase of 10,93 %; the district one: VND 99,001 million, up 26.43%; the commune one: VND 57,859 million, down 6.74%.

Foreign investment: As of February 19, 2019, the whole province has had 425 foreign-invested projects, with a total registered capital of US $ 4,414,562 thousand, including 3 licensed projects in 2019 with a registered capital of 79,215 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 156 projects, with the registered capital of 2,930.803 thousand USD, accounting for 66.39% of the total registered capital; secondly, Korea has 128 projects, with the  registered capital of 647,030 thousand USD, accounting for 14.66% of the total; thirdly, China has 84 projects, with the registered capital of 439.708 thousand USD, accounting for 9.96% of the total.

4. Trade and services

Total retail sales of goods and services in February are estimated to reach at VND 2,815,963 million, up 11.21% as compared to the same period in 2018. Of which: the retail sales of goods are estimated to reach at VND 2,247,987 million, up 9.04%; revenue from accommodation and catering services: VND 155,096 million, up 15.09%; revenue on tourism: VND 550 million, up 5.76%; revenue on other services: VND 412,331 million, seeing an increase of 22.97%. Generally for the first two months of 2019, total retail sales of goods and consumer service revenue are estimated to reach at VND 5,681,484 million, up 13.15% over the same period in 2018.

In terms of industries, the retail sales of goods in the first two months of 2019 are estimated to reach at 4,544,997 million VND, accounting for 80.0% of the total retail sales of goods and services and seeing an increase of 11.47% over the same period in 2018. In which: The retail sales of food increased by 12.50%; garments rose by 0.85%; home appliances and equipment increased by 14.86%; cultural and educational items rose by 144.18%; wood and construction materials up 2.17%; cars of all kinds fell by 1.68%; means of transport (except cars, including spare parts), declined by 2.30%; types of petrol and oil increased by 23.05%; gemstone and precious metals rose by 35.73%...

Revenue from accommodation, catering, travel services in the first two months of 2019 is estimated to reach at 310,170 million VND, accounting for 5.46% of the total retail sales of goods and services and seeing an increase of 12.01% over the same period in 2018. In which: revenue on accommodation is estimated to get at VND 10,323 million, up 8.66%; catering service: VND 298,767 million, up 12.15%; travel service and tourism assistance activities: VND 1,080 million, up 7.14%.

Revenue on other services in the first two months of 2019 is estimated to reach at VND 826,317 million, accounting for 14.54% of the total retail sales of goods and services and seeing an increasing of 23.90% as compared to the same period of 2018.

5. Consumer price index

February is the time of the Lunar New Year festival and many festivals in early spring, so the demand for shopping and consumption of people is higher than that in other months of the year. Therefore most commodity prices have increased slightly as compared to the previous month and the same period last year.

As compared to the previous month, in February, Consumer Price Index (CPI) increased by 0.71%, of which: there are 8/11 groups of goods and services with increased price indexes, including catering service: 1.31%; beverages and cigarettes: 0.69%; garments, hats and footwear: 0.12%; housing, electricity, water, fuel and construction materials: 0.52%; home appliances and equipment: 0.49%; traffic: 0.94%; culture, entertainment and tourism: 0.78%; goods and other services: 0.09%. There are 3/11 groups of goods and services with stable price indexes as compared to the previous month: medicine and medical service; post and telecommunications and education.

As compared with December 2018, Consumer Price Index this month increased by 0.77%, of which, catering service rose by 2.12%; beverages and cigarettes increased by 1.90%; garments, hats, footwear down 0.31%; housing, electricity, water, fuel and construction materials increased by 0.78%; home appliances and equipment rose by 0.31%; transport service decreased by 2.05%; post and telecommunications fell by 0.33%; culture, sports and entertainment up 0.58%; goods and other services rose by 0.10%; the group of drugs, health service, education is stable as compared to 12/2018.

As compared to the same period in 2018, Consumer Price Index in February increased by 1.84%, of which: catering service rose by 5.30%; beverages and cigarettes increased by 1.72%; garments, hats, footwear down 0.05%; housing, electricity, water, fuel and construction materials fell by 0.68%; home appliances and equipment rose by 0.66%; medicine and medical service fell by 0.53%; transport service decreased by 2.54%; post and telecommunication services decreased by 0.73%; education increased by 1.80%; culture, sports and entertainment up 2.03%; goods and other services increased by 1.19%.

On average, in the first two months of 2019, Consumer Price Index increased by 1.87% as compared to the same period in 2018, in which: catering service rose by 5.53%; beverages and cigarettes increased by 1.89%; garments, hats, footwear down 0.26%; housing, electricity, water, fuel and construction materials fell by 1.24%; home appliances and equipment rose by 0.83%; medicine and medical service fell by 0.53%; transport service decreased by 2.49%; post and telecommunications fell by 0.72%; education service increased by 1.80%; cultural, sports and entertainment services up 2.07%; goods and other services increased by 2.02%.

b. Gold and US dollar price index

In February, the gold price index increased by 2.01% over the previous month and at the average price of VND 3,699,000 / tael. The US dollar price index increased by 0.03% over the previous month, the average price is 23,260 VND / USD.

6. Transport activity

a. Passenger transport activity

Passenger transport in February is estimated to reach at 1,302 thousand carriers and 81,358 thousand passengers, respectively, increased by 12.32% in carriers and 12.70% in passengers over the same period of 2018. Passenger transport revenue is estimated to get at VND 61,749 million, up 16.99% as compared to the same period of 2018. Generally for the first two months of 2019, passenger transport is estimated to reach at 2,537 thousand carriers and 158,361 thousand passengers, seeing an increase of 12.15% in carriers and 12.40% in passengers as compared to the same period in 2018; passenger transport revenue is estimated to get at VND 119,542 million, up 15.97%.

b. Cargo transport activity

Cargo transport in February is estimated to reach at 2,191 thousand tons of freight and 81,727 thousand tons of rotational goods, seeing an increase of 8.82% in tons of freight and 9.18% in tons of rotational goods over the same period last year; cargo transport revenue is estimated to get at 186,662 million VND, up 10.84%. Generally for the first two months of 2019, cargo transport is estimated to reach at 4,898 thousand tons for freight and 179,106 thousand tons for rotational goods, seeing an increase of 11.49% in tons of freight and 11.90% in tons of rotational goods respectively as compared to the same period in 2018; cargo transport revenue is estimated to get at VND 419,075 million, up 13.11%.

7. Financial and banking activities

a. State budget revenues

Budget revenue in February is estimated to attain at VND 790,737 million, up 22.17% as compared to the same period of 2018. Of which: Domestic revenue: VND 627,970 million, up 45.61%; import and export taxes: VND 162,767 million, down 24.63%. Some revenues in the month are estimated as follows: Revenues from foreign-invested enterprises: VND 108,158 million, up 24.97%; revenue from non-state sector: 231,112 million VND, up 59.14%; registration fee collection: VND 15,154 million, up 7.03%; personal income tax: VND 69,550 million, seeing an increase of 20.94%; revenue from land and housings: 146,993 million VND, seeing an increase of 98.47%...

Generally for the first two months of 2019, the state budget revenue is estimated to attain at VND 2,108,129 million, seeing an increase of 19.27% ​​as compared to the same period of 2018. Of which: Domestic revenue: VND 1,580,000 million, up 22.90% ; import and export taxes: VND 528,129 million, seeing an increase of 9.76%. Some domestic revenues are as follows: Revenue from central SOEs: VND 15,000 million, down 8.40%; revenue from local SOEs: VND 12,000 million, up 36.50%; revenue from foreign-invested sector: VND 340,000 million, up 22.80%; revenue from non-state sector: VND 535,000 million, up 27.80%; registration fee collection: VND 60,000 million, seeing an increase of 32.09%; personal income tax: VND 160,000 million, seeing an increase of 20.38%; fees and charges: VND 21,000 million, down 17.97%; revenue from land and housings: VND 366,700 million, up 27.85%; other revenues: VND 25,300 million, up 30.0%.

b. State budget expenditures

From January 1, 2019 to February 19, 2019, the local state budget expenditure reaches VND 1,206,577 million, getting 13.69% of the annual plan. In which: expenditure on development and investment: VND 443,367 million, reaching 17.65% of the plan; regular expenditures: 763,210 million VND, reaching 12.12% of the plan. c. Banking operation

As of 31 January 2019, the total capital of credit institutions reached 73,830,131 million VND, seeing an increase of 1.24% as compared to December 31, 2018. In which: mobilized capital from the population and economic organizations: 64,260.809 million VND, increased by 0.25% and accounted for 87.04% of the total capital.

Total outstanding loans to the economy reached VND 56,715,066 million, seeing an increase of 1.49% as compared to December 31, 2018. In which: short-term loans: VND 39,589,448 million, up 1.43%; medium and long-term loans: VND 17,125,618 million, seeing an increase of 1.65%. The loans in local currency: VND 53,934,852 million, up 0.78%; the loans in foreign currency: VND 2,780,214 million, up 17.59%. Regarding credit quality: Bad debt (group 3,4,5) is 1,234,410 million VND (accounting for 2.18% of total outstanding loans), up 3.58% as compared to December 31, 2018.

8. Some social activities

a) Cultural and sports activities

To welcome the New Year of 2019, on New Year's Eve, Hung Yen province organized 7 low-level firework points in 6 districts of Van Lam, My Hao, Yen My, Kim Dong and Phu Cu (In Van Lam district, there are 2 firework displays including the center of the district, Nom pagoda, Dai Dong commune) and Hung Yen city. The firework funding comes from individuals and businesses in localities. In addition, in the districts and city, the art performances took place to welcome a new year. This is an annual activity to create a joyful atmosphere for celebrating the Party and the Spring and arouse and educate the revolutionary tradition and patriotism among people.

During the Lunar New Year, localities in the province organized many cultural and art activities and festivals to attract the participation of many people such as: The werstling festival of Noi Lang village - Thu Sy commune, Tien Lu district; the water procession at the beginning of the year during the Holy Temple festival in Kim Dong district; Phu Ung Temple Festival, An Thi district; the calligraphy exhibition and Ca Tru singing at the Literature Temple of Xich Dang...

From February 14 to 17, 2019, at Phu Ung Temple historical and cultural relic, Phu Ung commune, An Thi district, Hung Yen Provincial Library held a display to introduce books and newspapers with the theme: "Celebrate the Party and the Spring" to serve people, readers and tourists to visit, study and learn about the great Party and Uncle Ho; on the outstanding achievements of the country, the provinces and cities in 2018 in the fields of politics, economy, culture, society, security and national defense.

On February 8, at the Provincial Museum (Hung Yen city), the Provincial Party Committee, the People's Council and People's Committee of Hung Yen province held the launching ceremony of the tree-planting festival "Forever grateful to Uncle Ho" - Ky Hoi Spring 2019. By February 25, 2019, the whole province has planted 131,900 trees, including 105,000 fruit trees and 26,900 shade trees.

b) Taking care of policy beneficiaries and people with meritorious services

On the occasion of the Lunar New Year of 2019, the State President and the Provincial Party Committee – the People's Council – the People’s Committee – the Provincial Fatherland Front Committee visited and gave gifts to people who have made meritorious services to the revolution, policy beneficiaries and supported to social beneficiaries, as specifically: To donate 35,319 gifts of the State President with the amount of 7,246.4 million VND for policy beneficiaries and people with meritorious services to the revolution; 35,316 gifts of the Provincial Party Committee - the Provincial People's Council - the Provincial People's Committee – the Provincial Fatherland Front Committee for people with meritorious services, relatives of people with meritorious services, families of soldiers working in Truong Sa, Hoang Sa and DK1 rig with the amount of VND 500,000 / gift (including VND 300,000 in cash and 01 gift bag); to present gifts to 05 nursing centers for people with meritorious services inside and outside the province with the amount of VND 3,000,000 / unit and the soldiers who are being cared for at the centers; the provincial leaders directly visited and presented gifts to 23 families with meritorious services in the province with the amount of VND 1,500,000 / gift (including VND 1,000,000 in cash and 01 gift). To award the cards and gifts of the State President to the elderly at the age of 100, the cards and gifts of the Chairman of the Provincial People's Committee for the elderly at the age of 90; to visit and give gifts to 25,344 elderly people at the ages of 70, 75, 80, 85, 90, 91, 92, 93, 94, 95, 96, 97, 98, 99, 100 and over 100 years old, the total amount is VND 8,919.55 million.

To support 9,953 poor households to celebrate Tet holiday at VND 300,000 / household (of which VND 250,000 comes from the provincial budget and VND 50,000 from the Fund for the Poor). The total amount is VND 2,985.9 million.

To support 757 subjects taked care for in 05 social charity establishments in the province with the amount of 200,000 VND / person. The total amount is 151.4 million VND.

To visit, give gifts and support (in cash and items) to 4,902 disadvantaged and poor children with the amount of over 1.47 billion VND, mainly from the Child Protection Fund at all levels (in which the provincial budget is 194 million VND).

In addition to the central and provincial budgets as mentioned above, the localities have extracted the budget, mobilized organizations, individuals and businesses to give gifts to poor households, households of social beneficiaries and the elderly.

c) Medical activity

Disease surveillance work is carried out regularly; there is no epidemic in the province. There is no case of infectious diseases causing dangerous epidemics such as: cholera, Japanese B encephalitis, dengue... Some other infectious diseases appear sporadically in districts. Distribution of expanded vaccines and supplies as planned for grassroots health to implement vaccination for children monthly, during and after vaccination, no accidents occurred.

Food safety and hygiene: To establish an interdisciplinary inspection and examination team on food safety during the Lunar New Year and the Spring Festival in 2019. To inspect according to the Decision No. 15 / QD-ATTP dated 08/01/2019 on the inspection of food safety for canteen and collective kitchens in the province. The results are as follows: checking 20 establishments; the number of establishments meeting the standards: 20; 10 samples were sent to labo testing and waiting for the results. To conduct unexpected inspection on food safety for Thanh Loc production establishment, to handle the administrative violations against the establishments with the acts of Goods with labels (including stamps or additional labels) or attached documents not fully or incorrectly written required contents on the labels or contents must be shown on labels according to the law provisions on goods labels. The fine is VND 2,500,000.

d) Environmental protection and fire and explosion prevention

From January 16, 2019 to February 15, 2019, Hung Yen province did not detect and handle any environmental violations.

e) Traffic safety

According to data from the Traffic Safety Department of Hung Yen province, from January 16, 2019 to February 15, 2019, there are 12 traffic accidents (all are road accidents), 10 people killed, 6 people injured. From the beginning of the year to the end of February 15, 2019, the province has 30 traffic accidents, 25 people killed, 18 people injured. As compared to the same period in 2018, the number of accidents increased by 4 cases, up15.38%; the number of deaths rose by 8 people, up 47.06%; the number of injured people increased by 1 person, up 5.88%
