Hung Yen's socio-economic situation in April and the first 4 months of 2019

1. Agriculture and fishery

       The agricultural production in the province focuses on the care and prevention of pests for the spring rice and crops and the prevention of diseases for livestock and poultry.

       1.1. Agriculture

       a. Crop

       From the end of cultivation until now, in general, the weather conditions are relatively favorable for rice to grow. However, there are also pests and diseases of rice in the field of thick implant, unbalanced fertilization and over-fertilization such as P.grisea (the infected area: ​​475 ha, the prevented area: ​​1,215 ha); Rhizoctonia solani Kuhn (the infected area: ​​850 ha, the prevented area: 586 ha); the infected area by mice: 163 ha.

      In addition to pest and disease prevention for rice and vegetables, localities have also focused on taking care of fruit trees. At this time, fruit trees such as longan, litchi, orange and tangerine are in flowering and fruiting period. The specialized agency recommends that local farmers should carry out the application of specialized fertilizers to increase fruiting capacity, monitor and timely prevent pests and diseases (bugs, spiders...).

       b. Breed

       The African swine fever: From February 1, 2019 to April 17, 2019, the whole province has destroyed 51,531 pigs (equivalent to 3,475 tons of pork) at 4,080 households, 454 villages and 121 communes of 10 districts and city.

       Up to now, there have been 75 communes of 10 districts and city suffered from the epidemic, including: Hung Yen City (03 communes): Trung Nghia, Phu Cuong and Lien Phuong; Yen My (16 communes and towns): Yen Hoa, Dong Than, Hoan Long, Lieu Xa, Viet Cuong, Tan Viet, Ly Thuong Kiet, Yen Phu, Trung Hung, Ngoc Long, Trung Hoa, Yen My town, Minh Chau, Tan Lap, Thanh Long, Nghia Hiep; An Thi (10 communes): Bai Say, Van Du, Hong Quang, Hoang Hoa Tham, Tan Phuc, Bac Son, Phu Ung, Xuan Truc, Van Nhue and Ha Le; Kim Dong (05 communes and towns): Nghia Dan, Toan Thang, Luong Bang town, Hiep Cuong and Chinh Nghia; My Hao (12 communes): Di Su, Ngoc Lam, Duong Quang, Nhan Hoa, Cam Xa, Xuan Duc, Phung Chi Kien, Phan Dinh Phung, Minh Duc, Bach Sam, Hung Long and Hoa Phong; Van Giang (03 communes): Nghia Tru, Vinh Khuc, Long Hung; Tien Lu (11 communes): Thien Phien, Nhat Tan, Hung Dao, Cuong Chinh, Thuy Loi, Hai Trieu, Ngo Quyen, Di Che, Vuong town, Thu Sy and Duc Thang; Phu Cu (07 communes): Quang Hung, Minh Hoang, Nguyen Hoa, Tien Tien, Dinh Cao, Nhat Quang, Minh Tan; Van Lam (03 communes): Chi Dao, Luong Tai, Dinh Du; Khoai Chau (05 communes): Da Trach, Tan Dan, Dong Tao, Dan Tien and Viet Hoa.

       As of the end of April 17, 2019, there is one commune announcing the end of epidemic, which is Duc Hop commune, Kim Dong district (The epidemic ends on March 29, 2019); 02 communes with destroyed pigs after 30 days are Giai Pham commune (Yen My) and Hong Nam commune (Hung Yen city); there are no more outbreaks in 02 communes over 20 days, namely Dai Tap (Khoai Chau) and Hung An (Kim Dong).

      On April 17, 2019, it continues to discover sick and dead pigs suspected of being infected with African swine fever and destroy them according to the regulations, of which: Yen My district: 762 (54,527 kg) in 74 households, 31 villages, 11 communes (Thanh Long, Yen My town, Lieu Xa, Tan Viet, Yen Phu, Nghia Hiep, Trung Hung, Trung Hoa, Ly Thuong Kiet, Hoan Long); Phu Cu district: 471 (30.559 kg) in 47 households, 14 villages and 13 communes (Tien Tien, Minh Hoang, Nhat Quang, Dinh Cao, Minh Tien, Minh Tan, Nguyen Hoa, Tam Da, Tong Phan and Tong Tran, Tran Cao); Khoai Chau district: 494 (25,956 kg) in 26 households, 14 villages and 9 communes (Viet Hoa, Tan Dan, Da Trach, Phung Hung, Dong Tao, Dan Tien, Hong Tien, Binh Minh, and Ong Dinh); Kim Dong district (April 15-16, 2019): 716 (57,455 kg) in 96 households, 20 villages and 10 communes (Nghia Dan, Vinh Xa, Vu Xa, Chinh Nghia, Pham Ngu Lao, Luong Bang town, Nhan La, Song Mai, Toan Thang and Hiep Cuong); Tien Lu district: 414 (20,855 kg) in 34 households, 16 villages, 11 communes (Cuong Chinh, Thuy Loi, Thu Sy, Di Che, Ngo Quyen, Duc Thang, Hung Dao, Vuong town, An Vien and Thien Phien, Hai Trieu); Van Lam district: 575 (26,900 kg) in 94 households, 38 villages, 10 communes (Trung Trac, Dinh Du, Viet Hung, Luong Tai, Minh Hai, Dai Dong, Lac Hong, Chi Dao and Lac Dao, Nhu Quynh town); Hung Yen city: 96 (5,407 kg) in 05 households, 05 villages and 3 communes (Lien Phuong, An Tao and Hoang Hanh); Van Giang district (April 15-16, 2019): 252 (16,820.5 kg) in 31 households, 14 villages and 3 communes (Vinh Khuc, Nghia Tru and Tan Tien).

      The assessment: In Hung Yen province, the epidemics continue to be complicated and spread widely.

       The results of the epidemic prevention and control: From February 1, 2019 to April 17, 2019, Veterinary Department has taken 1,543 serum samples, 08 samples of sick and dead pigs and sent them to the Central Veterinary Diagnostic Center for testing. As a result, there are 1,087 / 1,543 serum samples, 08/08 specimens positive for African swine fever virus. To dispatch officials of the Veterinary Department in charge of the area to coordinate with the localities to check and grasp the situation of disease outbreaks on pigs and timely report to the District Steering Committee.

      The province has provided 46,318 liters of chemicals and 876 tons of lime powder to disinfect. In which, the province supported: 35,786 liters; the district: 6,910 liters, 216 tons of lime powder; the commune: 1,442 liters, 500 tons of lime powder; farmers: 2,180 liters, 160 tons of lime powder.

     The result of spraying disinfectant chemicals and sprinkling lime powder to date is as follows: 44,141 liters of disinfectant chemicals, 707 tons of lime powder corresponding to over 22.8 million m2 of stalls and environment (In which: The province has supported disinfectant chemicals at 17.8 million m2, the district and commune’s support and the farmers themselves: over 5.0 million m2). Specifically: The province's chemicals: 35,786 liters; the district’s chemicals and lime powder: 5,117 liters, 109 tons; the commune's chemicals and lime powder: 1,058 liters and 438 tons; farmers’ chemicals and lime powder: 2,180 liters, 160 tons. In addition, localities have supported disinfectant sprayers, labor protection... (Van Lam district, Hung Yen city).

    To establish the quarantine latch: The province has established 10 interdisciplinary animal quarantine latches on the main roads in the area adjacent to the provinces of Ha Nam, Thai Binh, Hai Duong and Hanoi city; districts and city have established 14 latches, in which: Yen My: 07, Van Giang: 05, Phu Cu: 02; the commune have established 280 latches (Hung Yen City: 15; Tien Lu: 37; Kim Dong: 33; An Thi: 66; Yen My: 60; Khoai Chau: 13; My Hao: 14; Van Giang: 4; Phu Cu: 27; Van Lam: 11)

              2. Industrial production

       a. Industrial production index

       As compared to the previous month, April's industrial production index increased by 5.84%, of which: mining industry increased by 1.99%; processing and manufacturing industry rose by 5.88%; electricity production and distribution up 3.13%; water supply, waste management and treatment activities increased by 7.94%. Some industrial products increased in comparison with the previous month such as: noodles, vermicelli, instant porridge increased by 9.85%; poultry feed rose by 2.27%; non-carbonated mineral water up 7.28%; clothing of all kinds increased by 7.32%; paint and varnish soluble in water up 14.88%; plastic products increased by 10.19%; integrated electronic circuits rose by 11.70%; mono wire in rolls up 22.48%.... Besides, there are some products decreased as compared to the previous month such as: animal feed down 2.0%; other circuit protection devices for voltage ≤ 1,000V not yet classified down 2.84%; fiber optic and fiber optic bundles, fiber optic cables down 7.14%; ...

    As compared to the same period in 2018, April's industrial production index increased by 10.94%, of which: mining industry increased by 6.09%; processing and manufacturing industry rose by 11.02%; production and distribution of electricity, hot water and steam up 6.80%; water supply and waste treatment increased by 13.73%. Some industrial products in the month increased over the same period last year such as noodles, vermicelli, instant porridge increased by 4.15%; animal feed rose by 8.92%; poultry feed up 15.95%; carton boxes increased by 24.52%; paint and varnish soluble in water rose by 10.07%; the remaining plastic products not classified yet, up 15.78%; construction clay bricks (except ceramics and porcelain) with the norm of 220x105x60mm increased by 11.84%; integrated electronic circuits rose by 2.94%; fiber optic and fiber optic bundles, fiber optic cables up 12.10%; mono wire in rolls increased by 11.01%; spare parts of motor vehicles rose by 22.35%.

       In the first four months of 2019, the industrial production index increased by 10.54% over the same period in 2018. In which: Mining industry (sand) increased by 3.91%; processing and manufacturing industry rose by 10.57%; electricity production and distribution up 7.24%; water supply, waste management and treatment activities increased by 14.07%. Some industrial products increased as compared to the same period in 2018 such as: poultry feed increased by 23.91%; non-carbonated mineral water rose by 5.92%; clothing of all kinds up 4.15%; wooden windows and doors increased by 9.51%; paint and varnish soluble in water increased by 7.99%; plastic products rose by 12.53%; construction clay bricks (except ceramic and porcelain) with the norm of 220x105x60mm up 20.06%; iron and steel of all kinds increased by 5.04%; integrated electronic circuits rose by 13.03%; multi-purpose direct current / alternating current motors with a capacity of> 37.5W up 14.29%; fiber optic and fiber optic bundles, fiber optic cables increased by 13.30%; mono wire in rolls up 13.92%; spare parts of motor vehicles increased by 16.94%. Besides, there are also some products that decreased as compared to the same period last year such as noodles, vermicelli, instant porridge decreased by 0.49%; cattle feed decreased by1.74%.

       3. Investment activity

       The investment capital in local budget in April is estimated to reach at VND 171,300 million, up 7.49% over the previous month and 13.43% as compared to the same period of 2018. Of which, the provincial budget capital: VND 84,050 million, up 7.43% over the previous month and 11.02% over the same period last year; the district one: VND 45,990 million, up 7.75% as compared to the previous month and 12.14% as compared to the same period last year; the commune one: 41,260 million VND, up 7.31% over the previous month and 20.30% over the same period last year.

       Generally for the first four months of 2019, the local budget investment capital is estimated to reach at VND 639,371 million, seeing an increase of 12.37% as compared to the same period in 2018 and reached 25.27% of the plan. Of which: the provincial budget capital: VND 314,660 million, seeing an increase of 11.25% as compared to the same period of 2018 and reaching 24.62% of the plan; the district one: VND 185.305 million, up 18.32% as compared to the same period in 2018 and reaching 24.55% of the plan; the commune one: VND 139.406 million, up 7.63% over the same period in 2018 and reaching 28.02% of the year plan.

     Foreign investment activity: As of April 22, 2019, the whole province has 434 foreign-invested projects registering to operate, with a total capital of 4,458,063 thousand USD, of which from the beginning of the year to now there are 12 new registered projects with the capital of 89,594 thousand USD. The countries with the largest number of projects and investment capital are as follows: Firstly, Japan has 158 projects, with the registered capital of 2,950,523 thousand USD, accounting for 66.18% of the total registered capital; secondly, Korea has 131 projects, with the registered capital of 651,063 thousand USD, accounting for 14.60% of the total one; thirdly, China has 89 projects, with the registered capital of 457,456 thousand USD, accounting for 10.26% of the total one.

       4. Trade and services

       Total retail sales of goods and services in April are estimated to reach at VND 2,853,083 million, seeing an increase of 0.90% over the previous month and 14.10% over the same period in 2018. In which:

       The retail sales of goods are estimated to reach at VND 2,267,491 million, up 0.66% over the previous month and 12.47% over the same period in 2018, of which: food rose by 0, 41%; garments up 0.96%; home appliances and equipment increased by 0.67%; construction materials rose by 0.86%; automotive and transport vehicles increased by 0.98%; petrol and oil up 0.50%.

       Revenue from accommodation and catering services in April is estimated to attain at VND 158,422 million, up 1.54% over the previous month and 15.88% over the same period in 2018. In which: Revenue from accommodation service: VND 5,552 million, up 1.50% over the previous month; catering service: VND 152,870 million, up 1.54% over the previous month.

       Revenue from tourism and travel services in April is estimated to reach at VND 570 million, up 5.36% over the previous month.

       Revenue from other services in April is estimated to reach at VND 426,600 million, seeing an increase of 1.98% as compared to the previous month and 22.86% over the same period of 2018. In which, as compared with the previous month: Real estate business: VND 299,950 million, up 2.16%; administrative and support services: VND 51,300 million, up 1.58%; health service and social support activity: 17,800 million VND, up 0.85%; arts and entertainment services: 7,350 million VND, up 2.37%; other services: VND 31,000 million, seeing an increase of 2.14%.

       Generally for the first four months of 2019, total retail sales of goods and services reach VND 11,371,166 million, seeing an increase of 13.96% as compared to the same period of 2018. Of which: trade: VND 9,074,363 million, up 12, 27%; hotels and restaurants: VND 623,236 million, up 14.63%; tourism: VND 2,181 million, seeing an increase of 8.62%; other services: VND 1,671,387 million, seeing an increase of 23.79%.

       5. Price index

       a. Consumer price index

       In April, the Consumer Price Index (CPI) increased slightly as compared to the previous month, up 0.05%, of which 6 out of 11 groups of goods and services have higher price indexes than the previous month, in which the highest increase is in transportation service with 3.83%. The main reason is the relatively high increase in gasoline price on April 2, 2019 and April 17, 2019, which has affected the price of transport service in the month. Other groups increased slightly: beverages and cigarettes increased by 0.45%; garments, hats and footwear rose by 0.04%; housing and construction materials up 0.63%; home appliances and equipment increased by 0.59%; other goods and services rose by 0.48%. There are 2 out of 11 groups of goods and services with lower price indexes than the previous month, including: catering service decreased by 1.15%, in which food price continues to decrease 1.75. The main reason is due to the influence of African swine fever in recent time, which is complicated and has affected to the consumers’ psychology; culture, entertainment and tourism decreased by 0.33%. There are 3/11 groups of goods and services with stable price indexes, including: Medicine and health service; post and telecommunications; education service.

       As compared to December 2018, the CPI of April this year increased by 0.30%, of which, catering service fell by 0.77%; beverages and cigarettes increased by 1.62%; garments, hats and footwear rose by 0.08%; housing, electricity, water, fuel and construction materials up 1.72%; home appliances and equipment increased by 0.64%; transport service rose by 1.86%; post and telecommunications up 0.03%; culture, sports and entertainment decreased by 0.16%; goods and other services rose by 0.47%. Particularly for drugs and medical service; education are stable as compared to 12/2018.

       As compared to the same period in 2018, the CPI of April this year increased by 1.47%. In particular, the group of catering service increased by 2.33%; beverages and cigarettes rose by 1.80%; garments, hats, and footwear up 1.73%; housing, electricity, water, fuel and construction materials rose by 1.0%; home appliances and equipment increased by 1.84%; medicine and medical service fell by 0.53%; transport service increased by 0.70%; post and telecommunications decreased by 0.42%; education increased by 1.80%; culture, sports and entertainment down 0.05%; goods and other services rose by 0.46%.

    On average, in the first four months of 2019, the CPI increased by 1.70% as compared to the same period in 2018. In which: catering service increased by 4.28%; beverages and cigarettes rose by 1.76%; garments, hats, and footwear up 0.57%; housing, electricity, water, fuel and construction materials fell by 0.28%; home appliances and equipment increased by 1.16%; medicine and medical service fell by 0.53%; transport service decreased by 1.52%; post and telecommunications fell by 0.57%; education service increased by 1.80%; cultural, sports and entertainment services rose by 1.07%; goods and other services up 1.08%.

       b. Gold and US dollar price index

       In April, the gold price index decreased by 0.71% as compared to the previous month and at the average price of VND 3,654,000 / tael. The US dollar price index decreased by 0.12% over the previous month, the average price is 23,241 VND / USD.

       6. Transport activity

       a. Passenger transport activity

       Passenger transport in April is estimated to reach at 1,292 thousand turns of carriers and 78,353 thousand turns of passengers, increased by 11.30% in turns of carriers and 11.22% in turns of passengers over the same period 2018; passenger transport revenue is estimated to attain at VND 61,010 million, up 16.29%.

       Generally for the first four months of 2019, passenger transport is estimated to reach at 5,064 thousand turns of carriers and 310,809 thousand turns of passengers, increased by 11.29% in turns of carriers and 11.54% in turns of passengers as compared to the same period in 2018; passenger transport revenue is estimated to attain at VND 238,135 million, up 15.14%.

           b. Cargo transport activity

       Cargo transport in April is estimated to reach at 2,688 thousand tons of freight and 94,712 thousand tons of rotational goods, increased by 13.20% in tons of freight and 12.19% in tons of rotational goods in comparison with the same period last year; cargo transport revenue is estimated to attain at VND 218,575 million, up 16.50%.

       Generally for the first four months of 2019, cargo transport is estimated to reach at 10,118 thousand tons for freight and 362,061 thousand tons for rotational goods, increased by 12.13% in tons of freight and 11.34% in tons of rotational goods respectively as compared to the same period in 2018; cargo transport revenue is estimated to attain at 839,653 million VND, up 13.06%. All three indicators of revenue, the volume of freight and the volume of road rotational goods increased highly as compared to the same period last year because the economy in the province has increasingly developed so the demand for the transport of goods and materials for the construction of factories, enterprises, public works and the transport of goods to serve the daily life of people is highly increasing. At the same time, the number of enterprises and individual households participating in cargo transport activity is increasing with a larger scale.

       7. Financial and banking activities

       a. State budget revenue

       Budget revenue in April is estimated to reach at VND 1,186,154 million, up 15.96% as compared to the same period of 2018. Of which: domestic revenue: VND 869,154 million, up 12.66%; import and export taxes: VND 317,000 million, up 20.28%. Some revenues in the month are estimated as follows: Revenue from central SOEs: VND 18,588 million, up 3.53%; revenue from local SOEs: VND 3,669 million, up 17.46%; revenue from foreign-invested enterprises: VND 198,637 million, seeing an increase of 1.08%; revenue from non-state sector: 327,147 million VND, seeing an increase of 20.83%; collection of registration fee: VND 30,686 million, seeing an increase of 35.73%; personal income tax collection: VND 95,042 million, up 11.85%; housing and land revenues: VND 140,454 million, seeing an increase of 16.22%.

     In the first four months of 2019, the state budget revenue is estimated to reach at VND 4,251,472 million, seeing an increase of 15.96% as compared to the same period of 2018. Of which: Domestic revenue: VND 3,082 million, seeing an increase of 12.66% ; import and export taxes: VND 1,169,472 million, up 20.28%. Some domestic revenues are as follows: Revenue from central SOEs: VND 52,000 million, up 3.53%; revenue from local SOEs: VND 16,000 million, up 17.46%; revenue from foreign-invested sector: VND 620,000 million, up 1.08%; revenue from non-state sector: VND 1,037,000 million, seeing an increase of 20.83%; collection of registration fee: VND 120,000 million, increased by 35.73%; personal income tax: VND 326,000 million, up 11.85%; revenue of land and housing: VND 708,500 million, up 16.22%; other revenues: VND 65,300 million, down 13.67%.

b. State budget expenditures

       State budget expenditure in April is estimated to reach at VND 840,460 million, seeing an increase of 23.04% as compared to the same period in 2018. Of which: expenditure on development and investment: VND 250,000 million, up 21.22%; regular expenditure: VND 590,460 million, up 23.83%.

       Generally for the first four months of 2019, the state budget expenditure is estimated to reach at VND 3,489,817 million, up 28.63% as compared to the same period of 2018. Of which: expenditure on development and investment: VND 1,564,613 million, up 40, 56%; regular expenditure: VND 1,925,204 million, seeing an increase of 20.33%. Some regular expenditures are as follows: expenditure on economic activities: VND 184.083 million, up 70.88%; expenditure on education and training: 683,797 million VND, seeing an increase of 9.60%; expenditure on health care: VND 134,832 million, down 4.85%; expenditure on cultural and sports activities: 32,875 million VND, seeing an increase of 13.33%; expenditure on social security: VND 205,869 million, seeing an increase of 77.42%; expenditure on administrative management: 444,829 million VND, seeing an increase of 5.49%.

       c. Banking operation

       As of March 31, 2019, the total capital of credit institutions reaches VND 76,888,209 million, seeing an increase of 5.43% as compared to December 31, 2018. In which: the mobilized capital from the population and economic organizations: VND 67,671.757 million, increased by 5.57% and accounted for 88.01% of the total capital.

       Total outstanding loans to the economy reach VND 57,374,109 million, up 2.67% as compared to December 31, 2018. In which: short-term loans: VND 40,390,611 million, up 2.17%; medium and long-term loans: VND 16,983,498 million, up 3.87%. Outstanding loans in domestic currency: VND 54,625,393 million, up 2.07%; outstanding loans in foreign currency: VND 2,748,716 million, up 16.26%. Regarding credit quality: Bad debt (in group 3,4,5) is VND 1,248,153 million (accounting for 2.18% of total outstanding loans), up 4.74% as compared to December 31, 2018.

       The whole province propagandizes to commemorate the 44th anniversary of the Southern Liberation and National Reunification (April 30, 1975 - April 30, 2019) and the 133th anniversary of the International Labor Day (01 / 5/1886 – 01 / 5/ 2019)

       On the evening of April 10, at the campus of the Management Board of Pho Hien Special National Monument (Hung Yen), Hung Yen Municipal People's Committee solemnly opens the Pho Hien Folk Cultural Festival 2019. This year's festival takes place with many activities, including the offering-incense ceremony; the opening ceremony. The festival also includes: tug-of-war, singing on boats, cock-fighting, chess... There are the display of antiques and ornamental creatures and booths introducing Pho Hien specialties and cuisines. There are also special art programs. The myths and classic references about Pho Hien are shown in a rich and attractive way through music and dance that leave a good impression in the hearts of people and visitors.

        In the evening of April 5, Hung Yen light festival in Hung Yen city takes place in Ban Nguyet lake park. The program takes place from April 5 to April 20. It has used millions of led bulbs to create a fanciful 3D scene for a large space of nearly 5,000 m2, including such models as tulip field, rose field, Phu Sy mountain of Japan, Eiffel tower of French, tunnel of light, giant moon...

       In the morning of March 27, 2019, at the Children's House, the opening ceremony of the football championship of Phu Dong Youth Games for pupils at primary school took place in 2019. It saw the participation of 12 teams representing 10 education and training divisions of districts and city and 2 multi-level schools: Doan Thi Diem Greenfield and Edison schools.        On March 29, 2019, at the PVF Youth Football Training Center (Van Giang), Pho Hien Football Club opened the 2019 season. In the 2019 season, Pho Hien Football Club attended 2 domestic tournaments including the National Cup and the National First Division Football League. The goal of the club is standing in top 5 in the National First Division Football League 2019.

       From March 28 to April 1, 2019, Hung Yen Weightlifting Group attended the 2019 National Youth Weightlifting Championship in Da Lat city, Lam Dong province. As a result, Hung Yen team won 03 Bronze medals.

       On April 3, 2019, the men's volleyball championship of Hung Yen provincial clubs in 2019 was held at the provincial training and competing house. It saw the participation of 5 teams from Yen My, An Thi, My Hao and Van Lam districts (Van Lam has 2 teams).

       b. Medical activity

       On April 12, 2019, at the Provincial Convention Center, the Provincial Interdisciplinary Steering Committee on Food Hygiene and Safety held a launching ceremony to respond to the Month of Action for Food Safety in 2019. It takes place from April 15 to May 15 with the theme: "Say no to fake food, poor quality food. Protect the consumers’ rights”. Through the launching ceremony, the Provincial Steering Committee requested: all levels of authorities, functional agencies, political and social organizations and people with their responsibilities and tasks to participate in the activities ensuring the quality of food hygiene and safety, creating positive changes in the production, trading and use of safe food.

       d. Environmental protection and fire and explosion prevention

       From March 16, 2019 to April 15, 2019, there is no violation of the environment.

       From March 16, 2019 to April 15, 2019, there is a fire in My Hao district. The fire does not cause human damage, however, the loss of property is VND 300 million. The cause of the fire is being clarified by the authorities.

       e. Traffic Safety

      According to data from the Traffic Safety Department of Hung Yen province, from March 16, 2019 to April 15, 2019, there are 12 traffic accidents, all are road accidents, 10 people killed, 7 people injured. As compared to the previous month, the number of accidents increased by 1 case, up 9.09%; the number of deaths and injured people is equal to the previous month. From the beginning of the year to the end of April 15, 2019, there are 53 traffic accidents, 45 people killed, 32 people injured. As compared to the same period in 2018, the number of accidents is equal; the number of deaths increased by 6 people, seeing an increase of 15.38%; the number of injured people increased by 3 people, up 10.34%.
