To implement the instructions of the Secretary of the Provincial Party Committee at the meeting with industrial park investors in the province

On 21/3/2024, the Provincial People's Committee issued Official Letter No. 710/UBND-TH on the implementation of Notice No. 1462-TB/TU dated February 2, 2024 of the Standing Board of the Provincial Party Committee on the conclusion of comrade Secretary of the Provincial Party Committee at a conference to meet investors of industrial parks (IPs) in the province.

Accordingly, the Provincial People's Committee requests departments, agencies, branches, the People's Committees of districts, towns and industrial park infrastructure investors to urgently organize and implement the following tasks:

Departments, agencies, branches and the People's Committees of districts and towns: To well perform the one-stop shop mechanism; effectively manage, exploit and use the national population database, shared databases and interconnected specialized database. To review, reform, reduce and further simplify administrative procedures, especially intermediate procedures and processing stages that are not really necessary, associated with streamlining the organizational structure and perfecting the system of operational, business handling processes. To strengthen close and timely coordination between agencies, units and localities in receiving and tackling difficulties, problems and recommendations from businesses and investors, especially tax-related issues, finance, land, planning, construction, investment, environmental protection with the highest sense of responsibility, and wholeheartedly serving the business. To review and further shorten the time to resolve administrative procedures to create more favorable conditions for businesses and investors in implementing investment projects.

+ To accelerate, strongly, firmly and substantially improve the business environment, enhance provincial competitiveness and level of satisfaction of people and businesses.

+ To encourage, create favorable conditions and promote investment in social housing projects for workers and employees of industrial parks, especially social housing projects with industrial park investors as contractors according to planning and legal regulations.

+ To boost site clearance work, completely reclaim the remaining land areas of industrial parks that have investment policies and are eligible for site clearance with the motto of expeditiously and drastically clearing land and handing over cleared land, promptly determine specific land prices, collect land rent and issue land use rights certificates to industrial park investors according to the provisions of law.

+ The District-level People's Committee directs specialized departments and the Commune-level People's Committee to urgently complete documents and determine land origin to issue land use rights certificates to individual households; provide timely, complete and accurate land records to speed up land recovery procedures for site clearance; carry out land acquisition synchronously in time within the same project.

- The Provincial Industrial Park Management Board: To focus on upgrading the system, boosting the implementation of online public services throughout the process. To review, develop and complete regulations and processes for handling administrative procedures, including considering and continuing to reduce the time for granting investment certificates, aiming to complete resolution within 48 hours, except for complicated cases requiring more time to appraise and evaluate documents.

+ To urge industrial park infrastructure investors to focus on speeding up the progress of synchronous infrastructure construction according to approved construction plan and progress; register the roadmap, technical infrastructure investment progress and investment attraction plan for 2024 and 2025 so that the authorities have a basis to monitor, supervise and urge implementation.

+ To be the focal point to receive information, opinions, recommendations, difficulties and problems of industrial park investors and businesses during the process of implementing investment in industrial parks; promptly coordinate with relevant departments and branches to resolve the issue according to authority and regulations.

+ To preside and coordinate with the Department of Planning and Investment and relevant departments and branches to advise the Provincial People's Committee to issue orientations to attract investment in industrial parks in the province according to Notice No. 11-TB/BCĐ dated November 14, 2023 of the Provincial Key Project Steering Committee. To prioritize attracting large-scale investment projects with high investment rates, applying high technology, and being environmentally friendly, towards the Government's commitment to reduce net emissions to zero by 2050.

+ To screen, evaluate and receive investment projects in accordance with the province's investment attraction orientation and planning of the industry characteristics of industrial parks. For projects with low investment rate, the investment in building factories, warehouses, and yards for rent needs to be strictly appraised, evaluated the effectiveness and feasibility of the project before being accepted into industrial parks.

+ To quarterly hold briefing meeting with industrial park investors and businesses in the industrial park to promptly grasp information, handle according to authority or propose competent authorities to handle difficulties and problems of enterprises and support and create favorable conditions for investment, production and business activities of enterprises in industrial park.

In addition, the Official Letter also clearly states other tasks of the Department of Natural Resources and Environment, Department of Finance, Department of Planning and Investment, Department of Construction, Department of Transport, My Hao Town People's Committee, and Provincial Inspectorate, People's Committee of An Thi district, People's Committee of Van Lam district and industrial park investors./.
