To continue to drastically, promptly and effectively implement solutions to promote the real estate market to develop safely, healthily and sustainably.

On 06/02/2024, the Provincial People's Committee issued Official Letter No. 324/UBND-KT2 on continuing to drastically, promptly and effectively implement solutions to promote the safe, healthy, sustainable development of the real estate market.  

Accordingly, the Provincial People's Committee requested the Heads of provincial departments, agencies and branches; Chairmen of the People's Committee of the district, town and city: To continue to seriously and effectively perform the tasks and solutions issued by the Government and the Prime Minister; it is necessary to focus on solving problems that fall under the authority of any level, then that level must resolve them; at the same time, continue to carry out the tasks in Official Telegram No. 1604/UBND-KT2 dated June 22, 2023 of the Provincial People's Committee on the implementation of Official Telegram No. 469/CD-TTg of the Prime Minister.

To urgently thoroughly grasp to each unit, cadre, civil servant and public employee the serious implementation of the Prime Minister's instructions in Official Telegram No. 1376/CD-TTTg dated December 17, 2023, No. 993/CD -TTg October 24, 2023; resolutely overcome the situation of avoiding and pushing work, being shy, afraid of making mistakes, afraid of responsibility, not daring to advise or suggest handling work; shorten processing time and improve effectiveness and efficiency of direction and administration.

According to functions, assignments, and tasks, proactively and actively perform full duties and powers according to the law. To take responsibility for deciding or advising the Provincial People's Committee to decide on the issues within its authority or decentralized or authorized according to the law; failing to present or report advice to superiors or abusing the solicitation of opinions from superior agencies to avoid responsibility.

To urgently review the tasks and work of localities, agencies and units to promptly consider and decide according to authority and within the time limit prescribed by law, especially for the tasks that have been delayed, prolonged.

To focus on drastic direction, and at the same time supervise and urge the implementation of tasks in the fields and management areas of departments, agencies, branches and localities.

The Department of Construction: Advise the Provincial People's Committee on adjusting and supplementing housing development programs and plans of localities according to the 2023 Housing Law, especially formulating and approving timely and effective planning and plans, specifically deploy investment in social housing projects each year from now to 2030 according to the targets assigned by the Prime Minister in the Project; quarterly report implementation results to the Ministry of Construction for synthesis and reporting to the Prime Minister.

To speed up the progress of construction procedures such as: appraisal of feasibility study reports, appraisal of plans, especially construction planning and urban planning as a basis for implementing real estate projects in a synchronous and modern manner, including social housing projects and independent worker housing in suitable, convenient locations with complete technical and social infrastructure.

To arrange land funds to develop worker accommodation according to the direction that when preparing and approving industrial park planning, land funds must be allocated in the commercial and service land area of industrial zones and clusters for accommodation, public service and utility works serving workers working at businesses in that industrial zone or cluster.

To preside and coordinate with relevant sectors, localities and agencies to boost monitoring and supervision of the local real estate market situation to promptly make appropriate measures and solutions to stabilize the situation, maintain safe, healthy and sustainable market development.

To advise the Provincial People's Committee to organize the synchronous and effective implementation of goals and solutions for social housing development in Resolution No. 14-NQ/TU associated with the implementation of Decision 338/QD-TTg dated April 3, 3023 of the Prime Minister approving the Project "Investment in building at least 1 million social housing apartments for low-income people and industrial park's workers in the period 2021-2030"; based on the actual situation, advise the Provincial People's Committee to adjust social housing development targets.

To advise the Provincial People's Committee to announce and publicize on the Electronic Portal the list of projects at the request of the investor and send a document to the State Bank of Vietnam on the list of social housing projects, worker housing, projects to renovate and rebuild old apartments so that commercial banks have a basis to apply for loans under the VND 120,000 billion credit program.

To coordinate with the Department of Planning and Investment to review and classify real estate projects that are facing difficulties and problems to advise the Special Working Group to remove difficulties and problems and support businesses and investors, investment projects in the province according to Decision No. 905a/QD-UBND dated April 20, 2023 of the Provincial People's Committee.
