The Resolution of the Politburo on building and promoting the role of Vietnamese businessmen in the new era

On 10/10/2023, General Secretary Nguyen Phu Trong signed and promulgated the Resolution No. 41-NQ/TW of the Politburo on building and promoting the role of Vietnamese businessmen in the new era.

According to the Resolution, after more than 10 years of implementing the Resolution No. 09-NQ/TW of the Politburo, term 11 on building and promoting the role of Vietnamese businessmen in the period of bolstering industrialization and modernization and international integration, the awareness of Party committees, Party organizations, political and social systems is enhanced; the institutionalization of the Party's views and policies on the development of businesses and entrepreneurs has been promoted; the production and business environment has been improved, becoming more equal and favorable. The role of entrepreneurs and organizations representing entrepreneurs and the business community is strengthened and beefed up. The Vietnamese business team has developed strongly in both quantity and quality, inheriting patriotic traditions, upholding the will to be self-reliant, and the spirit of dedication to the nation; increasingly affirming its important role and contribution to the cause of building and protecting the Fatherland; a number of businesses have developed to regional and world levels, contributing to enhancing Vietnam's position and reputation in the international arena.

However, the development of the entrepreneur team has not met the requirements of the new era; most businesses are small in scale, with limited competitiveness, operational efficiency, business capacity, and management skills; the number of large-scale enterprises capable of leading supply chains is still small; the connectivity, cooperation, and the ability to take advantage of opportunities from international economic integration and the Fourth Industrial Revolution are still weak. A part of business whose ethics, business culture, sense of law observance, social responsibility, and national spirit are not high, they still violate the law, collude with corrupt officials, and pursue their own interests, causing damage to the State, reducing the people's trust. Some mechanisms and policies to encourage and support businesses have been implemented slowly and are not highly effective; administrative reform and improvement of the investment and business environment have not met the requirements; not paying attention to training and fostering for entrepreneurs.

The limitations and weaknesses mentioned above are mainly due to insufficient and profound awareness and responsibilities of some Party committees, Party organizations, and authorities; the work of propaganda, dissemination, thorough understanding, leadership, direction and organization is carried out at times and in some places in a formal way; State management and coordination between agencies in formulating and organizing the implementation of policies and laws are not strict and regular.

Accordingly, the Resolution offers three perspectives on building and promoting the role of Vietnamese entrepreneurs in the new era, specifically:

- The business team has an important position and role, as one of the core forces contributing to promoting the cause of industrialization, modernization of the country and international integration; building and developing an independent, self-reliant economy, ensuring national defense and security. To strengthen links and cooperation among businessmen, between businessmen and workers, farmers, and intellectuals to jointly realize the country's development goals.

- To build, honor and encourage a strong business team with a patriotic spirit, national self-reliance, desire to contribute, respect the law, and contribute to the development of a prosperous and happy country.

- To strengthen the Party's leadership role, boost the strength of the Vietnamese business team, creating a favorable, safe, and equitable investment and business environment for businesses to develop and contribute is the responsibility of the Party, State, political system and business team is associated with the process of perfecting a socialist-oriented market economy and building a socialist rule-of-law State.

Regarding the general goal, the Resolution No. 41 of the Politburo clearly states as follows, developing a strong team of entrepreneurs in quantity, quality, reasonable structure, vision, intelligence, ethics, and business spirit, legitimate enrichment, dynamism, creativity, advanced management capacity, compliance with the law, ethics, business culture with national identity; have social responsibility, awareness of environmental protection, and make worthy contributions to the country's development goals.

The goal by 2030 according to the Resolution No. 41 is to develop a team of Vietnamese entrepreneurs with the scale, capacity and qualifications to meet the goals of industrialization and modernization of the country. To strive to have more and more businesses reaching regional level, some businesses reach the world level; a number of large enterprises have leading roles in key industries and fields; some businesses have an important position and role in the supply chain and global value chain, owning a number of industrial and agricultural value chains, and have international competitiveness in foundation, priority, spearhead industries.

The vision to 2045 is to develop a team of Vietnamese entrepreneurs with the scale, capacity and qualifications to meet national development goals, high income, position, and regional and international reputation; a part of the enterprise with world brands, leading a number of supply chains and global value chains.

To implement the above goals and viewpoints, the Resolution No. 41 sets out seven main solution tasks, specifically: Raising awareness of the position and role of the business team in implementing the goal of country development; improving policies and laws, creating a favorable, safe, and equitable investment and business environment for entrepreneurs and businesses to develop and contribute; developing a strong team of entrepreneurs on par with the goals and tasks of developing the country in the new era; building ethics and business culture, promoting national spirit, arousing the desire to develop a prosperous and happy country; strengthening solidarity, cooperation, and linkages between businessmen, workers, farmers, and intellectuals under the Party's leadership; promoting the role of the Vietnam Federation of Commerce and Industry and organizations representing entrepreneurs and businesses; enhancing the Party's leadership and State management in building and boosting the role of entrepreneurs.
