The Resolution of the Government on the tasks and solutions to remove difficulties for production and business, continue to promote reform of administrative procedures, tighten discipline

On 15/7/2023, the Government issued the Resolution No. 105/NQ-CP on the tasks and solutions to remove difficulties for production and business, continue to promote reform of administrative procedures and tighten discipline.

According to the Resolution, from the beginning of 2023, the world situation continues to fluctuate rapidly and complicatedly; the consequences of the prolonged COVID-19 epidemic; the Russia-Ukraine conflict, the strategic competition between big countries are increasingly fierce; the high inflation, tight monetary policy, prolonged interest rate hikes have led to a decline in growth and consumer demand in many countries and major partners such as the US, EU, Japan, Korea...; the low global trade and investment growth, increased protectionism; risks in the international financial, currency and real estate markets and the increased risk of food and energy insecurity; meanwhile, climate change, natural disasters and epidemics cause severe consequences in some countries and regions.

As an economy with a large openness, but with a modest scale and limited international competitiveness, the country's economy continues to be heavily influenced by the world economic context, especially in the import-export, manufacturing and processing industries, investment attraction, real estate business,... The economy is under "double impact" from negative external factors and limitations, lasting many years that is more evident in difficulties such as weak commercial banks, corporate bond markets, real estate, etc, which needs to focus time and resources to solve.

In the remaining months of 2023, the Government requires ministries, central and local agencies to drastically and effectively implement the Resolutions and Conclusions of the Party, National Assembly, the Government and the Prime Minister's direction; correct and strengthen administrative discipline; proactive, flexible and effective in directing, operating and organizing the performance of assigned tasks; further promote the functions, tasks and powers of each ministry, agency and locality, especially the leader in directing and implementing according to the competence, promptly and effectively advising and proposing tasks, urgent solutions in the immediate future and the medium and long term to remove difficulties for production and business, continue to promote reform of administrative procedures, tighten discipline in order to overcome difficulties and limitations, take advantage of opportunities, promote rapid and sustainable socio-economic recovery and development.

The Resolution provides six points of view, orientation and direction, specifically:

- To thoroughly grasp, strictly, and synchronously, drastically, effectively and substantively implement the Resolutions and conclusions of the Party, the Resolutions of the National Assembly, the Government, and the direction of the Prime Minister, consider here is the most important political task of all levels and branches.

- To make the highest effort and determination to adapt flexibly and effectively to the situation; take advantage of every opportunity, effectively mobilize and use resources to promote growth drivers on both the supply and demand sides of the economy, including: domestic consumption; export; investment of the non-state economic sector, state-owned enterprises, the foreign direct investment sector and public investment, associated with digital transformation, promote new industrial sectors and fields, environmentally friendly high technology, create a new growth engine for the economy.

- To focus on prioritizing growth promotion, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy and social security. To conduct monetary policy proactively, flexibly, loosen appropriately, timely, effectively, coordinate synchronously, closely and in harmony with the expansionary fiscal policy that is reasonable, focused, effectively, quickly and decisively and with policies on trade, industry and field management to remove difficulties for production and business, reduce costs, support cash flow, and increase access to loans for enterprises, people, especially small and medium enterprises, cooperatives, business households, support the recovery of sustainable growth; make reasonable balance between inflation and growth, between interest rates and exchange rates.

- To rectify and strengthen discipline in management, direction, administration and implementation in association with promoting decentralization and along with strengthening inspection, supervision and control of power; thoroughly overcome the situation of avoiding and pushing responsibility, at the same time have policies to protect dynamic, creative official who dare to think, dare to do, dare to break through for the common good; accelerate the reduction, reform of administrative procedures, improve the business investment environment.

- To firmly grasp the situation, timely and effective policy response. To fast, flexibly and effectively carry out the issued solutions and policies, closely monitor the implementation situation to make adjustments to the actual situation; prolong the implementation of effective policies to maximize support for businesses and the economy. To strengthen information and communication, strengthen market confidence and psychology of investors, businesses and people.

- To uphold the spirit of self-reliance, promote the strength of the great national unity, mobilize the participation of the whole political system, boost the economic growth in association with accelerating the implementation of three strategic breakthroughs, develop the digital economy, green economy, circular economy, ... improve the internal capacity and autonomy of the economy, protect the environment, ensure energy security, water source security and adapt to climate change.

In addition, the Resolution also sets out three objectives; key tasks, solutions and implementation organization.
