The Resolution of the Government on improving the efficiency of international economic integration, promoting rapid and sustainable economic development in the period of 2023 - 2030

On 05/7/2023, the Government issued the Resolution No. 93/NQ-CP on improving the efficiency of international economic integration, promoting rapid and sustainable economic development in the period of 2023 - 2030.

Accordingly, the overall goal of the Resolution is to successfully implement the major guidelines and policies set out at the 13th National Party Congress in the context that the country is implementing the 5-year socio-economic development plan 2021-2025 and the Socio-Economic Development Strategy for the 2021-2030 period, in which the focus is: Building an independent and self-reliant economy, improving the efficiency of international economic integration; ensuring fast and sustainable economic growth on the basis of macroeconomic stability, scientific and technological development and innovation; rapid economic recovery overcoming the negative impacts of the COVID-19 pandemic; taking the initiative in comprehensive, extensive and effective international integration in order to attract external resources for development, strengthening the linkage of interests with partners, and enhancing Vietnam's position and prestige in the international arena, ensuring national security.

Detail goals are as follows :

- Transforming the benefits of international economic integration into concrete results in the growth of import and export of goods and services; improving the economy's ability to absorb science and technology and effectively using capital; promoting the development of domestic economic sector, establishing a higher position in the global value chain; completing and improving the quality of institutions and laws to be more complete, modern and integrated.

- Improving the level and quality of international integration in general and international economic integration in particular, making a positive contribution to the process of renewing the growth model towards sustainability, restructuring the economy, promoting industrialization and modernization of the country; narrowing the development gap compared with more developed countries in the region and the world.

- Strengthening public-private cooperation, mobilizing social resources, including support from multilateral mechanisms, NGOs, business community,... in the process of implementing the international commitments that Vietnam has signed, especially commitments in FTAs.

- Improving the economy's resilience to negative external impacts; strengthening the ability to respond and handling flexibly and effectively before the world developments that may cause/threate significant effect on import and export activities, trade transactions and international economic integration of the economic sectors; completing the trade remedy system to protect the economy, enterprises and domestic market in accordance with international commitments. At the same time, strengthen the competitiveness of the economy, enterprises and products of Vietnam; create favorable conditions and environment for enterprises to develop stably and firmly.

- Being fully aware of the role and position of international law in Vietnam's international economic integration process; proactively and actively participating in the formulation of international legal rules; making the most of international law in protecting Vietnam's legitimate rights and interests in international economic relations, especially in resolving arising legal issues.

- Promoting cooperation, training and development of high-quality human resources, improving training quality to meet development requirements in the context of the 4th Industrial Revolution and extensive international integration.

- Actively and proactively participating in digital economic integration in order to contribute to the successful implementation of Vietnam's digital economy and society development goals according to the National Strategy for Digital Economy and Digital Society Development until 2025 and a vision to 2030.

- Building an independent and self-reliant economy; improving the efficiency of international economic integration: focusing on effectively exploiting FTAs in order to expand and diversify export markets, not depending too much on a few markets. To actively negotiate bilateral and multilateral trade agreements as well as participate in new models and frameworks of economic cooperation and linkage. To continue to perfect trade policies in line with the country's conditions and international integration.

* To assign tasks to the People's Committees of the provinces and centrally-run cities:

- To actively develop programs and plans for the implementation of this Resolution in line with the Party’s and State's policies and guidelines and with local characteristics.

- To proactively propose specific measures to remove difficulties for local businesses in the process of implementing FTA commitments. To take advantage of opportunities brought about by international economic integration effectively, in accordance with international regulations, laws, standards and multilateral institutions to protect the legitimate interests of enterprises.

- To develop a specific action plan to quickly and effectively implement the Decision No. 749/QD-TTg promulgating the National Digital Transformation Program to 2025, with an orientation to 2030...

- To strengthen coordination in organizing trade activities, connect supply and demand of goods, expand exchange activities to learn from international and regional experiences; support enterprises, cooperatives and business households in promoting and introducing products, promote product consumption, especially agricultural products to the world market.

- To actively direct and create favorable conditions for enterprises, cooperatives and business households to both prevent and control the epidemic and maintain a stable production and business of import and export goods in a safe and effective manner.

- To strengthen connection with the focal agency, the Ministry of Industry and Trade, during the implementation of FTA commitments to ensure that duplication and waste are avoided and optimal implementation efficiency is achieved in the context of limited resources.

- To coordinate with the Ministry of Industry and Trade to receive, operate, upgrade and develop the FTAP Portal to connect businesses with state management agencies during the implementation of FTAs.

- To develop the regional economy in the direction of integration, multi-sector, build value chains of goods and services, take specific advantages of each region and locality; strengthen intra-regional and inter-regional linkages, thereby effectively participating in global value chains, create new development space, and minimize fluctuations in supply chain disruptions.

- To closely coordinate with ministries, branches and industry associations to carry out international economic integration activities in a practical and effective manner; evaluate and report on the achievements as well as difficulties and obstacles in the process of implementing this Resolution.

In addition, the Resolution also provides views, solutions for implementation and assignment of tasks to ministries and central branches.
