The Provincial People's Council passes a Resolution on continuing to accelerate the implementation of socio-economic development tasks in the last 6 months of 2023

On 06/7/2023, at the 14^th Session, the 17th Provincial People's Council approved the Resolution No. 366/NQ-HDND on continuing to accelerate the implementation of socio-economic development tasks in the last 6 months of 2023.

The Resolution clearly outlines the achievements in the socio-economic development in the first 6 months of 2023, and points out limitations and shortcomings that need to be focused on overcoming. The Resolution sets out the main tasks and solutions for the last 6 months of 2023 as follows:

- To synchronously and drastically implement the tasks and solutions to achieve the highest goals and tasks of socio-economic development in 2023. To continue to promote administrative reform, improve the investment - business environment; speed up the investment progress of infrastructure construction projects, especially traffic infrastructure, industrial parks and industrial clusters. To develop a scheme to receive investment projects in industrial clusters. To strengthen the post-inspection work, resolutely withdraw the "suspended" projects, the projects that are slow to deploy, or fail to comply with the committed schedule; strengthen support, stand with investors to solve difficulties in administrative procedures and problems arising in the process of business operations. To actively prepare conditions for well-organized trade promotion activities; promptly support and provide market information to help businesses diversify their sources, partners, suppliers of raw materials, fuel, auxiliary materials, and input components to meet production and business needs.

- To continue to strongly change the structure of crops and products in line with market advantages and demands. To increase the application of technology in agriculture. To encourage businesses, entrepreneurs and farm owners to join in association and leasing fields for large-scale production, processing, consumption and export of agricultural products; effectively manage and use land. In 2023, strive to reach VND 238 million per hectare of cultivation. To step up the implementation of the National Target Program on building new-style rural areas, especially building advanced new-style rural areas and model new-style rural areas.

- To focus on completing and approving the Hung Yen provincial master plan for the period of 2021-2030 with a vision to 2050. To review the conformity of the land use planning and specialized plans with the construction planning in the province.

- To focus on exploiting revenue sources well, ensuring the correct, sufficient and timely collection into the state budget, completing and exceeding the plan for revenue collection in 2023. To well perform the task of controlling state budget expenditures. To continue to implement the policy of saving regular expenses, ensuring budget balance at all levels. To well perform capital mobilization with flexible interest rates; step up and strengthen the handling of bad debts in association with the restructuring of credit institutions. To continue implementing the 2% interest rate support program.

- To strictly implement tasks and solutions to promote disbursement of public investment capital. Departments, branches and localities increase responsibility, actively cooperate to complete project's investment procedures. To focus on removing difficulties and obstacles to speed up site clearance for project implementation. To perform the motto of having a clean ground to hand it over to the contractor there.

- To expeditiously approve the provincial land use plan for the period of 2021-2025; adjust and supplement the land use plan in 2023 at the district level and the list of projects requiring land recovery and the list of projects using land for rice cultivation under 10ha adjusted and supplemented in 2023; ensure the approval time for land use plans in 2024 of districts, town and city and the list of projects that need to be recovered and the list of projects using less than 10 hectares of rice land in 2024. To build a monitoring system for exploitation and use of water resources in Hung Yen province. To strictly handle establishments causing serious environmental pollution, strengthen inspection and supervision of large waste-generating facilities, establishments that are hot spots for environmental pollution; coordinate to control, treat and minimize pollution of Bac Hung Hai river water and improve the environment of rivers, canals, ditches, ponds and lakes in the province. To implement the project on collection and treatment of domestic wastewater in rural residential areas in the province to 2030, with a vision to 2045.

- To carry out the recruitment of university and college according to regulations. To implement tasks for the 2023-2024 school year. To effectively organize educational activities in the new situation.

- To organize the effective implementation of science and technology development plans and programs. To implement, apply and manage the traceability system in the province. To step up research, transfer and application of scientific and technological advances to production and life; build point models for high economic efficiency.

- To strengthen preventive medical activities. To continue to innovate the service style and attitude of medical staff. To organize the selection of contractors for the procurement of complementary medicines, medical supplies, testing chemicals for public health facilities in the province to ensure timely and correct regulations.

- To focus on promoting enrollment, propaganda, vocational training and job creation. To carry out the reception and settlement of a number of administrative procedures in the field of meritorious person by online form. To synchronously perform the work of child protection, gender equality and prevention of social evils. To clearly identify groups of causes leading to poverty to develop mechanisms and policies to support people; assign specific responsibilities of each branch and locality in organizing the implementation of solutions to reduce the rate of poor households. Striving to 2025, the poverty rate will be reduced to 0.5%.

- To implement effectively the projects and plans on management of the fields of culture, sports and family that have been issued. To continue to well organize film screenings, art performances, display of books, newspapers, documents, antiques and artifacts; maintain and promote cultural heritage values... To promote the movement "All people exercise their body following the great Uncle Ho's example"; focus on training and coaching athletes to prepare to participate in national sports tournaments. To continue to conduct tourism stimulus programs; organize a number of activities in response to the National Tourism Year; organize training courses, foster tourism human resources. To promote tourism propaganda, promotion inside and outside the province. To effectively implement the working plan of the Steering Committee for Tourism Development of Hung Yen province in 2023.

- To continue to effectively implement the downsizing of staff; arrange and consolidate specialized agencies at provincial and district levels; public service units in the province. To step up the application of information technology, reform administrative procedures, strengthen inspection of official duties, and administrative discipline. To improve the operational efficiency of the Provincial Public Administration Service Center and the results-reception and return departments in districts, town and city. To maintain and update the Provincial E-Government Architecture (version 2.0). To build and promote IT application in close association with administrative reform in order to enhance competitiveness and improve the business environment. To strengthen the work of ensuring information security in the network environment.

To improve the quality of construction work and enhance the efficiency of law enforcement; beef up the dissemination and propagation of the Party's guidelines and lines and the State's laws and policies; strengthen inspection, review and systematization of legal documents, promptly detect and handle conflicting, overlapping or no longer appropriate regulations in the locality; proactively implement early, strictly follow the process of elaboration and promulgation of legal documents.

- To build the province's armed forces strong politically, ideologically and organizationally; strictly carry out the order and mode of combat readiness, practice well the plans, combat plans, plans for flood and storm prevention, search and rescue, and fire and explosion prevention. To well perform all stages and steps in recruiting, selecting and calling citizens to enlist in the army in 2024. To step up measures to prevent, combat, attack and suppress crime; continue to drastically implement measures to control and reduce traffic accidents; effectively solve new and complicated problems related to information security, especially the situation of rural security, land management, environmental and mineral protection; maintain political security, social order and safety in the area. To actively grasp the situation of the people and the implementation of the compensation policy for site clearance to handle problems that may arise long-term complaints affecting the project progress. To absolutely protect the safety of important goals and events of the country and province. To strengthen the prevention and fight against corruption and negativity, practice thrift, fight waste, and perform well the citizen reception, dialogue, settlement of citizens' complaints and denunciations in association with timely and definitive settlement of complaints and denunciations that fall within their competence right from the moment they arise at the grassroots; promote information and propaganda work, improve the effectiveness of mass mobilization work, create consensus in society.
