The Prime Minister's Official Letter on continuing to promote the highest sense of responsibility and making efforts to accelerate the progress of national key transport projects

On 03/9/2023, the Prime Minister issued the Official letter No. 780/CD-TTg to continue promoting the highest sense of responsibility, making efforts to accelerate the progress of national key transport projects.

According to the Official Letter, to continue to promote the highest sense of responsibility, promptly overcome all difficulties and obstacles, strive for the goal of having about 3,000 km of expressways by 2025 and 5,000 km of highways by 2030 as proposed by the Resolution of the 13th National Party Congress, the Prime Minister requested as follows:

- Regarding the construction progress of national key transport projects

+ To request the Ministry of Transport, relevant ministries and branches and the People's Committees of provinces and centrally-run cities to continue to drastically and effectively implement the directions of the State Steering Committee for the national key transport projects and Government leaders; direct functional agencies and local authorities at all levels to make more efforts, focus on removing difficulties, handling existing problems in site clearance, moving technical infrastructure works, and solving problems related to exploitation and supply of construction materials; focus on speeding up construction progress, soon complete and put into operation works and projects on schedule, ensure quality; review synchronous connection with expressways to promote investment efficiency, exploit land funds, and boost the socio-economic development of regions, localities and the whole country.

+ On this occasion, the Prime Minister requests the Minister of Transport, Chairman of the Committee for Management of State Capital at Enterprises, and Chairmen of the People's Committees of provinces and centrally-run cities to make an appropriate and timely form to propagate, motivate, encourage and reward collectives and individuals, create a new atmosphere, and enhance the spirit of exciting competition for productive labor in national key transport projects .

- Regarding flexible capital adjustment between tasks and projects of the Socio-Economic Recovery and Development Program and those of the Medium-term Public Investment Plan for the period of 2021-2025

+ The Prime Minister requests the Minister of Planning and Investment to preside over and coordinate with the Minister of Finance to urgently issue documents guiding ministries, central agencies and localities on capital adjustments between the tasks, projects of the Socio-Economic Development Recovery Program with those under the Medium-term Public Investment Plan for the period of 2021 – 2025, which have been allocated capital in the 2023 state budget estimate according to the Resolution No. 93/2023/QH15 to ensure maximum disbursement of allocated capital, focusing on immediately resolving capital sources for the Eastern North-South Expressway project and other key projects, absolutely not affecting the progress of construction projects, complete before September 9, 2023 and report to the Prime Minister.

+ The Minister of Finance, according to assigned tasks, coordinates closely with the Minister of Planning and Investment to urgently disburse the adjusted capital assigned in 2023, ensuring the progress as required and in accordance with regulations.
