The Conference was held to fully announce the basic and core contents of the provincial master plan to all levels, sectors, localities, agencies, units, business communities and the entire people to know, understand and agree on awareness and action in the implementation of the provincial master plan; at the same time, inform and introduce the orientations, potentials, strengths, investment opportunities and the list of priority projects for investment of the province, thereby attracting and inviting domestic and foreign investors with strategic potential to take interest and invest in the province; boost cooperation and development activities with localities and organizations domestically and internationally.

At the Conference, the Minister of Planning and Investment awarded the Prime Minister's Decision No. 489/QD-TTg dated June 10, 2024, approving the master plan to the provincial leaders.

The Ministry of Planning and Investment, Hung Yen province awarded the investment registration certificate, the decision to approve the investment policy for 24 projects with a total capital of 760 million USD and 10,000 billion VND in the fields of infrastructure of industrial parks, urban areas, commerce, electronics, logistics, furniture, electronic components, mechanics ... for domestic and foreign investors.

For example, Arizona Technology Company said that after understanding 20 countries and territories around the world, they decided to invest a high -tech electronic electronic plant specializing in manufacturing RFID tag products (Radio Frequency Identification-identifying through radio waves) in Hung Yen, with the goal of becoming the world's largest factory in this field.

According to the leaders of Hung Yen province, the approved Hung Yen provincial master plan plays as a comprehensive design, overview, determination of vision and long -term development goals for each industry, field and forms the framework for long-term socio-economic development orientation, helping Hung Yen province to identify the potential and strengths to focus on leading, directing and implementing to ensure maximum promotion of potentials, advantages, concretizes the aspiration of the socio-economic development goals of the province.

The master plan indicates that Hung Yen has a favorable geographical location, located in the Northern key economic region, the center of the Red River Delta, is the eastern gateway of Hanoi, near Hai Phong port, Noi Bai airport; has advantages of convenient connection with synchronous transportation system, especially Hanoi-Hai Phong-Quang Ninh highway; with the flat terrain, fertile soil.

The province has strengths in industrial development with many key industrial products and has large industrial parks (Pho Noi A, Pho Noi B, Thang Long II, Nhu Quynh, Minh Duc, Kim Dong, Quan Do...).

Hung Yen also has great potential for high-tech agriculture, breeding with famous specialties (longan, Khoai Chau Kinh Kong banana, Dong Tao chicken, longan honey, Quang Chau oranges, Van Giang oranges, Ban sauce, ornamental plant...).

The province has a huge room for tourism development, especially eco, cultural and spiritual tourism, is a cultural land, ranks the second in the country in the national-ranked monument (with over 1,800 historical sites, such as Xich Dang Literature of Temple, Tran Temple, Mau Temple, Chuong Pagoda, Chu Dong Tu-Tien Dung relics, Tong Tran-Cuc Hoa relics).

The strength of Hung Yen's good-quality human resources comes from a population of about 1.3 million and has a development education and training system; Hung Yen people have a tradition of martial arts, patriotism, indomitableness, studiousness, respectfulness, hard work, creativity, solidarity, attachment, love ...

Once saying goes together with doing, strengthen the belief with Hung Yen

Speaking at the Conference, Prime Minister Pham Minh Chinh highly appreciated Hung Yen province and the Ministry of Planning and Investment and related agencies and partners, for closely coordinating and carefully preparing the event with an important significance, combining the announcement of planning and investment promotion of the province; demonstrating strategic vision, methodical and scientific way and special attention of businesses and investors.

After spending time analyzing positions, roles, importance, requirements, views, directions, key tasks of the planning in general, the Prime Minister said from the beginning of the term of the 13^th Congress up to now, the planning has been focused on promoting and achieving many outstanding results, including the completion of the establishment, evaluation and approval of 110/111 national, regional, industry, and field plannings and the planning of provinces and cities.

The Prime Minister assessed that Hung Yen has many residual space, potentials and opportunities to develop a breakthrough, " The first is Kinh Ky, the second is Pho Hien". Hung Yen is a sacred land of heroes (Hung Yen has 8 first doctoral candidates; 205 doctors who have been enrolled at Quoc Tu Giam Temple of Literature; 228 people passed the university entrance exam and enrolled in the Xich Dang Temple of Literature-Hung Yen), is the homeland of the famous doctor Le Huu Trac, the beloved Uncle Ho's mother, General Secretary Nguyen Van Linh.

The Prime Minister said that along with natural conditions, geographical location, human resources, historical cultural traditions, Hung Yen needs to beef up more innovation, science and technology, with a higher, further and wider vision.

According to the Prime Minister, in recent years, the Party Committee, authorities and people of Hung Yen have raised the spirit of solidarity, the will of self -reliance, dynamism, creativity, seizing opportunities, overcoming difficulties, challenges; determining vision and strategy to effectively boost the potential, advantages and attain important achievements in socio-economic development, and outstanding development step.

In the period of 2021-2023, GRDP growth is 10.71% on average, 2 times more than the national average growth (5.24%); economic scale ranks 16/63; economic structure is shifting positively (industry and service accounts for over 90%). GRDP in the first 6 months of 2024 is estimated to increase by 6.81%. State budget revenue always exceeds the plan, in 2022 and 2023 belonging to the group of 10 localities with the highest budget revenue in the country.

The province has attracted a large investment capital, until June 2024, there are over 17,300 enterprises with a total registered capital of VND 212 trillion; there are 1,686 domestic projects, with a total capital of VND 340 trillion; 577 FDI projects, with a total capital of 7.5 billion USD. In particular, the Prime Minister expressed his impression on the Thang Long II Industrial Park of Hung Yen that does not use the hard barrier but digs the canal to protect and plants many trees, which is safe, friendly, harmonious and effective.

The socio-economic infrastructure, especially strategic infrastructure of transportation, industry, urban, rural areas ... are invested synchronously, there are many works and dynamic projects, creating spreading power. The urbanization rate reaches 45%, creating a premise to form large, modern, smart and ecological urban areas. Rural appearance has been greatly innovated; is the 3rd early to finish completing the construction of new-style rural areas.

Administrative procedure reform is promoted in association with digital transformation, building electronic government and digital government. The PCI is greatly improved, in 3 years 2021-2023 it increased 41 steps, from 53/63 to 12/63.

The material and spiritual life of the people has been improved; ensuring social security, people enjoy the development results. The rate of poor households decreased sharply, to 0.86 % in 2023 (striving to be less than 0.5 % in 2025).

The Party building and political systems are focused on; the leadership, direction and administration capacity of Party committees and governments have been raised. Political security, social order and safety are maintained.

On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated, praised and congratulated the important achievements that the Party Committee, the government, the army and the people of Hung Yen province have achieved in recent years, contributing positively to the overall development of the whole country; at the same time, emphasized it is necessary to thank and pay grateful to the previous generations for the results and lessons that are left for today.

On this occasion, the Prime Minister also welcomed the spirit of saying goes together with doing, committing goes together with performing of Hung Yen in the implementation of 3 important and arterial roads under the Resolution of the 13^th National Party Congress and the Resolution of the Provincial Party Congress, strengthening the confidence of the Party, the State, the people and investors with Hung Yen.

According to the Prime Minister, in terms of geographical location, "Hung Yen has more places near Hanoi than Hanoi", located in the center of the Red River Delta, but to bolster this advantage, there should be 3 arterial routes to "pull" Hung Yen closer to Hanoi, Hai Phong and major economic centers, the southern provinces of the Red River Delta.

In particular, the route connecting the Hanoi-Hai Phong highway with the Phap Van- Gie bridge highway has just been inaugurated, the Tan Phuc-Vong Phan route has just been started and the route connecting the Red River Heritage would be started in the end of 2024.

In addition to the achieved results, Hung Yen still has some difficulties, limitations and challenges: Economic development is not commensurate with the potential and advantages of the province, especially the advantage of regional links; science, technology, innovation have not yet become a strong motivation for development; the quality of human resources has not met the requirements; there are not many large branded and highly competitive enterprises; administrative procedure reform needs more efforts; management and use of land, natural resources and environment should be more effective ... The Prime Minister takes an example of pollution on the Bac Hung Hai River, that needs to overcome and handle in the coming time.

By 2030, to achieve a level of development in the leading group

The Prime Minister evaluated that the master plan of Hung Yen province has been elaborately, methodically and scientifically prepared; built with breakthrough thinking, long -term vision on the basis of promoting different potentials, outstanding opportunities, competitive advantages from nature, people, traditions, culture, history, and bearing inheritance and development.

The master plan has concretized Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Red River Delta to 2030, with a vision to 2045; demonstrating aspirations and thereby contributing to the realization of development goals of a beautiful, modern, civilized, prosperous and happy province.

"The master plan shows the differences and prominent points of Hung Yen compared to the surrounding provinces, thereby developing without duplication but linking and supporting each other," the Prime Minister said.

The planning objectives have been clearly defined, by 2030, Hung Yen becomes a modern industrial province, with the economic scale and development level in the leading group of the country; by 2050 to become a city directly under the Central Government, the city is smart, rich and beautiful, civilized, cultural, rich in cultural identity, fully promoting the core values ​​of the ancient Pho Hien culture; a place wothy of living in the Red River Delta.

In order for the province to achieve the set goals, contributing to the "miracle of the Red River", Hung Yen must be active in implementing and concretizing the plan. The Prime Minister noted the major orientations, accordingly, the socio-economic space is organized according to the "network" model, multiple integrated, based on the development framework structure of 02 regions, 02 corridors, 05 axises and 03 centers that the master plan have shown; well perform the orientation of developing industries, agriculture and services; focus on conducting strategic breakthroughs (institutions, infrastructure, human resources).

The Prime Minister asked Hung Yen province to well implement the motto "1 focusing - 2 strengthening - 3 promoting".

"1 focusing" is: Focus on mobilizing and effectively using all legal resources to promote traditional growth drivers (investment, export, consumption); creating breakthroughs in new growth drivers (green economy, digital economy, circulating economy, sharing economy, knowledge economy, climate change response, sustainable development ...).

"Industrial zones must select and attract high-tech investment so that workers can improve their qualifications, skills and labor productivity, thereby bringing high income and improving the life and material spirituality of the people, "the Prime Minister emphasized.

"2 strengthening" is: (1) Increasing investment, developing human factors (raising people's intellectuality, training high quality human resources, fostering talents, ensuring social security, fairness and social progress); (2) Strengthening regional, area, domestic and international connectivity through transportation systems, production chains and supply ...

"3 promoting" is: (1) Promoting the development of a synchronous and covered strategic infrastructure system (in terms of transportation, digital conversion, health, education, society...); (2) Promoting industrial development for processing, manufacturing, production-supply chain, especially those with strengths, maximizing different potentials, outstanding opportunities, and competitive advantages; (3) Promoting the application of science and technology, innovating, creating jobs and livelihoods for people to stabilize and develop.

The Prime Minister pointed out 08 key tasks and solutions, first of all to follow the guidelines, policies and laws of the Party and the State; associated with the implementation of the Resolutions of the Central Government, the National Assembly, the Government, the Resolution of the Provincial Party Congress; organize the effective implementation of planning, ensure synchronization, in accordance with the national master plan, regional planning and industry planning. To urgently develop a plan to implement the provincial master planning scientificly, in accordance with resources, situation, practical requirements and aspirations of the people.

Secondly, continue to strongly improve the business investment environment, focus on creating a breakthrough to reform, simplify administrative procedures, build a digital government, create an open, public, transparent, equal business investment environment.

Thirdly, mobilize maximum and use state, private resources and other legal resources to invest in developing synchronous and effective infrastructure, give priority to transport infrastructure to create connectivity domestically and internationally. Priority is given to investment in motivation, key, and large spread projects, creating a new development space, motivation and new capacity.

Fourthly, beef up digital transformation, create innovation, innovative start -up, create nurseries, develop enterprises, form large enterprises; develop science and technology, apply science and technology; there are regimes and policies for remuneration and attract human resources, especially high quality human resources.

Fifthly, promote economic restructuring, associated with innovation of growth model, improve productivity and competitiveness. To expand and improve the effectiveness of value chain, promote chain links; focus on developing new products and services, with high added value. To boost the motivation of urban areas, promote civilized, modern and sustainable development.

Sixthly, develop culture and society comprehensively; highlight the cultural identity, tradition of cultural land, ecological, spiritual and festive strengths. To strive to educate, train and develop people with high rankings; improve the spiritual life of the people. To focus on completing the erasing of temporary houses and dilapidated houses.

Seventhly, focus on building a clean and strong Party Committee and political system; the contingent of cadres and Party members is capable, quality, prestige, dare to think, dare to do and create; improve the effectiveness and efficiency of the governments at all levels and the political system; boost struggle, prevent corruption, wastefulness and negativeness.

Eighthly, well perform policy communication, propaganda and extensive dissemination of provincial master plan in many different forms for people, businesses and investors to understand, thereby supporting the planning, follow the planning, supervise the implementation of the planning and enjoy the results of the spirit of "people know - people discuss - people do - people enjoy".

In order to support Hung Yen to organize the implementation of the master plan well, the Prime Minister asked the ministries and central branches to accompany and focus on timely and effective settlement of the recommendations and proposals of Hung Yen, the people and the businesses.

The Prime Minister welcomed businesses and investors who chose Hung Yen, proposed business operations in accordance with the law, well carry out the business culture, social responsibility, ensure regimes, policies for employees; focus on commenting on policies, training human resources, supporting capital sources, improving management capacity, technology transfer; developing long -term and sustainable business strategies, complying with investment commitments, cooperation agreements in the spirit of "harmonious benefits, shared risks".

The Prime Minister emphasized the spirit of "listening and understanding"; "Sharing vision and action"; "Doing together, winning together, enjoying together and developing together" between the State, businesses and people.

The Prime Minister desired and believed that, with the heroic revolutionary tradition, with the momentum of thriving over the years, with the support and efforts of ministries and central branches, the response and actively participation of the community of investors, businesses and people, Hung Yen province will develop the right vision, think, and innovate as the master plan has been announced, with the goal of fast and sustainable development, becoming a modern industrial province, with the economic scale and development level in the leading group of the country.
