The Plan to implement the Strategy on geology, minerals and mining industry to 2030, with a vision to 2045

On 20/6/2023, the Provincial People's Committee issued the Plan No. 104/KH-UBND to implement the Strategy on geology, minerals and mining industry to 2030, with a vision to 2045.

Accordingly, the Plan clearly states the following common goals: To ensure the consistency between central and local plannings. To protect, effectively exploit, and sustainably develop the province's mineral resources on the basis of unified mineral management to meet the province's socio-economic development; encourage and facilitate production expansion with advanced and modern technologies associated with environmental protection; create an environment of healthy competition. To explore, grant mining license, meet the demand for minerals until 2045 for river sand, hot water, mineral water, and balance exploitation with mineral reserves. To perfect and renovate the management mechanism of mineral activities in sync with the socialist-oriented market economy mechanism, ensure mineral resources to be used rationally, thriftily and effectively to meet requirements for sustainable, stable and long-term development, while minimizing environmental impacts; increase the proportion of mineral resources' contribution to the local budget and economic growth.

The plan sets out the following specific goals:

- To complete the legal system on minerals: To promulgate documents guiding, directing and operating the management of minerals in accordance with the actual conditions in the locality, ensuring compliance with the provisions of law.

- To complete the survey, review and put into the provincial planning mineral mines used as common building materials in the province to serve as a basis for auction and licensing.

- To coordinate with the Ministry of Industry and Trade and the Ministry of Natural Resources and Environment to complete the planning and licensing of exploration and exploitation of hot water areas in Tong Tran commune, Phu Cu district and Phung Cong commune, Van Giang town, Van Giang district to serve the development of tourism and services.

- To set up a database system, information on geology and minerals of the province synchronously, integrated with the national database.

- To innovate mechanisms and policies: Promoting the auction of mineral exploration and exploitation rights, increasing competition and collecting money for granting mining rights, increasing budget revenue for the province. To tighten management to force organizations and individuals engaged in mineral activities to exploit and use minerals efficiently and rationally. To encourage and receive organizations and individuals with modern and environmentally friendly mining technology to invest in mineral exploration and exploitation.

To research and propose mechanisms, policies and solutions to manage and protect mineral resources in the direction of attaching responsibilities of the heads of districts and communes to the interests of local people where mineral resources are located.

- To strengthen state management: Requesting provincial and local functional agencies to strengthen inspection, regularly patrol and supervise mineral mining activities in the province.
