The plan to implement the Government's action plan to continue implementing the Resolution No. 10-NQ/TW dated June 3, 2017 of the 5th sesion of the 12th Party Central Committee

On 15/6/2023, the Provincial People's Committee issued the Plan No. 100/KH-UBND to implement the Government's Action Plan to continue implementing the Resolution No. 10-NQ/TW dated June 3, 2017 of the 5^th session of the 12th Party Central Committee on the private economic development to become an important driving force of the socialist-oriented market economy.

Accordingly, the Plan clearly states the following requirements: The formulation and issuance of the plan is to thoroughly grasp and direct all levels and branches to continue focusing on organizing the serious and effective implementation of the Resolution No. 10-NQ/TW dated June 3, 2017 of the 5^th session of the 12th Party Central Committee on developing the private economy to become an important driving force of the socialist-oriented market economy; concretize the objectives, tasks and solutions set out in the Action Plan of the Government (the Resolution No. 45/NQ-CP dated March 31, 2023 of the Government) in accordance with the characteristics of the situation and actual conditions of the province, ensuring the highest practicality, efficiency and feasibility. At the same time, quickly and drastically deploying the proposed solutions; organizing regular inspection, monitoring and supervision of the progress of solutions; implementing the Resolution No. 45/NQ-CP of the Government dated March 31, 2023 to ensure the synchronization and consistency in the implementation of tasks and solutions for private economic development. To clearly define responsibilities and tasks of all levels and branches; uphold the sense of responsibility of the heads of all levels and branches in the implementation.

The general objectives are as follows: The private economic development has really become an important driving force of the socialist-oriented market economy, contributing to rapid and sustainable socio-economic development, in which focusing on sustainable development not only in quantity but also in quality, in the trend of developing new industries and professions related to digital economy and innovation in the coming time. To exploit the potentials and strengths of the province, boost the private sector enterprises to grow in good quality and effectiveness, create a solid foundation and an important driving force for the socio-economic development of Hung Yen province in the next step.

Regarding specific targets: Striving to 2025, the whole province will reach 18,000 enterprises, by 2030, there will be at least 24,000 enterprises; the business sector contributes about 65%-70% of the province's GDP, about 30-35% of total jobs, 98-99% of total import-export turnover; 100% of business establishments including enterprises, cooperatives and business households have been raised awareness of digital transformation; labor productivity increases by about 5%/year, about 35-40% of the total number of enterprises are engaged in science and technology application and innovation activities.
