The Plan to implement Resolution No. 93/NQ-CP dated July 5, 2023 of the Government on improving the effectiveness of international economic integration, promoting rapid and sustainable economic development in the period 2023-2030

On 19/10/2023, the Provincial People's Committee issued the Plan No. 156/KH-UBND to implement Resolution No. 93/NQ-CP dated July 5, 2023 of the Government on improving international economic integration, promoting rapid and sustainable economic development in the period 2023-2030.

Accordingly, the purposes and requirements of the Plan are to concretize the key tasks identified in Resolution No. 93/NQ-Cp of the Government in accordance with the implementation organization in the province to ensure each task is assigned to a leading agency responsible for research, consultation, and implementation; ensure close and synchronous coordination between provincial departments, agencies, branches, organizations and enterprises, production and business establishments in organizing and implementing the content of Resolution No. 93/NQ-CP; review, adjust and supplement the province's regulations, mechanisms and policies related to the implementation of Resolution 93/NQ-CP.

The Plan sets out 5 main contents and tasks including: Reforming and perfecting economic institutions; improving the business environment, enhancing competitiveness; effectively implementing FTAs; promoting post-Covid-19 economic growth and sustainable development; comprehensive integration in the fields of culture, society, science, technology, security and defense.

The Plan assigns the Provincial International Economic Integration Committee: To take advantage of the leadership and support of Ministries, Central branches, and the Inter-sectoral Steering Committee for International Economic Integration to connect the contents and activities in the province's international economic integration in general and the implementation of Resolution No. 93/NQ-CP in particular with national programs and activities to advise and propose to the Inter-sectoral Steering Committee on international integration and the Provincial People's Committee to effectively implement Resolution No. 93/NQ-Cp of the Government and this Plan. To improve the effectiveness of urging and supervising departments, branches and localities in organizing the implementation of the contents, tasks and solutions proposed in this Plan. At the same time, closely coordinate with the International Integration Committee in the fields of politics, national security, defense, culture, society, science and technology and education and training of the province to create synchronization in implementing Resolution No. 93/NQ-CP in the province.

The Industry and Trade Department:

As the standing agency of the Provincial International Economic Integration Committee, it presides over advising and organizing propaganda work, disseminating and updating information about FTAs, focusing on Vietnam's commitments; trade barriers, technical requirements, regulations, practices on import and export management of goods and trade remedies, market characteristics and needs of countries participating in FTAs... helping businesses and people understand and fully and promptly grasp information from which to implement and exploit maximum efficiency from FTAs.

To coordinate with agencies of the Ministry of Industry and Trade to expand and improve the effectiveness of consulting activities and support businesses on information and forecasts of the domestic market, import and export markets, especially the markets of FTA participating countries.

To continue to implement the Plan "Action Program to implement the Goods Import-Export Strategy to 2030" in Hung Yen province (Plan No. 17/KH-UBND dated February 10, 2023 of the Provincial People's Committee ); the Plan to implement the Project "Promoting Vietnamese enterprises to directly participate in foreign distribution networks until 2030" in Hung Yen province (Plan No. 08/KH-UBND dated January 13, 2023 of the Provincial People's Committee), the Plan to implement Decision No. 1659/QD-TTg dated October 2, 2021 of the Prime Minister approving the Project "Enhancing capacity on trade defense in the context of participating in new generation free trade agreement" in Hung Yen province (Plan No. 185/KH-UBND dated December 7, 2021 of the Provincial People's Committee); the Plan to implement the Project to improve the competitiveness of Vietnam's export products to 2020, with a vision to 2030 in Hung Yen province (Decision No. 3178/QD-UBND dated December 7, 2017 of the Provincial People's Committee) to practically support businesses and production facilities in the province to improve their competitiveness and expand export markets.

To continue to advise on the effective implementation of the Industrial Sector Restructuring Project and the Commercial Sector Restructuring Project in Hung Yen province for the period 2021-2025, with an orientation to 2030. To coordinate with specialized agencies of relevant ministries, branches and agencies participate in building and implementing a new policy and legal system to create breakthroughs in the development of industry and commerce in the province, focusing on new industries suitable to the development trends of the digital economy and the Fourth Industrial Revolution; improving competitiveness and ability to participate in the global value chain. To advise the Provincial People's Committee to focus resources on developing industries with science and technology content, producing products with high added value, large export value, having competitive advantages, using high technology.

To chair in advising on organization and participation in domestic and international trade promotion activities; guide and support businesses to expand distribution channels and expand domestic and foreign consumption markets.
