The Plan of the Provincial People's Committee on innovation and development of collective economy and cooperatives in agriculture in Hung Yen province in 2024

On 16/01/2024, the Provincial People's Committee issued the Plan 10/KH-UBND on innovation and development of collective economy and cooperatives in agriculture in Hung Yen province in 2024.

Accordingly, the Plan clearly states the following goals: To establish 10 new cooperatives and 144 cooperative groups; strive to have 80% of agricultural cooperatives operating effectively; there are no weak cooperatives; organize 8-10 training classes and conferences on implementing the Cooperative Law 2023 on management, innovation and development of agricultural cooperatives; guide support for newly established cooperatives and cooperative groups according to regulations; boost trade promotion activities, expand markets for cooperatives, build production models to ensure food safety processes, and link production; focus on supporting cooperatives, cooperative groups, and members to participate in promoting, introducing and selling related products on e-commerce platforms and social networking sites; continue to develop the cooperative model applying high technology in agricultural production, strengthen links along the value chain of production and consumption of agricultural products between cooperatives and producing households and businesses; strive to have 65 agricultural cooperatives applying high technology; guide and support cooperatives that are in need and qualified to make dossiers to participate in evaluating and ranking products under the OCOP program; review and evaluate the quality and operational efficiency of cooperatives after conversion, continue to advocate for mergers and consolidation of small-scale and ineffective cooperatives; completely handle cooperatives that have been inactive for many years and have not yet been dissolved.

The tasks and implementation solutions are as follows:

- To disseminate and widely propagate the Cooperative Law 2023 and documents guiding its implementation so that officials and people can clearly understand the position and role of cooperatives and cooperative organizations, and actively participate in building cooperatives and supervising the implementation of the Law on Cooperatives; continue to organize training and refresher courses for state management officials on cooperative economics, officials and members of cooperatives and cooperative groups, and organize groups to visit, study, and exchange experience in building economic models of cooperation and effective production linkages in agriculture; replicate typical models of collective economy, cooperatives, and cooperative groups in the province.

- To improve the efficiency of state management for cooperatives to promptly remove difficulties and obstacles and forecast cooperative economic development trends; concentrate resources to support innovation and cooperative development, contribute to the effective implementation of industry restructuring and the construction of advanced, model new-style rural areas.

- To beef up support, consultation, consolidation, innovation and scale expansion, improve operational efficiency of cooperatives; review, evaluate and classify agricultural cooperatives; from there, support and guide cooperatives with conditions for innovation and development; at the same time, resolutely direct the dissolution of weak and informal cooperatives.

- To continue to support and guide newly established cooperatives and cooperative groups to access support policies according to Plan 108/KH-UBND dated September 8, 2020 of the Provincial People's Committee; at the same time, develop policies to support innovation, development, and improve efficiency for agricultural cooperatives in the period 2024-2030 in accordance with the provisions of the 2023 Law on Cooperatives.

- To promote the mobilization of capital sources for investment in infrastructure and machinery to serve production and business, and provide training and knowledge for officials and members of cooperatives to improve management and administration capacity, organize production development and link product consumption. To organize training and guidance for farm and ranch owners to improve their management, business, cooperation, and association capacity to establish cooperatives and agricultural cooperative groups.

- To prioritize support for agricultural cooperatives to apply high technology in the process of organizing and implementing policies to support cooperative development; support training and consulting on high technology applications in agricultural cooperatives; support completion of production and business plans and high technology application projects.

- To guide and support cooperatives to actively cooperate and proactively participate in building links in production and consumption of products along the industry value chain from seeds, input materials, and technical processes to care for, harvest, preserve, prepare, process and consume products. To encourage and create favorable conditions for businesses to invest and build production links with cooperatives, cooperative groups, and agricultural farms. To boost trade promotion, introduce and promote key local agricultural products; support building agricultural product brands of cooperatives, cooperative groups, businesses, and agricultural farms.
