The Official Telegram on strict implementation of the regulations on electronic invoices for petroleum business and retail activities

On 28/3/2024, the Ministry of Industry and Trade issued Official Telegram No. 2036/CD-BCT on strictly implementing the regulations on electronic invoices for petroleum business and retail activities.

Accordingly, the Minister of Industry and Trade requested the General Department of Market Surveillance to direct the Market Surveillance Agencies of provinces and centrally-run cities to urgently implement the following key tasks and solutions:

- To continue to implement the direction of the Government, the Prime Minister, the National Steering Committee No. 389, the Ministry of Industry and Trade, and the General Department of Market Surveillance in the Official Telegrams, Directives, Plans, and Directive Dispatches related to the inspection and handle of violations in petroleum business.

- To continue to direct and urge petroleum trading enterprises and petroleum retail enterprises in the management area to properly and fully comply with the provisions of law on petroleum business; strictly implement the regulations on electronic invoices for petroleum business and retail activities, especially in issuing electronic invoices at petroleum retail stores to customers for each sale at petroleum retail stores and provide electronic invoice data according to regulations.

- To proactively coordinate with tax authorities and functional forces in the area in the process of inspecting and strictly handling cases that petroleum businesses do not comply with regulations on electronic invoices, including requiring temporarily suspending business operations and revoking licenses and certificates of business eligibility according to the direction of the Government in Resolution No. 28/NQ-CP dated March 5, 2024 and the direction of the Minister of Industry and Trade in document No. 1656/BCT-TTTN dated March 18, 2024.

- To promote coordination with media and press agencies; tax authorities in propagating and disseminating laws on petroleum business to petroleum trading enterprises in the area. To actively propagate to consumers about raising a sense of responsibility, requiring retail invoices when purchasing petroleum at petroleum retail stores, creating civilized consumption habits, contributing to building a fair and healthy business environment.
