The Official Telegram on strengthening logistics connection to promote consumption and export of agricultural, forestry and fishery products

On 06/02/2024, the Prime Minister issued the Official Letter No. 13/CD-TTg on strengthening logistics connection to promote consumption and export of agricultural, forestry and fishery products.

Accordingly, to quickly complete the logistics system to connect and produce agricultural products, and better serve agricultural and rural development in the new situation, the Prime Minister requested as follows

- The Ministry of Agriculture and Rural Development presides and coordinates with relevant ministries, agencies and localities

+ To urgently complete and submit to the Prime Minister for consideration and approval of the Project "Developing a logistics service system to improve the quality and competitiveness of Vietnamese agricultural products by 2030 with a vision to 2050" as a basis to organize and implement tasks and solutions to develop an agricultural logistics system that meets immediate and long-term practical requirements.

+ To coordinate with localities to review and supplement planning for agricultural logistics service centers.

+ To preside and coordinate with the Ministry of Industry and Trade to organize training to improve knowledge and capacity on logistics, supply chains in general and agricultural logistics chains in particular for central and local managers and businesses and cooperatives operating in the agricultural sector.

+ To preside and coordinate with the Ministry of Industry and Trade and the Ministry of Foreign Affairs to concretize the contents of the Vietnam - China Joint Declaration and sign cooperation documents on agricultural cooperation and opening agricultural product markets, boost the diversification of traditional distribution channels through wholesale markets and agricultural logistics service centers between border gates of the two countries, create favorable conditions for official agricultural trade through e-commerce platforms.

- Provinces and centrally-run cities

+ To review, adjust and supplement planning and structure of local agricultural, forestry and fishery production associated with infrastructure development and agricultural logistics services and regulate the operating model of agricultural logistics service centers.

+ To coordinate with the Ministry of Agriculture and Rural Development to review and supplement agricultural logistics service centers to submit to competent authorities for approval; support premises and essential infrastructure for the construction of agricultural logistics centers.

+ To develop mechanisms and policies according to authority, encourage attracting businesses, organizations and capable individuals to invest in construction, management and operation of agricultural logistics service centers in the area.

+ To form linked chains of production and consumption of agricultural products in key raw material areas and reorganize production according to the model of cooperative groups and cooperatives linked with businesses to provide good quality, safe and sustainable agricultural products through the system of agricultural logistics service centers.

In addition, the Prime Minister assigned specific tasks to the Ministries: Industry and Trade, Planning and Investment, Finance, Transport and Vietnam Logistics Service Business Association and Agricultural Industry Associations.
