The Official Telegram on continuing to drastically implement solutions to develop the real estate market in a safe, healthy and sustainable manner, contributing to promoting socio-economic development

On 24/10/2023, the Prime Minister issued the Official Telegram No. 993/CD-TTg on continuing to drastically implement solutions to develop the real estate market safely, healthily, and sustainably, contributing to promoting socio-economic development.

According to the Official Telegram, to continue boosting the real estate market to develop safely, healthily, and sustainably, contributing to promoting socio-economic development, the Prime Minister requested as follows:

- Ministers of ministries, heads of ministerial-level agencies, relevant agencies, Chairman of the People's Committees of provinces and centrally-run cities and businesses are more determined, more responsible, and proactive in organizing the drastic and effective implementation of tasks and solutions assigned by the Government and Prime Minister in Resolution No. 33/NQ-CP dated March 11, 2023, Official Telegram No. 1164/CD-TTg December 14, 2022, Official Letter No. 178/TTg-CN dated March 27, 2023, Official Telegram No. 194/CD-TTg dated April 1, 2023, Notice No. 133/TB-VPCP dated April 16, 2023 and in previous decisions and directions of the Prime Minister. Ministries, branches and localities must consider this as one of the urgent and important tasks that need to be focused on solving according to the principle that if problems fall under the authority of any level, that level must resolve them, not avoid or push them, fear of mistakes, fear of responsibility.

- Minister of Construction:

+ To continue to coordinate closely with the National Assembly Committees to complete the draft Housing Law (amended) and the draft Law on Real Estate Business (amended) to submit to the National Assembly for consideration and approval at the 6th Session, ensure feasibility, promptly tackle difficulties and obstacles, bolster the development of an open, transparent, safe, healthy and sustainable real estate market; urgently develop and complete draft documents detailing and guiding the implementation of Laws, especially the regulations on the order and procedures for implementing commercial housing projects, social housing, and residential areas, new urban area to ensure it takes effect concurrently with the Laws, avoiding legal gaps.

+ To promote the role and responsibility of the Head of the Prime Minister's Working Group, the Working Group's activities are more drastic, stronger, more comprehensive, promptly guiding, removing difficulties and obstacles, and speeding up progress of implementation of real estate projects, especially housing projects, urban areas, large industrial parks, with spillover effects; timely advising and proposing competent authorities to amend, supplement and perfect mechanisms and policies to boost decentralization, authorization, reduce administrative procedures, eliminate barriers, and speed up implementation progress of real estate projects across the country.

+ To focus on directing, urging and guiding localities and businesses to speed up the implementation of the Project "Investment in construction of at least 01 million social housing apartments for low-income people, employees of industrial park in the period 2021-2030", in which it is necessary to develop a specific implementation plan for investment in social housing construction each year from now to 2030 in accordance with the requirements and conditions of each location, on a quarterly basis, summarize and report to the Prime Minister on implementation results.

+ To urge localities to review, plan and arrange land funds for the development of social housing in urban areas and housing for workers in accordance with legal regulations; strictly implement regulations on setting aside land funds for social housing and ensure a reasonable ratio between commercial housing development and social housing in the area.

- Chairman of the People's Committees of provinces and centrally-run cities:

+ To urgently complete the preparation, adjustment and supplementation of housing development programs and plans of localities, especially the preparation and approval of timely and effective planning and plans, and specific implementation for investment in social housing projects every year from now until 2030 according to the targets assigned by the Prime Minister in the Project; quarterly report implementation results to the Ministry of Construction for synthesis and report to the Prime Minister.

+ To review and compile statistics on the number of real estate projects being implemented in the area; actively classify projects that are facing difficulties and problems; actively and proactively work directly with each enterprise and each project that has problems or slow implementation to clearly identify the causes and promptly remove difficulties and obstacles within its authority; summarize difficulties and problems beyond authority and send them to the Prime Minister's Working Group for consideration and resolution or report to competent authorities for timely and effective consideration and decision.

+ To accelerate the preparation and approval of plans, especially construction plans and urban plans as a basis for implementing synchronous and modern real estate projects, pay attention to the arrangement of social housing projects, housing for individual workers in suitable, convenient locations, with complete technical and social infrastructure. To publicly announce the List of real estate projects that must select investors in the form of bidding so that businesses have full information, proactively research, and register to invest in an open and transparent manner.

+ To direct the authorities to speed up the progress of procedures for investment, construction, land allocation, land price determination, and early implementation of real estate projects, with the priority given to speeding up progress of industrial real estate projects, social housing, and housing for workers. To resolutely not let avoidance, shifting of responsibility, delay, harassment, and negativity in handling administrative procedures to affect the progress of real estate projects.

+ To direct the Department of Natural Resources and Environment, Department of Finance and related agencies to focus on immediately resolving and removing problems and delays in land allocation, land lease, and land price determination. To review and decide land prices according to authority, in accordance with the provisions of law and be responsible to the Prime Minister if delays occur, affecting the progress of implementation of investment projects.

In addition, the Prime Minister assigned specific tasks to the Governor of the State Bank of Vietnam, the Minister of Natural Resources and Environment and the Government Office.
