The Official Telegram focuses on removing difficulties and obstacles related to construction norms and unit prices; exploiting and supplying construction materials for key national transport projects

On 06/02/2024, the Chairman of the Provincial People's Committee issued Official Telegram No. 326/CD-CTUBND focusing on removing difficulties and obstacles related to construction norms and unit prices; exploiting and supplying construction materials for key national transport projects.

Accordingly, to accelerate the implementation of construction investment projects, especially key transport projects and works in the province, contributing to fulfilling the province's socio-economic development goals, Chairman of the Provincial People's Committee requested as follows:

The Department of Construction presides and coordinates with the Department of Finance and relevant agencies to promptly announce construction material prices (quarterly or earlier if necessary); presides over and coordinates with relevant agencies to announce construction price index and construction labor unit price (annually or earlier if necessary) to ensure completeness and conformity with market prices and regulations of the law; proactively advises the Provincial People's Committee to coordinate with the Ministry of Construction to deploy and promulgate specific norms in the locality.

The Department of Transport presides and coordinates with the Management Board of Traffic - Construction Investment Projects and relevant agencies to develop specific plans on the use of minerals as leveling materials on base on the needs of key national transport projects in Hung Yen province to serve the planning and licensing of mineral mines as leveling materials for construction needs of key transportation projects in the province. To act as the focal point for synthesizing reports periodically or unexpectedly upon request; preside over resolving difficulties and obstacles related to key national transport projects in the province; promptly handle arising issues according to authority, in case of exceeding authority, report to the Vice Chairman of the Provincial People's Committee in charge of the field.

The Department of Natural Resources and Environment presides and coordinates with the Department of Construction, Department of Transport, Department of Planning and Investment and relevant agencies to continue reviewing mineral mines used as filling materials in the area, proactively advises the Provincial People's Committee to coordinate with neighboring localities to plan, auction and license to exploit mineral mines as filling materials to serve the needs of key transport projects in the local area.

The District-level People's Committee presides over and coordinates with investors, construction contractors and relevant agencies to organize agreements with owners on land transfer and rental prices according to regulations to ensure compliance with the compensation price level prescribed by the state; not allow speculation, price increasing, or price compression; advises the Provincial People's Committee to remove problems related to changing the use purpose of rice land, and develops sanctions to handle cases of intentionally raising prices, "suppressing prices", and speculating on land in mining areas.

Investors and Project Management Boards review construction materials survey records of transportation projects to promptly supplement and adjust to ensure sufficient sources and capacity to exploit backfill materials for demand of project.

Relevant provincial departments, agencies and branches, based on their functions and tasks, are responsible for closely coordinating with relevant agencies in ensuring conditions for implementing tasks for key national transport projects in the province.
