The Official Letter of the Ministry of Education and Training on strengthening state management of implementing integrated and cooperation programs with foreign partnerships in educational institutions

On 28/3/2024, the Ministry of Education and Training issued Official letter No. 1421/BGDĐT-GDTrH on strengthening state management on implementing integrated and cooperation programs with foreign partnerships in educational institutions.

Accordingly, to improve the effectiveness of state management of foreign cooperation and investment in the field of education, the Ministry of Education and Training requests the Departments of Education and Training to implement a such number of contents as follows:

- When advising, receiving, and appraising documents on establishment and permitting the operation of educational institutions; integrated educational programs; education and training linkage with foreign partnerships, educational institutions must comply with the provisions of law on procedures, physical conditions, teaching staff, programs, textbooks, legal entities and other related factors according to regulations.

- To require educational institutions to implement integrated education programs, education and training linkage with foreign partnerships, and strictly carry out information and reporting regimes; the regulations on public performance for educational and training institutions under the national education system according to regulations of the Ministry of Education and Training.

- To review all educational institutions implementing integrated education programs; education and training linkage with foreign partnerships in the area, ensuring compliance with legal regulations. In case of improper implementation, it must be handled promptly. To develop plans and organize focused inspections, strictly handle violations (if any).

- To coordinate with competent agencies to organize propaganda and raise awareness of parents and students; note to parents and students to learn carefully about the benefits of participating in investment capital contribution, as well as forms of tuition payment and risks that may occur when participating in those mechanisms and forms.
