At the conference, after watching the documentary "Revolutionary ethics is the root and foundation of revolutionaries", delegates listened to comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Party Committee’s Propaganda and Education Commission thoroughly grasp the content of Regulation No. 144-QD/TW. Regulation No. 144-QD/TW is a step to concretize Conclusion No. 21-KL/TW dated October 25, 2021 of the Party Central Committee on promoting the building and rectification of the Party and the political system; resolutely preventing, pushing back, and strictly handling cadres and Party members who degrade in political ideology, ethics, and lifestyle, and demonstrate "self-evolution" and "self-transformation"; affirming the Central Government's special attention to the importance of Party building on ethics, especially in the context that the Party is promoting the prevention and combat of corruption and negativity, building and rectifying the Party and the political system truly pure and strong, so that the Party is "moral and civilized". Regulation No. 144-QD/TW clearly and specifically states the revolutionary ethical criteria and standards that cadres and Party members need to implement to meet revolutionary requirements and tasks in the new period. The important and core thing in implementation of Regulation 144-QD/TW is to make each cadre and Party member truly deeply imbued with the Regulation; make revolutionary ethics a distinctive and prominent feature in cadres and Party members; become a sharp weapon, overcome all challenges and temptations, repell all risks of deterioration in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" internally; promote the building and strengthening of the ethical, cultural and social foundation, making Vietnamese culture and people truly become an endogenous strength, a driving force for development and protection of the country.

Next, comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Party Committee’s Organization Commission thoroughly grasped the content of Directive No. 35-CT/TW as an important document, clearly orienting the viewpoints, principles, goals, requirements and basic contents of preparation of the Party congresses at all levels for Party committees and organizations at all levels to thoroughly grasp, lead, direct, concretize and organize implementation at its level; ensure synchronization and unity throughout the political system. The Politburo sets out 7 requirements for the preparation and conduct of Party congresses at all levels for the 2025 - 2030 term, of which: The preparation and organization of Party congresses at all levels must be led and directed to comply with the Party's regulations and principles by Party committees at all levels; improving the quality of Party congress documents at all levels; forecasting the situation, clearly identifying strengths, orientations and development focuses; human resource work must ensure the direct and comprehensive leadership of the Party and Party Committees at all levels and promote the roles and responsibilities of collective leaders and heads according to regulations, ensuring solidarity and high unity, careful step by step, it is necessary to have an effective screening mechanism and criteria so as not to miss truly virtuous and talented people...

Speaking at the conclusion of the conference, comrade Luong Cuong, Politburo member, Standing member of the Secretariat requested Party committees, Party organizations, officials and Party members to implement Regulation No. 144-QD/TW and Directive No. 35-CT/TW seriously and effectively, creating a clear change in awareness and action throughout the Party and political system, increasing consensus in society and the People. In particular, for Regulation No. 144-QD/TW, each Party committee, Party organization, cadre, and Party member should always raise awareness of the importance of the Regulation, firmly grasp and deeply understand the Regulation; focus on the roles and responsibilities of Party cells and Party committees, especially the heads of Party committees in the process of thoroughly grasping and organizing the implementation of the Regulations; each cadre and Party member must voluntarily study, strive, cultivate, train, "self-reflect", "self-correct" according to revolutionary ethical standards; promote propaganda among the People, so that the People are clearly aware of the Party's political determination in the work of building and rectifying the Party and the political system; fighting against corruption and negativity; building a truly clean, strong and comprehensive Party and political system; actively participating in supervising the implementation of revolutionary ethical standards by cadres and Party members; fighting to eliminate views and behaviors that are contrary to revolutionary ethics...

Regarding Directive No. 35-CT/TW, it is necessary to well organize the thorough grasp of the Directive, relevant regulations and instructions of the Central Government and the immediate superior Party committee, ensuring that Party members throughout the Party to master, understand, and implement them correctly, synchronously and consistently from the Central to the grassroots. Leaders well prepare draft documents to submit to the congress; at the same time, organize well the discussions and comments on the draft documents of their own level and superiors; organize the synchronous and comprehensive implementation of the requirements, tasks and solutions stated in the Directive on preparing and organizing Party congresses at all levels, especially the selection, introduction and election of new-term Party Committee, ensuring quantity, improve quality, have a harmonious and reasonable structure, and have inheritance and development. Leading the preparation and conduct of Party congresses at all levels at the same time with leading in successfully completing the political tasks of the locality and unit, closely associated with strengthening the work of building and rectifying the Party and political system; studying and following Ho Chi Minh's ideology, morality, and style; promoting propaganda and mobilizing the masses to carry out patriotic emulation movements, creating achievements to welcome Party congresses at all levels towards the 14th National Congress of the Party...
