The national conference summarizing the first 6 months of the year on digital transformation and Project 06

At the Hung Yen’s bridge point, the conference drew the attendance of comrades: Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Digital Transformation, Head of the Working Group implementing the Project 06 of the province; Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Provincial Steering Committee for Digital Transformation.

According to the report at the conference, in the first 6 months of the year, the National Committee for Digital Transformation and the Steering Committee on Digital Transformation of ministries, branches and localities have strengthened the direction, administration and organization of the implementation of digital transformation. In particular, the National Assembly has passed the Archives Law (amended); the Government has passed and proposed to develop 2 Laws and promulgate 10 Decrees; the Prime Minister has issued 8 documents (6 Decisions, 2 Directives). National databases are regularly developed, created, shared and exploited effectively. Digital infrastructure and digital government are invested synchronously. Internet fiber optic cable system and 4G mobile waves have covered the entire country. The rate of administrative procedures provided as full-course online services reaches 48%. Digital economic growth reaches about 22.4%. The rate of adults with payment accounts reaches 87.08%. By June 30, the Ministry of Public Security has issued citizen identification cards with chips to 100% of eligible citizens nationwide. 63/63 localities, 13/22 ministries and branches have completed upgrading and perfecting the information system for resolving administrative procedures; 11 ministries and branches have completed the connection of electronic data management warehouse for organizations and individuals on the Administrative Procedures Resolution Information System. The rate of digitizing records and results of resolving administrative procedures at ministerial level reach 46.3%, and at local level it reaches 58.12%.

In the first 6 months of the year, Hung Yen province has focused on leading, directing, and implementing drastically and synchronously the contents of Project 06 and achieved many positive results. Hung Yen is the first province in the country to be officially authorized by C06 of the Ministry of Public Security to connect the Provincial Administrative Procedures Resolution Information System with the Electronic Identification and Authentication System. The rate of online dossiers received and processed reaches 92% of the total number of dossiers received on the Provincial Administrative Procedures Resolution Information System.

In the last months of the year, the Government, ministries, branches and localities prioritize resources and accelerate the implementation of digital transformation tasks and solutions to complete the set goals. In particular, focus on perfecting AI institutions; complete the instructions for the Law on Archives (amended), especially electronic storage, records, and results of resolving administrative procedures in the electronic environment; continue to implement effectively, with quality and on schedule the goals and tasks of Project 06.

Speaking at the conclusion of the conference at the Hung Yen’s bridge point, Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Provincial Steering Committee for Digital Transformation requested departments, branches and localities to focus on promoting the rate of full-course online services implementation and non-cash payments, including payment of pensions and social benefits via bank accounts; strictly manage non-cash payment business activities and use of electronic invoices. To boost the implementation of digital transformation goals and reform of administrative procedures; handle work in the network environment, using digital signatures; proactively coordinate with the Provincial Police and Department of Home Affairs to review and compare the goals and tasks of their branches and localities; promptly advise on solutions to remove difficulties, overcome shortcomings and limitations to effectively implement digital transformation goals and Project 06; agree to update data and reports accurately and synchronously. The Department of Information and Communications advises and guides agencies and units to do a good job of ensuring network safety and security.
