Speaking at the opening of the meeting, Standing Vice Chairman of the Provincial People's Council Le Xuan Tien emphasized: The 21st session - Regular meeting in mid-2024 will consider and decide on important contents under the authority of the provincial People's Council, in which the key content is to focus on discussing and evaluating the implementation results of the socio-economic development tasks in the first 6 months of the year; the main tasks and solutions for the last 6 months of 2024. At the meeting, the Provincial People's Council continued to exercise direct supervision over the Provincial People's Committee through questioning and answering activities which were standardized according to Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee guiding supervision activities of the People's Council. The content is expected to question 05 field groups about investment plans; transportation; construction; education and training; labor, war invalids and society. These are the contents that are being focused on and directed by the province, of interest to a large number of voters and people, and proposed by the People's Council’s Boards, Delegates groups and the Provincial People's Council’s delegates. With responsibility to the voters and people of the province, the delegates of the Provincial People's Council are requested to uphold the sense of responsibility, carefully study the reports and presentations of the relevant agencies presented at the meeting, verification reports of the Boards of the Provincial People's Council, from the lively and rich realities of their industries, fields and localities, actively participate in discussions and contribute many enthusiastic, profound and good quality opinions, contributing to the success of the Session, meeting the trust and expectations of voters and people in the province.

At the meeting, Ms. Quach Thi Huong, Member of the Standing Board of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee presented a report summarizing voters' opinions and recommendations.

On behalf of the Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Nguyen Le Huy presented the Report on the implementation of the socio-economic development plan; state budget revenue and expenditure; public investment capital plan for the first 6 months of the year and main tasks and solutions for the last 6 months of 2024 and the draft Resolution to continue promoting the implementation of socio-economic development tasks in the last 6 months of 2024.

Accordingly, in the first 6 months of 2024, in the context of many mixed advantages and difficulties, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have drastically led and directed the implementation of solutions to overcome difficulties and support for enterprises to manufacture; promote economic development, ensure social security; along with the high efforts of all people and businesses in the province, the socio-economic situation in the first 6 months of 2024 has achieved quite positive results. Economic affairs: Gross regional demostic product in the province (GRDP) increased by 6.81%, Hung Yen province ranked 24/63 provinces and cities in the country and ranked 8/11 provinces and cities in the Red River delta region. Total State budget revenue in the area is 22,066 billion VND, reaching 67.2% of the estimate assigned by the People's Council, of which: Domestic revenue is 19,898 billion VND; revenue from import and export activities is 2,133 billion VND. Social affairs: The rate of schools at all levels meeting national standards is 81.56% (plan: 93.85%); maintain the natural population growth rate below 1%; create new jobs for 12,590 people (reaching 54.3% of the yearly plan, up 5% over the same period in 2023; the rate of people participating in health insurance reaches 93.5% (yearly plan: 94.2%); the rate of communes recognized to meet national health standards reaches 28.39% according to the new standard (plan: 50%); it is expected that the first phase in 2024, it is proposed to recognize 2 more districts of Van Giang and Phu Cu as meeting advanced new-style rural districts, 26 communes meet advanced new-style rural standards, 08 communes meet model new-style rural standards. Regarding environment and urban areas: The rate of hazardous waste collected and treated is estimated at 100% (Plan: 100%); the rate of urban solid waste collected and treated is estimated at 90% (plan: 92%); the rate of operating industrial parks has a centralized wastewater treatment system that meets environmental standards is estimated to reach 100% (plan: 100%); urbanization rate is estimated to reach 45% (plan: 46%). Regarding administrative reform: In 2023, the province's PCI ranks 12/63 provinces and cities (up 2 places and up 1.18 points compared to 2022); Provincial Green Index (PGI) ranks 4/63 provinces and cities (up 10 places and 8.82 points compared to 2022) ; the province's Public Administration Reform Index (PAR INDEX) ranks 26/63 provinces and cities; the satisfaction index of public administrative services (SIPAS) ranks the 7th out of 63 provinces and cities; the Provincial Governance and Public Administration Performance Index (PAPI) ranks the 12th out of 63 provinces and cities; Hung Yen province's innovation index ranks 18/63 provinces and cities.

Also at the meeting, the Provincial People's Committee presented to the Provincial People's Council the reports, proposals and draft Resolution: On adjusting and supplementing the medium-term public investment plan for the period 2021-2025 in Hung Yen province, the plan for using sources to increase provincial budget revenue in 2023; adjusting and supplementing the public investment capital plan in 2024 to collect land use fees managed by the province; Report on the results of receiving citizens, resolving complaints and denunciations of citizens in the first 6 months of the year, the tasks in the last 6 months of 2024; Report on the results of preventing and combating corruption and negativity in the first 6 months of the year, the tasks in the last 6 months of 2024; the list of public services using state budget in the field of economic and construction activities in the province; approving public investment policies for a number of works and projects in the province.

Next, Mr. Bui Manh Hung, Head of the Economic and Budgetary Affairs Board presented the Verification Report on the implementation of economic and budgetary development tasks in the first 6 months of 2024 and the goals, tasks, and solutions for the last 6 months of 2024; Verification report on reports, submissions and the draft Resolutions presented by the Provincial People's Committee at the meeting. Ms. Dang Thi Gam, Head of the Cultural and Social Affairs Board, the Provincial People's Council presented the Verification Report on the implementation of cultural and social development tasks in the first 6 months of 2024, the important tasks and solutions in the last 6 months of 2024.

Next, Director of the Provincial People's Procuracy Nguyen Van Vien presented the Report on the situation of law enforcement and procuracy work in the first 6 months of 2024, the tasks and solutions in the last 6 months of 2024; Chief Justice of the Provincial People's Court Le Van Tuan presented a report on trial work for the first 6 months of 2024, and the work directions and tasks for the last 6 months of 2024.

At the meeting, the Provincial People's Council’s delegates voted to relieve Mr. Doan Anh Quan, former Secretary of the Tien Lu District Party Committee, from his duties as a delegate of the 17th Provincial People's Council, due to his retirement and Mr. Luong Minh Thanh, former Director of Hung Yen Power Company, who were transferred to another job.
