The Implementation plan of the Resolution No. 90/NQ-CP dated June 16, 2023 of the Government promulgating an Action Plan to implement the Resolution No. 81/2023/NQ15 of the National Assembly

On 26/7/2023, the Provincial People's Committee issued the Plan No. 123/KH-UBND to implement the Resolution No. 90/NQ-CP dated June 16, 2023 of the Government promulgating an Action Plan to implement the Resolution No. 81 /2023/NQ15 of the National Assembly on the National Master Plan for the period of 2021-2030, with a vision to 2050 and the Implementation plan of the National Master Plan for the period of 2021-2030, with a vision to 2050.

Accordingly, the Plan clearly states the following general objectives: Striving to 2030, Hung Yen develops quickly and sustainably, becomes a province with a development level in the leading group of the country; towards becoming a smart, green city with a good living environment; having a network of economic and social infrastructure that is gradually modernized; the industry belongs to the group of strong development of the whole country; People's lives are enhanced; cultural identity is preserved and promoted; proactively responding to climate change, developing green, low-carbon economy; political security, social order and safety are ensured; defense is strengthened. In the vision to 2050, Hung Yen will become a smart, rich and beautiful city with modern infrastructure, harmonious social development with its own cultural identity, good quality, fresh and safe environment.

Specific targets by 2030 are as follows:

- Thr growth rate of gross domestic product at comparative prices (GRDP): Period 2021-2015: 8.0%; Period 2026-2030: 8.5%;

- GRDP structure: Period 2021-2015: industry and construction 65.0%, trade and service 29.1%, agriculture and fishery 5.9%; Period 2026-2030: industry and construction 64.1%, trade and services 32.3%, agriculture and fishery 3.6%.

- The growth of economic sectors: Period 2021-2015: production value of agriculture, forestry and fishery 2.3%, value of industrial production, construction 9.2%, value of commercial production and service 7.4%; Period 2026-2030: production value of agriculture, forestry and fishery 1.6%, value of industrial production, construction 8.9%, value of commercial production and services 9.1% .

- Export turnover: Period 2021-2015: 8500 million USD; Period 2026-2030: Over 12,000 million USD.

- GRDP per capita (at current prices): Period 2021-2015: 5,100 USD; Period 2026-2030: 8,550 USD.

- Local budget revenue: Period 2021-2015: VND 21,500 billion; Period 2026-2030: VND 39,000 billion. In which, domestic revenue: Period 2021-2015: 16,500 billion VND; Period 2026-2030: 31,000 billion VND; import and export tax: Period 2021-2015: 5,000 billion VND; Period 2026-2030: VND 8,000 billion.

- Budget expenditure: Period 2021-2015: VND 21,000 billion; Period 2026-2030: 38,000 billion VND.

- The capital for development and investment of the whole society: Period 2021-2015: VND 250,000 billion; Period 2026-2030: VND 450,000 billion.

- Urbanization rate: Period 2021-2015: over 48%; Period 2026-2030: over 58%.

- New-style rural construction:

+ The number of communes meeting the advanced new-style rural standards: Period 2021-2015: over 100 communes; Period 2026-2030: over 100 communes.

+ The number of communes meeting the model new-style rural standards: Period 2021-2015: Over 30 communes; Period 2026-2030: 70% of communes.

- Cultural and social indicators:

+ The rate of poor households according to multidimensional standards: Period 2021-2015: 0.5%; Period 2026-2030: basically no more poor households.

+ The number of employees to be created jobs: Period 2021-2015: 24,000 people; Period 2026-2030: 24,000 people.

+ The rate of trained workers: Period 2021-2015: 71%; Period 2026-2030: 76%.

+ The proportion of trained workers with degrees and certificates: Period 2021-2015: 31-33%; Period 2026-2030: 40-42%.

+ The percentage of communes recognized as meeting national standards in health: Period 2021-2015: 100%; Period 2026-2030: 100%.

+ The number of doctors per ten thousand people: Period 2021-2015: 10; Period 2026-2030: 11.

+ The number of hospital beds per ten thousand people: Period 2021-2015: 30; Period 2026-2030: 35.

+ The average life expectancy: Period 2021-2015: 75; Period 2026-2030: 76.5.

+ Maintaining natural population growth rate: Period 2021-2015: <1%; Period 2026-2030: <1%.

+ The rate of people participating in health insurance: Period 2021-2015: 95%; Period 2026-2030: 98%.

  + The percentage of workers in the age group participating in social insurance: Period 2021-2015: 47%; Period 2026-2030: 50%.

+ The proportion of cultural households: Period 2021-2015: 92%; Period 2026-2030: 93.5%.

  + The percentage of cultural villages and quarters: Period 2021-2015: 90%; Period 2026-2030: 91%.

- Environmental indicators:

+ The rate of daily-life solid waste collected and treated: In urban areas: Period 2021-2015: 95%; Period 2026-2030: over 98%. In rural areas: Period 2021-2015: 90%; Period 2026-2030: over 95%.

+ The rate of hazardous waste collected and treated: In urban areas: Period 2021-2015: 100%; Period 2026-2030: 100%. In rural areas: Period 2021-2015: 100%; Period 2026-2030: 100%.

+ The percentage of industrial parks with centralized wastewater treatment systems: Period 2021-2015: 100%; Period 2026-2030: 100%.

+ The ratio of investment projects meeting environmental protection requirements: Period 2021-2015: 100%; Period 2026-2030: 100%.

+ The percentage of urban population supplied with clean water through a centralized water supply system: Period 2021-2015: 88%; Period 2026-2030: 88%.

+ The percentage of households using clean water meeting standards in rural areas: Period 2021-2015: 100%; Period 2026-2030: 100%.

- Other indicators:

+ The proportion of digital economy in GRDP: Period 2021-2015: 20%; Period 2026-2030: 30%.

+ The average contribution of total factor productivity: Period 2021-2015: over 50%; Period 2026-2030: over 50%.
