The driving force for economic development in coastal area

The coastal land in the province has the advantage of fertile land. Farmers have actively applied scientific and technical advances, bringing productive and quality plant and animal varieties into production, forming specialized fields of high economic efficiency.

Kim Dong district has more than 1.5 thousand hectares of land along the Red River. To promote socio-economic development in this area, from 2015 to present, with budget capital and socialization, the district has invested more than 220 billion VND to upgrade and renovate nearly 110km of roads. Up to now, 100% of commune, inter-commune, village and inter-village roads in the coastal area are paved with concrete. Of the total of more than 37.9km of infield roads, the district has paved nearly 10km with concrete to facilitate people's agricultural production, contributing to bringing the income value of one hectare of farmland to 225 million VND/year.

The coastal localities of Van Giang district and Khoai Chau district have advantages in developing commodity production, the level of intensive farming of farmers in these localities is quite high, and their market thinking is quick, along with that the restructuring of crops and livestock has developed strongly. The areas with high ground and protected dikes have been converted to growing ornamental kumquats, fruit kumquats, specialty fruit trees, etc., earning a profit of 300 - 500 million VND/hectare/year. The process of converting crop structure has formed large specialized commodity farming areas, forming local markets such as ornamental plants and fruit trees in Phung Cong, Me So, Lien Nghia communes (Van Giang); Dong Tao, Binh Minh, Da Trach, Ham Tu (Khoai Chau)... In addition, in Khoai Chau and Kim Dong districts... banana growing areas have been planned with an area of more than one thousand hectares, with an average income of 350 - 400 million VND/hectare.

The rural transport infrastructure of Phung Cong commune (Van Giang) has been invested and upgraded, creating favorable conditions for people to develop their economy.

Under favorable conditions of green food sources such as grass, crop products such as corn, potatoes, soybeans... along with the advantage of grazing land, livestock farming in the grassland area develops strongly, accounting for a large proportion of the livestock structure of the whole province. Although the area of agricultural land in the coastal areas only accounts for 7.7% of the entire province's agricultural land, the herd of buffaloes and cows accounts for nearly 30%, the herd of pigs accounts for nearly 15%...

With the goal of comprehensive socio-economic development of the coastal area, on March 22, 2021, the Provincial People's Committee issued Decision No. 843/QD-UBND approving the project to develop and improve economic efficiency of the coastal area of Hung Yen province to 2025, with an orientation to 2030 (abbreviated as Coastal Area Project). Total investment capital need to implement the project is more than 2,104 billion VND; of which, the central, provincial and district budget capital support more than 536.3 billion VND, enterprise capital and other legally mobilized sources at more than 1,568 billion VND.

The objectives of the Coastal Area Project for developing infrastructure to serve production include: Building and upgrading 22 yards for materials and goods transshipment; renovating and upgrading more than 330km of main roads and inner fields. Building a modern irrigation system based on the application of scientific and technological advances; in the period 2021 - 2030, striving to invest in building 18 irrigation and drainage pumping stations; upgrading 18.2km of dikes; building 27 new bridges and culverts; upgrading and solidifying more than 119.7km of infield canals. Investing in new construction of 28 transformer stations, installing 71km of low voltage lines to serve production, preservation and processing of products.

To achieve the goals of agricultural development in coastal area, in recent times, the Department of Agriculture and Rural Development has increased coordination and orientation for localities to build concentrated agricultural production area and developed OCOP products. In the field of cultivation, expanding the area of key specialty fruit trees plantation; renovating and replacing fruit trees with low economic value. In particular, maintaining and gradually narrowing the existing rice cultivation area; developing and expanding corn area in association with the development of livestock and poultry farming. Banana trees continue to increase production area according to VietGAP standards; banana area by 2025 to reach 1,428 hectares. By 2025, the area of longan trees reaches 691 hectares. Citrus trees (oranges, tangerines, grapefruits), applying intensive farming techniques and post-harvest preservation technology to increase value; focusing on high-tech development in localities such as Van Giang, Khoai Chau, Phu Cu, Kim Dong and Hung Yen city; by 2025, the area will attain 820 hectares. Food crops (vegetables, tubers, fruits) expand in area to 222 hectares by 2025. For growing flowers and ornamental plants, by 2025, flower output supplied to the local market accounts for 30%; the remaining 70% of products are supplied to the Hanoi market, other regions and going to be exported...

In the period of 2021 - 2030, the coastal area prioritizes investment in such projects as: Clean vegetable project applying high technology in Kim Dong, Khoai Chau districts and Hung Yen city. The citrus, longan, and lychee plantation project has a scale of 20 hectares/project in Van Giang, Khoai Chau, Kim Dong, Tien Lu, Phu Cu districts and Hung Yen city; Banana cultivation on a scale of 50 hectares/project or more in Khoai Chau, Kim Dong districts and Hung Yen city. The project to grow medicinal herbs with a scale of 20 hectares/project in Khoai Chau and Kim Dong districts; concentrated seedling production with an area of 50 hectares in Tan Chau commune (Khoai Chau). The project builds and encourages the development of production and consumption chain models of agricultural products (vegetable, fruit, meat, fish) to ensure food safety. Building concentrated livestock area far from residential area with a scale of 10 hectares or more; building a concentrated aquaculture area and cage fish farming.
