The Directive on strengthening and improving the efficiency of state management of petroleum, ensuring the supply of petroleum for production and business activities of enterprises and people's daily life

On 28/8/2023, the Ministry of Industry and Trade issued the Directive No. 09/CT-BCT on strengthening and improving the efficiency of state management of petroleum, ensuring the supply of petroleum for production and business activities of enterprises and people's daily life.

According to the Directive, the Minister of Industry and Trade requested the Departments of Industry and Trade of provinces and centrally-run cities to coordinate with local functional units to guide documents and procedures, create favorable conditions for traders in areas to do business and supply petroleum; supervise local petroleum business activities, ensure traders to comply with current legal regulations; supervise petroleum quality in management area; monitor sale time and retail prices of gasoline at local gasoline retail stores; not allow the situation that petrol stations stop selling for no reason, causing shortages or disruptions in the local petrol supply in the area. To create favorable conditions for petroleum businesses in the area in transporting, circulating, distributing petroleum and ensuring security and order, as well as in inspecting, checking and supervising petroleum business activities of enterprises within the scope and area of management.

Major traders in the petroleum business

- To seriously and fully implement the total allocated minimum petroleum source in 2023 (both in quantity and type) to ensure continuous supply of petroleum to customers.

- To be proactive in goods source (both domestic and imported sources), carry out petroleum reserves according to regulations, ensure adequate supply of petroleum to the domestic market in all situations.

- To absolutely do not interrupt the supply of petroleum in the business system (from wholesalers, distributors, retailers). In all situations, sufficient goods must be provided to retail stores within the business's distribution system to maintain regular sales activities.

- To focus on sharing supplies and profits in the distribution system in a reasonable manner to ensure uninterrupted supply of petroleum to the market.

- There is a close commitment with domestic petroleum producers (in the contract signed between the parties), which requires a clear and strict commitment to sanctions when one of the parties violates to ensure that producers and petroleum traders carry out their rights, obligations and responsibilities in accordance with the content and output signed between the parties.

- To take responsibility for providing complete and timely figures and data to the authorities (Ministry of Finance, Ministry of Industry and Trade...) to serve as a basis for accurately updating and fully calculating gasoline business costs in the formula for calculating the base price of petroleum products, ensuring efficiency in administration, stabilizing petroleum prices, harmonizing the interests of the State, businesses and people.

In addition, the Ministry of Industry and Trade assigned specific tasks to the Departments: Domestic Market, Planning - Finance, Petroleum and Coal, Legal Affairs, Science and Technology, General Department of Market Management, and Inspection Ministry, press units under the Ministry, Vietnam Petroleum Association and units under relevant ministries.
