The Directive on continuing to promote patriotic emulation movements to successfully implement the 2024 socio-economic development plan

On 06/3/2024, the Chairman of the Provincial People's Committee signed and issued Directive No. 02/CT-UBND on continuing to promote patriotic emulation movements to successfully implement the 2024 socio-economic development plan. 

Accordingly, the Provincial People's Committee requests Heads of Emulation clusters, blocks, agencies, organizations and units to implement the following contents:

To continue to propagate and deeply grasp President Ho Chi Minh's patriotic emulation ideology; the Party's policies and guidelines, the State's policies and laws on emulation and commendation work; effectively implement Directive No. 34-CT/TW dated April 7, 2014 of the Politburo, Directive No. 31-CT/TU dated December 9, 2014 of the Standing Board of the Provincial Party Committee on continuing to renovate emulation and reward work and guiding documents of the Central Committee, the Provincial Party Committee, and the Provincial People's Committee; create a stronger change in awareness, ideology and strengthen the leadership of Party committees at all levels and government, beef up the role and responsibility of the leader and the Emulation and Commendation Council at all levels, make emulation truly become a sense of self-awareness, responsibility, and regular work of agencies, organizations, units and individuals; thereby, actively contributing to the successful implementation of the province's socio-economic, defense and security tasks and targets in 2024 and the 5-year plan 2021-2025.

To organize practical and effective emulation movements, closely following the orientation and direction of the Party and State; innovate in the content and methods of organizing emulation movements with rich and diverse forms, specific and practical content, focus on concretizing and well rolling out key and breakthrough, strategic tasks; emulate the completion and over-fulfillment of tasks, targets, and plans for 2024 according to the Resolutions of the Provincial People's Council: No. 412/NQ-HDND dated December 7, 2023 on the socio-economic development tasks in 2024; No. 413/NQ-HDND dated December 7, 2023 on the estimates of state budget revenues in the area, local budget revenues and expenditures in 2024; No. 435/NQ-HDND dated December 7, 2023 on the tasks of state budget capital investment plan in 2024 and Decision No. 2689/QD-UBND dated December 12, 2023 of the Provincial People's Committee on assigning state plan targets for 2024; the programs and plans of the Provincial People's Committee on socio-economic development in 2024.

To continue to promote the organization and implementation of key emulation movements launched by the Prime Minister: the emulation movement "The whole country joins hands to build new-style rural areas" for the period 2021-2025; the emulation movement "For the poor - leaving no one behind" for the period 2021-2025; the emulation movement "Officers, civil servants, and public employees emulate implementing office culture" in the period 2019-2025; the emulation movement "Promoting the development of synchronous and modern infrastructure and practicing thrift and combating waste"; the emulation movement "The whole country competes to build a learning society, promoting lifelong learning" for the period 2023-2030; Thematic emulation movements launched by the Provincial People's Committee: the movement "Promoting State administrative reform in Hung Yen province in the period 2022-2025", the emulation movement "Accelerating the implementation progress of the province's key projects for the period 2021-2025", the emulation movement "Hung Yen promotes the Digital Transformation Project for the period 2022-2025", the emulation movement "Promoting the attraction and effective use of investment resources in Hung Yen province in the period 2022-2025", the emulation movement "Promoting the implementation of Ring Road No. 4 Construction Investment Project - Hanoi Capital Region", the emulation movement of advanced examples in the period 2021-2025 and emulation movements in the fields of economy, culture, society and security - defense; the emulation movement in Party agencies, governments, unions, and social organizations.

The emulation to build strong Party, government, Fatherland Front and socio-political organizations; maintain and stabilize security - national defense, social order and safety; emulate to speed up construction progress and disbursement of public investment capital to achieve and exceed annual socio-economic development targets, goals and tasks assigned according to the Resolution of the Provincial People's Council and the plan of the Provincial People's Committee; successfully perform the arrangement of commune-level administrative units for the period 2023-2025 in the province; emulate to improve the Provincial Competitiveness Index (PCI); Administrative reform indexes strive to have no agencies, units, or localities rated as weak, average, or exceeding the rating and scores of the administrative reform indexes achieved in 2023, through that contributing to improving the indexes of Hung Yen province, striving to achieve rankings and points compared to other provinces nationwide in 2024.

To innovate and improve the operation quality of Emulation Cluster and Block; overcome the content that is still formal; develop specific evaluation and emulation scoring criteria, associated with assigned political tasks; evaluate, comment and honor typical collectives in Emulation Clusters and Blocks associated with the evaluation and ranking results according to provincial regulations; strengthen thematic activities, exchange and share experiences, introduce typical models and solutions in Emulation Clusters and Blocks, create a wide spread in the emulation movement in the province.

To pay attention to discovering and fostering new factors and examples, propagating and replicating advanced examples, setting examples of good people and good deeds, in order to promote and encourage emulation movements; agencies, organizations and units make specific plans to foster and build new models and new factors, synchronously conduct all four stages: discovering - fostering - summarizing - replicating good examples; information and communication agencies actively innovate and diversify methods, boost propaganda of President Ho Chi Minh's patriotic emulation ideology, the Party's policies and guidelines, and the State's policies and laws for emulation and commendation; open specialized pages and sections and increase time to introduce and propagate advanced examples in emulation movements, examples of good people and good deeds in all fields.

To continue to improve the quality of reward work, create strong and substantive changes, ensure that rewards are accurate, timely, public, transparent, have the effect of motivating, educating, and setting an example; focus on rewards through discovering new examples and factors, reward direct employees, unexpected rewards, and thematic rewards; beef up the responsibility of leaders in discovering, praising and rewarding organizations and individuals that achieve excellent achievements in performing tasks; rewards must be consistent with achievements and achieved results; continue to reform administrative procedures and apply information technology in emulation and reward work.

To regularly urge, inspect, review, summarize and evaluate the effectiveness of emulation movements on the basis of evaluating the results of implementing political tasks of each agency, organization, unit and locality; strengthen inspection and supervision, promptly detect and strictly handle violations in emulation and reward work; enhance the leadership and direction of Party committees, authorities and the Emulation - Reward Council at all levels, mobilize the participation of the entire political system, especially the role and responsibilities of the leader of agencies and units in the launching so that the emulation movement is always innovative, creative, substantive and brings practical results.
