The Directive of the Prime Minister on innovating governance, improving production and business efficiency and strongly promoting investment and development of Groups, Corporations and State-owned enterprises

On 22/02/2024, the Prime Minister issued Directive No. 07/CT-TTg on innovating governance, improving production and business efficiency and strongly promoting investment and development of Groups, Corporations and State-owned enterprises.

According to the Directive, 2024 is forecasted that the world and domestic economies will continue to face greater difficulties and challenges, especially for production and business activities, and will also be a year of acceleration and breakthrough, have a particularly important significance in the successful implementation of the 5-year socio-economic development plan for 2021-2025 according to the Resolution of the 13th Party Congress, so the task set is very heavy.

To continue to boost the leading role, improve production and business efficiency and promote investment and development of SOEs, contributing to the successful implementation of the socio-economic development task in 2024, with the spirit of "Discipline and responsibility, timely initiative, accelerated innovation, sustainable efficiency", the Prime Minister requested as follows:

* For Groups, Corporations, and State-owned enterprises, thoroughly implement the following requirements:

- To raise awareness and responsibility in performing assigned tasks of managing state capital and assets at enterprises, especially the responsibilities of the Chairman, General Director/Director, and representative of state capital at the enterprise. To beef up the spirit of self-reliance, enhance initiative, creativity, daring to think, daring to do, daring to take responsibility, striving with the highest sense of responsibility for the benefit of the nation and people, creating spirit, thinking, new ways of doing things, determination and decisiveness in action.

- To urgently and effectively implement the Enterprise Restructuring Project for the period 2021-2025, focus on innovating corporate governance, restructure finance, capital, assets, personnel, organization of the enterprise's management apparatus; the enterprise's annual and five-year development strategy, production, business and investment plan have been approved; related tasks and directions of the Government and Prime Minister.

-To boost the implementation of large, key national investment projects in important fields according to strategies and plans assigned by competent authorities, the Government and Prime Minister; create an important premise and driving force for the development of industries, fields and the entire economy. To do a good job of investment preparation and promptly disburse investment capital to speed up the progress of investment projects. To research and increase investment in innovation, new industries and fields.

- To prioritize focusing resources on main business areas, overcome the situation of scattered and ineffective investments; improve innovation capacity; innovate the corporate governance model towards modernity in accordance with international practices; arrange and streamline the apparatus; increase competitiveness in domestic and international markets; create position and strength as well as the basis for building development orientation and strategic vision for the next period.

- To exceeded the assigned production and business plan targets, make the highest contribution to ensuring major balances for the economy, stabilize the macroeconomy, create revenue for the state budget, and solve jobs and ensure the lives of workers, implement social security policies.

* Ministries, branches, agencies, the People's Committees of provinces and centrally-run cities and owner's representative agencies:

- To urgently carry out the tasks assigned by the Government and the Prime Minister in the Government's Resolutions and the Prime Minister's Decisions: Resolution No. 68/NQ-CP dated May 12, 2022; Resolution No. 58/NQ-CP dated April 21, 2023; Decision No. 22/2021/QD-TTg dated July 2, 2021; Decision No. 360/QD-TTg dated March 17, 2022 and other related documents. Based on functions, tasks and authority, accelerate the progress of building strategies and planning for the development of industries and fields in the 2021-2030 period, with a vision to 2050 to align the development strategy of SOEs with industry, field development that aims to bolster the country's important resources.

- To promote reform of administrative procedures, improve the business investment environment, create favorable conditions for people and businesses; resolutely reduce administrative procedures and business regulations that are unnecessary, inappropriate, and unfeasible. To proactively remove difficulties to speed up customs clearance of goods and improve the efficiency of import and export activities at border gate areas, especially for seasonal agricultural and aquatic products.

- To correct and thoroughly overcome the avoidance and pushing of responsibilities in the performance of public duties; at the same time, protect officials who dare to think, dare to do, and dare to take responsibility for the common good, including the interests of people and businesses.

- To continue to review and improve mechanisms, policies, and legal regulations related to: corporate bond market, land use rights, real estate, labor, science and technology, energy... .contribute to improving the efficiency of mobilization and use of resources for production and business

- The Ministries: Natural Resources and Environment, Finance, Agriculture and Rural Development urgently submit to the Government to promulgate Decrees detailing the Land Law to ensure progress, quality, and early implementation of the Land Law into life, unlocking resources, developing socio-economics and supporting production and business development of SOEs.

- The People's Committees of provinces and centrally-run cities: Accelerate the progress of rearranging and handling houses and land of local enterprises according to their authority to remove bottlenecks and free up resources for production and business development. To carry out land allocation, land lease and determine the value of land use fees promptly, in accordance with the provisions of law; research and create favorable conditions in handling procedures for applying for land use rights certificates for land areas used for construction works serving railway transport operations.

In addition, the Directive also assigns specific tasks to the Ministry of Finance, Ministry of Planning and Investment, and Ministry of Industry and Trade; State-owned Groups, Corporations and SOEs to continue to promote the pioneering and leading role of SOEs in the economy, ensuring that SOEs are the pioneering and leading force in the field of innovation and digital transformation and economic recovery.
