06/10/2023 | lượt xem: 13 in: The Directive of the Prime Minister on developing a synchronous, effective, modern and integrated science and technology market On 05/10/2023, the Prime Minister issued Directive No. 25/CT-TTg on developing a synchronous, effective, modern and integrated science and technology market. According to the Directive, implementing Resolution No. 20-NQ/TW dated November 1, 2012 of the 11th Party Central Committee on developing science and technology to serve the cause of industrialization and modernization in the context of a socialist-oriented market economy and international integration, the Prime Minister issued Decision No. 2075/QD-TTg dated November 8, 2013 and Decision No. 1158/QD-TTg dated July 13, 2021 approving the Science and Technology Market Development Program to 2020 and 2030. Up to now, the science and technology market has gradually formed, developed and achieved such remarkable results as: Institutions and policies for developing the science and technology market have been gradually improved; the supply of science and technology goods is increasing, research results are gradually becoming goods accepted by businesses; the needs and capacity of businesses to receive, absorb and master technology are increasingly improving; intermediary organizations are gradually formed and developed, and the work of promoting and advertising scientific and technological products continues to be promoted. However, overall, the country's science and technology market still has a number of barriers, obstacles, and "bottlenecks" that need to be quickly removed and overcome, specifically: the policy and legal system on technology transfer and technology exchange are still not synchronized, lacking mechanisms and policies to encourage and create motivation for commercialization and boost technology supply and demand; the coordination between ministries and branches is not good; also depending mainly on technology supply from abroad; many research results do not meet market needs; the commercialization of research results is still quiet; it is difficult for businesses to access quality technology supplies; enterprises' capacity to absorb and master technology is still weak; intermediary organizations have not received proper investment attention, their capacity to provide consulting, brokerage, promotion and technology transfer services is still weak; lacking of intermediary organizations with a focal role at regional and national levels and connecting to international markets. In order to overcome the above shortcomings and inadequacies to continue promoting the development of a synchronous, effective, modern and integrated science and technology market in the coming time, the Prime Minister requests as follows: * The Ministry of Science and technology + To preside and coordinate with relevant ministries and agencies to research experiences of countries around the world, comprehensively review and propose appropriate solutions, plans to adjust, supplement and remove barriers, perfect the legal policy system on the science and technology market, report to competent authorities for consideration and decision, including: - To review, propose and promulgate legal regulations on capital contribution and divestment when organizations and individuals contribute capital with research results, intellectual property, and assets formed from scientific and technoloical tasks, completed in 2024. - To preside over the development and implementation of specific policies to attract Vietnamese experts abroad and foreign experts to participate in science and technology market development activities in Vietnam; completed in the period 2024 - 2025. - To preside over the development of annual reports on the science and technology market. To develop and promulgate indicators and criteria to evaluate the activities of the science and technology market and guide ministries, agencies and localities to apply. - To preside over research, develop and submit to competent authorities for promulgation of legal documents on technology exchange to ensure that the science and technology market operates openly, transparently, healthy and sustainably. + To coordinate and support localities to form and develop 03 key technology exchanges in Hanoi, Da Nang, Ho Chi Minh City and a number of local science and technology exchanges. To support the formation of a network of domestic intermediary organizations and connect with a network of regional and international intermediary organizations. + To build and put into use in 2024 a national information portal and database on the science and technology market to provide technology information, machinery and equipment to serve technological application and innovation needs of enterprises. + To research and propose pilot policies to create motivation for commercialization, quickly bring research results and intellectual property created from the state budget into production and business, and report to competent authorities in 2024. + To research and propose plans to beef up businesses to establish and effectively use science and technology development funds in reinvestment activities for businesses' scientific research and technological development. * The People's Committees of provinces and centrally-run cities + To preside over the development, approval and allocation of funds to implement programs and projects to develop the local science and technology market. + To organize the management and effective implementation of programs and projects to develop the local science and technology market; focus on prioritizing market promotion activities, supporting technology transfer, commercializing research results, serving the development of key products, local industrial products, and OCOP products. + To research to accelerate the formation and operation of technology exchange. Hanoi and Ho Chi Minh City urgently put into operation the technology exchange in the fourth quarter of 2024, Da Nang city focuses on well performing the preparation work to put the technology exchange into operation in the fourth quarter of 2025; ensures effective connection with technology exchanges, consulting, brokerage, promotion and technology transfer centers in Vietnam, the region and internationally. In addition, the Directive also sets out specific tasks for ministries and central branches to develop a synchronous, effective, modern and integrated science and technology market.
