The Decision of the Prime Minister approving Vietnam's hydrogen energy development strategy until 2030, with a vision to 2050

On 07/02/2024, the Prime Minister issued Decision No. 165/QD-TTg approving Vietnam's hydrogen energy development strategy until 2030, with a vision to 2050.

According to the Decision, the overall goal of the Strategy is to develop Vietnam's hydrogen energy ecosystem based on renewable energy, including production, storage, transportation, distribution, domestic use and export with synchronous and modern infrastructure to contribute to ensuring energy security, implementing national goals on climate change, green growth and net zero emissions by 2050 according to the roadmap and Vietnam's commitment to a sustainable, equitable, and just energy transition.

Regarding the specific goals and orientation for each field

* About hydrogen energy production

- Period up to 2030

+ Deploying and applying advanced technology of the world in green hydrogen energy production in Vietnam.

+ Deploying and applying the world-class advanced technology in carbon capture/use (CCS/CCUS) associated with hydrogen energy production from other energy sources (such as coal, oil and gas,...) .

+ Striving for hydrogen production capacity from the use of renewable energy and other processes that capture carbon to reach about 100 - 500 thousand tons/year by 2030.

- Orientation to 2050

+ Acquiring and mastering advanced technology in green hydrogen energy production in Vietnam.

+ Acquiring and mastering advanced technology in carbon capture/use (CCS/CCUS) associated with hydrogen energy production from other energy sources (such as coal, oil and gas,...).

+ Striving for hydrogen production capacity from the use of renewable energy and other processes that capture carbon to reach about 10 - 20 million tons/year by 2050.

* About using hydrogen energy

- Period up to 2030

+ To gradually develop the hydrogen energy market in accordance with and in sync with the fuel conversion roadmap in energy-using sector of the economy, including electricity production, transportation (road, railway, waterway, airway), industry (steel, cement, chemical, oil refining, other industries), commercial and civil affairs.

+ To deploy and apply hydrogen-derived energy testing in a number of fields with the ability to take advantage of existing infrastructure in accordance with the ability to ensure system's safety and reasonable price, specifically:

. Electricity production: Research and pilot co-firing of gas with hydrogen and coal with ammonia at gas and coal power plant to prepare for the implementation of the fuel conversion roadmap to hydrogen-based energy.

. Transportation: Research and make pilot performance of hydrogen energy for public transport and long-distance transport.

. Industry: Research and make pilot performance of green hydrogen energy to replace gray hydrogen in fertilizer production, petrochemical refining; pilot the use of hydrogen and hydrogen-derived fuel in the production of green steel, cement,... with low emissions.

- Orientation to 2050

+ To promote the application of green hydrogen energy and hydrogen-derived fuels in all energy-using sector to decarbonize the economy and make an important contribution to the goal of achieving zero stream emissions in 2050, of which:

. Electricity production: Implement fuel conversion for gas and LNG power plant to use hydrogen, coal power plant to use ammonia according to the National Power Development Plan for the period 2021 - 2030, with a vision to 2050.

. Industry: Make the transition to using hydrogen energy in fertilizer production, petrochemical refining industry, steel and cement to decarbonize the industrial sector.

. Transportation: Make the transition to using hydrogen energy and hydrogen-derived fuel for transportation vehicles in accordance with the green transformation roadmap of the transportation industry.

+ To form and develop a market for hydrogen-derived energy consumption according to market mechanisms, healthy competition with other forms of energy.

+ To strive for the proportion of hydrogen energy and hydrogen-derived fuel to reach about 10% of final energy consumption demand.

* Regarding storing, transporting and distributing hydrogen energy

- Period up to 2030

+ To research and make pilot implementation of using existing infrastructure of the energy industry to store, transport and distribute hydrogen energy in accordance with the system's ability to ensure safety and reasonable price.

+ To research and make pilot construction of specialized equipment production centers/facilities serving the transportation, storage and distribution of hydrogen energy.

+ To research and make pilot construction of hydrogen energy distribution system for the transportation sector on roads and areas with favorable conditions.

- Orientation to 2050

+ To develop and perfect the hydrogen storage, distribution and use of infrastructure system with a market scale of about 10 - 20 million tons/year.

+ To deploy, expand and perfect hydrogen distribution system for the transportation sector nationwide in accordance with the general trend of the world.

* Regarding hydrogen energy export

- Period up to 2030

To take advantage of abundant natural resources of renewable energy (wind, solar,...) and geographical location advantage, encourage investment in green hydrogen energy production for export on the principle of ensuring energy security, national defense - security and economic efficiency.

- Orientation to 2050

To form a comprehensive energy industry ecosystem based on renewable energy, new energy, green hydrogen energy, aiming to become a clean energy industrial center and export of renewable energy and green hydrogen energy of the area.

In addition, the Decision also provides development perspectives; tasks, solutions and organization of Strategy implementation.
