The Decision of the Prime Minister approving the Project "Vietnam Farmers' Association participates in collective economic development in agriculture until 2030"

On 20/02/2024, the Prime Minister issued Decision No. 182/QD-TTg approving the Project "Vietnam Farmers' Association participates in collective economic development in agriculture until 2030".

According to the Decision, the overall goal of the Project is to improve the role and effectiveness of participation in the development of the collective economy in agriculture of the Farmers' Association; arouse the spirit of cooperation, start-up and creativity of members and farmers; attract more and more members, farmers, individuals and organizations to participate in developing the collective economy in agriculture; contributing to improving the income and quality of life of members and households, fulfilling social roles and responsibilities, and sustainable development.

* Detail goals are as follows

- By 2025:

+ To consult and support the establishment of at least 250 new cooperatives and 1,500 cooperative groups in agriculture; consolidate and improve the quality and operational efficiency of at least 750 agricultural cooperatives mobilized, guided and supported to be established by Farmers' Associations at all levels.

+ To attract an additional 5% of farmer member households to join collective economic organizations in agriculture.

+ To support at least 10% of branches and groups of the Professional Farmers' Association to develop into agricultural cooperatives and cooperative groups.

+ At least 30% of agricultural cooperatives established with support from the Farmers' Association participate in production and business links with other businesses and economic organizations; 25% of agricultural cooperatives are supported in accessing credit capital sources.

+ 100% of Farmers' Union officials at all levels working to support the development of the collective economy are trained to improve knowledge and skills in propaganda, advocacy, consulting, and support for farmers to develop the collective economy; at least 70% of key officials of agricultural cooperatives established with support from the Farmers' Association participate in training to improve their management, expertise and professional skills.

- By 2030:

+ To consult and support the establishment of at least 750 new cooperatives and 4,000 cooperative groups in agriculture; consolidate and improve the quality and operational efficiency of 1,500 agricultural cooperatives mobilized, guided and supported to be established by Farmers' Associations at all levels.

+ To attract an additional 10% of farmer member households to join collective economic organizations in agriculture.

+ To support at least 15% of branches and groups of the Professional Farmers' Association to develop into agricultural cooperatives and cooperative groups.

+ At least 45% of agricultural cooperatives established with support from the Farmers' Association participate in production and business links with other businesses and economic organizations; 30% of agricultural cooperatives are supported in accessing credit capital sources.

+ 100% of Farmers' Union officials at all levels working to support the development of the collective economy are trained to improve knowledge and skills in propaganda, advocacy, consulting, and support for farmers to develop the collective economy; at least 90% of key officials of agricultural cooperatives established with support from the Farmers' Association participate in training to improve their management, expertise and professional skills.

* Regarding scope, objects, and implementation time

+ Scope of implementation of the Project: In 63 provinces and centrally-run cities.

+ Object of the Project

- Cooperative groups and cooperatives in agriculture are mobilized, guided and supported to be established by the Farmers' Association; managers, executives and members, farmer members participating in cooperatives and cooperative groups in agriculture.

- Members and farmers wishing to participate in developing the collective economy in agriculture.

- Branches and groups of the Professional Farmers' Association.

- Farmers' Union officials at all levels, relevant organizations and individuals.

+ Implementation time includes 02 phases:

- Phase 1: Until 2025.

- Phase 2: From 2026 to 2030.

In addition, the Decision also provides major tasks and solutions; funding and organization of project implementation.
