The Decision of the Prime Minister approving the Construction Industry Development Strategy to 2030, with a vision to 2045

On 16/02/2024, the Prime Minister issued Decision No. 179/QD-TTg approving the Construction Industry Development Strategy until 2030, with a vision to 2045.

According to the Decision, the general goals of the Strategy until 2030 are:

- To boost the improvement of the institutional system and management tools, ensure the completeness, synchronization, unity, modernity, integration, create a favorable, equal and transparent environment for all subjects participating in construction investment activities; enforce effective and efficient laws in all areas of the Construction industry.

- To enhance the capacity of the Construction industry to undertake all stages of management, design, procurement, and construction of modern, complex, large-scale construction projects and gradually compete and expand the market to abroad. To strongly develop the construction materials industry in the direction of saving energy and mineral resources, environmentally friendly, high technology content, meeting domestic demand, and increasing the export of high-quality construction materials and developing new construction materials. To apply technology in construction investment management, design, construction, and project quality management.

- To accelerate the speed and improve the quality of urbanization and urban economy. To develop mechanisms and policies to promote the development of a harmonious urban system, suitable to the potential and advantages of each region and locality; strongly develop satellite urban areas of some large urban areas, especially Hanoi and Ho Chi Minh City. To basically complete the institutional system, mechanisms, policies, and management tools; build an urban government model associated with effective urban governance and increase competitiveness; gradually improve the quality of urban development in terms of economy, society, infrastructure, architecture, housing, and people's quality of life.

- To innovate and improve the quality of construction planning; build modern, sustainable, richly identifiable architecture, promptly meet cultural development requirements. Urban development has a long-term vision; forming a number of smart urban chains in key economic regions of the North, South and Central regions; gradually connect to smart urban networks in the region and the world; build low-carbon cities to reduce greenhouse gas emissions, urban areas towards green cities, with identity, pioneering and leading innovation activities, becoming the driving force of development.

- To contribute to the basic completion of building a framework technical infrastructure system of central urban areas across the country and regions that is synchronous, modern, and capable of serving. To strengthen the capacity of infrastructure systems to respond to climate change. To gradually develop underground space in large cities. To increase connectivity between domestic and regional urban areas; link urban and rural development.

- To develop a transparent mechanism for assessing real estate value according to market mechanisms. To fundamentally solve housing requirements for urban residents, expand housing types; make policies to support promoting social housing development.

- Orientation to 2045: The Construction industry ensures that it is capable of designing and constructing modern and complex construction projects in all fields of all sizes and have the ability to compete and expand its operating market to abroad. To develop the construction materials industry to reach the level of a modern industry. The urbanization rate is in the high average group of the ASEAN and Asia region. The urban system is linked into a synchronous, unified, and balanced network between regions, capable of resisting and adapting to climate change, preventing and combating natural disasters and epidemics, and protecting the environment, typical architecture rich in identity, green, modern, and smart. The urban technical infrastructure system develops synchronously, meeting the needs and speed of urban development. Housing development meets people's needs for new construction and housing renovation; the real estate market develops sustainably, healthily and transparently.

* Specific goals are as follows

a) The field of construction planning and architecture:

- To make comprehensive innovation in planning methods, processes, content and products in the direction of construction planning must have a multidisciplinary approach, cover a long-term, comprehensive, strategic and respectful vision of market rules and principles of sustainable development; ensure the hierarchy, continuity, unity, completeness and integration of the planning system, closely link with rural planning; clearly delineate areas in urban planning and apply development control tools according to planning and plans; associate urban planning with implementation resources.

- To organize planning, construction and development of urban areas and urban regions, especially planning for construction of technical infrastructure, social infrastructure, public areas, planning for management and use of connecting spaces and underground spaces and urban underground works systems in accordance with strategies, planning and plans to ensure national defense and security.

- To encourage architectural works that ensure the criteria of modernity, sustainability, rich identity, conservation, inheritance, and promotion of traditional architectural values, create a sustainable living environment and appropriate use of natural resource, energy saving, natural disaster prevention and climate change adaptation.

- Some specific targets:

+ To complete reviewing and basically cover the zoning planning of central areas, expected development areas and areas expected to establish new urban administrative units (districts and wards).

+ Rural construction planning: review and adjust the general commune construction planning to implement the goal of the National Target Program on new-style rural construction for the period 2021 - 2025, which is at least 10% of communes achieving model new-style rural standards, no more communes meet less than 15 criteria.

+ By 2025, urban areas complete the development of architectural management regulations; strive that by 2030, 80% of urban areas and rural residential areas have approved and promulgated architectural management regulations.

b) Urban development field:

- To synchronously implement policies to decompress and reduce load for large urban areas, bring people to surrounding urban areas that have fully formed cultural institutions, technical infrastructure, and social infrastructure; focus on promoting infrastructure and service systems in satellite urban areas and the city-affiliated city model, ensuring that urban areas play a central role in socio-economic development, science and technology, education and training, innovation and entrepreneurship locally, regionally and nationwide. To prioritize the development of small urban areas (type V) and peri-urban areas to support rural development through urban-rural linkages. To control low-density urban development in urban areas of grade II and above; focus on in-depth urban development and improve the quality of people's living environment.

- To effectively deploy national projects and programs on urban development to respond to climate change, prevent and control natural disasters and epidemics; renovate, embellish, reconstruct and upgrade urban areas; develop new urban models consistent with reality, focus on traffic-oriented urban development models. To research and develop criteria to identify and develop urban areas with specific and outstanding locations and functions such as university development, creative centers, border gate economies, industries, islands, ports, airports; urban areas associated with TOD, green urban areas, smart urban areas, sustainable urban development to respond to climate change and propose appropriate development mechanisms and policies.

- Some specific targets:

+ The urbanization rate by 2025 reaches at least 45%, and by 2030 at over 50%. The ratio of urban construction land to total natural land area reaches about 1.5 - 1.9% by 2025, and by 2030 at about 1.9 - 2.3%.

+ The number of urban areas nationwide by 2025 will be about 950 - 1,000 urban areas, and by 2030 at about 1,000 - 1,200 urban areas. By 2025, 100% of existing and new urban areas have general planning, zoning planning, renovation, embellishment, reconstruction and urban development programs; ensure that at least 100% of grade-III urban areas or higher complete urban classification criteria for urban infrastructure, especially infrastructure for health, education, training and urban-level cultural works. By 2030, form a number of national and regional urban centers that meet urban-level health, education and training and cultural targets equivalent to the average level of urban areas in the group of 4 leading countries in ASEAN.
