The conference to study, thoroughly grasp and propagate the Party's resolutions, directives, conclusions, regulations and information on the situation of Vietnam's seas and islands

The conference was held in both face-to-face and virtual forms from the province’s bridge point at the Provincial Information and Convention Center to 189 meeting points of the District Party Committees, the Town Party Committees, the City Party Committees, and Party committees under the Provincial Party Committee; the Party committees of communes, wards and towns. At the conference, delegates heard the Colonel Vu Huu Kiem, Deputy Political Commissar of Navy Region 1 Command, inform on the recent situation of Vietnam's seas and islands.

Next, the leaders of the Provincial Party Committee's Organizing Commission thoroughly grasped the following contents: Regulation No. 142-QD/TW dated April 23, 2024 of the Politburo on piloting the assignment of powers and responsibilities to the leader in personnel work (Regulation No. 142-QD/TW); Regulation No. 148-QD/TW dated May 23, 2024 of the Politburo on the authority of the head to temporarily suspend lower-level officials from work in case of necessity or when there are signs of serious violations of regulations of the Party and laws of the State (Regulation No. 148-QD/TW).

Comrade Mai Xuan Gioi, Standing Deputy Head of the Provincial Party Committee's Organizing Commission, thoroughly grasps the contents of Regulation No. 142-QD/TW and Regulation No. 148-QD/TW

The Regulation No. 142-QD/TW regulates the scope, subjects, principles, authority, and responsibilities of the leader in pilot implementation of cadre work, including: Introducing election personnel, appointing deputy responsibilities of the head; electing additional members of the Standing Board of the Party committee at the same level; appointing and dismissing subordinate heads directly under management authority. This regulation is piloted for Party committees, Party organizations, agencies and units from district level and above. The pilot implementation period is 5 years from the issuance of the Regulations.

The Regulation No. 148-QD/TW stipulates the principles, basic, authority, responsibilities, deadlines, procedures, and documents for temporary suspension of the head's work for subordinate officials in case of necessity or when there are signs of serious violations of the Party's regulations and the State's laws.

Speaking at the conclusion of the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: In addition to the contents disseminated and thoroughly grasped at the conference, the Conference Organizing Committee compiled and sent to delegates 16 directives, resolutions and conclusions of the Central and Provincial Party Committee which have just been issued for delegates to study, research and implement according to regulations. In order for the policies, resolutions, directives, conclusions, and regulations of the Central Committee, the Provincial Party Committee and the Standing Board of the Provincial Party Committee to soon come to life, be seriously implemented, and promote effectiveness, comrade Secretary of the Provincial Party Committee requested: the Party committees and Party organizations at all levels strengthen propaganda, dissemination, guidance and thorough understanding to officials and Party members to unify awareness and implement the core contents of the documents and regulations. The Provincial Party Committee's Organizing Commission and the Party Committee of the Provincial People's Committee review and urgently develop and submit to the Standing Board of the Provincial Party Committee for promulgation of programs, plans, and instructions for implementing resolutions, directives, conclusions, and regulations of the Central. Comrade Secretary of the Party Committee must directly direct the dissemination, thorough understanding and organization of building plans to implement resolutions, directives, conclusions and regulations of the Central Committee and the Standing Board of the Provincial Party Committee to ensure to closely follow political tasks and practices of localities, agencies and units; strengthen inspection and supervision and promptly carry out preliminary and final summaries of the implementation of resolutions, directives, conclusions and regulations of the Central and the Provincial Party Committee according to regulations. To promote propaganda of results of implementation of political tasks, achievements in innovation and development of the province and locality to firmly consolidate the trust of officials, Party members and people with the Party and government.

Regarding the preparation of Party Congresses at all levels towards the 20th Provincial Party Congress, term 2025-2030, Secretary of the Provincial Party Committee Nguyen Huu Nghia requested: The Provincial Party Committee's Organizing Commission presides, coordinates with the Party committees and Party organizations at all levels to urgently develop and submit to the Standing Board of the Provincial Party Committee the guidelines for organizing Party Congresses at all levels in July 2024. To concentrate intelligence and resources to summarize and evaluate the implementation of Resolutions of Party Congresses at all levels for the 2020-2025 term associated with preliminary and final summaries of resolutions, programs and projects of the Party committees in implementing the Congress's resolutions. To well prepare the personnel work and the conference personnel plan to ensure the correct quantity, structure and quality.
